Construction Of Meru Sewerage Infrastructure

This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online AfDB312-03/17 on 31 March 2017 and on the African Development Bank Group’s Internet Website.

The Government of Kenya has received Financing from the African Development Bank in various currencies towards the cost of Kenya Towns Sustainable Water Supply and Sanitation Project. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Construction of Meru Sewerage Infrastructure.

The Tana Water Services Board now invites sealed bids from eligible bidders for execution of Construction Works for Meru Sewerage Infrastructure. Interested eligible bidders may obtain further information from and inspect the bidding documents at the office below during office hours (8:00-17:00 East Africa Time) on weekdays except public holidays:

This Invitation for Tenders follows the updated General Procurement Notice of this project which has been published on the EBRD website, Procurement Notices (www.ebrd.com) on 01/06/2017.

The National Office of electricity and potable water, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) to cover the cost of ONEE Water Supply Project.

The Purchaser now invites sealed tenders from Contractors for the following contract to be funded from part of the proceeds of the loan: The Rehabilitation of distribution at the SFAFAA centre.

1. This Specific Procurement Notice follows the General Procurement Notice for this project which appeared in Development Business Issue No. AfDB797-12/13 dated December 9th, 2013.

2. The Government of the Republic of Cabo Verde has received a loan from the African Development Bank in the amount of €31,59 million towards the cost of the TECHNOLOGY PARK PROJECT, and intends to apply part of the proceeds of the loan to cover eligible payments under the contracts for the supply/construction of CONSTRUCTION OF LOT 5 – DATA CENTER 2: FINANCIAL SERVER ROOM AND CONSTRUCTION OF LOT 7 - DATA CENTER 3: DISASTER RECOVERY OF THE TECHNOLOGY PARK. 3. NOSI – Núcleo Operacional da Sociedade de Informação now invites sealed bids from prospective bidders for any or all of the following lots:

LOT 5 – DATA CENTER 2: The DC2 it is an annex building to DC1 to be located near the former airport "Francisco Mendes" in Achada Grande- Praia, that will take advantage of the infrastructure already built, including the NOC (Network Operation Center), electricity and telecommunications network. The DC2 is exclusively dedicated to providing services to the financial sector (banking, insurance, financial intermediation, etc.). The construction of DC2 is also used to solve the problem of evacuation of the DC1 first floor, creating a bridge of connection between the two buildings that will serve as emergency exit of the offices zone of the DC1. In this sense demolitions are necessary and a small construction inside the DC1. PROJECTO PARQUE TECNOLOGICO The execution time will be less than 9 (nine) months. The Bidder shall furnish a bid security, in the amount of € 100 000,00 (one hundred thousand euros) for LOT 5.

the Cape Verde DC complex. From starts DC3 is distinguished from the DC1 and DC2, not only in function but also in location. These are located in an industrial zone and peripheral to the city, while the DC3 in Sâo Vicente is built in the residential neighborhood of Ribeira Julião. In the case of a neuralgic equipment for the security of the country, the challenge will be to make the building as more discreet as possible. Taking into account the two aspects highlighted in the preceding paragraphs is proposed, in consultation with the Developer, host the DC3 in semi basement located on level 0 and 1, and also on a smaller scale, include one Incubation Center and Training Center. Taking advantage of the proximity to the UniCV and giving national dimension to the Technology Park. The execution time will be less than 9 (nine) months. 1. The Government of Uganda (GOU) has received a project preparation grant from the Strategic Climate Fund, through the African Development Bank, (AfDB) to finance the Wind Resource Map and Pilot-Wind Power Development Program.

2. The Wind Resource Map and Pilot Power Development Program is one of the projects under the country’s Scaling-Up Renewable Energy Program (SREP).

3. The project preparation grant will be utilized for:

• Preparation of a detailed wind assessment in the Karamoja subregion (i.e. Northeastern region of the Country) by installing six (6) wind masts;

• Preparation of a detailed technical feasibility study on two (2) selected sites;

• Conducting a detailed Environmental and Social Impact Assessment (ESIA) and preparation of Resettlement Action Plan (RAP);

• Preparation of a wind energy strategic plan and investment guide.

