Airspace data management

• To achieve this common view, all 40 countries which form part of the

CFMU area of operations provide us their airspace data information.

• Static data such as air traffic control (ATC) sector boundaries and air

routes (such as the maximum capacity for each airport and air traffic

control sector)

• Dynamic data showing the availability of airspace, default ATC

Capacities (for instance, number of runways available, availability of air

traffic controllers…) and air-route availability based on foreseen military

airspace usage.

ATFCM

• A pan-European network view shared with the local units responsible for air traffic control and devising solutions that optimise the handling of traffic flows according to the available capacity.

• This is done both on the day of the flight and by anticipating operations months in advance, by establishing a single network operations plan collectively agreed.

• Events that impact air traffic every day, whether they are planned - such as sporting events - or unpredictable, such as adverse weather conditions, aviation crises.

• Strategic phase - From several months until one week before the flight.

• Assist the Air Navigation Service Providers (ANSPs) to predict what capacity they will need to provide in each of their air traffic control centres. In addition, a routing scheme is prepared – a structure of air routes across Europe designed to balance the air traffic flows and maximise capacity.

• Pre-tactical phase - In the six days before the flight

• Coordinate and define the daily plan and inform Aircraft Operators and ATC units about the ATFCM measures that will be in force in European airspace on the following day. Optimise available capacity to meet forecast demand, manage demand to minimise delay and cost, and to publish the agreed plan for the day of operations after a collaborative decision making process.

• Tactical phase - On the day of the flight

• Optimisation of the capacity according to the demand across Europe, and delay management where aircraft are affected by a regulation in order to offer alternatives and minimise delay. Flights taking place on that day receive the benefit of ATFCM, which includes the allocation of individual aircraft departure times, re-routings to avoid bottlenecks and alternative flight profiles to maximise efficiency.
