E. Raynor, As-sistant Director, Arizona DPS, Chief Technical
Services
In January of 2011, then Director Robert Halliday promoted
Jeffrey Raynor, a 37-year DPS veteran, to the rank of Lieutenant
Colonel. With his promo-tion, Raynor became an Assistant Director
at DPS and assumed command of the agency’s Technical Services
Division. His command included the Scientific Analysis Bureau, the
Wireless Systems Bu-reau, the Operational Communications Bureau,
the Information Technol-ogy Bureau, and the Com-
pliance and Information Services Bureau. He is appointed by the
Governor as the Arizona representative at SEARCH, the National
Consortium for Justice Information and Statistics. He is the FBI
Criminal Justice Information Systems Officer for Arizona. Raynor
joined DPS as a patrol officer in 1978 and has held a variety of
other assignments at the agency while advancing through the ranks.
Some of his command-level assignments have included commanding the
Metro Highway Patrol Bu-reau, Narcotics Bureau, Organized Crime
Bureau, Intelligence Bureau, and Human Resources Bureau. He has
also served as the Business Manager for the Law Enforcement Merit
System Council and as Chief of Staff for the Criminal
Investigations Division. Raynor has had many accomplishments at DPS
and is a seven-time recipient of the prestigious Director’s Unit
Citation award. He was also a founding member of the Special
Investi-gations Unit; on the board of directors for the National
Alli-ance of State Drug Enforcement Agencies; a member of the
Public Safety Communications Commission; and a member of the FBI
Joint Terrorism Task Force that included a six-week assignment at
Guantanamo Bay, Cuba. Raynor, who graduated from Arizona State
University in 1976 with a BA in Political Science, has also served
on various na-tional and state boards and committees. He received
his Mas-ter’s degree in 2003 from the University of Maryland in
Com-puter Science Management. He was a member of the Army Reserve
for 33 years, serving in various intelligence assign-ments
including a 15-month tour of duty in Afghanistan as the Theater
HUMINT Operations Chief in 2004 and 2005.

From the Chair Joel Otting, CPP
Don’t Hibernate Just Because Summer Is Here It is hard to
believe we have turned another page on the calendar and are now
into June which means we are staring summer in the face. School
breaks, vacations, and spending time inside trying to stay cool.
Your Phoenix Chapter of ASIS will be remaining busy during these
summer months to provide you with training opportunities. Our June
17th monthly meeting is replaced with the Southwest Security
Conference. You have been receiving emails detail-ing the excellent
speakers and training topics and hopefully you are already signed
up to attend. If you have not signed up, do it now. Your
Certifica-tion Committee is in the process of scheduling a CPP
review class beginning in July and you will be receiving more
information on that as it develops. To end out your summer, the
annual golf outing will be held on September 21st. All of these
events are to benefit you – the member – take advantage of
attending for training or merely networking. Congratulations are
in order to Maria Dominguez, CPP who has reached the elite status
of joining the Quarter Century Club with ASIS International. Maria
has been involved heavily in our Phoenix Chapter as well as ASIS
International and was spot-lighted in our May newsletter. The
number of Phoenix Chapter members with 25+ years in ASIS is a
testament to the value of membership. There is always an
opportunity to get more involved in the Chapter. Contact me if you
would like to increase your participation. We will continue to keep
you apprised of upcoming events and opportunities through our
emails and in the newsletter. As always if you have a need you feel
the Chapter is not fulfilling, or just have a ques-tion, please

Membership Chair Update Meghan Uhl
I’ve now had the pleasure of speaking to many of you and I thank
you for your valuable input. If I haven’t spoken to you personally
yet, be forewarned I’ll be calling soon. My goal is to personally
talk to every member assigned to the Phoenix Chapter. With over 300
assigned members it may take me some time (I still have to make a
living) but I promise, I’ll be calling. My intent is to tell you
about new things going on within the Chapter, encourage you to
visit our amaz-ing and every changing website and most
impor-tantly, get your input on what the Chapter is doing right to
provide value and what things we need to add or improve to be of
best value to you. Our goal of course is to see more of our Arizona
mem-bers joining the Chapter and attending more of our events and
monthly meetings. So, new in the last month or so are upgrades to
the website (visit it often because John Hamilton is forever
improving it), a new information documentation table at most events
and every monthly meeting. This is a table where all members can
place product and service brochures, white papers, articles of
interest etc., for other mem-ber attendees to pick up. Please take
the time to look at this table as you may find something of
particular interest to you in that moment. You may also learn
something you didn’t know about another member. This is not limited
to vendor member’s product/service information – we hope all
members will share their company literature. As an example; we all
need banks so if you work for a bank as the security direc-tor,
bring in your banks marketing brochures – you never know, another
member may be looking for a new banking relationship and you’ll
have helped them and your company at the same time! Also new is the
Vendor Liaison position. It’s really
more of a sub-committee I guess, falling under the Membership
Committee. The purpose of the Vendor Liaison is to educate vendor
members on how to utilize their membership to gain education and
begin building relationships without selling. At the same time, we
hope to educate our security director members on the important role
vendor members play in financing nany of the educational events the
Chapter is able to offer all members and encourage more interaction
between security director and vendor members. Lastly – we have a
lot of new members this year al-ready and we’d like to ask all
members to reach out & welcome them and offer your help in
whatever area of expertise you might be of service. To this end, we
will be adding a section to the website under Membership to
introduce new members on a monthly basis. Look for the first
installment sometime in June which will include all new members as
of Jan 1st. I believe in members helping members in the ASIS
com-munity! To that end, if there is anything I can do to assist
you whether it’s introducing you to other mem-bers, troubleshooting
membership payment issues, helping you find information on a
particular topic – where ever I can be of service, please don’t

