A Message from Noel Candelaria, TSTA President
Dear #TeamTSTA, Welcome to our 2019 Texas State Teachers Association Education Support Professionals (ESP) Statewide Conference in Frisco! This year’s conference theme, Taking charge…with integrity, calls us to action as we organize for public education and for the rights and benefits of education support professionals across our state. We’ve accomplished a great deal in this last year, thanks to all of the TSTA members working hard to elect public officials who will vote for pro-public education legislation. We need more than promises, we need action. We are advocating for the resources our students need and to provide for the professionals who teach and support them. We’ve marched at the Texas Capitol to raise our voices for what’s right and fair for our students and ourselves. We’ve voted. We’ve built stronger locals. We are all working together to ensure a quality public school education for ALL students. There is always more to do. This conference is a great opportunity for you to equip yourselves to provide leadership in your districts, local unions, and TSTA/NEA. It is also an opportunity to meet your colleagues from across the state of Texas and discuss matters of mutual concern. With over 250,000 ESP statewide, there are more professionals like us who need to join the movement, and you are the ones to organize and bring them in to the union. There are many facets to creating leaders and a union that can take charge: Respect, Fairness, Trustworthiness, Integrity, Growth, and Inspiration. This conference will focus on those facets and with your help and leadership, TSTA/NEA will continue to take charge of the agenda shaping public education in Texas. We know that demanding respect for all TSTA/NEA members as professionals and providing fair compensation for the jobs we do is an essential part of providing a quality public school for every child. In addition to the work we are doing around elections and advocacy, locals are leading vital organizing campaigns to improve working conditions for Education Support Professionals including campaigns for living wage and due process. I encourage you to work at the local level to get involved in these issues. Your commitment and involvement are vital to this cause. Thank you for being here for this conference. Take advantage of the opportunities here, and go out with integrity, and take charge in this fight for our children, our communities, and ourselves! In Solidarity,

Professional Growth Continuum Presenters: Karen Barnes and Linda Estrada
The ESP Professional Growth Continuum (PGC) consists of eight Universal Standards within three Levels of Practice. The three Levels of Practice begin with Foundational, moving to Proficient, and working toward an Advanced/Mastery level of professional practice. These three Levels of Practice span across all nine ESP career families with opportunities for ESP to enhance their professional standing by being a role model, mentor, and/or leader at each level. The PGC serves as a map of how ESP can grow professionally; however, professional growth is not meant to be linear or hierarchical. An individual can be proficient for one ESP Universal Standard of practice, but also advanced for another. The model is fluid so that ESP can build their professional capacity in one or more standards by participating in professional learning opportunities aligned with each Level of Practice to complement on‐the‐job experiences and training.

Each person's true color is determined by their personality. How does identifying this help you work with others? How do we, as educators, learn to work together with others including parents and students to further the cause of Public Education? Can we learn to work together? True colors can help you find the path to successful interactions with others.
The Fundamentals of a Living Wage Campaign Presenter: Jason Wylie
What is a living Wage and how to do we obtain a living wage? This session will introduce you to tools you can use to establish what is a living wage in the city or town in which you live. The session will expand on how to mount a successful living wage campaign.

A proud ESP, Consuelo (Koni) Ramos‐Kaiwi has been an employee of Garland ISD for over 30 years. She began her career with GISD in 1986, in the Transportation Department, when seeking services for their oldest son. She made a comment about knowing how to drive a bus, and it just so happened that the district needed a driver for an older ‘standard’ bus; one that not many people knew how to drive. But Koni did, and so began her career in GISD.
After working in Transportation, Mrs. Ramos‐Kaiwi became a counselor’s secretary at one of the district’s largest high schools. She found that working to help guide students taking the next steps in the journey of life is what makes the
job of an educator so rewarding. It was while working at Garland High that Koni heard about TSTA and decided to join. “I paid my dues and that’s about it, like so many of us at first,” she recalls. Then, when she transferred to Memorial Pathway Academy she decided to become more than “just a member” – Koni got involved and became the Association Representative for her new campus, learning to advocate for herself and her colleagues.
As a TSTA member, Mrs. Ramos‐Kaiwi has served as ESP representative‐at‐large, First Vice President of Communications, and President of Garland Education Association, and has also been a member of the region board. She has learned how to be an advocate within the district, making sure employee voices are heard by their employer, and observes that she has “…been able to reach out and motivate others to become present and involved in their careers, to realize the importance of being a member of a professional organization—and dare I say it, the important of being union.”
When not working with students or her professional colleagues, Mrs. Ramos‐Kaiwi’s is working as a community leader. She has served on boards and committees for the city and school district, worked with education groups, and chaired community organizations. Koni has used her contacts with various state and local entities to promote education; get the Garland schools and students the help they need; and help ensure that everyone is treated with dignity and respect. Through civic engagement, she has advocated for those who do not have a voice and sought to further educate others on issues that affect the community and education professionals on a day‐to‐day basis.

Karen Barnes has been employed with Austin ISD for 27 years as a Bus Driver,
a Driver Coordinator and now Dispatcher. I am a member of Education Austin
where I served on the Executive Board from 2002 to 2010 and the treasurer
of Education Austin from 2010 to present. I am serving on the NEA BOD as an
ESP at Large 2014‐2020, as a member of the NEA BOD I have served the ESP Careers Committee where
I had the privilege of being involved in the development of the PGC.
Linda L. Estrada has been a Donna ISD employee for 32 years and has
served in different capacities that include Teacher Assistant & Clerical.
She became involved with the Donna local after she was recruited by the
local president. She has served in several capacities and is currently the
local president as well a Texas NEA Director. Her role as an NEA Director
afforded her to be part of the committee that developed the NEA ESP Professional Growth
Continuum.

Susan Seaton is an Elementary Response to Intervention teacher with
the San Marcos CISD. She has been teaching for 12 years in elementary
education and 5 years with early childhood learners. She holds a
Bachelor's degree from Texas State University and a Masters in
Curriculum and Instruction from the University of Phoenix. She is married and has 4 children and
loves living in the city of San Marcos.
Jason Wylie has been working as an Organizational Development
Specialist with TSTA since 2004. He is passionate about advocacy and
collective action, believing a democratization of the workplace is
essential if public school employees are going to achieve more respect,
better pay and truly influence decision‐making in their school district.
Salary campaigns are one of his specialist areas and he has been actively
involved in organizing such campaigns with local associations. He has also served on the NEA salary
campaign cadre, conducting training in different parts of the country. An experienced trainer, we
hope you enjoy his session.
