Members of the proactive People’s Coalition of Cayo (PCC), held its regular monthly meeting on Tuesday, August 10 inside the conference room at the San Ignacio Police station where they presented a 4 channel Digital Video Recorder (DVR) with night vision cameras along with a portable Decibel Meter. SAN IGNACIO TOWN, Cayo District, Friday, August 15, 2010: The police search for a San Ignacio woman who is accused of harming a baby boy ended at around 9 o’clock on Thursday night when police found the accused at her mother’s house in the Santiago Juan Layout Area in San Ignacio Town. The accused Melanie Marcia Moody, 33, was detained and transported to the Police Station where an arrest warrant for harm was waiting for her. The charge against Moody resulted from a report on Monday, August 9, in which a two year old male child emerged with burns and bruises to various parts of the body. Acting upon information received police visited the emergency unit at the San Ignacio Community Hospital at around 8:00 p.m. on Monday, August 9, where they were directed to the child undergoing treat- ment for burns and bruised to various parts of the body including the inner right The Decibel Meter will be thigh, right arm, lower portion of the left foot, left side of the back, abdomen, fingers and with both eyes bruised and swollen. The child’s mother, Chrispula Margaret Lisbey, 24, Belizean, assistant auditor of a Domingo Cruz Street address in San Ignacio Town reported to the police that she strongly suspects the injuries to her infant son were caused by the person in whose care she left him before leaving for work that morning. The mother identified Melanie Marcia Moody, 33, Belizean, unemployed as the person who injured her child. With bids now in for the replacement of the Kendal Bridge onthe Southern Highway, the conversation has resurfacedregarding the construction of a permanent carriagewaylinking the western twin towns of Santa Elena and San Ignacio. Amidst the apparent lack of consultation with residents of thesetwo communities who will be most affected one way or theother by the project, the recent official pronouncement from theChief Executive Officer in the Ministry of Works is that thebridge will span the Macal River from one end of Santa Elena,off La Loma Luz Boulevard, to the other end of San IgnacioTown emerging somewhere in that area near the GoldenOrange orchard. While there is no denying that a permanent bridge,less susceptible to floods, between the twin municipalities, isoverdue, the very least one would expect is some form ofdialogue with the residents of both communities on such a majorundertaking, especially from a government that prides itselffor consulting with the people prior the implementing majorpolicies and projects. Granted that engineers are expert in their field and might haveconducted detailed analysis ultimately resulting in selecting thisparticular site, this information should be shared with arearesidents who might have opposing views but, through dialogue,can be afforded a logical explanation as to why this site waschosen instead of giving the impression of being totally ignoredwhich could lead to area residents harboring the feeling of thepresence of ulterior motives on the part of those ultimatelyresponsible for executing the project. For the information of those on whose shoulders thefinal decision rests, the major concern surfacing since theannouncement of the proposed project, is that a bridgebeginning at the eastern end of Santa Elena Town will posemajor difficulties for all those residing further up the WesternHighway in Santa Elena given that all vehicles coming into SanIgnacio from the east, including commuter buses and other publictransport, will divert at La Loma Luz Boulevard resulting inthose living further up the western Highway in Santa Elenaeither having to pay a taxi cab or walk the almost one mile intoTown. This will be difficult especially for those workers andstudents who commute to Belmopan and beyond on a daily basisreturning home tired and hungry in the evenings after workingor studying all day long. Furthermore, the motoring public residing in the heart of Santa