4. Procurement of goods and services will be in accordance with the Bank's "Procurement Policy for Bank Group funded Operations” (October 2015). Bidding is expected to commence by August 2018.

Provide technical and institutional capacity building related to developing and managing GMGs, as well as the legal and regulatory issues surrounding GMGs for the Ministry of Petroleum and Energy (MoPE), the Regulator (PURA), the National Grid Operator (NAWEC), Potential Private GMG Operators, the communities and potentially other private key stakeholders.

The assignment is expected to be implemented over a period of ten (10) calendar-months under the direction and supervision of the Ministry of Petroleum and Energy of The Gambia. 1 MULTINATIONAL (COTE D’IVOIRE/GUINEA/LIBERIA): Road Development And Transport Facilitation Programme Within The Mano River Union (RD-TFP/MRU) REQUEST FOR EXPRESSIONS OF INTEREST Selection of Consultant for the Technical Studies of the Construction of Joint Border Posts

1. The Republic of Côte d'Ivoire, Republic of Liberia and Republic of Guinea have received Financing from the African Development Group in various currencies towards the cost of Road Development and Transport Facilitation Programme of the Mano River Union (RD-TFP/MRU), and it intends to apply part of the proceeds of the Loan for eligible payments under the Contract for the Consultancy Services for the Design of Joint Border Post. The technical studies are subdivided into two lots:

Lot 1: Joint Border Post at Prollo Border along the Tabou-Harper Road Section linking the Republic of Cote D'Ivoire and Republic of Liberia And/Or

Lot 2: Joint Border Post at Gbapleu Border along the Danane-Lola Road Section, linking the Republic of Cote D'Ivoire and Republic of Guinea

2. The Mfum Border Joint Border Post Model constructed between the Federal Republic of Nigeria and Republic of Cameroon is proposed to be adopted for the Transport Facilitation Component of the Mano River Union: Road Development and Transport Facilitation Programme. However, the Layout/General arrangement of the existing design would have to be matched against the site plan of the project site to establish a suitable orientation and disposition. Since there are no Survey Plan and Information for the JBP Sites, the recruited Design Consultant will establish the Survey Plan and Information.

3. The proposed/designed buildings and structural elements above ground level could be successfully adopted. Nonetheless, foundation elements could change since conditions between sites and even within sites would not be the same. Geotechnical investigations will have to be carried out at the project site (bearing capacity, etc) to enable proper design of the foundations to suit the site under consideration. 4. The main services under this project shall include : to prepare the architectural, civil engineering and structural design including drawings, specifications, priced and unpriced bill of quantities (BOQ) for the construction of a Joint Border Post (JBP). Furthermore, the services will involve mainly the Architectural and Engineering Studies for the Lay-Out (Master Plan), Conceptual Design and Detailed Engineering Design. The Joint Border Post design must meet High Environmental Quality (HEQ) standards and must, in particular, design the building and its orientation for enhanced thermal comfort, use durable construction methods and materials, as well as insulate the building and ensure that it is energy efficient.

5. The consulting services will be procured under the general guidance of the Joint Technical Committee set up under the framework of the Mano River Union: Road Development and Transport Facilitation Programme. The Contract duration is for 4 months and it is envisaged that a team of key personnel will be required to carry out the activities identified above. Payment under these services shall be charged equally to the loans received by Republic of Cote d’Ivoire, Republic of Liberia and Republic of Guinea.

6. The Economic Community of West African State (ECOWAS) Commission, on behalf of the Joint Technical Committee (JTC) constitutes of representatives from Ministries in charge of Public Works in Republic of Côte d’Ivoire, Republic of Guinea and Republic of Liberia and the MRU Secretariat, invites eligible Consultants (consulting firms specialized in transport infrastructure engineering) to indicate their interest in providing these services. Interested Consultants shall be shortlisted based on the following criteria:

(a) General Experience in Building/Road (Studies/Supervision) over the past 10 years (2008 – 2017);

(b) Specific Experience in the Engineering Design of Building/Road during the past 10 years (2008 – 2017);

particular to provide generic real-time verification and monitoring services so as to assure that the programme is being implemented as it was design as well as confirming technical compliance of the engaged service providers (Contractors/Consultants/suppliers) and adherence of implementation agency to the terms of the programme contract and document the achievement of results for accountability, value chain and WASH organisational learning.

