Mr. Chairman and members of the County Board:Your Committee to whom was referred Health Services would beg leave to submit the

following report on the matters before them:Your Committee met at the Administrative Center on December 29, 2006 at 9:00 A.M.

Members present were John Dowling, Betty Busick, Rod Copas, Jean Hiles, and Donna Wasmer.Also present was Dr. James Finnell, Animal Control Administrator. Brian Martell, Solid WasteCoordinator, was unable to attend the meeting.

Dr. Finnell distributed copies of the Animal Control Report for the period ending December23, 2006. There were a total of 2 stray dog calls, 2 bite cases and 24 dogs impounded. There were5 dogs taken to the Vermilion County Welfare Kennel for adoption. Two rabies specimens weretaken to the University of Illinois Veterinary Diagnostic Laboratory.

Dr. Finnell expressed his thanks to the Committee for their vote of approval in regard to DanGarner’s request to carry a firearm. He also said the matter of liability insurance for Dan Garner hasbeen resolved. The cost will be the same as it would be for an auxiliary policeman.

Dr. Finnell discussed the new Animal Control Law which is to be administered by the PublicHealth Department. He said some agencies are starting to push for enactment of some aspects of thelaw. He said this has become a very complicated matter. If there is a registration fee, then there mustalso be a deferential fee for neutered animals and this does have implications for us. He read a letterhe had received from Attorney General Lisa Madigan concerning the new laws. He said certaininterested organizations are looking throughout the state to see who is not following legislation. Oneof the problems is discrimination between male and female animals, since is difficult to tell if afemale animal has been spayed. If the owner says an animal has been spayed, it is not easy to proveotherwise.

In other matters, John Dowling passed out copies of an article which appeared in theKankakee Journal. The article addressed the need for more recycling. The Committee read the articleand discussed some possible incentives for recycling in Iroquois County. The possibility of a countywide ordinance was discussed. It was also noted there is no market for some recyclables such as glassbecause it is more cost effective to make it than it is to recycle it. It was determined the public mustbe more educated concerning recycling.

The Committee reviewed the claims. It was moved by Donna Wasmer and seconded to paythe bills subject to County Board approval. Motion carried.

As there was no further business to come before the Committee, a motion was made by JeanHiles and seconded to adjourn at 9:55 A.M. Motion carried.

on the matters before them:Your Committee met at the Administrative Center on January 2, 2007 at 9:00 A.M.

Members present were Jerry Haynes, John Kuntz, Betty Busick, Jim Hurt, Dale Schultz, and KevinHansen. Also present were John Wilkening, County Board Vice Chairman; Bob Yergler, Supervisorof Assessments; Mindy Kuntz Hagan, Treasurer; Tom Tuntland, County Programmer; CeceliaDixon, Director of Data Processing; and Mark Henrichs, County Clerk.

Supervisor of Assessments Bob Yergler reported the Board of Review is in session and willwork on complaints for approximately three weeks. The State Department of Revenue will firstissue a tentative multiplier; the final multiplier comes from the state after the Board of Review hasmade their final decisions.

Bob reported the multi-township tax assessment district of Pigeon Grove and Fountain CreekTownships have appointed a new assessor to fill a vacancy, effective January 1, 2007. Bob said heis working on information for the annual assessor’s meeting, which he would like to hold as earlyas this month.

Treasurer Mindy Kuntz Hagan said in answer to a question about certain inheritance taxchecks which go through her office, the County received 6% to preform the statutory administrativeduty. She said the actual amount the County receives varies from year to year.

Mindy reported she has met with Animal Control Administrator Dr. James Finnellconcerning a change in billing procedure. The Animal Control Office will establish an account withthe University of Illinois so they may directly bill the County when Dr. Finnell transports an animalhead to the U of I for rabies testing.

Director of Data Processing Cecelia Dixon reported she is working on getting out W2 formsand closing out the year. She said she will be getting some assistance from retired Data ProcessingDirector Donna Schmitz when the tax cycle begins in her office.

The Committee discussed payroll issues. Cecelia noted there are just six employees on a

payroll period separate from other employees, and also a small number of employees who are on afirst of the month pay period. It was the consensus of the Committee to look into consolidating thevarious pay dates which would eliminate extra work. The Committee also briefly discussed thedirect deposit option, with no action taken at this time.

County Programmer Tom Tuntland distributed his monthly report and briefly discussed hiscurrent program-related tasks.

County Clerk Mark Henrichs said December 26th was the last day for taxing bodies to filelevies with the County Clerk’s office. He said all levies have been filed.

Mark reported two grant checks have been received from the State Board of Elections. Acheck for $955 has been used to purchase cable for handicapped voting devices; and a check for$7,639 will be used to purchase a printer and equipment capable of printing ballots. Mark said thenew equipment will be used to print absentee ballots and ballots on demand, with the potential toprint all ballots.

