Why does filling the leadership pipeline need to be on your radar screen?If an organization does not take on this challenge, it will soon become extinct or left far behind. There are too many competitors who are striving to become the best. Experts in the field of organizational changeconfirm that no major substantive transformations will occur within anorganization without the skill, visible commitment, and guiding example of leadership. The need to adapt in the face of change is an undeniable aspect of leadership today.
So how exactly can leadership be defined? Leadership is the art ofaccomplishing change through people. It is the mechanism of overseeing the behavior of others toward the accomplishment of some common objectives. Leadership involves influencing people to get things done toa standard and quality above the norm. And more importantly it involves getting team members to do it willingly.
“A leader to me is someone who can effectively and appropriatelycommunicate a vision to their direct reports and then provide the necessary tools and environments to make that vision a reality. There is a cycle of learning that one has to go through; and this cycle leads to leadership. The key to achieving this cycle is empowering people and letting them think outside of the box. Leaders basically pave the success of an organization,” states Jassim Al-Mansoori, Executive Director of Human Resources at Qtel.
Speedy, unyielding advances in technology and vast amounts of new information pounding at us everyday make it impossible for a single leader to know more than the sum of his or her subordinates. Each team member’s knowledge and perspective are essential to good decision making. Decisions that incorporate the ideas of a group of people are vastly superior to the single viewpoint of one person imposed on the rest of the group. Leaders ‘walk the talk’ and set the expectation and tone for an organization by articulating the institutional vision through empowering messages and reinforcing the ‘right thing’ as the corporate priority.
“Leading others is not simply a matter of style, or following some how-to-do guides or recipe,” says Jassim, “The key to success - and to creating an organization that is successful tomorrow - is teaching. If you look at the world’s best leaders, you’ll see that they are also the world’s best teachers, because teaching is at the heart of leadership.”

GCC Spotlight Summit on GCC Stock Markets Set
The 4th GCC Stock Market Summit held in Dubai Sept. 16-17 studied the GCC stock market in depth and analyzed the recent trends and future forecasts for the regional capital markets. The conference addressed major issues, risks and opportunities for investors in the GCC stock market, including the future prospects of the GCC stock market.
The impact of oil-price volatility, private sector role in developing GCC stock markets, improving the investment climate, effects of globalization,opportunities for investors, sustaining economic growth, benefits offinancial integration in the GCC and the need for more integrated marketsand faster information linkages between regulatory authorities for developing a healthy business atmosphere and the success of the GCC stock markets were discussed throughout the forum.
The summit was attended by senior economists, officials and decisionmakers from the GCC stock markets, government officials, financialinstitutions, business leaders, analysts, researchers and corporate officials.

To analyze the reasons behind such trends and look at possible solutions for the future, we presented this confer-ence, which brought together regional finance experts, busi-ness leaders and investors to discuss the future of the GCC stock markets,” Ali Al Kamali Director DatamatixGroup.
US$ 250 MILLION FUND LAUNCHED BY VENTURE CAPITAL BANKInvestors have been given the opportunity, for the first time, to invest inthe MENA Small and Medium Enterprises (SME) Fund, a fund launched by the Bahrain-based Venture Capital Bank B.S.C. The US $250 million fund focuses solely on small and medium enterprises in the Middle Easy and North Africa region and will be jointly managed by Venture Capital Bank and Global Emerging Markets (GEM). GEM is a US$2 billion private investment group that currently manages over 170 different privateequity and venture capital investment options.
The MENA Small and Medium Enterprises Fund has been formed in compliance with both Islamic Shari’ah and international investment standards and is one of the first funds region-wide to be dedicated tothe SME sector. It promises investors the opportunity to be part of the region’s unprecedented growth, while cultivating the rapidly expanding base of small and medium enterprises throughout the Gulf. The Fund will provide direct funding to promising, high-return, and small to medium sized business in the MENA region and around the world. An unprecedented seventy-five percent of the funding will directly impactenterprises based in the MENA region, with the remaining 25 percent distributed among international already established SME’s. The Fund’s high-caliber structure should appeal to local and international investors, and will serve as an innovative investment platform, appealing to US and European firms wishing to participate in leveraged buyouts (LBOs). Sincethe fund is non-sector focused, several sectors poised for tremendous growth in the region will benefit.

