USAG Stuttgart School Liaison Offi ce

Once you receive orders to your new duty station, contact the USAG Stutt-gart School Liaison Offi ce. They will be able to ink you up with the School Li-aison Offi ce at your gaining command. The gaining SLO will be able to provide you with local school information and any youth sponsorships available.

Notify the Stuttgart school(s) about your move. They will need a copy of the orders. Accelerated withdraw date for this school year is May 14. Withdraw-ing no earlier than this date allows your student to get full year credit.

Ensure you have the following docu-ments for your students:—› Birth Certifi cate—› Social Security Number

—› Immunization Records—› Legal documents as needed—› Proof of residency/military Orders

Contact the School Meal Program at AAFES customer service to ensure you leave with a zero balance.

You should also request copy of stu-dent’s cumulative record (in addition to the sealed record for the gaining school). Although Stuttgart schools are sealing the records and letting the parents hand carry them, having a copy of the records is recommended. Make sure you do not open the sealed package because this will void the offi cial records.

If your student is in any special pro-grams, make sure you get a copy of the Individual Education Plan, Individual Accommodation Plan, or any gifted pro-gram. These records are kept separate

from your student’s cumulative record. If 6th grade and above, ensure you

get the course description and get a title page of each textbook your student uses during classes. This will give the gaining school the opportunity to see what was taught. There are many vague course titles that do not refl ect actual concepts being presented in class.

If your student is 10th grade and above, request letters of recommenda-tions from school staff (teachers, coun-selors, administrators). This will help your student applying for programs at the new school (NHS, scholarships, col-lege admissions).

For more information about trans-ferring your students to their new school, contact the School Liaison Of-fi ce at 430-7465 civ. 0711-680-7465.

The ABCs of transferring schools

By Robert QuigleyUSAG Stuttgart Central Processing Facility

As warm weather arrives, and spring is in the air, the summer Permanent Change of Station season is just around the corner. If you’re one of the many people who will be mov-ing this PCS season you’ve got a lot on your mind and what you’re most likely hoping for is a smooth PCS.

To make that smooth PCS hap-pen, there are many considerations to take in at this time, not least of which is the business of winding down your a airs with the organizations with whom you’ve had business. ere will likely be many questions that will come to mind: Who should I contact to let them know that I’m leaving? What documents will they need from me? When should I notify an agency that I’m leaving? How much time will my organization allow for me to clear the garrison?

e sta at the Central Processing Facility understand the concerns peo-ple have when faced with relocating to another community. ey know for example, how frustrated people feel when they are handed multiple checklists (o en having the same of- ce appear on more than one list), or being asked to clear an agency despite not having had any dealings with them.

Before military and civilian

personnel depart USAG Stuttgart, the CPF will issue them a set of commu-nity clearance papers that will show the agencies they will need to clear before they leave. To avoid sending personnel to places that they may not have had business with, the CPF uses a program that allows them to nd out which agencies they will need to clear before they depart. Personnel leaving are added to a pre- clear roster that is sent out weekly and is accessed by local agencies who then check their records to see which of the people on the roster they will want to see. Only the agencies that indicate “must-see” will be added to the community clear-ance papers, thereby cutting out un-necessary leg work that personnel would otherwise have to do.

Here are a few of the local services that pre-clear out going personnel: ACS, Library, Vehicle Registration, Vat O ce, UTAP and CIF.

e CPF is the only authority to issue community clearance papers. Garrison services should not appear on any other checklist. Some organi-zations may issue a separate checklist showing the internal sections a per-son will need to clear, and the CPF is open to the possibility of having these internal sections added to the com-munity clearance papers if an organi-zation were to request this; thus leav-ing a person with only one checklist.

At this time EUCOM, SOCEUR and USAG-S all have their internal sec-tions added to the community clear-ance papers, so personnel clearing these organizations will get a single comprehensive set of clearing papers.