Our Promise of Honesty Johnnie L. Mock, PSP
As the Phoenix Chapter House of Worship Commit-tee Chair I have
learned a lot about this program and its benefits to Houses of
Worship. The surveys I have been involved in were enthusiastically
received and great strides were made in the safety and security of
the Churches involved. I have also noticed some of the reasons we
are not getting more requests for surveys. The first, of course, is
that many Houses of Worship are simply unaware of the free services
we offer. This can only be rectified by our membership spreading
the word. If you attend a House of Wor-ship please inform them
about our program. I have informational brochures on our program
that I can provide you to give them. Simply e-mail me at
[email protected] But I think another reason may exist. Houses
of Wor-ship are a “market” for many businesses, including security
services of all kinds. And there is absolutely nothing wrong with
that. Security is indeed a busi-ness. But I worry that many Houses
of Worship do not understand that our program is free of charge,
and that they feel that if they reach out to us, they will be on
the receiving end of a vending program. Nothing could be further
from the truth! The ASIS House of Worship program is honor bound
NOT to attempt to sell goods and services to any House of Worship
that reaches out to us. They will not be of-fered items or services
for sale, nor will any follow up vending offers occur. As our
Chapter House of Worship Chair, I am committed to insuring this
pol-icy is strictly adhered to. If a House of Worship reaches out
to us, we will pro-vide them a free security survey and free
generic security advice. We will not try to sell them any-thing.

Information Security and Privacy
In a security context, information and privacy
could be considered the opposite sides of the
same coin. On the one hand, security profes-
sionals are tasked with protecting an organiza-
tion’s information, including its technical, organ-
izational, financial, proprietary, and planning
documents. When the collection of an organiza-
tion’s information includes personal data on em-
ployees and customers, on the other hand, the
organization has an additional responsibility for
the privacy of that information.

Recruiting may be conceptualized as the “artful marriage” of
two processes: the marketing of an organization and the
selec-
tion of new employees, says security recruitment expert
Chris
Hertig, CPP. And company leaders should not be waiting until
vacancies occur to start doing the first part—marketing the
firm.
“You have to have an ongoing strategy. It has to be
continuous,”
says Hertig, who writes about recruiting in the book
Security
Supervision and Management: Theory and Practice of Asset
Protection.
Moreover, the larger environment within which both marketing
and employee selection take place has changed, and it
continues
to evolve. Foremost among these changes is the rise of
social
media, which has cut across all industries. In a recent report
on
recruiting conducted by Jobvite, a company that makes
applicant
tracking software, roughly 94 percent of recruiters surveyed
said
they are using social media to support recruiting efforts,
with
more than half of the respondents reporting that they are
using
all of the big three—LinkedIn, Facebook, and Twitter.
Yet, in this changing environment, many time-tested, best-
practice recruiting principles still remain valid. In this
sense,
recruiting may be thought of as an artful marriage of
another
sort: a union of the contemporary and the traditional.

Each year the ASIS Phoenix Chapter holds an annual golf
outing which serves as a day to network and socialize with
fellow valley security professional all while fostering a
little
competition and raising money for chapter charities. In the
last five years hundreds of those security professionals and
their colleagues have met on the links to decide bragging
rights for the year and raise funds for charitable organiza-
tions. Dozens of others have worked hard every year to make
it a memorable event. Each year a portion of the funds we
raised at the golf event have gone to support Sojourner Cen-
ter and Homeward Bound “Give a Child a Chance” organiza-
tions.
The event this year will return to The Legacy Golf Club for
the fourth time in the last five years. The Legacy is rated
the
#1 public golf course in Phoenix by ESPN.com. It will take
place on Monday, September 21st. To beat the heat, registra-
tion will begin at 6:30 am followed by a shotgun start at
7:30.
The format will be a four person Texas Scramble. Like past
years, we will have competitions for longest drive and closest
to hole for both the men and the ladies. Additionally, the staff
at The Legacy will be setting up a treacherous course for the
putting competition. We are actively seeking sponsors for all of
these contests. Hole sponsorships will also be available.
A BBQ lunch is planned after the event, to be followed by our
annual raffle to assist in raising funds for the charities.
Tradi-
tionally we have had great prizes ranging from sports
memorabilia, rounds of golf, resort stays, electronics and gift
cards to
name a few. These items come to us via generous donations from
our chapter members and their affiliates. That being said, it
is time again this year to see what you or your organization can
do to help. Remember that no item is too small or too big to
be donated for the raffle.
The investment you have to make to be a part of the event is a
mere $400 for a foursome or only $100 for a single golfer. If
you are a single, you do not have to worry as we always have
plenty of other singles to make you a team. For 18 holes of
golf
at one of the finest public courses in Arizona, a bevy of
contest and lunch, the price cannot be beat. Should you not be a
golfer
we always are in need of volunteers on the day of the event.
