Kathmandu : Nepali Congress President Sher Bahadur Deuba returned to power for a fourth time on Tuesday, 12 years after he was unceremoniously removed by then king Gyanendra. It was plain sailing for Deuba-with 388 votes in his favor in the 593-strong Parliament-who sworn as the 40th Prime Minister by succeeding Pushpa Kamal Dahal who backed his candidacy in line with a gentleman’s agreement the duo had signed in July- August last year. As many as 558 lawmakers voted during the prime ministerial election, with Deuba being the lone candidate. Dahal’s CPN (Maoist Centre), the Rastriya Prajatantra Party, Rastriya Janata Party-Nepal (RJP- N), Sanghiya Samajbadi Forum-Nepal, Nepal Loktantrik Forum and CPN (Samyukta) among others voted for Deuba. As of now, 350 police officers from Nepal undergo training in India every year. The new academy in Nepal will cater to the training of 410 Nepalese police officers annually,” an official said. In recent years, India has been assisting Nepal in development of border infrastructure through upgrade of roads in the Terai areas; development of cross-border rail links at Jogbani-Biratnagar, Jaynagar-Bardibas, Nepalgunj Road- Nepalgunj, Nautanwa-Bhairhawa, and New Jalpaigudi-Kakarbhitta; and establishment of integrated check posts at Raxaul-Birgunj, Sunauli-Bhairhawa, Jogbani-Biratnagar, and Nepalgunj Road- Nepalgunj. The signatory parties also expressed commitment to increase the number of local levels on the basis of political consensus. RJP-Nepal, FSF-N back NC president Sher Bahadur Deuba post, Deuba faces the major task of holding the second phase local polls in the remaining four provinces and then conducting elections for provincial assemblies and the central parliament, all within the constitutional deadline of January 2018. Holding three sets of elections, endorsing the constitution amendment bill, maintaining balanced relations with neighboring India and China and economic prosperity through development by inviting foreign investment will be his top priorities. Controlover financial institutionsprovides the governmentwith decisive levers tomanage the economy. Patron-client relationshipbetween officials of thegovernment and ordinarycitizens and a completelystate-dependent society aresome of the defining featuresof rentier states.With a near total controlover coercion, persuasionand propaganda toolsthrough a loyal bourgeoisie,the state often manages toeither manufacture consentor force compliance for itspolicies and programs.Voices of dissent are eithermuffled throughorchestrated affirmations ordrowned out in the din ofindignant protestations.Little wonder, the powerelite has managed to sellphased local elections aspanacea of all ills ofmalgovernance.It has been said that of thefour essential elements ofany formal state—population, territory,government andsovereignty—the first is alsothe most important. Thepopulation gets constitutedinto “We, the People”through a statute that iswidely accepted to belegitimate. Without popularsanction, a constitution ismerely a collection of rulesto enforce ‘rule by’ ratherthan ‘rule of’ laws. Unlikeprovincial governmentsunder federal structures,local units, no matter howpowerful, can offer little orno challenge to thehegemony of centralauthorities.Just as in thecentral hills and mountains,if elections are held on thescheduled date in Tarai-Madhes, it’s most likelythat the main contest wouldstill be between the allianceof status quo forces (NepaliCongress and MaoistCentre) on the one side andthe axis of regressiveelements such as UML andRPP on the other. Withhundreds of soldiers andpolice force constantlypatrolling the streets in fullbattle gear, mostsettlements in Tarai-Madhes have already beenturned into garrison townsin preparation for elections.International observers areabsent from pre-pollshenanigans. No matterwho contests in, abstainsfrom or boycotts proposedelections, its result is aforegone conclusion:Establishmentarians will winwhile platforms and outfitsof Yadavs and Gachhedarswill be left holding the canfor crumbs from the hightable.The question thenarises: Why is a section ofMadhesi bourgeoisie eagerto play on a tilted groundwith unreliable rules,partisan linesman,indifferent audience, andpossibly unfair umpires?Logical explanations willinevitably be complex, butthe urge to conform and

pressure to comply is animportant factor thatforces ambitious membersof minority community tojump ship midstream andget on the populist vessel.Internalized inferiorityIn countries imagined as‘nation-state’ with culturalmarkers of the dominantethnicity as symbols of itsnational identity, at leastsome groups invariablyemerge as permanentminorities with little or nohope for the officialrecognition or socialacceptance of theircollective dignity. Sincemost countries createdfrom the rubble of endlesswars and consequentPeace of Westphalia weredesigned according towhims of their rulers,social diversity was soughtto be eliminated throughassimilation if possible oroutright rejection ifnecessary. In ideologies of the West,identity is either an issue ofreligion or class. That couldbe the reason irrespectiveof their political ‘religion’all modern politicos —whether monarchist,Marxist, Stalinist, Maoist,liberal, conservative,libertarian or free-marketfundamentalists—are onein the belief thatassimilation is the best wayof forging national unity.It’s sacrilegious toquestion the faith.Members of thepermanent minority areunder tremendouspressure to conform or beleft out. Greed and fear doplay their part, but mostlyit’s just the eagerness tobelong that forces thesidelined intelligentsia tofall in line. The upwardly-mobile Madhesis shouldbe forgiven to live in self-loathing in order to surviveand thrive in an increasinglypolarized polity of themajoritarian democracy.