It’s worth noting that the Garrison has centralized much of its key ser-vices with the bulk of these being concentrated on Panzer Kaserne. A glance at a map of frontline services will show that there are no less than 23 o ces on Panzer that a person may have had some business with. is streamlines the clearing process.

Out-processing: clearing the garrison made easy

Story and photos by Greg JonesUSAG Stuttgart Public Affairs Office

Major construction on Panzer-strasse, near Panzer Kaserne, is scheduled to begin April 7 and con-tinue through late July, according to Böblingen county officials.

During the entire project, which was originally set to begin March 30 but was delayed, county officials plan to limit traffic on Panzerstrasse to one way, in the direction of Schönaich. For a two-week period sometime in June or July, the intersection of Herdweg (the road Panzer’s main gate opens up to) and Panzerstrasse is scheduled to be closed. These closures and restric-tions will mean detours for travelers

to and from Panzer Kaserne.Travelling to Panzer Kaserne from

Patch, Kelley and Robinson Barracks via the A81 and Panzerstrasse in-tersection will remain the same throughout most of the construction. Traffic in this direction will only have to take detours during the two-week construction project on Herdweg. During this two-week closure, traffic will be routed through Böblingen via detour signs.

For traffic coming to Panzer Kaserne through Schönaich, the one-way flow on Panzerstrasse will mean significant detours. Detours are planned that will route traf-fic through Shönaich and around Böblingen to join A81, where driv-ers can then access Panzer Kaserne via Panzerstrasse, or Patch, Robinson and Kelley Barracks via A-81 or K 1055 (Frog Road).

Traffic leaving Panzer Kaserne, and going onto Panzerstrasse will have to turn right toward Schönaich and follow the detours described above.

The construction project, which will improve and expand Panzer-strasse, has been planned for several years by the county of Böblingen and is a result of studies of traffic along Panzerstrasse.

Although the project is sched-uled to begin March 30 and continue through the end of July, exact start dates, and the exact dates when the

Herdweg to Panzerstrasse intersec-tion will be closed, have not yet been determined.

During the entire construction period it is recommended to give ad-ditional travel time when traveling to or from Panzer Kaserne.

The USAG Stuttgart Public Affairs Office will continue to provide up-dated information, including specific dates, as soon as updated information becomes available.

Construction set to begin on Panzerstrasse

Construction on Panzerstrasse is set to begin March 30 and will mean detours for many travelers. Editor’s note — this photograph has been altered from it’s original form in the following way: License plates on vehicles have been blurred to preserve privacy.

This sign, at the traffic circle just north of Schönaich, notifies travelers of the planned closure of Panzerstrasse to traffic coming from Schönaich, though the actual start date of this closure has been delayed to April 7.

Destination signs like this one at the traffic circle just north of Schönaich, will have a large X placed over the destinations that are subject to detours.

How to follow detoursYou will know that a route is

being detoured when the destination signs at major intersections have a temporary large X over a given destination. For example, when the detour is in place for Panzerstrasse, at the first traffic circle south of Panzer Kaserne (going into Schönaich) the directional sign that normally indicates the way to A-81 and Böblingen will have a large X over it.

At these intersections you should also see a sign (yellow for roads other than Autobahns, which have blue signs) that has the letter U (for umleitung), followed by a number indicating the detour (since multiple detours may intersect). You might see a yellow sign like this: U21. Then you will continue to see U21 signs at each intersection with an arrow indicating the direction to take at each intersection. You will often also see temporary destination signs directing you along the detour route.

Pay close attention in traffic circles as the sign may appear right at the exit you should take, and not at the entrance into the traffic circle.

Detour signs along the various routes will be put into place a few days before the road is actually closed. There is initially an X mark over the detour sign until the detour is made active. For those that know in advance they’ll have to take a given route, this can provide an opportunity to try the detour ahead of time, and familiarize themselves with the detour’s route.

