1.0 INTRODUCTION

Under Superfund Technical Assessment and Response Team (START) Contract No. EP-S5-13-01,

Technical Direction Document (TDD) No. S05-0001-1508-211, the U.S. Environmental Protection

Agency (EPA) Region 5 tasked Tetra Tech Inc. (Tetra Tech) to assist the EPA On-Scene Coordinator

(OSC) James Augustyn with assessment and sampling activities at the Former H&R Block UST site in the

City of Oberlin, Lorain County, Ohio. The purpose of the assessment was to determine the contents of the

abandoned underground storage tank (UST) located at the site.

This trip report presents site background and history in Section 2.0, describes site activities in Section 3.0,

summarizes analytical results in Section 4.0, and provides a summary in Section 5.0. All references cited

in this report are listed after the text. Site figures can be found in Appendix A, the analytical results table

in Appendix B, and the laboratory analytical results with a data validation report are found in Appendix C.

2.0 SITE BACKGROUND

This section describes the site location and layout and summarizes the operational history and previous

investigations.

2.1 SITE LOCATION AND HISTORY

The Former H&R Block UST Parcel is currently owned by Margo A. Weber Revocable Trust of Sierra

Madre, California, is vacant, and is located in a mixed residential and commercial area. Prior to being

vacant, the property operated as an H&R Block office, and previously operated as a gasoline and service

station. The timeframe of the changes in ownership is unknown. The 1.45 acre parcel is bounded by

West College Street to the south and west, West Lorain Street to the north, and Dollar General to the east.

On August 19, 2013, Oberlin Assistant Fire Chief Susan Hiesser notified the Ohio State Fire Marshall of

product emanating from the UST fill port on the site. The Ohio State Fire Marshall’s Release Prevention

Activity Request stated that the site was not listed in the Ohio Tank Tracking and Environmental

Regulations (OTTER) system and the presence of an UST at the site would need to be verified.

On July 14, 2015 during a rain event, Oberlin Assistant Fire Chief Susan Hiesser contacted the Ohio EPA

Emergency Response Division (incident number 1507-47-1500) to notify the division of an overflowing

fill port. During the rain event, an oily substance was released which impacted the parking lot and

migrated off site into a storm drain.

The Oberlin Fire Department attempted to contain the release with absorbent pads and booms. Oberlin

Fire Department and Ohio’s Bureau of Underground Storage Tank Registration (BUSTR) attempted on

several occasions to contact the property owner unsuccessfully. BUSTR subsequently declared the site a

nuisance, which allowed the City of Oberlin to take action with an environmental contractor. The

material in the tank was sampled and the results indicated that the tank may exceed the characteristic

hazardous waste regulatory levels for barium (D005), lead (D008), and para-dichlorobenzene (D027).

Additionally, ortho-dichlorobenzene was detected in the material in the tank and polychlorinated

biphenyls were detected at concentrations greater than 50 parts per million (ppm). It was noted that the

UST and fill piping appear to be compromised due to water infiltration. Impacts to soil and groundwater

were unknown.

3.0 SITE ACTIVITIES

On August 27, 2015, the EPA OSC Augustyn, Tetra Tech START, and Oberlin Assistant Fire Chief

Hiesser mobilized to the site to complete reconnaissance and collect a sample from the waste oil UST.

Tetra Tech documented and photographed all work completed on the site in accordance with Tetra Tech

Standard Operating Procedure (SOP) No. 024, “Recording Notes in Field Logbooks” (Tetra Tech 2014b).

Sampling activities and sample management activities are summarized in Sections 3.1 and 3.2,

respectively.

3.1 SAMPLING ACTIVITIES

This section discusses the waste oil UST sampling activities conducted by Tetra Tech to assess the Former

H&R Block UST site. Appendix B presents the results in Table 1, while the sampling location is shown

in Figure 2, Site Layout and Sampling Results.

One waste oil UST sample was collected during the 1-day sampling event. The sample was collected

from aforementioned UST fill port located west of the Former H&R Block building (Figure 2).

3.2 SAMPLE MANAGEMENT

The sample collected during this sampling event was handled and packaged in accordance with Tetra

Tech SOP No. 019, “Packaging and Shipping Samples” (Tetra Tech 2014a) and with the Tetra Tech

“Quality Assurance Project Plan (QAPP) for START” (Tetra Tech 2015). The shipping container was

properly labeled with EPA chain-of-custody seals and was delivered with signed chain-of-custody forms

and appropriate hazard warnings for laboratory personnel. In addition, Tetra Tech photographed the site

and documented activities in a logbook in accordance with Tetra Tech SOP No. 024, “Recording Notes in

Field Logbooks” (Tetra Tech 2014b), and Tetra Tech’s QAPP for START (Tetra Tech 2015).

The sample was delivered to Test America Laboratories, 4101 Shuffel Street NW, North Canton, Ohio,

for analysis of toxicity characteristic leaching procedure (TCLP) volatile organic compounds, semivolatile

organic compounds, and metals; PCBs; flashpoint; and pH.

4.0 ANALYTICAL RESULTS

This section presents sampling results from the waste oil sampling event at the Former H&R Block UST site.

Results are summarized in the Analytical Results Table provided in Appendix B and are shown on Figure 2

in Appendix A.