The mother further informedthat as she has normally done forthe past few weeks, she left herchild in Moody’s care anddeparted for work shortly after8:00 a.m. that Monday morningand that at around 3:00 p.m.Moody reportedly visitedher workplace at Codd andAssociate’s located on the thirdfloor of Codd’s Drugstore on theBenque Viejo Road, near theSan Ignacio police station. Uponarrival, Moody reportedlyinformed the mother that thechild had sustained a burn andthat it was nothing serious. Shereportedly stayed with themother at her workplace for overfour hours until she left herworkplace at around 7:00 p.m.All this time, the child wasreportedly left at home in thecare of Moody’s common-law-husband. The mother told the police thatupon arriving home at around7:30 p.m., she was shocked tosee the extent of injuries toher son. When she furtherquestioned her, Moody insistedthat it was an accident causedwhen the child stumbled upon a

hot iron she was using to presssome clothes. The mother rushedthe child to the hospital withMoody accompanying her.Upon arrival the child wasinitially examined by themedical officer on duty, Dr.David Pacheco. Obviouslynot convinced that it was anaccident, a member of themedical staff on duty indicatedthat this was a matter for thepolice and was in the process ofcontacting the police whenMoody reportedly left thehospital and was not seenuntil she was captured onThursday night. Moody was charged for harmas a result of the extent of theinjury caused to the child ascertified by Dr. David Pachecovia the legally required medicoforms. The child’s mother along withhis father, David Molina, atraffic warden employed by theSan Ignacio/Santa Elena TrafficDepartment, are still trying tounderstand what could havetriggered the incident especiallysince they were extending ahelping hand to Moody andher family in their time ofneed. After initial treatment atthe San Ignacio hospital, thechild was taken to the Loma LuzAdventist Hospital in SantaElena for further treatment andis now recuperating at home.

Elena, who must make thiscrossing several times eachday in the normal conduct oftheir business, will be requiredto drive an extra mile to reachthe bridge and another mile toreach San Ignacio Town. Assuming that theHawksworth Bridge willcontinue in service, thecondition will remainunchanged when crossinginto Santa Elena from the deepwest as there will be no needfor workers and studentsto deviate from their usuallocation when departing fromSanta Elena en-route to places

eastward and beyond. There might very well be a logical explanation as towhy this particular site was chosen so why not open theconversation while simultaneously listening to the people’s ideas,suggestions and comments on a project of this magnitude andimportance?

SAN IGNACIO TOWN, CayoDistrict, Wednesday, August 3, 2010: He was hardly a stranger in thecommunity. In fact he was consideredactive in the local tourism sector and sowhen the US Federal warrant arrived intown for his arrest, San Ignacio policeknew exactly where to find him. The community knew him as MickeyMasterson owner of the MistyMountain Resort in the Mountain PineRidge. We processed his annual liquorlicense application for several yearsunder that name. He was a man of very few words andtoday he is in prison in Grays HarborCounty, Washington, reportedly afugitive of US laws on drug relatedcharges and other convictions. While he conducted business underthe man Mickey James Masterson, thewarrant carried his real name as TylanGay Matthews, 52, US National. He was arrested by San Ignacio policeon Monday, August 2 and on that sameday he was issued with an emergencytravel document by the US Embassy,placed on board a commercial aircraftand delivered to US Marshall inHouston Texas at in one day.

Our research revealedthat on June 10, 1996,Tylan Gay Matthews,

was sentenced to a term ofconfinement and 24 months ofcommunity supervision after aconviction for manufacturingmarijuana. Matthews appealedthe conviction. As a condition ofrelease pending appeal, the trialcourt ordered Matthews to be oncommunity supervision. In March 1997, Grays HarborCounty Drug Task Force (DTF)received a letter containinginformation associating himwith medical marijuanadistribution. According to the let-ter, Matthews had contacted ananswering service requesting as-sistance to mail out tointerested callers an informationpacket on how to obtainmarijuana for medical use fromSwitzerland. Early in May 1997, The LewisCounty Unified NarcoticsEnforcement Team (UNET),informed that Matthews hadbeen linked to an advertisementin an Arizona newspaperregarding medical marijuanause. The advertisement listed apost office box number that lawenforcement traced to him. Itwas uncertain whether the

advertisement offered for salemarijuana or marijuana-relatedliterature. That same dayauthorization was obtained toconduct an administrative/supervisory search of Matthews’residence with the assistance ofa drug-sniffing dog. At 8:00 a.m. on May 5, 1997,the next business day, the teamproceeded separately toMatthews’ residence. Aftergaining entrance and handcuff-ing him, the officers searchedthe residence and found smallamounts of marijuana and drugparaphernalia. A member of the search teamin 1995 conducted a search ofMatthews’ residence andknew that marijuana had beengrowing in the basementbeneath the mobile home at thattime. That officer located thebasement door, which waspadlocked. Both Matthews andhis ex-wife, Jamie Matthews,were at home at the time but theyclaimed they did not know wherethe key was. The Officer priedthe hasp from the door with acrow bar and opened a secondplywood door leading to the