TO Panzer Kaserne:From A-81, Frog Road, or Herdweg

— No change for most of the project. For one two-week period you’ll have to follow detour signs through Böblingen.

From the south (via Schönaich) — You’ll take detours from Schönaich around Böblingen. For one two-week period, you’ll follow detours through Böblingen.

FROM Panzer Kaserne:Going south via Schönaich

— No change for most of the project. For one two-week period you’ll have to follow detour signs through Böblingen.

Going to A-81 or K 1055 (Frog Road) — You’ll turn right on Panzerstrasse then take detours from Schönaich around Böblingen. For one two-week period, you’ll follow detours through Böblingen.

Ask a JAG: Legal advice for your PCS

By Werner Sukup and Capt. Austen SwaimStuttgart Law Center

Moving can be excit-ing, challenging and stressful. But did you know you can take steps now to prevent many common legal issues? The follow-ing is a list of steps to make your Permanent Change of Station just a little less stressful:

Claims: Always save receipts for high-

value items, items that cannot be easily replaced or items you think are prone to being damaged. I you must fi le a claim for these items, a carrier or Military Claims Offi ce may ask you to prove how much you paid for the item. A receipt or billing statement is a great way to do this. Photograph or video-record

your household goods items on the day of shipment. Make sure such visuals are date-stamped so there is no question as to when these images were taken. That way if a TSP argues the claimed item had pre-existing damage you can pull out your time-stamped visuals and prove them wrong! On a similar note, watch the

packers to ensure that the “excep-tions” they write are accurate. Some-times packers write exceptions for everything under the sun hoping to mitigate liability. If you disagree with an exception, you can write that you

disagree. Remember: Your signature at the bottom of the inven-tory means you agree that everything on the inventory is accurate, even the exceptions written by the movers! Take a pro-active

role in packing. If you believe the packers are

doing an inadequate job, call them on it. Although it is their job to pack, the claim is not a hassle the movers deal with, but that you must confront down the road. Finally, and this applies to the

move-out and delivery, if the shippers did a poor job, don’t give them an “Excellent.” Change can only happen when people speak up. But if the mov-ers broke all of your things but you still give them a good rating, you’re not do-ing yourself or anyone any favors and a poor mover will get to keep on moving service members. Speak up!

Real Estate:Pay close attention to the required

notice period of intent to vacate premis-es on your rental contract. For example, if you are required to give three-month’s notice but only give two-months notice, your landlord may hold one month of rent from your security deposit.

Don’t rely on the military excep-tion in your rental contract to give late notice if you had PCS orders long before. Your landlord may not honor the exception and may deem your notice to vacate late and withhold from your security deposit.

To terminate your rental contract, en-sure that you follow the procedures in your contract and that all correspondence is mailed and ask the postal representative for “Einwurf-Einschreiben mit Rueckschein” (registered mail with return receipt). If you have additional questions on how to termi-nate your contract please visit the Housing Offi ce on Panzer Kaserne.

Contract Termination:

BahnCard Termination:The easiest way to terminate BahnCard

is via email. You can email the cancellation to: [email protected]

In the subject line, write your BahnCard-number and the word “Kuendigung,” which in German means termination.

In the body of the email, write the fol-lowing termination language:

“Hiermit kündige ich meine Bahncard zum nächst möglichen Zeitpunkt. Bitte bestätigen Sie mir meine Kündigung mit dem Wirksamkeitsdatum der Kündigung. Danke.

Mit freundlichen Gruessen(Your Name)”

The above translates to: I hereby termi-nate my BahnCard at the soonest possible date. Please send a confi rmation of my ter-mination, including the date the termination will become effective. Thank you.

To copy-and-paste the above termina-tion notice, visit www.stuttgartcitizen.com and view this article online.

Important Note: The termination must arrive there at least 6 weeks prior to the expiration date of the Bahncard (this is

also mentioned on the Bahncard itself).