Analytical results for the waste oil sample collected on site revealed that concentrations of several organic

compounds and metals exceeded TCLP regulatory limits in 40 CFR 261.24, indicating that the waste oil is a

hazardous waste. TCLP concentrations of the following compounds exceeded regulatory limits: benzene

(28 milligrams per liter [mg/L]), carbon tetrachloride (2.6 mg/L), trichloroethene (3.6 mg/L), barium (580

mg/L), and lead (2,800 mg/L). In addition, the waste oil is a considered a polychlorinated biphenyl (PCB)

liquid under 40 CFR 761.60 because the concentration of Arolcor-1242 (190,000 micrograms per kilogram

[ug/Kg]) is greater than 50 parts per million (or 50,000 ug/kg).

5.0 SUMMARY

The primary objective of this assessment at the Former H&R Block UST site was to determine the waste

profile of the contents in the UST. Based on analytical results, the content of the UST is both a hazardous

waste and a PCB waste, and the content should be removed and disposed of in accordance with regulatory

requirements.

With the exceptions noted as flags or footnotes, standard analytical protocols were followed in the analysis of the samples and no problems were encountered or anomalies observed. In addition all laboratory quality control samples were within established control limits, with any exceptions noted below. Each sample was analyzed to achieve the lowest possible reporting limit within the constraints of the method. In some cases, due to interference or analytes present at high concentrations, samples were diluted. For diluted samples,

the reporting limits are adjusted relative to the dilution required.

TestAmerica Canton attests to the validity of the laboratory data generated by TestAmerica facilities reported herein. All analyses performed by TestAmerica facilities were done using established laboratory SOPs that incorporate QA/QC procedures described in the application methods. TestAmerica’s operations groups have reviewed the data for compliance with the laboratory QA/QC plan, and data

have been found to be compliant with laboratory protocols unless otherwise noted below.

The test results in this report meet all NELAP requirements for parameters for which accreditation is required or available. Any exceptions to NELAP requirements are noted in this report. Pursuant to NELAP, this report may not be reproduced, except in full, without the written approval of the laboratory.

Calculations are performed before rounding to avoid round-off errors in calculated results.

POLYCHLORINATED BIPHENYLS (PCBS)

Sample WOT-1 (240-54790-1) was analyzed for polychlorinated biphenyls (PCBs) in accordance with EPA SW-846 Method 8082. The

sample was prepared on 08/28/2015 and analyzed on 09/01/2015.

Surrogates are added during the extraction process prior to dilution. When the sample dilution is 5X or greater, surrogate recoveries are diluted out and no corrective action is required. All of the samples in this data set analyzed for PCBs were subjected to the sulfuric acid

cleanup procedure before instrumental analysis, per EPA Method 3665A.

DCB Decachlorobiphenyl failed the surrogate recovery criteria low for WOT-1 (240-54790-1MS).

Aroclor-1260 failed the recovery criteria low for the MS of sample WOT-1 (240-54790-1) in batch 240-195666. Aroclor-1016 failed the

recovery criteria high. Aroclor-1016 failed the recovery criteria high for the MSD of sample WOT-1 (240-54790-1) in batch 240-195666.

Sample WOT-1 (240-54790-1)[20X] required dilution prior to analysis. The reporting limits have been adjusted accordingly.

The following sample appears to contain polychlorinated biphenyls (PCBs); however, due to weathering or other environmental processes, the PCBs in the sample do not closely match any of the laboratory's Aroclor standards used for instrument calibration: WOT-1 (240-54790-1). The sample has been quantified and reported as a mixture of Aroclors.

No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.

TCLP METALS (ICP)Sample WOT-1 (240-54790-1) was analyzed for TCLP metals (ICP) in accordance with EPA SW-846 Methods 1311/6010B. The sample was leached on 08/31/2015, prepared on 08/31/2015 and analyzed on 09/01/2015.

Barium, Chromium and Lead were detected in method blank LB 240-195548/1-B at levels that were above the method detection limit but below the reporting limit. The values should be considered estimates, and have been flagged. If the associated sample reported a result above the MDL and/or RL, the result has been flagged.

Chromium and Lead were detected in method blank MB 240-195567/2-A at levels that were above the method detection limit but below

INTRODUCTION

This checklist summarizes the Stage 2A validation performed on the subject laboratory report, in accordance with the Environmental ProtectionAgency (EPA) Guidance for Labeling Externally Validated Laboratory Analytical Data for Superfund Use (January 2009). Analytical data wereevaluated in general accordance with the EPA’s Contract Laboratory Program (CLP) National Functional Guidelines (NFG) for Superfund OrganicMethods Data Review (August 2014) and CLP NFG for Inorganic Superfund Data Review (August 2014) data validation guidance documents, aswell as the above referenced methods.

N Hexachloroethane, nitrobenzene, and pyridine failed recovery limits high from the MS of sample WOT-1. None of these analyteswere detected in the parent sample, however, so no data were qualified.

Silver and lead failed the recovery criteria low for the MS and MSD of sample WOT-1. The amount of lead in the parent sample isgreater than 4 times the amount spiked, so lead was not qualified. The non-detect silver result for parent sample WOT-1 wasqualified as estimated (UJ).

Aroclor 1260 failed recovery criteria low and Aroclor 1016 failed recovery criteria high from the MS/MSD. Aroclor 1260 in parentsample WOT-1 was qualified as estimated and possibly biased low (J-). Aroclor 1016 was not detected in parent sample WOT-1, sowas not qualified.