CITY OF BELMOPAN,CayoWednesday, August 11, 2010: The Ministry of Education andYouth (MoEY) wishes to state itsplans for Excelsior High School inorder to avoid any misunderstand-ing that may have come about duetomisinformation that has beenspread via call-ins to talk shows. On June 2, 2010, the Governmentof Belize launched the RESTOREBELIZE Programme which isintended not only to address thecrime and violence situation in ourcommunities in the short andmedium term but ultimately tomake a bet ter Belize for allBelizeans by developing ourpeople, our communities and ournation. Faced with an emergencysituation where crime and violencehave been out of control for many,many years now, there is a need totake some immediate steps to bringthe situation under control. At thesame time, there is a need to workon those preventative, more longterm measures that would mitigateagainst the situation repeatingitself in the future and would leadto a better Belize for all Belizeans. The Ministry of Educationand Youth, as does the largerGovernment of Belize, realizes thatit must simultaneously addressthe immediate emergencies to bringthe situation under control whileaddressing the long term develop-ment of our people, our communi-ties and nation. In this regard, theMinistry is initiating a number ofmeasures to address both the shortterm, immediate concerns as wellas the long term development goals. In this regard, the Ministry ofEducation and Youth sees anopportunity at Excelsior that wouldhelp us to address some of theimmediate factors with thepotential to contribute to theincreased crime and violence andother social ills. The number ofdisengaged youth (who are notin education, in training, oremployment) is a cause forconcern as these are youth who aremore prone to engage in riskybehavior. Therefore, it is theintent ion of the Ministry ofEducation to maximize andstrengthen the we have atExcelsior to afford opportunitiesfor more young people (includingthose currently enrolled atExcelsior) to benefit from theresources we have at Excelsior.Therefore, the following steps willbe taken at Excelsior: 1. The curriculum will best reamlined and st rengthened(across the board- first to fourthform) and adequate support

services will be strengthened. Thiswill include remedial support aswell as appropriate life-skills. Thiswill form the basis of a first shift atExcelsior. 2. Although the curriculum willbe streamlined, ways in whichstudents may also pursue trainingin different practical skill areas willalso be explored through ITVET,the planned Skills Training Center,and perhaps even through Excelsiorwhere facilities already exist. 3. In order to maximize resourcesand seek to engage as many 'out ofschool' youth, the Ministry ofEducation and Youth will also seekto place in Excelsior youths who areeligible to go to high school or whomay have dropped out of highschool recently. 4. Third and Fourth form will be

phased out. Students in third andfourth form will have the OPTIONof transferring to other schools ifthey do not wish to participate in ast reamlined curriculum. TheMinistry of Education and Youthwill assist with such transfers byproviding assistance for uniformsand the difference in the cost of feesbetween what they would have paidat Excelsior and what they wouldbe paying at the school to whichthey are transferring. Informationfrom parents wishing to transferstudents to other schools have beentaken down and the Ministry ofEducat ion and Youth will beworking to facilitate such transfers. 5. A second shift will operate inthe latter part of the day. Thesecond shift will focus on life skills,literacy, numeracy and other