Telephone and Internet Contract Termination:

Be aware that landline telephone, In-ternet and cable contracts usually contain an automatic renewal clause. In order to terminate such contracts the customer must ordinarily provide a 3 month written termination notice. For example, if you want to cancel your contract on 1 April, your termination letter should arrive no later than 1 January.

Cell phone contracts (especially if you received a cell phone at a subsidized price with the contract) automatically renew for 12 months after the expiration of the original agreed upon contract period. Again, in order to terminate, a customer must provide written notice of termination at least 3 months prior to the desired termination date. Please note that if you want to end your contract before the initial contractual period runs, the provider will likely charge you the monthly fee times the number of months left in the contract.

Whether you are terminating a land-line, Internet, cable or cell phone contract you should always send your termination, in writing, via the German post system and make sure that you send the termination registered mail with return receipt. Ask the postal representative for “Einwurf-Einschreiben mit Rueckschein.” This is probably the last and most important German phrase you will learn!

Editor’s Note: Do you have a le-gal question you would like to see an-swered in a future edition of the “The Citizen?” If so, contact “Ask a JAG” at [email protected].

Question: What are some of the legal issues I need to sort out before my PCS?

By Chae-vonne M. MunroeUSAG Stuttgart Exceptional Family Member Program

Moving is an integral part of mili-tary life. While the opportunity to experience di erent places can be one of t he perks of this highly mobile life-style, it’s also one of the greatest chal-lenges. Executing a Permanent Change of Station move in a way that creates a smooth transition for the entire family is rarely as e ortless as some PCS veter-ans make it seem. When a Family has a child or family member with special needs, it can be even more complicated.

Get Updated: Ensure that fam-ily members with special needs are enrolled in the Exceptional Family

Member Program (EFMP) and that all information is current. is allows as-signment managers to consider medical and special education needs of Family members during the assignment process, minimizing the chance that the Family member will be sent to location without necessary ser-vices. EFMP status must be updated every 3 years! Service Members fami-lies PCSing to another OCONUS loca-tion must be medically screened!

Do your homework: Special edu-cation criteria and services, academic standards, access to programs, and

promotion and graduation require-ments vary from place to place. For military children, it is essential that parents understand these di erences.

Tapping into resources such as School Liaison O cers

(SLO), EFMP Co-ordinator and EFMP System Navigators are a good way to

start gathering in-formation about edu-

cational services at your new duty station.

Surf the Web: ere are many on-line resources available. e Military Child Coalition (www.militarychild.org ) and Military One Source (www.

militaryonesource.mil) are two great sites to start.

Hand Carry: Plan to hand carry important documents such as cop-ies of educational records and assess-ments, individual Education plan, Medical Records and Medication Re lls your family member will need for a few months.

Make the Connections: Once you know where you are moving, make a visit to your EFMP Family Support O ce, we can help you connect with your EFMP gaining installation. e EFMP Family Support O ce is located in Army Community Service, Building 2915 Panzer Kaserne. For more infor-mation please contact DSN: 431-3053 Civ: 07031-15-3053.

By Maj. Joseph A. AndersonStuttgart Vet Clinic commander

One of the most common phone calls the vet clinic receives during this time of year is from folks who are get-ting ready to return to the U.S. and want to know how to take their pet with them. As with anything else dur-ing a move from one duty station to the next, there are many factors in-volved and paperwork and planning is everything. Factors that can in u-ence what procedures you need to fol-low include: species, breed, and age of your pet, your nal destination, and which airline your pet will be traveling on. Taking the time to learn the regu-lations and your options can make your animal’s move less stressful for everyone.