The Madheshi parties want their demands fulfilledbefore the second round of the local poll. So theyhave announced protest programs aimed atdisrupting the poll, arguing that their demands havenot been fulfilled. The demands include re-delineation of provincial boundaries, citizenship,language, increase in local units in proportion topopulation, delimitation of constituencies on thebasis of population, creation of autonomous,special and protected regions, etc. Even thegovernment’s attempt at appeasing them byincreasing local units in the Terai has failed toappease them. As the first round of the local pollhas been concluded, it is obligatory on thegovernment to conduct the second round of thepoll as well. Had the local poll been conducted inone go it would have been far better.  But thegovernment decided to hold the poll in two roundsto appease the Madheis parties. As things stand,the trick of the Madhesi parties could be tomanipulate the second round of the poll byincreasing local units or engaging in some othergimmick. As their intentions seem to have conkedout, they have announced protest programs so asto bring the government to its knees.

The constitution amendment bill has proved to bea hard nut to crack for the government. Thegovernment lacks a clear majority to pass the bill.The CPN-UML has been constantly opposing thebill from the very get-go. Without the CPN-UML’ssupport, it will be difficult to mobilize a two-thirdsmajority. That is why the government has beendillydallying in taking action on the bill.

The main challenge before the nation is not theconstitution amendment bill. First, it is imperativefor the government to conclude the elections tothe second round of the local poll and then to theprovincial and federal elections by January 2018.These elections are a must for theinstitutionalization of the federal setup. As far asthe constitution amendment bill is concerned, itmay be recalled that the constitution is yet to beimplemented. So there is ample time for amendingthe constitution by holding deliberations and inkeeping with the times as the constitution wasproclaimed around two years ago.

If they are really pro-public parties, they shouldrespect the adult franchise of the people and shouldnever even think of depriving them of this rightwhich is also encapsulated in the constitution. Withthe success of the first round of the poll, the peopleare expected to turn out in large numbers to casttheir votes in the second round as well. Even theMadhesi people are eagerly waiting for the secondround of the poll. The Madhesi parties should alsorespect the expectations and aspirations of thepeople.

Therefore, it would be in the interests of the nationand the people, including the Madheshi denizens,to conduct the second round of the local poll withactive support from all the political parties and thepeople. In this regard, the Madheshi parties shouldfor go their insistence on having their demandsfulfilled at any cost and let the poll proceed withoutany hindrance or setback by calling off their protestprogram.

What attempts havebeen done to bringRJP-N on board for thelocal level election?The constitutionamendment bill hasalready registered at theparliament. The bill wasregistered for makingthe constitution wideracceptance. Theregistered bill must bepassed.The issue of Madhesh isnot only related toMadhesh but it is alsothe national issue.Aspirations ofMadheshi people wouldbe incorporated in theconstitution byamending it to make itall-acceptable.Even Prime Ministerhad also promised as heis ready to amend theconstitution. But it wasdifficult to amend dueto the technical reasons.Madheshi parties alsounderstand the difficultyto amend theconstitution. It is alsonecessary to take themain opposition UMLinto confidence whileamending theconstitution. So afterthe second phase localelections, thec o n s t i t u t i o namendment bill will bepassed. But for that,RJP-N should come forthe election.

But RJP-N is saying itwill go to election onlyafter amending theconstitution?RJP-N should alsounderstand the difficultywhy the government isnot amending theconstitution. Theamendment ofconstitution was notdelayed intentionally. Itis well known that theamendment isimpossible without

securing the two-thirdmajority and it can bepossible when UMLsupports. Just after theconstitution drafting,then Prime MinisterSushil Koirala startedthe process ofconstitution amendmentthat was completed byKP Oli-led government.It means the governmentalways positive foraddressing the issues ofMadhesh. So there is noenvironment of distrustand Madheshi parties tounderstand this reality.The amendment bill willbe passed when thegovernment getsnumerical strength.