practical skills. The Ministry ofEducation and Youth (workingwith other Ministries andagencies) will seek to identify andplace in this second shift youth whohave been out of school for a whileand therefore might not be able orwish to transition to a traditionalformal school. These effortsare being coordinated under theumbrella of the RESTOREBELIZE Programme. In addition to this effort, theMinistry of Education and Youth isworking with other Ministries and agencies to placeas many ‘out of school youth’back into school at primary andsecondary levels where feasible.Some of this will be supportedthrough the Ministry of HumanDevelopment and SocialTransformation’s planned expan-sion of its Social AssistanceProgramme that will target indigent

for as many of our teachers toincrease the number and percentageof trained teachers in our system. d. establishing the NationalTeaching Services Commission tosafeguard the rights of teachers,students and others and to improvethe quality and public confidence inthe teaching profession. e. the Ministry of Education andYouth in collaboration with theMinistry of Human Development isworking on an Early Warning andResponse System for at risk youth.This will involve collaboration andcoordination between otherrelevant ministries and agencies. These are just a few of theinitiat ives of the Ministry ofEducation and Youth and theseare supported by and throughcollaborative efforts with otherMinistries such as the conditionalcash transfers by the Ministry ofHuman Development and SocialTransformation. His big battle is internationalaffairs.” Another deputy, the internation-ally-acclaimed pianist FrankFernandez agreed. “He has absolute confidence inRaul. The Public Utilities Commission (PUC) hereby serves notice that in accordance with the WaterIndustry Act, No. 1 of 2001, Sections 15 and 19, the Commission has modified the license granted by thePUC to the Belize Water Services Limited (BWS) on March 22, 2001.

Modification to the License:

The PUC modified Part IV (Authorized Services Act) of the BWS License as follows:

A. In Belize District Service Areas:

1. It deleted the words “San Pedro Town including San Pablo, San Pedrito, San Juan, Boca del Rio,Sal Telmo, Mosquito Coast and Escalante Areas” and substituted therefor the words “AmbergrisCaye”.

2. It added the words “the Belize River Valley area extending beyond Burrell Boom and through theRanch Dolores Village, inclusive of Scotland Halfmoon, Flowers Bank, Bermudian Landing, IsabellaBank, Lemonal, Double Head Cabbage, Willows Bank, St. Paul’s Bank, and Ranch Dolores”.

3. It deleted the words “The new satellite town in La Democracia.”

B. In Cayo District Service Areas:

1. It added the words “Cotton Tree, St. Matthews and Franks Eddy Villages and along the WesternHighway from Mile 36 to Belmopan”.

Reasons for the Modifications:

a. The Government of Belize, with BWS as Executing Agency, has entered into a loan agreementwith the Caribbean Development Bank to fund a full feasibility study for the expansion of waterand sewerage services on Ambergris Caye.

b. The Government of Belize has entered into a loan agreement with the Caribbean DevelopmentBank to provide potable water to villages and communities in the Belize River Valley. BWS hasbeen selected as the Executing Agency. The agreement specifies that the systems and expansionsconstructed will be managed and operated by BWS.

c. The Government of Belize has entered into an agreement with BWS to provide potable water tothe entire area described in B (1) above.

d. BWS does not provide services to Mahogany Heights, being the “satellite town in La Democracia”.

Since becoming PrimeMinister of Belize in February2008, Mr. Barrow, has visited;New York City, Miami, Houstonand Chicago. Belizean Americanshave turned out in large numbersto greet him and his delegation onall his visits. Prior to the United DemocraticParty (UDP) coming to power inFebruary 2008, the People’s UnitedParty (PUP) was in power for tenyears. Under the leadership ofthe then Prime Minister, thegovernment of Belize was plaguedwith public accusations of corrup-tion and the gross mismanagementof public funds. It was an era wherenepotism and croinism ruled. The government of that erabenefited and represented theinterest of a few Belizean familiesand mostly Belizeans of Arabextraction and those related to thethen Prime Minister, Rt. Hon.George Cadle Price and hissuccessor, Rt. Hon. Said W.Musa. Their political party (PUP)received most of its funding from aBritish billionaire Michael Ashcroftwho in return was given many taxbreaks and other deals whichdrained the country’s alreadymeagre resources. In the face ofsuch blatant abuse, Belizeans feltpowerless and in February thevoted the People’s United Party outof power and overwhelminglyelected a government of the UnitedDemocratic Party by a margin of25 to 6 seats in the House ofRepresentatives. When the history of Belize iswritten, Said Musa will beremembered as the worst PrimeMinister Belize has ever had. He hisfamily, friends and cronies ran thecountry as if it was theirpersonal estate with no regards for