First, let’s discuss the laws and regulations that govern the importa-tion of an animal from Germany into the U.S. e Centers for Disease Control and Prevention govern the import of dogs and cats into the U.S. However, states and territories o en have additional requirements as do certain airlines. In general, dogs and cats are required to have a current rabies vaccine that is at least 30 days old, not be ill

with a disease that can spread to hu-mans, be examined by a veterinarian, and have a health certi cate signed within ten days of arrival in the US. For dogs and cats traveling to Hawaii and Guam, there are many additional regulations that apply so it is best to do some research online. Hawaii’s process can take more than four months to complete. Skipping steps can lead to heavy nes and your pet being quar-antined for up to 120 days at your ex-pense. Are you thinking about taking an animal other than a dog or cat back to the US? Speci c regulations depend on the species. e US Department of Agriculture governs the importation of birds, horses, rabbits, and other small mammals while the US Fish and Wildlife Service sets regulations for importing reptiles and sh and the CDC oversee the importation of turtles.

What if your next duty station is not in the United States?

Japan and South Korea are two com-mon destinations for families associ-ated with the military. Japan’s process involves very speci c paperwork and requires your pet to have a microchip, two rabies vaccines, and a blood test. e entire process can take up to eight months to complete. South Korea has similar requirements and mandates that a German federal veterinarian sign your pet’s paperwork.

When setting up your ight ar-rangements, you will need to consider a few things when traveling with an animal. Each airline has its own rules, so you must research them to make sure your pet will be accepted. Some airlines do not allow pets in the cabin on transatlantic ights. Others will not accept brachycephalic or “snub-nosed” dogs and cats as checked lug-gage. Many airlines also restrict trans-porting animals when the forecasted temperature is too high or low at any location on your itinerary.

Shipping your pet unaccom-panied as cargo instead of luggage can help ease these

restric- tions.

Another great option for military members is the Patriot Express ight out of Ramstein Air Base. Pets may accompany military members who are on PCS orders. You will need to contact the Ramstein passenger ter-minal for details on how to get your animal a spot on the plane. One important thing to note with this option is that Patriot Express ights only travel to Baltimore. So be sure to make follow-on arrangements to get to your nal destination. Whichever travel arrangements you choose, you should set aside some cash for the airline fees. ey can sometimes exceed a few hundred dollars.

Your pet has been with you dur-ing this exciting time in Europe. Getting them to your next adventure requires some planning and exibil-ity but many people and pets have gone before and been happy when it is over. So start early, research and discuss your options with your fam-ily, choose what works best for you and your pet, and let your veterinar-ian know if you need help.

For more information on travelling with your pet, or to schedule appoint-ments for vaccinations or health check-ups for your pet, contact the clinic at 431-2681 Civ. 07031-15-2681.

OUT-PROCESSING Continued from Page 2

Bring that wine collection with you

USAG Stuttgart Public Affairs Offi ce

Having permanent change of station orders does not mean that a prized wine collection must be le behind.

e process isn’t exactly easy, but the key, according to Beverly Sowell, the Installation Transportation O cer with the Stuttgart Logistics Readiness Center, is to start early.

Whether you are shipping a wine collection or lugging a crate of German beer onto the plane home, Sowell said state laws vary so much that you need to know exactly what restrictions apply in the state you arrive in and at your

final destination. You will need to nd out about

any restrictions, duty taxes and the speci cs of how to pay those taxes; you might have to pay these up-front, depending on the state.

A er you’ve researched the im-port laws, your rst stop should be the U.S. Army Garrison Stuttgart Transportation O ce to nd out about weight limitations and ship-ping procedures. You don’t need PCS orders in hand to do so, said Sowell.

Shipping wine requires several forms, including a power of attor-ney to clear your shipment through customs, and a detailed wine inven-tory. e transportation o ce will

provide all the necessary forms. ose moving are required by

regulations to have a minimum of 500 pounds, or about 250 bottles of wine, in order to arrange a govern-ment shipment. If the amount being shipped is less than 500 pounds, the Personal Property Shipping O ce will make a referral to a local mov-ing company. is type of shipment is considered a personally procured move that can be reimbursed up to the amount paid, but not to exceed the government's cost. In addition, reimbursement is also dependent upon having weight le on the members shipping entitlement.