Mark discussed the increasing popularity of early voting. He told the Committee if this trendcontinues, he will need to increase office space. Mark said he addressed the Management ServicesCommittee about any available space close to his office. He also briefly discussed the possibilityof other early voting centers and a mobile polling place.

The Committee reviewed the claims. It was moved by Dale Schultz and seconded to pay thebills subject to County Board approval. Motion carried.

As there was no further business to come before the Committee, it was moved by John Kuntzand seconded to adjourn at 10:22 A.M. Motion carried.

Mr. Chairman and members of the County Board:Your Committee to whom was referred Management Services would beg leave to submit

the following report on the matters before them:Your Committee met at the Administrative Center on January 2, 2007, at 9:00 A.M.

Members present were Harriett Mowrey, Ed Schuldt, Dennis Johnson, Jean Hiles, Beryl Luecke, andMerle Lemenager. Also present were Larry Pankey, Maintenance Supervisor; Sheriff Eldon Sprau;and Mark Henrichs, County Clerk.

Maintenance Supervisor Larry Pankey reported on the following:• Smoke/carbon monoxide detectors were purchased and installed in the

Administrative Center and Courthouse.• In attempt to conserve energy, glass was installed between the first and

second floors of the foyer in the Courthouse. The glass was installed toprevent drafts from the opening and closing of the front doors of theCourthouse.

• An estimate of $6,925.50 was given for the installation of a new fire alarmsystem for the FSA & KCC offices. An additional estimate of $19,257.17was given for the remainder of the Administrative Center.

In regards to the estimate for the fire alarm system, it was moved by Ed Schuldt and secondedto bring the estimate to the attention of the Finance Committee.

County Clerk Mark Henrichs reported with the addition of early voting, his office is seeingincreased traffic in the months prior to an election. The only early voting polling place is in theCounty Clerk’s office. Mark also reported with monies received from grants, his office will bepurchasing a printer capable of printing ballots. He is requesting additional space, which will beneeded for the excess traffic and printer. No action was taken at this time.

Committee member Ed Schuldt reported the soil samples for the County farm will be takenwhen weather permits.

Committee member Jean Hiles cited the boiler in the Old Courthouse Museum has beenrunning well.

The Committee reviewed the claims. It was moved by Jean Hiles and seconded to pay thebills subject to County Board approval. Motion carried.

As there was no further business to come before the Committee, it was moved by Jean Hilesand seconded to adjourn at 10:01 A.M.

Mr. Chairman and members of the County Board:Your Committee to whom was referred Judicial & Public Safety would beg leave to submit

the following report on the matters before them:Your Committee met at the Courthouse on January 3, 2007, at 9:00 A.M. Members present

were John Kuntz, Susan Wynn, Alan DeWitt, Donna Crow, John Wilkening, and Rod Copas. Alsopresent were Judge Gordon Lustfeldt; Sheriff Eldon Sprau; Undersheriff Derek Hagen; BillCheatum, Coroner; Mike Power, Probation Supervisor; Carl Gerdovich, ESDA Coordinator; ArleneHines, Circuit Clerk; Jim Devine, State’s Attorney; and Ron Schroeder, County Board Chairman.

Chairman John Kuntz informed Committee members the July 4th holiday will fall on aregularly scheduled Judicial Committee meeting date. Following discussion, it was the consensusof the Committee to move the meeting to Monday, July 2nd at 10:30 a.m. immediately followingHealth Services.

Judge Gordon Lustfeldt reported on finalizing his 2006 budget. He said law library booksincreased slightly, putting the line item over approximately $1,500.

Judge Lustfeldt also reported licensed mediators may become mandatory in cases forpaternity and visitation purposes. This would help ease caseloads and help people resolve issuesoutside the courtroom. However, it could create a problem those who cannot afford one.

Additionally, Judge Lustfeldt noted evaluations from the Mental Health Department aregoing well.

Mike Power, Probation Supervisor, reported on an Iroquois County juvenile placed in aresidential program. Previously it was reported the program would cost approximately $65,000. It

was further researched and a nine-month program would cost approximately $22,900; with a 12-month program costing about $31,000. The County will be responsible for paying for the treatmentprogram; however, Social Security will pay $373.90 per month directly to the County to offsetpayment, and also Medicaid will contribute a portion for reimbursement of the program.

State’s Attorney Jim Devine reported on several jury trials over the next two weeks.Bill Cheatum, Coroner, distributed his year end report for 2006. There were 79 coroner

death certificates issued, 61 natural deaths, 10 accidental deaths, 5 suicides, 1 homicide, 2undetermined, 21 autopsies, 16 inquests, 60 cremation certifies issued, 198 coroner calls transferredto medical certificates; 277 total deaths reported for 2006 to coroner’s office.

