นโยบายรัฐมนตรีว่าการกระทรวงสาธารณสุข National Data Clearing Houseรมต.นพ.ประดิษฐ์ สินธวณรงค์

ทิศทางการท างานในระบบหลักประกันสุขภาพชาติ ใน 10 ปีต่อไปการพัฒนาระบบข้อมูลข่าวสารให้เป็นระบบและมีการน า

เทคโนโลยีมาใช้เพื่อเพิ่มประสิทธิภาพและคุณภาพ เพื่อใช้เป็นฐานข้อมูลระดับชาติ (National Health Information) และภายใน 1 ปี ตั้งเป้าหมาย มีหน่วยงานกลาง ในการจัดท าธุรกรรมการเบิกจ่ายระดับชาติ (National clearing house) เกิดขึ้น โดยมีคณะกรรมการดูแลระบบที่มีส่วนร่วมของผู้เกี่ยวข้องทุกภาคส่วน หน่วยบริการจะส่งข้อมูลทุกระบบผ่านหน่วยงานเดียวระบบเดียว

การน าบัญชียาและรหัสยามาตรฐาน TMT ไปใช้

▫ คณะกรรมการก าหนดระบบบริหารยา เวชภัณฑ์ การเบิกจ่ายค่าตรวจวินิจฉัยและค่าบริการทางการแพทย์ มีมติให้ สปสช. และ ประกันสังคม น า TMT ไปทดลองใช้ (4 เมษายน 2556)

▫ กรมบัญชีกลางประกาศให้ใช ้TMT ในการเบิกจ่ายยา ผป.นอกของกรมบัญชีกลาง (หนังสือ กบก. ว 178 14 พ.ค. 2556)

▫ ส านักงานพัฒนาธุรกรรมอิเล็กทรอนิกส์ (สพธอ.) คณะ ประกาศ TMT ให้เป็นมาตรฐานรหัสยาส าหรับการท าธุรกรรมอิเล็กทรอนิกส์การบริการทางการแพทย์ของไทย (Healthcare services eTransaction)

30 ตุลาคม 2556 คณะกรรมการก าหนดระบบบริหารยา เวชภัณฑ์ การเบิกจ่ายค่าตรวจวินิจฉัยและค่าบริการทางการแพทย์ มีมติ• ให้กระทรวงสาธารณสุขน า TMT ไปด าเนินการประกาศให้เป็นมาตรฐานบัญชี

รายการยาและรหัสยาของประเทศ เพื่อเชื่อมโยงรหัสยาของโรงพยาบาลต่างๆ การเบิกจ่ายในระบบสวัสดิการรักษาพยาบาลข้าราชการ

• ในระยะต่อไปให้น าTMTผนวกเข้าไว้ในโปรแกรมของโรงพยาบาล เพื่อใช้ส าหรับการสั่งซื้อและการเบิกจ่ายทั้ง 3 กองทุน

• ในระยะยาวให้ใช้ส าหรับจัดซื้อยาตามระเบียบพัสดุ รวมทั้งจะขยายต่อยอดกับระบบยาอ่ืนๆ เช่นการขึ้นทะเบียนต ารับยา การกระจายยา