Keep in mind that the U.S. Postal Service does not mail wine

and express shipping companies are usually not willing to ship wine. However, some airlines will allow small collections to be checked as excess baggage for a fee.

Planning ahead and follow-ing the rules will give individuals an opportunity to enjoy alcoholic beverages purchased here at a new stateside home for years to come.

One nal note: e Personal Property O ce cannot contract or commit moving services without PCS orders.

Links to state alcohol control boards can be found at the U.S. Treasury's Alcohol and Tobacco Trade Board at www.ttb.gov/wine/state-ABC.shtml.

The CPF Out-processing pro-gram is designed to assist personnel with much of their out- processing needs. Among other things, the CPF will:

• Set up a PCS/Pre Separation briefing that will allow you to learn firsthand what the out- process-ing requirements are from the lo-cal agencies with whom you had

dealings with such as: Housing, Transportation, Vehicle Registration, TRICARE and Medical and Dental facilities.

• Provide a timeline that will show the key dates to clear the Garrison.

• Contact commu nity organiza-tions to see if they need to see you before you depart (Pre clearance).

• Issue a checklist that will show

the organizations that will need to see you before you leave (Community Clearance Papers).

e CPF out-processing program is applicable to all military and civilian personnel, regardless of service branch or civilian affi liation whether they are GS, Contractor, NAF or AAFES employees. Anyone who worked in the garrison and used local services

should clear those services. e CPF will continue to work

closely with organizations to ensure that they are aware of their responsibil-ities regarding personnel departures.

Stuttgart hosts Resiliency Carnivals

Moving with petsMoving with pets can be very complicated. Although re-quirements will vary by your destination it will usually mean immunizations, health certifi cations, and quite a bit of documentation. Also, different airlines and carriers have differing policies and fees. Be aware of the policy of many airlines that will not ship pets in the cargo hold if forecasted temperatures at origin, destination or any stop between is 85 degrees Fahrenheit or higher. Heavier pets may even have to be shipped as cargo separately. The process can take months, so start getting ready now. Also think about lodging options for your pet, both here in Stuttgart and at your destination. Contact the hotels early to see what their pet policies are, or fi nd kennels in the local area of your gaining station. See the article on page 8 for more information on moving with your pets.

Attend a PCS briefi ngAttend a PCS briefi ng at least 60-90 days prior to your move. There are a lot of things that you’ll want to get started on long before you pick up your clearing papers, and these briefi ngs will help you fi gure out what you’ll need to do for a worry-free PCS. The PCS/pre-separation briefi ng is usually held once a month. See a schedule of upcoming briefi ngs on page 6. Pre-registration is required. Call the Central Processing Facility to sign-up for the class at DSN 431-2599 or Civ. 07031-152599.

Cancelling utilitiesIf you live off-post, Be sure to contact the Utility Tax Avoidance Program offi ce before you close out your utilities with your landlord. There is specifi c utilities close-out information the UTAP offi ce will need for clearing, and the best time to get this information is when you’re doing your utilities close-out with your landlord.

Cancel leases and contracts earlyMost leases, and contracts for services such as cellular phones, internet, telephone and cable service, require a 90 day termination notice. While some may require only 60 days, and some may even have a shorter-no-tice military clause, these are the exception not the rule. Also be aware of whether or not you’ll be can-celling before the minimum contract time (often 24 months). If this is the case, there may be additional steps needed to cancel the contract. Be prepared to explain yourself multiple times, and be assertive. Many service providers have a policy specifi c to U.S. or NATO personnel moving, but some of the customer service representatives may not know about it. See the Ask a JAG feature on page 4 for more information on cancel-ling contracts.

Shipping motorcycles and ATVsMotorcycles, ATVs and similar recreational vehicles

can often be shipped as part of household goods,

but there are specifi c preparations required, such

as draining fuel and oil. If you plan to ship motor-

cycles or ATVs let the transportation offi ce know

early, and they can provide information on how to

get your favorite motorized toy ready for the move.

