RECOMMENDATION: That pursuant to Section 194(3) of the Local Government Act 1999, Council seek the

approval of the Minister of Local Government to revoke the community land status on the following pieces of land:

(1) Lot 833 Trenaman Crescent, described as the Berri No. 1 and No. 2 Ovals

(2) Lot 2/915 Crawford Terrace, Berri – described as the Berri Senior Citizens Clubrooms/land

(3) Pt. Sec 1232; Pt Lot 19 Riverview Drive/Trenaman Crescent - described as Council land, and the land encompassing the Bowling Club/Football Club

(4) Lot 465 Coombe Street, Berri – described as the Berri Swimming Pool, and

(5) Lot 1/447 Crawford Terrace – described as undeveloped Reserve (Adjacent Berri Senior Citizens Club)

(6) Sect. 526 Queen Elizabeth Drive - described as Lake Bonney Youth Camp land

REPORT:

Subject Detail: As per previous reports to Council, pursuant to Section 194 of the Local Government Act 1999, Council has sought comment and approval from the Manager, Crown Lands, Dept. of Environment and Heritage regarding identified land parcels in Berri (total of 5), to enable potential development and to progress to public consultation stage prior to seeking the Minister’s approval. The proposal is currently out for Public Consultation, with the closing date for submissions being Friday 9th September 2010. At the time of preparing this report (Friday 9th) no submissions had been received. Authorisation to proceed with the revocation is sought.

6.3 Plant Purchase – Road Sweeper REF: 9.24.1 OFFICER: MIS Attachment follows Report: No Strategic Plan: (1) Linked to Corporate

Purchases RECOMMENDATION:

That Council purchase a Rosmech Scarab Merlin fitted on a Nissan UD MK6 cab chassis in line with the recommendation of the internal street sweeper evaluation team.

REPORT:

Subject Detail: In April of this year, Procurement Australia were appointed agents by Council to undertake the tendering process for a new street sweeper on Council’s behalf. Procurement Australia have: ● Handled all the advertising of the tenders. ● Received and evaluated tenders for compliance with Council’s terms, conditions and specifications. ● Provided a comprehensive report on the tender evaluations. ● Forwarded all responses to the tender to Council for internal evaluation and arrangement of demonstrations of tendered units. Tenders who submitted an offer for the contract were: ● MacDonald Johnston ● Rosmech (3 models) ● Schwarze Industries Desktop Evaluation MacDonald Johnston has same hopper capacity as the smaller Scarab Merlin and the Scarab Merlin is also smaller in size and turns in half the radius. Although the Schwaze is a small truck it also has a small hopper capacity nearly 2m³ of fill. ● All trucks have tier 4 (Euro4) compliant diesel engines. ● Scarab has bin doors on both sides of bin.

● The Schwaze does not meet bin volume tender amount. ● Monitoring software standard fitment on Scarab and P.O.A. for MacDonald Johnston. ● Rear mounted wander hose on Scarab does pits to 4 metres, MacDonald Johnston said extensions can be purchased to do 3 metre pits? ● Scarab Merlin does not need any access to top unlike other models for servicing 2nd engine (OH& S risk) ● Auto greaser is a good option (however overpriced) ● Scarab Merlin has a very comprehensive list and break down of costs for hours verses cost rates. ● MacDonald Johnston has contradicting turning radius information in tender. After the internal desktop evaluation, the Schwaze machine was eliminated and it was decided to test drive the MacDonald Johnston VT605 and Rosmech Scarab Merlin trucks. Evaluation of Demo Models Evaluation committee consists of Jason Roos (Team Leader Maintenance), Steve Osborne (mechanic), Ken Geue, Ron Millington (Operators) Scarab Merlin This machine was a compact and very user friendly piece of equipment its small size allowed for excellent manoeuvrability and the turning circle was superior to the other machine tested. As we had over 2 days with this machine there was no stone left unturned and a comprehensive look over the pit in the workshop uncovered no hidden problems and a very mechanic friendly machine. All wiring was neat and all serviceable parts easy to remove or replace and the hydrostatic drive was unusual at first but became second nature after half an hour use. The ability of this machine to sweep only dirty sections of the road and with the flick of a button you could easily travel to the next dirty section of road with a speed of up to 60 km/ph while you were still in sweep mode this will be quite an asset and increase productivity (scrubbing the road not just vacuuming it like our current machine). The high pressure hand lance and detergent kit was an instant hit with operators and there is so many uses for it in maintenance work (graffiti removal, washing bin enclosures, gully flushing, SEP maintenance footpath spills and clean ups) all this with an added bonus of being able to suck this water back up into the machine so it does not effect water courses as well as other various environmental concerns. Machine clean down will also be done mostly at dump site because of wash kit and this will alleviate double handling of spoil as currently happens and the operator will no longer need to enter bin to clean screens etc because all this is located within arms reach of rear hopper. The cab space was adequate but well laid out, it seemed small but probably because of sweeper control panels and dual steering just gave the illusion of a small cab, the seats were very comfortable but one comment was they are not really designed for larger framed people although the comment was made that it was still comfy. All sweeper controls were ideally placed and of good quality and all users found the flat panel was best for keeping clean and if needed we could replace the plastic overlay when worn out at a small cost. The one engine design was completely adequate for everything that was thrown at it including sucking up large quantities of leaf matter, bottles, rubbish and huge puddles of water and if the need arises the centre broom can be brought into action with the press of a button or if doing large singe passes of 3.2 metres in wide sweep mode (ideal for sweeping reseals and grape spills) and also being the only machine to be able to use ALL high pressure jets at the same time.

