Council for Technical Education and
Vocational Training (CTEVT)y The apex body in TVET inNepal constituted in 1989 (2045 BS) for the
production of technical and skillful human resources required to thenation. It mainly involves in policy formulation, quality control,preparation of competency based curriculum, developing skill
standards of various occupations and testing the skills of the people,conducts various research studies and training needs assessment etc.y It has an assembly consisting of 24 members and a governing board
known as 'Council' comprising of nine members. Minister of Educationchairs both the Assembly and the Council. The Council has a full time
Vice-Chairperson and a Member-Secretary.y Vision

Why TVETy Gainful employment (over 70 percent of TEVT graduates in an average
are employed.y Academic ladder.y Encouraging self employment and entrepreneurship development.y
Better earning which ultimately helps them to uplift their livingstandard.y Developed countries like USA, UK, Canada, Australia and other
European countries have very attractive plans of providing PermanentResidence (PR) and working visa for the people having technical and
vocational skills.y
The Foreign Employment Surveys (2007) shows that skilled humanresource like plumbers, carpenters, shuttering carpenters, civiloverseer, and other mechanics have five time better salary / wages thanthose of people without any skills. For example, a plumber in Arabiancountries draws monthly salary of Rs.40, 000 whereas a general labordraws only Rs. 10,000 per month.

TVET Programs in Nepaly CTEVT has been offering Technical School Leaving Certificate (TSLC),
Diploma/Proficiency Certificate level and short-term vocationaltraining.
y TSLC: Entry requirement for TSLC is SLC pass for the course of 15months and grade 10 pass for the course of 29 months. Total intakecapacity of TSLC program is 10875 in Engineering, health, agricultureand others.
y Certificate/Diploma level programs: The entry requirement for 3 years' certificate/diploma level programs should pass SLC at least insecond division. Total intake capacity of the program is 11811 inEngineering, health, agriculture and forestory.
y VocationalTraining y VT is recognized short duration ranging from 390 hours to 1500 hours.
These trainings are agriculture, engineering, health, tourism,management and computer. For example: mushroom production,
vegetable production, gardening, cooking/baking, housekeeping,mason, shuttering, carpentry, plumber etc. Under CTEVT, each year15o00 trainees are trained and Skill for EmploymentProject has trained42060 persons from 2007 to 2010.

Opportunitiesy World Cup 2022 in Qatar and plans to construct new 9 Stadiumsand to expand 3 Stadiums equipped with the art solar-poweredcooling technology to reduce temperatures from 40 to 20 degreesCelsius.

The Qatar government has allocated US$ 50 billion forinfrastructure development including a new internationalairport into service in 2012 a capacity to handle 50 millionpassengers a year.
y Qatar currently has about 50,000 hotel rooms but needs to add10,000 more to meet FIFA requirement to cater to travelling fans,participating teams and media personnel whose number isexpected at over 400,000.

y China presently second largest economy and India being
third world largest economy by 2020.y 5 to 6 folds remittance may increase if skilled workers
migrate.
y Government of Nepal endorsed TVET skill development
policy 2007 focusing on vocation training which willcontributes to migrate skilled workers.
y GoN priorities TVET as a sub-sectors.
y Skill transferred when migrants return.

Challengesy Adaptation of advance technology
y Global competition, for example, India prioritizes tosupply skilled workers and they earn 52 billion dollarseach year from almost two hundred thousands skilled
workers.
y Demand of skilled workers increasing because nationnot prepared for the need of international market.
y It is a common practice to describe the nature of workperformed by Nepalese migrant workers in receivingcountries as 3-D or dirty, dangerous and difficult (ordemanding).

Challengesy Unskilled workers especially women working as domestic
servants and maids are subject to physical exploitation andmental torture (Gurung, 2010).
y
Skilled workers (professionals, technicians, etc) face fewproblems overseas given their qualifications and bargainingpower. Most protection issues relate to unskilled migrant workers(ILO, 2003).
y 70% unskilled and 27% semi-skilled and only 3% skilled workers were found going foreign employment in 2004
y No proper plan for developing skilled human resources forcatering 400,000 enter labor market each year and lessthan one percent of education budget in vocationaltraining is invested.