TASK OF THE CONSULTANT’S ASSIGNMENT The consultant is expected to carry out the work independently, but under the guidance of the National Programme Coordinator carry out the following activities on regular quarterly basis:

a) Develop and implement a Monitoring Plan including the specific parameters for site visits, asset verification, software activities and data collection including capturing and analysing data in a timely and accurate manner for the programs. The plan should have the flexibility to change;

b) Provide timely, relevant and verified project level information to AfDB through FMWR-FPCU by carrying out quarterly monitoring visit to the project States (Osun and Yobe States) and their LGAs to;

i. verify in real-time the implementation of activities of AfDB-RWSSP in an overt or covert manner depending on the assignment and the prevailing situation. This is to ensure that projects’ operations are being implemented, work is of high quality and standard, and procedures put in place are working as planned.

ii. Support and strengthen implementation unit operations in their M&E, Financial Management (FM) and procurement systems;

c) Review quarterly the expenditures claimed by implementing entities, to ensure their eligibility and that they are incurred for project purposes; and where appropriate liaise with the FMWR-FPCU who will report to African Development Bank to suggest further necessary action.

In particular:

i. Undertaking physical monitoring of activities in the field. Verify site activities, ensuring that works are carried out and validate independently the quality of the output/work performed through quality assurance checks of Works; this shall include checking and recording the existence of contract deliverables (taking digital photographs where appropriate together with GPS location readings).

ii. Database: Compile and update a GIS database of infrastructures put in place;

iii. Verify and ensuring goods supplied agree and in conformity with the specifications and quantities;

iv. Verify sample payments with supporting documents; ensure expenditure/payments are authorized, eligible, in conformity with the work plan and loans agreements. This shall include all software activities as delivered through trainings/workshops, sensitization and mobilization etc and payments are properly classified by component and category (i.e. works, goods, services and operating costs);

v. Asset verification: the existence of the assets and quality validation;

vi. Review in detail the documentation during the entire procurement process and project implementation and ensure that procurement process are in conformity with Bank’s rule and procedures;

vii. Provide hands-on support to project implementation entities in operation of Procurement Planning, resolution of implementation challenges in the areas of M&E, FM, and contract management;

viii. Collecting information from the public about their views and impact of the work performed through the project.

ix. Review the action plans of the PIU and community organizations in service delivery projects, and assess their sustainability;

x. Review the synergy among various institutions (MDAs such as Ministry of Health, Education, Environment, Women Affairs etc in delivering infrastructure contract right from site acquisition to handover;

xi. Conduct evaluation of the whole process of delivery of services rendered by contractors/consultants/NGO through various procedures including interviews and surveys with the public;

xii. Review the findings of internal and external audit reports and the management letter for information about weaknesses in key controls, red flags, or actual reported cases of fraud and corruption;

xiii. Providing recommendations on what needs to be done to remove bottlenecks and any other shortcomings;

xiv. Validating and discussing the findings of the activities above with the FMWR to determine any corrective actions required. This should be aligned with the Project Results Frameworks;

xv. Document, share field analysis and experiences at end of last quarter to assist the Stakeholders with better means for learning from the field experience, improving service delivery to communities, planning and allocating resources, and documenting and demonstrating results;

1. The Government of the Republic of Malawi has applied for financing from the African Development Fund and the OPEC Fund for International Development (OFID) toward the cost of the Nkhatabay Town Water Supply and Sanitation Project and intends to apply part of the proceeds for this financing to payments under the contract for Preparation of Sanitation and Hygiene Investment Plan for Nkhatabay Town. 2. The Consultant will among other activities

• Undertake a baseline study on water supply, sanitation (on and off-site), hygiene, solid waste, sludge, and drainage situation in the study area.

