The Napa Experience
Grid Pilot Overview
• 5 Deputy Probation Officers participated in the response grid pilot program with 69 probationers.
• The number of cases increased after implementation of the program specifically with the addition of AB 109 realignment caseloads which was implemented in October 2011.
Pilot Population Assessment Overview
Probation Violator Risk Levels.
FELONY VIOLATIONS
Results
• The Cal-RAPP response grid is overwhelmingly successful. • While this report does not reflect the positive responses that
have been occurring with these offenders probation officers report that part of the program is also very successful.
• Responses to violation behavior are swift, certain and proportionate in this program.
• The number of defendants being referred back to Court has been dramatically reduced on this pilot program given internal response options.
• Probation officers in this pilot are focused appropriately on risk reduction strategies that address dynamic risk factors while also applying necessary risk management strategies.
• The response grid is meeting the needs of the defendants, providing accountability and assisting with community safety while effectively utilizing precious and cost effective alternatives to incarceration and revocation.

PRETRIAL PROGRAM
October 2011 through January 2013
Pretrial Program • The program operates six days a week. Probation officers review all
bookings within the past 24 hours for pretrial eligibility.
• Assessments are conducted using the OHIO pretrial tool.
• If release is recommended, the pretrial PO prepares a short report for the Judge which includes assessment information and recommendations the same day prior to 3pm.
• If release is approved by the Judge, the pretrial PO releases the inmate from the jail and reviews pretrial contract and conditions of release.
• Release can be under regular pretrial supervision or intensive supervision including GPS and SCRAM.

Joint Training Partnership Fourth Annual Conference on Public Safety Realignment
Sacramento, CA
Our journey began in early 2010, when San Francisco Adult had:
• 1,954 inmates in custody
• 6,800 individuals on probation
• High probation officer caseloads
• Generic pre-sentence reports
• Just began using a risk assessment instrument in probation
• Minimal collaboration with city partners via membership on Reentry Council
20
Legislative developments paved the way for major criminal justice system changes.
• Senate Bill 678: California Community Corrections Performance Incentives Act of 2009 – implemented January 2010
• Implementation of CalRAPP – January 2010
21
SFAPD took leadership role for implementation of evidence-based
criminal justice reforms.
• Implemented a cultural shift – aligned strategic plan, Mission /
Vision / Values, and resources with EBP
• Conducted department-wide policy overhaul and criminal justice
partner policy reforms
• Aligned hiring criteria and employee performance evaluation
criteria with EBP
• Provided Court, Public Defender, District Attorney, and APD staff
education around evidence based practices and secondary trauma
• Implemented technological improvements department-wide
22
SFAPD continued to implement evidence-based reforms.
• Each officer received over 200 hours of training in EBP skills,
including family focused probation, trauma informed and gender
responsive services, motivational interviewing, field officer safety,
and more
• Implemented COMPAS risk assessment tool and individualized
treatment and rehabilitation plan (ITRP)
• Risk-based supervision
• Risk assessment in presentence investigation
• ITRP drives service referrals
• Deployed funding for holistic services for clients: behavioral health
treatment, housing, employment, cognitive behavioral therapy 23
Historic criminal justice policy changes in California provided opportunities to innovate and collaborate.
• Assembly Bill 109 - Public Safety Realignment
• Assembly Bill 1266 – Alternative custody Program
Penal Code changes continue
• Proposition 47
24
SFAPD established effective partnerships.
• DPOs staff five collaborative courts (DV, Drug, Behavioral
Health, Intensive Supervision, Community Justice) and one
master calendar
• Robust partnerships with other agencies via active participation
in and staffing of Community Corrections Partnership and
Reentry Council
• $9 million reentry services and research budget, including
Community Assessment and Services Center and prerelease
Reentry Pod
25
Today, SFAPD is recognized as a leading community corrections agency.
• Total caseload is now 4,084 (36% reduction since 2010)
• 93% of clients have a risk assessment completed
• Probation revocations to state prison reduced by over 80% since 2009
• Successful probation completion rate over 80%

An important component of our evidence based system is to
measure outcomes.
• COMPAS validation
• CalRAPP inter-rater reliability study
• Program evaluations and performance measures for services
contracts
• Continuous quality improvement through data collection and reporting for internal and external purposes
• Risk Needs Responsivity (RNR) Pilot Project in partnership with ACE! / George Mason University