Had a walk through of Rosmech facility and was quite astounded with the work that goes into a twin steer conversion as well as the store and their contractor arm (envirosweep) and looked at scarab merlins with in excess of 10000 hrs of hard work and still functioned very well. It was nice to know that help from the manufacturer not supplier was only 200 kms away with a huge parts holding facility. This may seem trivial but to know that you are talking to a manufacturer not just another poor soul looking in the same workshop manual asking them for help about problems is just outstanding for customer back up and service. Operator comments (positive) User friendly machine for novice users. Reduced fuel costs (single engine at 1400 rpm maximum will sweep up anything). Smaller machine and quieter. Much easier to clean (less time and do not have to get in bin). Easy inspection of fan and fan wash ability (10 min less in clean up time). A very nice dual steer conversion ( 2 steering boxes not cross shaft steering). Air-con unit upgraded from factory and relocated behind cab with dual condenser fans. Tighter sweeping radius due to brooms mounted closer to front wheel. Nozzle flaring for bulk litter pick up. No need to have brakes applied constantly to slow ground speed (hydrostatic control) Negative These were not real negative comments more observations. Size of cab felt cramped compared to sweeper we have now that being said the truck is smaller overall. Seat was comfortable however larger framed people found the seat a little small. First step too tall for shorter people (scarab remove factory first step but will leave on if wanted). MacDonald Johnston VT-605 This was also a nice machine larger bodied than the Merlin however this is a twin engine machine and all of us were wondering who was copying who in the design of the machines, a lot of functions were similar however this was where the similarities ended the machine was on loan from Playford City Council and we only had one day to evaluate the machine and as such our review will be much shorter. Machine operations were similar in features from one to another however this was an easy machine to operate from a new operators perspective, all that tested this machine found that it swept no better than a single engine machine. This raised the question of why do you want a machine with two engines if it sweeps no better, as the rear engine sat on 1400rpm as did the Scarab with only one engine we were left wondering why would you bother because your truck engine is just idling along. Whilst I was there a sales person showed me through the workshop and their parts holding area (store) as they only hold the bare minimum of fast moving parts so Melbourne would possibly be a better place to shop however large parts could not be sourced overnight. He then took me to the workshop and this was not a wise move on their behalf as I was quite taken back by the poor state of the workshop and conditions that mechanics were working in (no pits for service work and a very grotty workshop in general) which need I say was not inspiring from a service point of view and the longest serving mechanic had only been there for a few years so any problems you would need once again to revert to the Melbourne workshop for help. The machine tested had around 200hrs on the clock and as such was still brand new so it was hard to gauge what problems could be faced in the future that being said once I was left with the operator questions

could be asked because his truck that he normally uses is a Scarab Mistral. His words were that both machines were on an equal par with each other but could not see why they are still running twin engine machines with the advent of higher powered engines with new technology that provided enough power to operate all sweeper functions (my sentiments exactly). Positives machine user friendly machine only slightly noisier than single engine scarab slightly larger cab (the truck is larger as well) wide sweep function is 3.4 mtrs wide nozzle flaring like scarab for bulk rubbish pick up truck seating built for larger framed people nice joystick layout for sweeper functions 400kgs more payload weight but same volume hopper (due to larger truck) Negative Control panel is grey and has dimpled texture with recessed buttons ( hard to keep clean and prone to fill up with dirt in micro switches) In wide sweep mode you could not have all high pressure spray bars in use (pump not big enough) Very hard to service backpack engine even with platform It was admitted by sales rep that rear engine is overheating in Perth (we have similar weather with long hot spells) Also air-con is standard and it does start to get hot in cab because of lack of airflow through condenser Fan unit is still hard to inspect A very large turning circle only slightly better than what we have already Brooms located further back from front wheel so you miss stuff in tight situations Larger machine to get under trees etc Rear overhead boom not as effective as others tested Questions over rear engine as they have only gone to a new Iveco engine for about a year All operators voted unanimously for the Scarab Merlin being that it seemed to be a much more thought out machine even down to minor detail and this has possibly come about because of there own contracting arm working out the finer details that help the operators and make things a little easier and as such that is our recommendation for the sweeper replacement.

Subject Detail: In accordance with Council’s directive to provide an estimate to seal the section of field day access road from the end of the existing seal to gate 1. Attached is the estimate that was emailed to most Councillors on 1 September 2010, I have however changed this estimate slightly by adding a contingency figure of 5% as I anticipate the base work will require extra work.

REPORT:

Subject Detail: A budget review has been undertaken resulting in the following alterations being recommended:

Inclusion of Road Sealing – Field Day Drive as per previous report - Capital expenditure $33,255

Amendment to Mayoral and Elected Members allowances per Remuneration Tribunal determination - Operating Expenditure Mayoral Allowance from $33,000 to $41,200 and Elected Member Allowances from $73,000 to $109,000.

Pink Hygeine are a company who provide Council with cleaning services of all toilets. They have recently undertaken an audit of their services and have found that we have not been charged in the past for services provided at several toilet sites. We have been informed the additional cost to Council will be in the vicinity of $17,000 bringing their annual charge to approximately $40,000. Council’s Property Officer is researching costs from an alternative provider as well as reviewing the services currently provided by Pink Hygiene. - Increase Operating Expenditure Public Conveniences by $17,000.

At the time of preparing and adopting Council’s annual budget the project and capital works in progress is somewhat unknown as the projects overlap from one financial year to the next. The preparation of the 2009/2010 Financial Statements of Council have almost been completed with the balance of Work In Progress now known. Alterations to the 2010/2011 budget to carry balances of projects and capital works in progress forward are as follows -

o Jarvis Street Open Space Development from $55,000 to $4,482

o Berri Open Space Master Plan from nil to $29,000

o Council Telephone System from nil to $66,000

o Waste Transfer Station Regional Implementation from $577,470 to $557,918