But Madheshi partiesblamed that thegovernment did notattempt to pass the billand only centered forelection.It is wrong. Theconstitution amendmentand holding the localelections are the twomajor priorities of thegovernment. NC-CPNMaoist Center coalitiongovernment iscommitted in its duty.

The local level unitsshould be based onpopulation or not?NC was also in favor oflocal levels unit basedon population. Even,before drafting theconstitution, party’sMadheshi lawmakersagitated and pressurizedthe leadership to makelocal levels unit basedon population. I want tosay that before themovement of Madheshiparties, we createdpressure on this issue inour party. So there is noreason for disbelievingover Nepali Congress.The party is very seriousand committed to

address the grievancesof Madhesh.Thus the constitutionmust be amended but instatus quo it is notpossible without thetwo-third majority. EvenRJP-Nepal yet to beregistered with ElectionCommission so fortheir registration, thegovernment amendedthe Local Level ElectionAct.

Attempts are underwayfor bringing RJP-N inelection but notaddressing theirfundamental issues.I am not accepted this.Attempts are alsounderway for addressingthe issues of Madheshbut it is yet to get thepositive result.

Results have been seenin other issues but notin major demands?The government decidedfor increasing thenumber of local levelunits in Madhesh basedon population as per thedemands of Madheshiparties but the SupremeCourt ruled not toincrease the number.

You can go for theelection if numbers arenot increased but RJP-N should go?We are in thegovernment so it is ourcompulsion. But theRJP-N also to accept thecourt’s decision.

The issues of Madheshcannot be settled evenby postponing theelection by some days?The second phase oflocal level elections hadalready been postponedby three times and if itwill again postpone, awrong message willspread. Mistrust will

take place among thepeople over theelection. So I do notthink postponing theelection is the solution.

But the way of electionhas not been preparedfor RJP-N yet?It is completely wrong.The way for RJP-Nepalhas already opened andI requested them toregister their party withElection Commissionimmediately and jointhe election process. Ido not think that theyhave any obstacle tocome in the electionbecause thegovernment alreadyamended the LocalLevel Election Act andalso opened a legal wayto register the party.There is the need forsuccessful conclusionof Madhesh issue andwe are pressurizing ourleadership for that.

There is blame that theruling coalition notserious for Madheshissues?This is not true. NepaliCongress even thiscoalition government isalways serious andcommitted forMadhesh issues. In thepast, Madheshi partiesalso participated in thegovernment but theyalso failed to establishand fulfill Madheshiconcerns, why?Because of sometimes

it is difficult to settlethe issue due totechnical problems.

What kind ofenvironment isnecessary forMadheshi parties thatallow them toparticipate in theelection?I again requested themto take part in theelection becauseboycotting it is not thesolution. Acommitment alsoexpressed by newlyelected Prime Ministeras he will amend theconstitution. So RJP-Nepal to trust on PrimeMinister and joins theelection process. RJP-Nepal should supportthe governmentattempts for passing theamendment bill afterthe election.

In the recent days, howyou will find the tiesbetween Nepal andIndia?

Nepal and India ties arevery warm, cordial andpleasant. I hoped suchkind of relations alsowould continue in thecoming days. As boththe countries havemaintained the openborder, the relationsmust be cordialotherwise the people oftwo sides may faceproblems andchallenges.

Rajbiraj: Security chiefs of districts bordering India held a meeting with their Indiancounterparts to convey their security concerns about the upcoming second phase oflocal level elections scheduled for June 28. According to Saptari Chief District OfficerKrishna Bahadur Katawal, the meeting saw the participation of security chiefs of Sunsari,Morang and Jhapa districts besides Saptari from the Nepali side and Supaul, Kishangunjand Arariya districts of the state of Bihar from the Indian side.

The meeting discussed various issues including cross-border crime, arms smuggling,girls trafficking, and border dispute, besides cooperation for security during theupcoming elections.

Mumbai : A visa agent from Byculla who sent a Punjab-based woman on a tourist visa to Saudi Arabia andallegedly forced her to work there as a domestic helpfor an Arab family has been booked. The womanreturned to India on May 31 after the External AffairsMinistry intervened to bring her back.Jalandhar-based Sukhwant Kaur (55) approached AlSaif Overseas Consultants in Mumbai earlier this yearfor a job. After paying Rs 40,000, she went to Saudi

