Fall Fishing at Cape Lookout NC with Capt Noah LynkWith the month of December already here, this means that some of the best � shing of the year is upon us. The Cape Lookout, NC area should be really hot with just about everything feeding up for winter. The False Albacore and big Spanish for the spin casters and � y � sherman should be red hot with these � sh hitting just about anything small and shiny. The Flounder will be in full swing on their winter migration to the o� shore waters and the Red Drum and Speckled & Gray Trout should be feeding up as well out near the rock jetty. The inside water around Harkers Island, NC, Middle marsh and North river should still have some bait around as long as the water temperatures don’t fall too quickly and the best live bait to use for Red Fish is mud minnows. Since there was not a very good shrimp season this year, it’s going to be hard to � nd live shrimp, but the mud minnows should work just � ne. The best rigs to use for live bait this time of year are a popping cork with about a 2 ft. 20 lb. test leader and also the good old Carolina Rig � shed on the bottom. Also the use of scented baits such as Deep Creek scented baits, Berkley gulp, Blurp scented baits, as well as Honey Hole lures, are sure to catch some nice

Some really good fall tackle o� ered in the tack-le shops on and near Harkers Island is the new Penn Battle reels; they come in several sizes and they are some of the best that I have seen in a while. As so many boats before her, the Illusion a 1987 57’ Hatteras Gulfstream Sport Fish, met her demise by running aground on the shoals just 300 hundred yards o� Cape Lookout, NC. The Illusion had just been purchased from a brokerage � rm in Grasonville, MD and was on a voyage to her new home somewhere in Florida. To safely cross the shoals you must know how to run what is known as the slot to local mariners. The slot is a slough that runs west to east through the shoals but you must be experi-enced at making that crossing. It is di� cult at best for the inexperienced to make this crossing during daylight hours but to attempt it at night is only for the more experienced captains who know this area. The safest alternative would have been to travel 12 miles south of Cape Lookout and made their eastward turn at the Knuckle buoy which marks the end of the shoals. Either way it’s not known why the crew decided to make the fate-ful choice of crossing the shoals only 300 yards o� the Cape Lookout point.
A distress call from the Illusion went out Sunday October, 9 to the Coast Guard Sector North Carolina watchstanders at 7:37pm. The crew of two reported they had lost all power, were taking water over the stern, and rising water had drowned out the Generator. A Coast Guard boatcrew from Station Fort Macon launched a 47’ lifeboat to assist, but due to
shoreline surf condi-tions, was unable to approach the vessel. A local towboat company also heard the distress call and dispatched a rescue boat but was unable to reach the grounded Illusion.
A MH-60 Jayhawk rescue helicopter was deployed from Coast Guard Air Station Elizabeth City, N.C. The two man crew from the Illusion was rescued from the vessel at 9:45 p.m. A big “GREAT JOB” goes out to the Coast Guard crew that performed the rescue operation. The Illusion crew was taken to the Coast Guard Station Fort Macon, NC where they were met by emergency medical services. Neither man required medical services. The following day it was determined there could be no salvage operation because the stern had been completely torn away by the powerful surf. At this point there was no choice but to dismantle the boat and remove it from the Cape Lookout National Seashore. Seatow of Morehead City, NC was called upon to perform the di� cult task of removing the Illusion from her watery grave. The Seatow crew used chain saws to cut away sections of the vessel which were then carried away by two track hoes and loaded aboard trucks to be hauled back to the ferry docks. Cape Lookout National Seashore is only accessible via ferry so the Illusion was loaded aboard and hauled back to the mainland. The removal operation could only be performed at low tides.

