Editorial

Dr Najat Zarrouk Director of the African Local Governments Academy (ALGA) of UCLG-Africa

2009-2018: almost 10 years have lapsed since the UCLG-Africa Members has adopted a Resolution at the end of the Africities Summit V, held in

in 2009 in Marrakech, Morocco, inviting to the creation of a Center of excellence for empowerment, capacity building and training. This Center

became the African Local Governments Academy (ALGA).

In addition to the fact that this initiative is part of the implementation of Priority 3 of the UCLG-Africa Vision on "Human Capital Development,

Capacity Building and Intellectual Exchange", the Summit comes at a point where the process of Decentralization, Local Governance and Local

Development is in a geopolitical context where challenges intermingle with opportunities.

All the World Agendas: "The World We Want", for which the Local and Regional Governments played a key role at the time of their discussion and adoption and for which they are called upon for their implementation: Agenda 2030 for Sustainable Development, the Climate Agenda, the New Urban Agenda, The Sendai Framework for Disaster Risk Reduction 2015-2030, and the Addis Ababa Action Agenda for Action resulting from the Third International Conference on Financing for Development.

The African Vision 2063: "The Africa We Want", based on inclusive growth and sustainable development, integrated, politically united and based on the ideals of Pan-Africanism and the vision of the African Renaissance, where good governance, democracy, respect for human rights, justice and the rule of law are on the agenda, living in peace and security, with a strong cultural identity, a common heritage, and shared values and ethics, whose development is people-driven, which relies on the potential of its people, especially women and young, which cares about children, and which ultimately acts as a strong united and influential global Player and Partner.

The African Charter on the Values and Principles of Decentralization, Local Governance and Local Development, adopted by the 23rd Ordinary Session of the African Union Conference, held on June 26-27, 2014 in Malabo, Equatorial Guinea, which includes among its principles the mobilization and use of resources, including human resources, as well as capacity developme nt; Local and Regional Governments in Africa also have to face not only the strengthening and broadening of their roles, skills and

responsibilities in the development dynamic, but their daily lives are made up of struggles against rapid urbanization, migra tory

flows, climate change, youth unemployment, and scarcity of resources.

It remains that among the most important challenges faced by the Territorial Communities, they are those related to the

weaknesses of the local public administration, in terms of governance, organization, management, efficiency, effectiveness or

quality of public services offered to citizens.

It can even be said that this aspect is the "poor cousin" in the whole process of advocacy carried out by the Local Authorities,

whether vis-à-vis their States and their Central Governments, or vis-à-vis their Development Partners and funders.

Since 2009, UCLG-Africa has been working for the implementation and operating of ALGA as shown in this brochure, but there is still a long

way to go, because through this initiative, we aim:

- To invest in the most important resource for any African Territorial Government, namely its Human Capital;

- To contribute to the upgrading and modernization of Local Public Administration in Africa;

- To promote the Standards of Excellence and Quality Standards at the level of Institutes and training programs targeting the

Local and Infranational Governments in Africa;

- To promote an ethical, committed, honest, competent and professional Local Leadership;

- To train, build capacity and professionalize the Human Resources of Territorial Governments in Africa ;

- To contribute to the training and the anchoring of African expertise in decentralization, local governance and local and

territorial development, through scientific research, the training of trainers, and the fostering of publications;

- To promote networking at all levels, as a force for change and momentum.

This editorial is also an appeal to the African States, the Central Governments, to our Members, to the National Associations of

Local and Infranational Governments, to our Networks, to the Territorial Managers, to the Anchoring Institutes of ALGA in Africa,

to our Partners, as well as to Funders, to support this initiative that requires the combination of efforts, the pooling of resources ,

and the establishment of strong, united and sustainable partnerships. It is only at this price that we can really anchor professionalism

and performance at the local level in Africa./.

ALGA ASSESSMENT (2016-2018)

Realization of 3 Studies on

ALGA

- In partnership with the Ministry of the Interior (DGCL) of the Kingdom of

Morocco, UCLG-Africa has carried out a first feasibility study of the

African Local Governments Academy in 2011-2012. The “Abacus” firm

conducted a census of training institutes targeting local Governments and

presented a pre-configuration of the Academy;

- On the occasion of the Africities 7 Summit (Johannesburg, South Africa),

UCLG-Africa conducted a second census of Training Institutes targeting

Territorial Governments

- In 2016, UCLG-Africa asked the “REJJES” firm to conduct a study on the

status of ALGA. On the basis of the conclusions of this study, the Secretary

General of UCLG-Africa has validated the status of ALGA as a subsidiary

body of this Organization.

Promoting Excellence &

Quality Standards

Signing of the Partnership Agreement with

As part of the promotion and anchoring of Excellence and Quality Standards at the level of the training Institutes and programs targeting African Local Governments, ALGA has carried out the following:

- In the short and medium term, UCLG-Africa has signed a Partnership Agreement with the International Commission on Accreditation of Education for Public Administration and Training Programs (ICAPA), a body affiliated to the International Association of Schools and Institutes of Administration (AISIA), at the International University of Rabat (IUR) on December 21, 2016;

- In the long-term, ALGA will have its own Accreditation and Quality Assurance System. To this end, the terms of reference have been drawn up and submitted to ALGA’s Academic Board.

The African Forum of Territorial

Managers and Training Institutes

Targeting Territorial Governments

«Leaving No One Behind»

ALGA’S ACHIEVEMENTS

The Academy initiated, in 2017, the organization of the 1st African Forum of Territorial Managers and Training Institutes Targeting Territorial Governments. This Forum has three basic objectives:

- Celebrating International Civil Service Day, proclaimed

by the United Nations, to take place on June 23 of each

year;

- Promoting participation, inclusion and partnership in

Africa, to "leave no one behind";

- To bring out best practices and innovative practices in

Human Resource Management, particularly at the local

level in Africa;

The 1st edition of the Forum, organized at the International University of Rabat (IUR), at the Technopolis of the city of Salé, Morocco, on September 18-20, 2018, was attended by 450 people representing 40 countries. The 2nd edition of the Forum, organized in the Oriental Region, in Saïdia, Morocco, on April 25-26, 2018, attended by 250 participants representing 34 countries.
