Responsible for the operation and maintenance of extensive park and recreation division with 52 parks encompassing more than 1,800 acres, indoor aquatic and recreation centers, three (3) public golf courses, Taupthaus Park Zoo, indoor ice arena, 3,400 seat baseball stadium, two (2) cemeteries, 18 pavilions and shelters, on and off-street trail network of more than 25 miles, Sandy Downs Rodeo Grounds and horse track, motor cross and stock car tracks, archery range, dog park, disc golf course, weed control, horticulture and forestry including two (2) greenhouses for 150 flower bowls and landscape beds, skate park, five (5) food and beverage operations, 21 baseball and softball fields, 15 tennis and basketball courts, 22 soccer and football fields, and more than 100 special events as well as varied youth and adult sports and recreational programs.

Fiscally responsible for $13.7M operating budget and a capital budget of $1.7M. Supervise 68 FTE and 350 PTE employees with six (6) superintendents as direct reports. Development of capital project construction plans and projects and serve as chief liaison to multiple committees, commissions and City Council.

Notable Accomplishments

• Completed numerous city-wide capital projects including greenbelt trail extension and rock garden amphitheater, two (2) outdoor restrooms, aquatic center renovation, bull elk and moose topiaries, conceptual plans for Snake River Spray Park and Memorial Falls water feature.

• Developed and implementing five-year business plan for golf operations for three courses that has reversed average deficit of more than $300k in one year.

• Developed and published semi-annual comprehensive brochure of park, recreation, library, special events and city-wide programs entitled ‘Discover Idaho Falls’.

Responsible for the planning, operating and maintenance of award-winning park and recreation department with 39 parks encompassing more than 2,000 acres. System included competitive golf course, 35 mile trail network, 4,600 seat baseball stadium, more than 50 sports fields and courts, five (5) community pools, two (2) spray parks, two (2) cemeteries, 14 miles of watershed and greenways, twenty (20) public spaces and plazas, large scale trout nursery operation, concessions, solid waste and recycling, urban forestry, wildlife management in addition to varied youth and adult sports and recreational programs.

Fiscally responsible for $7.4M operating budget and a capital budget of $5.1M. Supervised 59 FTE and 250 PTE employees with four (4) division managers and a 501(c)(3) Foundation Executive Director as direct reports. Development of capital project construction plans and projects; wrote and administered a myriad of federal, state, county and local grants, and served as chief liaison to City Council and multiple commissions, boards and foundations.

Notable Accomplishments

• Merged, organized and developed multiple bureaus to create new cabinet level Park and Recreation Department.

• Helped develop and establish 501(c)(3) Friends of the Allentown Parks Foundation.

• Secured more than $10M in various public and private grants for capital projects, programs and operations.

• Completed nationally recognized trail network plan entitled, ‘Connecting Our Community - A Plan for Connecting Allentown’s Parks and People through a Network of Bicycle and Pedestrian Trails’.

• Increased Summer Playground Program participation from 400+/- to more than 1,600+.

• Developed and published award-winning semi-annual brochure of park, recreation and special event information entitled ‘Adventure Allentown’.

Responsible for development of newly created regional recreation and park agency under direction of the Pennsylvania Department of Conservation and Natural Resources, Bureau of Recreation and Conservation Circuit Rider program.

Fiscally responsible for $350k operating budget and a capital budget of $3.8M with direct supervision of three (3) FTE and 80 PTE employees. Developed and implemented strategic and comprehensive planning including greenways and master site plans. Prepared and administered all grants and served as Chief liaison to Board of Directors, County Commissioners, the Lewisburg Area School District, Bucknell University and elected officials for all member municipalities.

Notable Accomplishments

• Agency awarded Governor’s Award for Excellence in Intergovernmental Cooperation.

• Secured more than $3.8M from federal, state and local sources to develop one of the first multi-generational destination parks in the country which included a major aquatic facility, accessible playgrounds, skate park, trails, athletic fields, senior fitness trail, ice skating rink, bathhouse, restrooms and indoor/outdoor concession operations.

• Developed and organized more than 40 new year-round seasonal programs for people of all ages and abilities including environmental education and large scale special events.