Electric Folding Scooter DI BLASI The mod R70 folding moped is powered by an electric motor powered by a battery. The maximum speed is 40 km/h; its range 50 km measured in realistic condition of use.
The frame of mod. R70 takes advantage of the experience made with the production of all the models produced since 1974. Because of obsolete NOAA harvest statistics and questionable assessment data, summer � ounder (� uke) � shermen will take another hit in 2012 - in turn, coastal � shermen are planning to hit back at Washington DC sometime later this winter!
A Northeast Fisheries Science Center report indicates that while the summer � ounder stock was successfully rebuilt in 2010, angler harvest data compiled through the Marine Recreational Fishing Statistical Survey (MRFSS) and applied to NOAA assessment models predicts � shing mortality rate will be exceeded in 2011, once again causing statutory over� shing to occur. In addition to known� aws with the MRFSS data, independent scientists have also been critical of the assessment models used by the federal � sheries service.
Citing new � ndings, the Mid Atlantic Fishery Management Council (MAFMC) warns that harvest limits originally recommended by council members for 2012 are actually too high and may need to be reduced. On top of recent reports from the South Atlantic and Gulf of Mexico regional � shery management councils that sea bass and red snapper � sheries have also been closed to anglers due to � awed data, the Recreational Fishing Alliance (RFA) said they are moving forward with another rally in Washington DC later this winter like the one held during the winter of 2010.
“In conducting stock assessments, NOAA Fisheries is using recreational harvest data deemed fatally � awed and woefully inaccurate by the National Academy of Sciences, which is exactly why Congress told them to stop using MRFSS as of 2009,” said Jim Donofrio, RFA’s executive director. “Whether it’s sea bass, red snapper or � uke, annual or semi-annual stock assessments don’t mean squat when you’re using illicit data and questionable models.”
“Five years is long enough to wait for Congress to react, so if they’re not coming to us then it looks like we’ll be heading back to see them this winter,” he added.
Reauthorized in 2006 by unanimous consent with support from ‘green’ groups like Pew Charitable Trusts and their Pew-funded a� liates including Marine Fish Conservation Network and Theodore Roosevelt Conservation Partnership, the Magnuson Stevens Act calls for rigid rebuilding deadlines while incorporating annual catch limits (ACLs) and accountability measures like catch shares to help ratchet down regulatory controls on � shermen.
“RFA has taken our lumps by some in the industry because we’ve been so openly vocal about the issues with Magnuson while also rallying for more accountability from our federal government, but who can sit back quietly while this injustice continues,” Donofrio asked, adding “this is a jobsissue.”
Last week, Donofrio appeared before a House Resource Committee hearing on behalf of America’s coastal anglers, and speci� cally brought up the issue of NOAA’s inattention to meeting require-ments set forth by Congress. “We don’t have a data collection program that Congress mandated in the 2007 reauthorization for marine recreational statistics, the new MRIP program, they’re still

using the MRFSS data and they’re shutting down � sheries,” Donofrio told committee members,” adding “they told the judge we’re not using MRFSS data anymore.”
Two years ago, RFA brought a federal lawsuit against NOAA for closing the black sea bass � shery using data compiled through MRFSS. Based on the NOAA testimony, a federal judge determined that there would no future � shing closures based on MRFSS data given the fact that NOAA was no longer using MRFSS, rendering RFA’s lawsuit moot. That’s a concern which Donofrio and the RFA have speci� cally brought to the attention of Congress.
“NOAA’s legal team essentially showed a copy of the Magnuson reauthorization of 2007 showing where Congress mandated that MRFSS be replaced as of January 1, 2009,” Donofrio said. “While NOAA has yet to meet their congressional obligation three full seasons later, our recreational � shing community is being forced to adhere to a broken law enforced by an overzealous and contentious enforcement o� ce.”
Donofrio told House Resource Committee members that coastal businesses are having a bad enough time staying open in a down economy, but when combined with burdensome regulations based on hopelessly � awed harvest data, many recreational � shing professionals have been get-ting out of the business entirely. “They’re disgusted with federal regulations that are not allowingthem to � sh on rebuilt stocks and NOAA’s not doing a thing about it, what they want to do is add more layers of bureaucracy that costs more money when they’re not spending the money to keep us � shing,” Donofrio said.
In response to a question from Rep. Jon Runyan (R-NJ) Donofrio said issues experienced within the New Jersey congressman’s home district were the same as those down in the southeastern United States and throughout the Gulf, “all the way down to Mr. Southerland’s district,” he added, referencing committee member Rep. Steve Southerland who also took NOAA to task at the recent hearing. “We have people sitting at the dock can’t catch red snapper because the stock assessments and the data that NOAA’s been using is � awed, we’re literally tripping over red snapper, tripping over them” Donofrio said.
Since 2007, RFA and their coastal allies have vocally pressed forth with support for legislation to reform the Magnuson Stevens Act to rewrite the fouled language which has allowed NOAA to shirk its responsibilities while punishing coastal � shing communities. Donofrio said it’s been an uphillbattle because of congressional gridlock and an industry divided. “A handful of legislators were led to believe that Magnuson was just � ne back in 2006, but that’s obviously not the case,” Donofrio said.
According to MAFMC chairman Rick Robins, part of the problem with summer � ounder is the fact that NOAA Fisheries is taking important scienti� c funding away from his council and shifting the spending up north. “The current situation is an unfortunate consequence resulting from the redirection of Science Center resources to New England ground� sh,” Robins said. While the MAFMC is in the process of scheduling meetings with the science and statistical committees to review the information before their December meetings, independent scientists including Brian Rothschildand Mark Maunder have openly challenged the data used by NOAA scientists in their assessments models.
“There are scientists in the � eld who have critical data with regard to summer � ounder to chal-lenge the government’s unreasonable � ndings, but the only way to shake some sense into this government bureaucracy is through an act of Congress,” Donofrio said. “Without a new benchmark assessment or peer review of the government data, there’s no way for individual anglers andindependent scientists to challenge the data,” he said.
Donofrio said the best option for protecting the future of saltwater angling opportunities is to � x a broken law while securing legislative commitments to overhauling a big government bureaucracy which he says “has gone rogue” in the past 3-1/2 years. “Comprehensive reform of the law is the only choice right now, and the quicker the industry realizes that they’ve been hoodwinked by anti-� shing interests the quicker we can address our coastal access issues in front of Congress,” he added.
“There are several di� erent Magnuson reform bills in Congress right now, including the more comprehensive version in HR3061,” Donofrio said, adding “what we need is get the whole suite of legislation into committee for review and debate so that we can get the law � xed now to protect jobs.”