1. 2. The services of this assignment will be carried out in two phases. Phase I of the consultancy includes preparation of detailed designs of the water supply and sanitation works, tender documents preparation and tendering phase assistance for the works contractors. Phase II of the consultancy will involve construction supervision of the water supply works contract and sanitation works contract including the defects liability periods. The durations of Phase I and Phase II services will be 12 months and 30 months, respectively. An overall 80 personmonths effort is estimated for the assignment.

3. The works for which the Consultant shall prepare detailed designs and thereafter undertake construction supervision will include: installation of raw water pipelines, pressure filters, chlorine dosing system, transmission pipelines, distribution pipelines, pumps and construction of service reservoirs, faecal sludge treatment, solid waste management facilities, public sanitation facilities and auxiliary buildings.

World Bank approves US $794.5m for the construction of Nachtigal dam, CameroonBy Anita Anyango -

Cameroon is set to receive US $794.5m for the construction of 420 MW Nachtigal hydroelectric project after the World Bank approved of the investment package.

According to World Bank country director for Cameroon, Elisabeth Huybens the investment in the clean energy sector is essential to reduce electricity cost and ensure the competitiveness of Cameroon’s economy.

“The Nachtigal Project is one of the very few public-private partnership (PPP) hydropower projects in Sub-Saharan Africa that will accelerate Cameroon’s realization of its development goals, including poverty reduction”, She said.

Country’s electricity needs

The plant is expected to provide up to one third of the country’s electricity needs. It will be located on the Sanaga River 65 km from the capital of Yaounde. Nacthigal Hydro Power Company has a 35-year lease to run the facility. Electricity will be transmitted to the capitol via a 50-km-long transmission line.

Electricité de France (EDF) along with Cameroon’s government and the International Finance Corporation (IFC) are also supporting the construction and exploitation of the Nachtigal dam.

InfraVentures

“By working for almost five years as co-developer of the project, the Nachtigal HPP is a great example of how IFC is using InfraVentures to help projects become a reality in Africa,” said Elisabeth.

Construction is scheduled to begin in October and the plant is to be commissioned in 2021 and will be the largest energy generating infrastructure in Cameroon.

South Africa is set to receive US $600m loan from BRICS, the New Development Bank (NDB) in bid to boost its renewable energy sector.

According to NDB President K.V. Kamath, the aim of the bank is to grow sustainable infrastructure in the continent’s most industrialized economy and to develop the country’s renewable energy. In bid to do so, Kamath added that NDB will ramp up the efforts with two further loans with the second loan set for critical infrastructure.

Sustainable development initiative

NDB, backed by Brazil, Russia, India, China and South Africa, started operations in 2015 to support infrastructure projects and sustainable development initiatives in emerging economies. In May, the NDB announced a US $200m loan to Transnet SOC Ltd., the state-owned South African ports and freight operator, to rehabilitate container terminals in Durban on the country’s east coast.

“We are trying to catch up with our lending to South Africa. It took us a little time to understand how to go about getting projects in South Africa, but I think we are slowly going up that learning curve. Our aim is to be equitable among our five members, we should be lending around $800 million in each nation and I hope this year, we will hit that number,” said Kamath.

Renewable energy projects

Moreover, the NDB also activated a US $180m loan to Eskom Holdings SOC Ltd. that had been dormant since 2016 and which will be used to build transmission lines and a substation for the Soweto area to integrate renewable-energy projects from independent power producers.

Kenya has set aside US $600m for the National Housing Development Fund in Kenya for the construction of affordable houses from the private sector.

Charles Hinga Mwaura, Principal Secretary in the Ministry of Infrastructure and Housing confirmed the reports and said that the funds will be used to purchase affordable houses in Kenya.

“Currently, the real estate sector has concentrated on building houses for middle and high-income earners due to huge returns in the sector. The National Housing Development Fund aims to increase

500,000 affordable houses

Mwaura said that government will involve the private sector in order to achieve the ambitious goal. By the end of 2022, Kenya plans to construct 500,000 affordable houses in accordance with the President’s Big Four agenda.

