KEYNOTE SPEAKEREmil Notti, the first AFN President, was a force behind the land claims movement and negotiations that culminated in the Alaska Native Claims Settlement Act (ANCSA) of 1971. He called for a statewide convening of Alaska Natives from every region of the state.

Born in Koyukuk, Alaska, Notti graduated from Mt. Edgecumbe High School and earned a Bachelor of Science degree in aeronautical and electrical engineering from Northrop University. He is a U.S. Navy Veteran and worked for Autonetics, a division of North American Aviation, on the Minuteman Ballistic Missile. He worked for the Federal Aviation Administration in Alaska as an electronic engineer. Later, he served under several Alaska governors as Deputy Commissioner of Health and Social Services, Commissioner of Community and Regional Affairs and Commissioner of Commerce, Community and Economic Development. Emil has six children and eight grandchildren.

Notti said during the passage of ANCSA, “One of the big events after the struggle of trying to get Congress to recognize our rights was the night we stood and listened to President Nixon say he signed the bill into law. That was a big moment in our effort to get a land settlement.”

Notti holds honorary doctorate degrees from Alaska Methodist University (Alaska Pacific University) and University of Alaska Anchorage.

Sheree Titus, NorthwayThe Chief Andrew Isaac Leadership Award recognizes a person age 35 or younger who has demonstrated outstanding leadership qualities. The award is named in honor of the late Chief Andrew Isaac, who emphasized the importance of education for youth to become leaders of tomorrow.

RICHARD FRANK MILITARY SERVICE AWARDTanna Carter, MintoThe Richard Frank Military Service Award recognizes an Alaska Native who demonstrates a strong commitment and willingness to serve in the U.S. Armed Forces in the defense of the United States of America.

POLDINE CARLO CITIZEN OF THE YEARRoy Nictune, Alatna/BettlesThe Poldine Carlo Citizen of the Year Award recognizes a person who has demonstrated leadership, strong commitment, competence and sensitivity in the educational and cultural survival of Alaska Natives. Recipients may be chosen for contributions in the fields of health or education, maintenance of a traditional lifestyle, or for the example they set as parents.