Bear in mind that motorcycles and ATVs can weigh

from a few hundred to over a thousand pounds and

they do count against your HHG total if shipped

with HHG. Be prepared to provide copies of titles

and other registration and ownership documents.

See page 14 for contact information for the trans-

portation offi ce.

Passports and VisasMake sure you have the appropriate passport and VISA documents. Every member of the family should have a current tourist passport, and many dependents should also have a no fee passport. For all family members that are not U.S. citizens, look into VISA requirements early. Processing Visa requests can be costly and can sometimes take months. Also consider passports, birth certifi cates and Visas for children born during your tour here, especially if they are born to a mixed U.S. and German family. If you know about your move six or more months in advance, that’s the time to start looking into passport and Visa requirements. See page 14 for the hours and contact numbers of the USAG Stuttgart Passport offi ce.

Vehicle shippingIf you are planning on shipping a Privately Owned

Vehicle, make sure you have all the documents you’ll

need well ahead of time. You’ll need more than just

your USAREUR registration and orders to ship a vehi-

cle. Usually you’ll need a copy of the title or a state-

ment of origin. If you purchased the vehicle tax free

overseas, you’ll need the documents from that pur-

chase as well. Also look into registration and vehicle

taxation requirements at your gaining station, and

how your tax free purchase may affect those fees.

If the vehicle has a lien you’ll often need a state-

ment from the lien-holder authorizing you to ship

the vehicle. Contact the vehicle shipping offi ce early

to fi nd out exactly what paperwork you’ll need. See

page 14 for contact information.

Get your documents in orderMake sure you have copies of all important doc-

uments including passports and other identifi -

cation, birth certifi cates, titles and receipts for

personal property. The checklist on page 14 is a

good list of the items you’ll want to make sure

are in order before you start your move. If you

do have to request copies of any of these docu-

ments, starting early will greatly improve your

chances of getting them in time for your move.

A dozen quick tips for a smooth PCS

Schedule movers earlyDuring peak PCS season it can take several weeks or even longer to get a household goods pick-up appoint-ment. As soon as you have orders in hand, contact the transportation offi ce and schedule your move to ensure you get the most convenient dates possible. Make sure you’ve got orders. Without them, you can’t schedule your move.

Create a video inventory of your

household goodsThe prevalence of video capable smart phones and

other devices has made inventorying your household

goods much easier. Before the movers come, make

a video tour of your house highlighting all high value

items, and demonstrating the functional condition of

your electronics. Capture serial numbers, model names

and other specifi c information on your high-value items.

Also, create a backup of the video, perhaps online, in

case the movers accidentally break the computer or

other device on which you saved the video. Hopefully

all your stuff will arrive intact at your gaining station,

but if it doesn’t you’ll be better prepared to make a

solid claim. For more tips on setting yourself up for a

worry-free claim, see the Ask a JAG article on page 4.

Start everything as early as possible

If you wait until you pick up your clearing papers to

start taking care of your PCS move, you’ll be in for a

very rough move. Any PCS takes time, but especially

when returning to the U.S. from overseas. Documenta-

tion processing can take time, and the summer PCS

season places a high demand on offi ces that help with

PCSing. As soon as you know you’ll be moving, start

doing as much as you can to prepare.

Watch your weightAll that Belgian furniture you’ve been col-

lecting adds pounds to your household

goods just as quickly as the Belgian choc-

olate does to your waistline. Make sure

you pay attention to your weight allowance

during your transportation appointment.

Transportation personnel can help you es-

timate your household goods weight, us-

ing a 1,000 pounds per room method, but

this is just an estimate. If your household

goods are overweight you may be charged

for the difference, and this can get very

If your household

goods are overweight you may be charged

for the difference, and this can get very

expensive with overseas moves.