Qatar a place of unimaginable growth...• French oil giant Total is to establish research and training facilities at the Qatar Science & Technology Park to support the rapid development of Qatar’s oil, gas and petrochemicals industry.
• Qatar Shell has signed landmark agreements for the $6-7 billion Qatargas 4 LNG plant and a $2 billion petrochemical plant deal. Plus Qatar Shell is an anchor tenant for the Qatar Foundation’s new Science & Technology Park, and has the multi-billion dollar Pearl gas-to-liquids project.
• Qatar Airways, serving 62 destinations, is one of the fastest growing carriers in the world with expansion averaging 40% year-on-year.
• The Gulf Finance House and Qatar Islamic Bank have agreed to create the first Islamic investment bank in Doha. The bankswill each own a 15% stake in the new Islamic investment bank which will have a paid-up capital of $500 million and an authorized capital of $1 billion.

Energy City Qatar (ECQ) is a ground-breaking development aimed to be the Gulf’s first hydrocarbon industry businesscentre and a single point of access to markets and expertise. ECQ will be the Middle East home for all global players in the hydrocarbon value chain.
Conceived by Gulf Energy, ECQ plans to attract the industry leaders in oil and gas production, International Oil Companies, National Oil Companies, support services, infrastructure and downstream activities, shipping and trading, market and resource data, intellectual property and energy trading. A number of specialist centres will be built in phase one, with the aim of consolidating markets, R&D, technology, education, training and finance under the one roof, according to astatement. Gulf Finance House has been appointed as lead financial advisor to the project.
IMEXIn the interim, the regional energy trading platform IMEX will be located in Energy City Qatar. IMEX will feature some of the most technologically advanced trading platforms in the world and be regulated by the QFCRA. Mr. Esam Janahi, Chairman of Gulf Energy said: “Although the Middle East accounts for over 60% of the world’s
proven oil reserves and over 40% of the world’s natural gas reserves, the region does not yet have a single energy trading platform. IMEX was conceived to bridge this gap by offeringa transparent and technologically advanced energy trading platform under a well respected regulatory authority.”
World’s Largest Gas-to Liquids (GTL) plant at Ras Laffan
The world’s largest gas-to-liquid plant, Oryx GTL, was formally inaugurated in Qatar’s industrial city of Ras Laffan. Oryx GTLis the foundation of Qatar’s desire to be pre-eminent in the establishment of a global GTL industry. The plant, a joint venture between state-owned Qatar Petroleum that holds a 51 percent stake, and South-
African oil company Sasol (SSL) that holds 49 percent, will have an output of 34,000 barrels a day.

Qatar is leading the Gulf region in opening up its oil and gas sectors to foreign investment. Qatar is developing a vertically integrated energy industry and creating world class industry giants such as Qatar Petroleum, as well as pursuing horizontal integration through developing synergies and complementarities. In addition, new small and medium sized private sector projects are being encouraged to take advantage of downstream opportunities. Energy City Qatar was conceived with the aim of attracting global players in the entire hydrocarbon value chain, it will support the strategic diversification ofthe oil and gas sector in Qatar and generate new revenue streams for the economy from the energy sector.

Qatar moved up eight places to rank 38th on the Global Com-petitiveness Index.Declared in the World Economic Forum’s Annual Report, Qatar scored a competitiveness record of 4.55, which qualified the state to jumpfrom number 46 in 2005 up to num-ber 38 among a total of 125 countries covered by the report. Terms-of-trade
gains linked to oil prices have boosted growth rates and reinforced already high levels of confidence in the businesscommunity, resulting from ongoing institutional moderniza-tion and improvements in macro-economic management.

Ninth Arab Business Forum The Qatari Businessmen Association hosted the 9th Arab Business Forum. The event united the best business minds in the Arab region with the attendance of over 750 delegates, including the most prominent businessmen and political leaders in the region. The major theme of the conference was ‘Investment in an Open World’, and the importance of enhancing the investment environment of Qatar and of the Arab world was highlighted throughout the conference. The forum discussed a number of issues concerning the economic development in the Arab world and threw light on further steps that need to be taken to further strengthen and consolidate thisdevelopment.