Arlene Hines, Circuit Clerk, distributed her report for December 2006 and answeredquestions.

Carl Gerdovich, ESDA Coordinator, reviewed his report for December 2006 and discussedadditional requirements for NIMS in 2007.

Sheriff Sprau reported on a new security panic button system installed at the courthouse.This will allow employees to push a button to alert Sheriff’s personnel of assistance needed in anemergency situation.

Sheriff Sprau reported on a rapid response course in Donovan a few weeks ago. This drillwas for the purpose of responding to an emergency situation without having to rely on State Policeto arrive on the scene in order to respond.

The Committee reviewed the claims. It was moved by Susan Wynn and seconded to pay thebills subject to County Board approval. Motion carried.

Members present were Jim Meyer, Russell Bills, Jerry Haynes, Harriett Mowrey, John Dowling, andSusan Wynn. Also present were Roger Schuldt, Schuldt Insurance; Mindy Kuntz Hagan, Treasurer;Cecelia Dixon, Director of Data Processing; Bob Yergler, Supervisor of Assessments; Sheriff EldonSprau; Mark Henrichs, County Clerk; Ron Schroeder, County Board Chairman; and John Wilkening,County Board Vice Chairman.

Roger Schuldt, Schuldt Insurance, reported on December 18th a 2007 Ford F250 truck wasadded to the County’s policy for the Highway Department and on December 26th the Sheriff’sDepartment added a 2005 Chevy Impala and deleted a 2000 Jeep.

Treasurer Mindy Kuntz Hagan reported her office has received the July, August, andSeptember Public Defender salary reimbursement from the State. Additionally she said a check hasbeen received from the Hartford Insurance Company in the amount of $22,450.66 for the boiler atthe Old Courthouse Museum.

Mindy said the County has two large CD’s that will come due in January. The CD’s havebeen rolling over since 1984 with a fairly low interest rate. Mindy said she will put them out for bidto obtain a better rate. She said substantial Township MFT monies have been received as well. Shefaxed 15 Iroquois County banks requesting CD rates for five different CD’s and received 8responses. She chose the highest bidder for each of the township CD’s.

Director of Data Processing Cecelia Dixon discussed her efforts to improve and streamlinethe payroll process. Some employees have expressed a desire to have a direct deposit option, andCecelia agreed noting the time may have come to make some of these changes. In researching directdeposit, it was found by the State’s Attorney’s Office that by statute, it can be offered but notmandated. It was noted having a “split” system would probably not save money and would likelyrequire more work. Programming changes will be needed as well.

Cecelia said she has also had discussion with the six employees still on the “24-pay” payrolland found them all agreeable to a change to “26-pay”. She said she would like to make theconversion so that it will have the least amount of financial impact for these employees, as theywould be going from paid in advance to paid for the current pay period or paid in arrears. Ceceliasaid there are also ten employees who are paid “in advance” on the first of each month, which createsanother separate payroll. She would like to have this group combined with another payroll as well.

It was the consensus of the Committee that Cecelia continue to research direct deposit options andthe consolidating of payrolls.

County Clerk Mark Henrichs updated the Committee on various State grants made availablefor the purpose of upgrading election equipment. Mark said he has applied for and received severalgrants. He said the largest of the grants, $52,000, will pay for the new voter registration system,which is currently being installed.

Sheriff Eldon Sprau said there are no working fire alarm systems at the AdministrativeCenter, Jail, or Courthouse, which is both a safety and liability issue. Because of the cost, onebuilding will be upgraded at a time, beginning with the Administrative Center. The buildingcurrently has two separate non-functioning systems, one in the eastern portion of the building wherethe FSA and KCC offices are located and one in the remaining portion of the building. The estimatefor replacing the system in the eastern portion is $6,925.50; the estimate for the remainder of thebuilding is $19,257.17. The separate systems will be compatible with each other. To help keep costsdown, the Maintenance Department staff will do most of the wiring. Following discussion, it wasmoved by Harriett Mowrey and seconded to approve the installation of the fire protection system atthe Administrative Center. Motion carried. Bills voted nay.

Members present were Merle Lemenager, Donna Wasmer, Donna Crow, Jim Meyer, Dale Schultz,and Beryl Luecke. Also present were Gloria Schleef, Zoning Administrator; Debbie Wright, ChiefDeputy Zoning Administrator; and Erin Doss from the Times Republic.

Zoning Administrator Gloria Schleef reported on the following:• A letter has been received from Joseph Yobbka stating he will not be running a

business at his ultralight airplane field. The Zoning Office faxed a copy of the letterto State’s Attorney Jim Devine. Jim feels the letter is sufficient in stating he will notrun a business. The Zoning Office will maintain monitoring Mr. Yobbkas website.