Arabia in January. In her complaint to the police, Kaurhas said she flew from Delhi to Dubai in the UnitedArab Emirates, where she was received by the agentand then on to Saudi Arabia, where the agent allegedlysold her to an Arab family against her wishes.After receiving severe physical and mental abuse at thehands of the family, Kaur had to be admitted to hospitaland was able to contact her husband Kulwant Singh inIndia with the help of a hospital nurse. According tothe police, Singh approached the Punjab governmentpleading that his wife be rescued. His complaint wasforwarded to the External Affairs Ministry.After securing her release, Union External AffairsMinister Sushma Swaraj took to Twitter on May 30 toannounce: “Thanks for bringing this to my notice.Sukhwant Kaur is returning home on 31 may 2017 at0415 hrs by Flt G9406 (sic).”After her return, Kaur and the External Affairs Ministry’sProtector of Emigrants registered a complaint with theAgripada police station.“We have received a complaint from the woman andthe PoE. We will record her statement and take properlegal action,” said Ashok Sarambalkar, senior inspector,Agripada police station. Subsequent investigationsrevealed that the emigration stamp on Kaur’s visa hadbeen made at the Byculla office of the visa agent, andnot at the airport as is required in the case of overseastravel, said the police.The police have booked Alamgir Ahmad, the owner ofAl Saif Overseas Consultants, on charges of humantrafficking under the Indian Penal Code and for cheatingan emigrant under The Emigration Act. Stating that noarrest had taken place till now, Sarambalkar said thepolice would first gather evidence against Ahmad.

Madhesi Commission chair, membersto be from same community

Kathmandu: Social Justice and Human Rights Committee of the Parliament passed thereport of its Sub-committee that recommended that the chairperson and members ofMadhesi Commission should be of Madhesi origin. Discussing the report, the membersof the parliamentary committee had stressed the need for a clear-cut definition of Madhesipeople. Geeta Rana of the Nepal Democratic Forum, explaining the relevance of use ofthe term Madhesi, said that “All the people who live in the Tarai may not be Madhesi, sowe have to define the term Madhesi as pertaining to a certain culture and life style. 

RJP-N secretly preparing for upcoming civic pollsUdayapur: Rastriya Janata Party-Nepal Udayapur has been secretly preparing for thesecond round of local level elections in the district. Although the agitating party has stuckto its stance and is saying that the party will not take part in the second phase of civicpolls until its demands are met, the fact is that the RJP-N has been internally preparingfor the elections  in Udayapur.A leader of the RJP-N said that the party is searching for possible candidates for mayors,deputy mayors and chairs and vice-chairs in the four municipalities and four ruralmunicipalities of the district.RJP-N sources said that the party is working to offer mayoral and deputy mayoraltickets to some capable candidates in Gaighat, Katari and Beltar municipalities.It is also trying to pick candidates for chairs and vice-chairs in some wards. Anotherleader of the party said preparations for elections was under way. “We have beenengaged in the internal home work for the election as the party might take part in thesecond round of the civic polls,” he added.

Yadav urges RJP to take part in secondphase local poll

Kathmandu: Federal Socialist Forum Nepal chairman Upendra Yadav has urged theRastriya Janata Party (RJP) Nepal to participate in second phase local poll scheduledfor June 28.In a face to face program held in the capital, chairman Yadav urged the RJP leaders tofight for the election jointly. He said that RJP leaders participated in Prime Minister’selection though there was no candidate from Tarai, expressing the confidence that theRJP leaders will vote for Tarai’s candidates in second phase election. He added that hisparty will garner huge support in second phase election in comparison to other parties.In another context, leader Yadav said that his party did not have any priority participatingin the government.

Kathmandu: Members of the presidium of RastriyaJanata Party-Nepal are divided over the registrationof the new party with the Election Commission.According to party leader, RJP-N leaders discussedabout registering their new party with the EC, butmember of the RJP-N presidium Mahendra Ray Yadavtold the meeting that he wanted to contest the secondphase of local polls on the basis of his old party-TaraiMadhes Sadbhawana Party-Nepal and its electionsymbol and therefore he was not in favor of registeringthe RJP-N with the EC for now.The source claimed that Yadav refused to sign thedocuments that RJP-N leaders wanted to submit to theEC for registration. The RJPN will have to submit thedecision of the six parties-Tarai Madhes DemocraticParty, Sadbhawana Party, Madhesi Janadhikar Forum-Republican, Tarai Madhesh Sadbhawana Party –Nepal,Nepal Sadbhawana Party and National MadhesSocialist Party that merged a few weeks ago to createthe united party RJP-N.According to the source, another member of RJP-Npresidium Sharat Singh Bhandari also supportedYadav’s view that the RJP-N should not be registeredwith EC now. “We want to contest the second phase oflocal polls, but we want the government to prepare afavorable environment for us to take part in the polls,”the source added. The source said the divisive voiceexpressed by Mahendra Ray Yadav had disappointedMadhesis, which would adversely impact the unity ofthe Madhesi forces.

Rift surfaces in RJP-Nover registration for polls
