PRESIDENT’S MESSAGE

Rain, Rain please go away. The Addicks range is drying out, and we have been able to make our first

inspection. The best way to describe the range is … we were lucky. All of our structures appear to have survived

with little or no damage; dirty but still there. Tons of timber is present and some interesting alterations. One of our

shooting benches is currently located on top of the air gun shack, and two large pine tree trunks are currently

located on top of range 1’s firing line cover.

Our present plans will be to clean up debris, and then o have a complete electrical inspection performed by a

licensed electrician (our entire electrical service was underwater). The club will need your help and will need

equipment to assist with clean up (tractors, 4-wheelers, small trailers). The club equipment will need to be serviced

before we can use it again. Details for the clean-up are still pending, as the range needs to dry out enough to make

it safe. Right now the tentative date will be the weekend of July 16th. More details to come.

I want to invite all members (especially anyone who has not attended an organized shoot) to come to the range

and try the plinkathon (3rd

Saturday @ Addicks) and/or the steel shoots (4th

Saturday Juliff). These are great

opportunities to try something new and make new friends. Entry fees are very modest. It's a great way for you to

learn something new and/or improve your shooting skills.

Spotlighting BRI Volunteers With our Addicks range having been closed from recent flooding rains most of us have made the trip a time or two to our other range at Juliff. The rain gods have seen fit to produce some flooding downpours there too, but most of the time we can park and get some shooting done. The grass at Juliff must have been fertilized because it is growing sideways. BRI member Lou Renken does the mowing of the many acres at Juliff under contract and on occasion gives us a little lagniappe, such as improve the ease of opening our main gate. But what about the smaller spaces? Who takes care of that? Well, volunteers under the direction of BRI’s Facilities Director Dan Weiman who plans and leads the activities of volunteers, including tree/shrub maintenance, target frame/netting repair, spent cartridge case removal, trash removal, grass mowing in smaller areas, etc. Between the periodic announced Range Work Days some BRI members volunteer to enhance Dan’s efforts. The big mower cannot make it under the firing line cover. If you have shot on the 25/50 yard range, you will notice that the grass is mowed on a more frequent basis allowing members to go downrange to hang targets with reasonable ease. Have you noticed that a path, adjacent to the road going to and from the front gate, has been mowed? It provides

improved off road visibility for two vehicles to safely pass each other. Ever notice the mowed path to the restroom? For a long time one member has steadfastly made it easier for all of us. He has been a BRI member for more than 40 years, and I have known this gentleman for more than 35 years. He is quiet and gets things done without much fanfare. He has given advice to countless number of new shooters, including me a long time ago. When not volunteering, he competes as a highpower high master and has distinguished himself many times at BRI matches, the State of Texas matches, other States matches and at the Nationals at Camp Perry. He is especially proficient at long range competition. He is often seen early in the morning at the far left side of the 50 yard range, scraping the dew as he posts his target or on the 600/1000 yard line. Hats off to Bennett Ford and all BRI volunteers like him who help make Juliff and Addicks a better place to shoot. If you see him at the range, take a moment to say thanks and if you take the opportunity to talk to him, you will quickly discover that he has a lot of horsepower between his earmuffs. You too can be like Bennett. Talk to a BRI Board

Addicks Range Restoration As you are aware, the Addicks Range remains under water at this time. The water level is falling daily and will soon be below flood level. That is the good news … Unfortunately, this was a record setting flood and it appears there may be much of our equipment and amenities that will need to be recovered or replaced. The Board of Directors will be working with the Army Corps of Engineers to assess the effort required to restore the range to a useable condition. The firing lines remain under water and unusable

at this time, we are planning a workday to clean up the range on (possibly Saturday, July 16, 2016). As noted in Dan's comments below, you will receive additional status notifications as we get closer to the date. Additional details will be sent at that time. The Board of Directors has asked that all members stay out of the Addicks range until you receive notice it is open once again and safe to enter. Thank you for your cooperation and patience. As noted above we are looking at reopening the Addicks range soon. Your club needs your help with the workday clean up. Expect the actual date in a Email very soon . A large turnout will get the range reopened just that much quicker. With that in mind ,please ensure you wear work clothes. Work gloves, a hat, eye protection and bug spray are a must. I don't believe there will much to "weed eat", but those with chainsaws will help greatly. A more detailed list of tools and equipment will be given in the email announcement . I will bring ice chests with bottle water.