This, among other disagree-ments, is causing the party to be init’scurrent fragmented state today. Still, since the UDP came to powerto clean up all the mess theyinherited from them, the PUP has

embarked on a litigation programto hire their Lawyers to go to courtto stop this government fromimplementing many new initiatives.This action on their part is stiflingprogress in Belize and is causingfrustration among Belizeans. It is no secret in Belize that theseactions are designed to misleadBelizeans against their governmentwith intent to seek a return of thePUP to government. I have always maintained, that thePUP and the Republican Party in theUnited States behave the same wayin their greed, abuse and obsession

of political power for the interestof a few over the majority ofcitizens. There are some Belizeans whofoster the idea that the UDP and thePUP are the same thing. That lineof thinking is so very far from thetruth. The UDP is committed to haveBelizean Americans get involved inall aspects of Belize’s developmentwhile the PUP represents theinterest of a few families and wantthe rest of Belizeans to continueliving in a state of perpetualdependency. Belizeans must realizethat citizenship means makingopportunities available for all andnot just a select few.

basement. He recognized thesmell of growing marijuana andsaw a metal halide light andshield covering 129 marijuanaplants. Matthews and Jamiewere arrested but charges werelater dropped against Jaime. Two detectives subsequentlyprepared an affidavit andobtained a search warrant. Theyreentered the residence andconducted a search. Theofficers seized the plants, otherequipment, several jars ofmarijuana, a personal computerand other evidence. The officers obtained awarrant to search the contents ofthe computer. They allegedlyfound marijuana and hempliterature and order forms forordering marijuana for medicaluse by mail. Lists of persons whohad allegedly ordered marijuanafrom Matthews were also found,as well as information onorganizations involved in cam-paigns to legalize marijuana andhemp-growing in the U.S. Matthews was charged with

manufacturing marijuana inviolation of the UniformControlled Substances Act. Thetrial court accepted Matthews’waiver of attorney and allowedhim to represent himself. On July 21, 1997, the trialcourt granted the State’s motionto amend the information. Theamended information chargedMatthews with the additionalcount of possession of morethan 40 grams of marijuana. Matthews waived reading ofthe amended information in opencourt. Notwithstanding, the trialcourt explained the contents ofthe amended information to him.The court set an arraignment onthe amended charge for thefollowing week, but apparentlythe arraignment never tookplace. On August 22, 1997,Matthews filed a motion todisqualify the Judge. He arguedthat the Judge was prejudicedand had stated that “the searchwas good” before the motion tosuppress was heard. The courtdenied the motion as untimely

The court found that: (1) Matthews was informedthat he was subject to searchesas a condition of his communitysupervision; (2) the team did not enter theresidence until radioed by theothers from inside; (3) Jamie Matthews voluntar-ily opened the front door andadmitted the officers; and (4) no force was used by theofficers to gain entry. The court concluded that: (1) Matthews was lawfullysubject to the search; (2) The Detective hadsufficient information to providea well-founded suspicion insupport of the search; and

(3) all evidence seized wasadmissible. A jury trial had been set forJanuary 13, 1998. On thatmorning, the court granted theState’s motion in limine topreclude Matthews’ defensesof religious use and medicalnecessity at trial. Matthewsmade an offer of proof for therecord. He waived his right to a jurytrial and submitted the case tothe trial court on stipulated facts.The trial court found Matthewsguilty of both counts. He was sentenced to twelvemonths and one day on themanufacture count and twomonths on the possessioncount, to be served concurrently.Matthews appealed theconviction after which he isreported to have fled thecountry.
