Current situation in Great Britain• Organisations horizons are largely

their own

• Data is often isolated

• Too few examples of data linking & data sharing

• Duplication

• Few definitive datasets

• Limited success with the National initiatives, such as NGDF (now dissolved) etc

• Customers have to do too much work on data integration

Power of location• Location is an essential component of

most information [80%]

• Location underpins important government activity - this impacts upon the citizen e.g.:

• buying a house

• choosing a school

• travelling to work

• emergencies

• Location information (Ordnance Survey products and services) underpins £100 billion of national GDP [OXERA report 1999]

(see http://ordnancesurvey.co.uk)

Implications for the future • capture once – use many times•data quality issues (all kinds)

• Currency• Consistency• Completeness• Accuracy

• enable data sharing• harmonisation within nations & beyond

• across government• across all sectors• across large regions (e.g. INSPIRE across Europe)

• need for a pragmatic approach to standards• needs to fit the “national identity”• someone has to take responsibility

A National Spatial Data Infrastructure for Great Britain• Widely recognised that a successful NSDI has to play a

leading role in:• Creating Standards;• Improving Access to, and sharing of data and;• Creating a framework of reference data – a Geospatial Data

Framework

• The Digital National Framework is providing each of these within Great Britain

The Digital National Framework

The Digital National Framework is providing a new standard for

national georeferencing frameworks, defining:

• Direct and indirect reference systems (coordinates & identifiers)

• Reference data (the base geography that links users data)

• Delivery formats (Geography Mark-up Language – GML)

• Quality

• Metadata

• Linking application data with reference data (data sharing)

• Glossary

Several components developed in conjunction

generic information• Access to account information and

product holdings• Ability to order and receive OS

MasterMap data online• 50 individuals across 16

organisations have customised Ordnance Survey websites

• Update supplied as change only information allows intelligent application of data

Conclusions

• An SDI is key in joining up Government and business information

• SDI must be driven by customer/user/citizen needs and take into account different business models of participants

• Development should be step by step - towards a long term vision

• The Digital National Framework is providing an SDI through pragmatic implementation of standards, access mechanisms and a comprehensive geospatial data framework