On to a few thoughts for Juliff. Please help keep our ranges clean. That means picking up your brass and trash before you leave ! Targets are to be attached to the orange net, NOT stapled to the target frames. And do not park on any fireing line. That includes the High Power lines . I've seen a lot of members on backing onto the 25/50 line to get out of the sun. Please don't. The slabs weren't built for that. I will have a sign-in sheet at all work days in the future. it is important you get your names on it. Be safe on the range . Dan Wiemann

RSO Corner

New Range Safety Officers (RSO) Our latest RSO class was held May 21, 2016 with eleven new RSOs added to the list of those available for duty. The class went well with most students making good grades and all passing the class. Unfortunately, with the flooding many of the new RSOs have not had an opportunity to perform RSO duties at the Addicks range. The Juliff range however remains open, and is an opportunity to serve seven days a week.

Addicks Range: Again, at the time of this writing the Addicks range remains flooded. The water is beginning to drop quickly now and we should be able to open the range in mid to late July. Due to the severity of the flood, we will not be able to open the range until approval is received from the Board of Directors, and work day(s) have been performed. Juliff Range: The Juliff range continues to function as normal in spite of the heavy rains. The range drains well, however of course there is more than the normal amount of mud no most of the ranges. Juliff is an alternative place for members who normally shoot at the Addicks range – though it is a farther drive for most. It has been reported some members have been shooting non-authorized cartridges and guns in the new pistol bays. This is a reminder that the allowed cartridges and guns are spelled out in the range rules, specifically J5 which has been revised to reflect what is allowed in the new pistol bays. If you intend to shoot in one or more of the Juliff pistol bays, please review the range rules to be sure you are In compliance. Specific rules for the Juliff range are listed below.

Safety and Rules Review:

SPECIFIC RULES FOR JULIFF FACILITY

Rule Description

J1 Permitted Calibers & Cartridges

Rifle: • Smokeless powder ammunition except as prohibited; see J8.

Any black powder rifle or musket.

Pistol:

Smokeless powder ammunition except as prohibited; see J8.

Any black powder pistol that is muzzle-loaded or fires a straight-wall pistol cartridge.

Shotgun:

• Slugs only on all fixed-distance ranges; size 7½ or smaller shot only on Flying Target Range; any size shot at the patterning board.

J2 200, 300, 600, 800, 900 & 1000-yard Rifle Range

Priority: See Juliff Range Sharing & Usage Control Rules given below. Firearms and ammunition are

prohibited at the 300-yard firing line when persons are present at 200-yard firing line and also at the 1000-yard line when persons are present at the 600-yard line.

Firearms: Smokeless or black powder shoulder-fired centerfire rifles only. No shotguns or pistols are

allowed. See Rule J9.

Targets: Paper (attached to plastic webbing and/or attached to cardboard and pinned to plastic

webbing) placed at least 4” away from wood.

Members may be in the pits at the 300 or 1000-yard firing lines when the line is hot as long as communication can be established with the line. No one may enter or leave the pits until it has been confirmed the line is “safe”. Firearms may not be handled for any reason when moving to or from the pits during safe conditions.

When 200/300 range is active, the road alongside the ditch leading to the shotgun range can be used to enter or leave the shotgun range; however, going north beyond the shotgun range or going into the pits for the 200/300 range is prohibited unless the line has been confirmed "safe".

J3 75 & 100-yard Range

Firearms: Smokeless or black powder shoulder-fired rifles; shotguns firing only slugs; smokeless or black

powder pistols. Targets: Paper (attached to plastic webbing and/or attached to cardboard and pinned to plastic webbing)

placed at least 4” away from all wood.

J4 25 & 50-yard Range

Firearms: Smokeless or black powder shoulder-fired rifles; shotguns firing only slugs; shotgun firing shot

shells (used only at the patterning board); smokeless or black powder pistols.

Air Guns: Any air rifle or air pistol .25 caliber or smaller. of .177 or .22 caliber.

Targets: Paper (attached to plastic webbing and/or attached to cardboard and pinned to plastic webbing)

placed at least 4” away from all wood.

J5 Pistol Bays A, B, C, D, and E (replacing 3/7/15 Range)

Pistols: Any smokeless or black powder pistol can be used if chambered in the allowed cartridges specified below.

Rifles: All rimfire rifles are allowed. Center-fire rifles can be used only if chambered in the allowed pistol cartridges specified below. Other center-fire rifles are not allowed.

Shotguns: No shotguns are allowed.

Air Guns: Any air rifle or air pistol is allowed.