• The Regional Planning Commission made a motion to invite all Township, City, andVillage Board members to their meeting in February. State’s Attorney Jim Devineand Jim Reynolds from the Iroquois Development Association will be conducting themeeting to discuss the possibility of each entity forming a Planning Commission.Jim Reynolds will also be discussing possible development in the County.

• Gloria distributed copies of the financial report from the Zoning Office. Receipts forthe month of December totaled $4,120. Total receipts and expenses for fiscal years2004 through 2006 were also viewed.

Extensive discussion was held regarding the International Property Maintenance Code. TheCommittee had previously proposed having a meeting with town officials to discuss the codes.Many towns have already adopted the codes and several more are interested in doing so. Somelegalities regarding hearings and inspections were in question. Gloria stated she would contactState’s Attorney Jim Devine and add this issue to the agenda for next months meeting.

The Committee reviewed the claims. It was moved by Donna Wasmer and seconded to paythe bills subject to County Board approval. Motion carried.

Following a brief recess, a public meeting was called to order for the purpose of hearing twozoning requests.

Jerry Goodrich is requesting a Conditional Use to replace a home site located in BeaverTownship, Section 11. Mr. Goodrich bought the 9.19 acre tract which has a barn and two otherbuildings standing on the property. The house has been torn down. Both Regional Planning andZoning Board of Appeals voted unanimously to approve the conditional use. Following furtherdiscussion, it was moved by Beryl Luecke and seconded to approve the Conditional Use to replacea previous homesite. Roll call vote. Motion to approve carried unanimously.

Bob King, Vice President of Timbered Meadows Campground, is representing theassociation and requesting a Conditional Use for an additional 9.3 acres located in Ash GroveTownship, Section 25. Mr. King stated they would like to expand with 22 more campsites; each site

Regional Planning and Zoning Board of Appeals both voted unanimously to approve thisConditional Use. Following further discussion, a motion was made by Dale Schultz and secondedto approve the Conditional Use for the additional campsites. Roll call vote. Motion to approvecarried unanimously.

The Committee briefly discussed the status of FOP and AFSCME negotiations. Chairman Schroeder said County Board members have received information concerning a

University of Illinois Leadership Academy, sponsored by United Counties Council of Illinois(UCCI). At least one County Board member has expressed an interest in attending the program,which consists of six one-day sessions and two weekend sessions at various venues throughout theyear. Although Iroquois County does not belong to UCCI, there is no registration fee. However,there is a matter of whether the County should reimburse Board members who wish to attend for perdiem or mileage; and whether there is money in the County Board budget for such an expense. Thecost was roughly estimated at approximately $1,500 per member. Following discussion, it wasmoved by Jim Meyer and seconded to not expend the funds at this time for attendance of the U ofI Leadership Academy, sponsored by the UCCI, of which the County is not a member. Roll callvote. Motion carried unanimously. It was noted the University of Illinois Extension Office offerssix informational telenet sessions throughout the year which are held at the Onarga office. TheCounty has previously, and will continue to pay per diem and mileage to Board members who wishto attend this series of programs.

Treasurer Mindy Kuntz Hagan reported she continues to review County investments,contacting banks throughout the County for competitive interest rates, and moving the investmentswhen beneficial.

Director of Data Processing Cecelia Dixon said she has contacted nearly everyone who iscurrently on the first of the month pay period and all are willing to switch to the first bi-weeklypayroll of the month. Additionally, the six non-union employees still on the 1st and 15th of the monthpay period are all willing to switch to the same pay period as union employees, which is every otherFriday. This consolidation would streamline the payroll process and would be beneficial if theCounty elects to offer the direct deposit option, which is currently being researched. Representativesfrom the bank are scheduled to meet with Cecelia and Tom to discuss the process. It was noted theCounty is not obligated to offer direct deposit, and cannot mandate it to employees if it is offered.Following discussion, it was moved by John Dowling and seconded to authorize the Data ProcessingDepartment to make the consolidation changes to the payroll system. Motion carried. It was notedthis will not include the change to paying in arrears, rather than ahead; an issue which will bediscussed further at a later date.

County Clerk Mark Henrichs discussed early-voting, which was implemented for the firsttime in Illinois this past election. He described early voting as: absentee voting without the need foran excuse to do so. Mark said other states have had early voting for some time and have found thatit’s popularity is increasing. In Iroquois County, the November election saw a significant increasein early voting. Mark said he would like the County Board to be aware that the potential is there forthis trend to continue and space will likely become a problem. He said as a result of recent electionvendor problems, ballot lay-out and printing may be done by his staff and additional space wouldbe beneficial for this process as well.

Each Committee Chairman highlighted their report and answered questions. ChairmanSchroeder noted the February Policy & Procedure Committee will fall on a holiday; Lincoln’sBirthday. He said the meeting date will be changed to Friday, February 9th, at 11:00 A.M.