National Park Service Plans to Shut Anglers Out of Biscayne National ParkPark o� cials shun stakeholders and the Florida Fish and Wildlife Conservation Commission by proposing large marine reserves.National Park Service o� cials at Biscayne National Park released a draft General Management Plan (GMP) which, despite opposition from numerous stakeholders and the Florida Fish and Wildlife Conservation Commission (FWC), proposes to close over 20 percent of the park’s public waters to recreational � shing and other activities.
“The Biscayne National Park management plan is just another example of the National Park Service viewing the public as an inconvenience,” said ASA Vice President Gordon Robertson. “Rather than attempting to balance resource conservation with public access, park o� cials apparently � nd it more convenient to simply close o� massive areas of the park to the taxpay-ing public.”
Located adjacent to Miami, Fla., Biscayne National Park is the largest marine park in the National Park system and one of the country’s largest urban recreational � shing areas, sup-porting approximately 10 million angler trips per year. After several years of development, the draft GMP, which directs park uses and operations, was released on August 19, 2011. The current preferred alternative that is endorsed by park managers would establish a 10,522 acre marine reserve, or no � shing zone, and several “no combustion engine zones” which act as de facto no-� shing zones because their large size makes most of the waters inaccessible.
Management of the park’s � sh and aquatic resources falls under a separate, but complimen-tary, Fishery Management Plan, which is guided by a partnership with the FWC to manage � sheries within the park. That partnership is de� ned in a Memorandum of Understanding (MOU), in which the FWC states their belief that marine reserves are overly restrictive and that less-restrictive management measures should be implemented in the park.
“Park o� cials are attempting an end-around maneuver on the Florida Fish and Wildlife Conservation Commission by claiming that the MOU does not apply to the park’s General Manage-ment Plan, even though marine reserves and other components of the GMP clearly a� ect � sh and aquatic resource activities,” noted Robertson. “Florida’s anglers trust the FWC to e� ectively manage � sheries resources, and the Park Service’s blatant disregard of the commission should not be tolerated.”
Robertson further said, “Unfortunately, this isn’t the only instance of Biscayne National Park of-� cials operating autonomously in developing the GMP. Several years ago, a working group was brought together to develop recommendations for managing the park’s � sheries. However, because these recommendations did not include marine reserves, park o� cials decided to, essentially, throw them out.”
“It is ASA’s position that the most signi� cant concern facing Biscayne National Park’s natural resources is inadequate enforcement of current regulations,” said Mike Leonard, ASA’s Ocean Resource Policy director. “Traditional � sheries management measures currently in place could e� ectively sustain healthy � sheries, but these are not being adequately enforced. Recreational anglers and the businesses they support should not be penalized because park managers view marine reserves as a quick and easy � x.”

Ingredients:• 1.5lb shrimp, peeled, deveined and fi nely chopped • 2 cups cabbage, fi nely chopped • 1 teaspoon salt • 2 tablespoons light soy sauce • 2 tablespoons rice wine, sherry or 2 tablespoons white wine • 1 tablespoon green onion, chopped • 1 tablespoon sesame oil • 2 teaspoons fresh ginger, chopped • 2 garlic cloves, minced • 64 wonton wrappers (usually 1 pkg) • 1/4 cup vegetable oil • 1 cup chicken stock
Holiday Shrimp Pot StickersDirections:• Sprinkle salt over the shredded cabbage and let stand for 5 minutes, then squeeze out liquid.
• Squeeze out any liquid from the shrimp.• Mix cabbage, shrimp, soy, wine, onion, oil, ginger and garlic (fi lling can be mixed and refrigerated for up to 6 hours in advance).• On each wrapper (keep them covered with a damp cloth so they do no dry out) place about 2 tsp of the mix and seal the edges, use a bit of water on the edge, try to press out all the air and ensure they are tightly sealed (At this point you can freeze them individually on a cookie sheet and them place in a plastic bag. They will keep for a month. Defrost in fridge before continuing).• In 2 large skillets heat 1 tbsp oil, fry 16 dumplings for 1 minute or until golden on one side add 1/4 cup of stock into the pan, reduce heat to low, cover and cook, without turning for about 7 minutes or until the dumpling is translucent and most of the liquid has evaporated Uncover and on higher heat cook for another 5-7 minutes or until the bottoms are dark brown, drain put on a platter and keep warm.
• Repeat for the remaining 32 dumplings.
• Mix the dipping sauce and serve with warm or hot dumplings.
These Holiday Shrimp Pot Stickers are better than any you can buy. Make them ahead of time and freeze so all you have to do is the fi nal steps. They make wonderful appetizers for your Thanksgiving and Christmas guests. They can be taken directly from the freezer and fried but allow a little extra time to cook.