Allowed cartridges: Any straight-wall pistol cartridge (designed for pistol) not larger than .50 caliber is allowed. In addition, the following reduced-wall cartridges are allowed: all rimfire, 5.7x28mm, .22 Hornet (pistol), .22 Jet (pistol), .270 Ren, .30 Mauser (.30 Tokarev), .30 Luger, 8mm Nambu, .30 Carbine (pistol), .32-20, .357 Automag, .357 SIG, 38-40 and .44-40.

Targets: Only paper targets attached to plastic webbing and/or attached to cardboard and pinned to plastic webbing are allowed. Targets should be placed at least 4” away from any wood.

The firing line can be moved forward, but all shooters in the same bay must shoot from a common firing line and distance.

Portable shooting bench or table must be placed at the desired shooting distance.

First member in a bay acts as range officer for that bay.

All shots fired must impact the berm.

J6 Shotgun Flying Target Range

Firearms: Shotguns only.

Targets: Clay shotgun targets using club supplied throwers only. See Rule J1 for shot sizes (no slugs).

Throw and shoot North only.

J7 Hours of operations are sunrise to sunset.

J8 Prohibited Cartridges

.50 caliber Browning Machine Gun (BMG), any cartridge based on the .50 BMG.

J9 Special Rules for Long Range Usage.

The basic rule for use of ammunition at the 200, 300, 600, 800, 900 and the 1000-yard line is that the bullet must be stable in flight at the point of impact on the respective target. All shots must impact the berm behind the target frames.

NRA approved calibers in high power competition are typically the accepted calibers that may be utilized at the long distance rifle ranges. Types and calibers of acceptable ammunition for these rifle ranges include the types and calibers normally used in modern high power rifle competition. Specific types and calibers not ordinarily utilized in competition require specific approval by the board of directors, high power director or the high power director designee.

For example, .223 Remington is approved as follows:

J10 DISTANCE QUALIFICATION

Each shooter is individually responsible for his or her own safe shooting activities. To shoot at the 600-yard line and farther, the shooter must know his/her rifle and its ammunition capabilities. The shooter must demonstrate to the high power director and/or his designee that he/she can hit an approved target safely, at the respective extended yard line with each shot ultimately impacting the berm behind the target, to use these facilities. A NRA high power classification card, current and active is the most expedient form of qualification. Successful completion of one of the Bayou Rifles scheduled across-the-course matches, mid-range matches, long-range matches, and/or practice Palma matches will serve as qualification. Otherwise, an interested shooting member must attend a scheduled qualification class and demonstrate proficiency in order to use the rifle ranges of 600 yards or more.

HIGH POWER RIFLE

Mid Range - 300 Yard Prone Match – June 26, 2016 When the sun began to show its first light at six o’clock, Robert Didion had already unlocked the gate at the Juliff range and was waiting for the rest of us to catchup. At sunrise the sun revealed lots of clouds and the promise of a hot and humid day. The temperature was a comfortable seventy-four degrees but humidity was at sixty-seven percent. By seven-thirty twenty-nine shooters and two friends had assembled … that included two Junior young ladies. F-Open had the largest group with ten shooters, F-TR had seven, Service Rifle had six shooters, Metallic sights had four and Sling-Scoped Rifle with two shooters. We also had a new shooter, Ian Thompson. We hope he’ll come back and play with us again soon. Some were not aware that this was Ben Steinsholt last match at Bayou Rifle, as he will be moving to Phoenix. Many of you know that Ben has been a mentor to many F-Class shooters. His encyclopedic knowledge of cartridges, powders, bullets, primers and brass is truly staggering. His willingness to share that knowledge combined with his passion for shooting makes him an invaluable resource for advice to all that know him. We will all miss his exuberant personality and presence. … “I’m never less than excellent” was his reply to “How are you?”. As a token of our gratitude, I had the pleasure of presenting him with a “Texas Highpower Houston” T-shirt. That’ll get him noticed in Phoenix. However, don’t feel sorry for Ben. Phoenix happens to be the home of the Ben Avery Shooting range, the premier shooting facility in the U.S. The Ben Avery Shooting

range consists of 1,650 acres of superb/unique facilities that any shooter would love to be part of. It makes me wonder why we don’t have something like that in TEXAS? Maybe the TSRA should be lobbying our legislature to get with the program and create something similar in our state. Maybe some of our movers and shakers will know what to do.( I apologize for digressing but it needed to be said.) Shooting began at ten-after-eight under the skillful direction of Wes Van Bremer. By ten o’clock the temperature had climbed to eighty-nine degrees, and the heat index was at one hundred and four degrees. Everyone was guzzling water and having a great time. The wind was virtually non-existent Many shooters achieved personal bests. Kenny Porter amazed us all by scoring a 200-26X during the first relay with a 20 caliber 35 grain bullet. Congratulations Kenny, maybe next time you’ll use a heavier bullet and set a NRA record with a 200-31X. Another noteworthy item was Isabel Sjodin, a 16 year old young Lady who won our F-TR class with a 595-29X. We have seen her post a couple of 200-13X in the past that would have set national records. Alas, because of technical reasons they couldn’t be used. We expect great things from this young lady. Fredrik, one of our regulars, is the proud Dad and handloading assistant. He won the F-Open class. All firing was complete by 12:35 PM. The awards were presented and the gate was locked by 1:30pm. Mid-Range – 600 Yard Proner Match - April 24, 2016 The April 24, 2016 Mid-Range Match at 600 yards was a success for the Texas Junior Highpower shooters as well as the competitors. The match was a fund raiser for the Junior shooters. Dan Ramsey coordinated the event for the Junior shooters with Bayou Rifles providing match management. The Junior Highpower shooters performed target service for the competitors. Family members oversaw breakfast, break and lunch dishes. Pastries and coffee were the main breakfast and break items while hamburgers and hot dogs with chips were on the lunch menu. There were no prices on the food items with donations being requested.

Forty-nine shooters from San Antonio, Austin, locally and other areas competed under not extremely challenging, but not benign conditions either. Three relays were shot. There were (A) High Power, (B) Service Rifle, (C) F TR and (D) F-Open competitors. After the match was over and under threatening skies (some mist) awards were presented and raffle items sold. All match entry fees (no cash awards were given) went to the Junior program. Generous donations were given by many competitors. Thanks competitors for your generosity. Bob Underwood was match caller. Long Range - 1000 Yard Prone Match – May 1, 2016 We had a great match with not a drop of rain, and great weather temps. The wind was out of the North-East, and made some switches that caught a lot of the 9 shooters turning 9s into 8s.

The Lapua Matchn is in two weeks. I hope to see everyone there. DonDiffey

Across-the-Course Match – May 22, 2016 Under sullen, moisture laden skies 16 riflemen gathered at the Soggy Bottom Rifle Club, a.k.a. Bayou Rifles, to refine their skills prior to the TSRA Service Rifle & High Power Championship Match scheduled for the following weekend. Against all odds and with only one 20 minute rain delay we completed the 80 shot course of fire by 1 PM. Standouts included three 783’s fired by Tim Hessel (783-34X), Randy Scheibel (783-31X), and Rusty-"we don’t need no stinkin scope"-Toussaint (783-21X).

Two, new to us, visiting shooters, David and Victor Liwanga came in from College Station to shoot with us. We hope they continue to make the trek. It should also be noted that another Bayou Rifles Member has completed his quest for the Distinguished Rifleman’s Badge. Congratulations to Mike Larkin for gathering his last needed points at the Carthage Regional a few weeks ago! As interim Match Director and Chief Range Officer I thank you for your patience and hard work keeping the pits in order for the TSRA Match next weekend! WesVanBram

Garand Match - June 25, 2016 At the 2nd Garand Match for 2016 it was partly cloudy and warm when we started and a little warmer when we finished. The match was over by 10:30 AM, so it didn’t have much time to heat up. The wind was 3-4 MPH … mostly out of the south. The temperature started out near 80 and ended up about 85. There were 9 shooters attending. Bill Aten had gun troubles with his “new” CMP Special, and was not able to finish the match. Ben Brooks shot his AR-15 using the reduced targets to get a little more practice before Camp Perry.

The As-Issued Garand Match Gold Medal Winner was Scott Miller. Mike Larkin won the Silver. Richard Reyes and Grant Miller earned Bronze Medals. Remaining 2016 Garand Matches at Bayou Rifles: Saturday, September 3, 2016 and Saturday, December 31, 2016. Use the match report as proof of participation in order to qualify to buy firearms from the CMP. Bayou Rifles is a CMP Club. TSRA Youth Shotgun Program Bayou Rifles has been contacted by one of our long time members whois a board member of the the TSRA foundation. This year the foundation has received a grant for $250,000 that has to be spent on shotgun shooting and education for Texas young shooters. They are currently trying to round up 600 young people for an all expense paid trip to Tiller, Arkansas for a weekend of instruction.