He said that the government will facilitate investors to begin construction of 160,000 houses in the 2018/2019 financial year, out of which the cooperative sector is expected to construct 40,000 low-income houses.

According to the ministry of infrastructure and housing, only 2% of Kenyans can afford to purchase a decent house through mortgage.

Low home ownership rates

The principal secretary said low home ownership rates are due to a lack of a developed financial market, however, Kenya will adopt a multi-pronged strategy to reduce the country’s housing deficit that is estimated at 2 million units.

In regards to the challenge of high cost of land, the government plans to release serviced land to the private sector for construction of low-cost houses.

Ethiopia to sign US $483.1m contract for roads upgradeBy Dorcas Kang'ereha -

The Ethiopian Road Authority (ERA) and contractors have signed a US $483.1m agreement to upgrade various roads across the country from gravel to asphalt as part of the Second Growth and Transformation Plan.

According to Authority Communication Directorate Director Samson Wondimu, the upgrading of the roads will be conducted on eight national road projects. The projects cover 749.37 km and are mainly implemented in Amhara, Somali, Oromia, SNNPs and Benisangul Gumuz states.

Social economic relationship

Upon completion, the construction of these projects will ease traffic flow at national level and will also strengthen socioeconomic relationships between various communities within and among the states.

Indicating that the full project cost is covered by the Ethiopian government, he said the project is expected to create a significant amount of jobs for citizens.

The Ethiopian Roads Authority has been reestablished under proclamation 133/1978 incorporating, among others, the Rural Roads Department in addition to the Highway Department. The Ministry of Transport and Communication turned out to be the supervising authority of ERA.

The Ghana Energy Sector Transformation Initiative Project has received US $20m from the World Bank to strengthen the capacity of the energy sector, implement sector reforms, and improve energy sector planning and coordination.

“The project supports the government’s plan through a comprehensive package of regulatory, policy, and operational measures and platforms for stakeholder engagement to help the government address near-term challenges and lay the ground work for Ghana’s energy sector transformation,” said Henry Kerali, World Bank country director for Ghana.

Electricity deficit closing

“Electricity consumers will also benefit from enhanced sector governance and improved energy services and access,” Kerali added.

The project is in line with the priorities of the government’s Coordinated Programme of Economic and Social Development Policies. According to the World Bank, sub-Saharan Africa’s electricity deficit has begun to close for the first time.

“We have made great strides in bringing electricity to the millions of people who need it most, under challenging conditions. But there is no time to rest. A billion people still don’t have electricity today.

Kenya has been given a grant of US $15m by Denmark for water and sanitation project in eight Counties. The funds will be disbursed under the Green Growth Employment Programme

Water and Sanitation secretary Simon Chelugui confirmed the reports and said that the eight Counties that will benefit are Isiolo, Marsabit, Garissa, Wajir, Mandera, Lamu, Tana River and Turkana. He additionally pointed out that each county will receive US $700k for the projects and the funds will be channeled through the Water Services Trust Fund (WSTF).

The programme will also support water resources management initiatives and other activities. WSTF has since undertaken several engagements and conducted a call for proposals to identify potential applicants for the grant which is expected to benefit both host and refugee communities.

The Green Growth and Employment Thematic Programme

The Green Growth and Employment Thematic Programme objective is “Inclusive greener growth with higher employment” and will be achieved by focusing support on two intervention areas namely; Sustainable growth and jobs from investment and trade and  sustainable use of natural resources and community resilience.

Under these two intervention areas, activities will be implemented around trade facilitation, value chains, renewable and non-renewable energy, investment in natural capital, resource efficiency and cleaner technology, climate change mitigation and adaptation, competitiveness, productivity, advocacy and market access. A cross-cutting theme will be strengthening of the implementation of the normative framework.

Zambia, Zimbabwe signs US $5bn deal for Batoka Gorge hydro electricity projectBy Moreen Mbogo -

Zimbabwe and Zambia have agreed on principles for the US $5bn Batoka Gorge Hydro Electricity project secured by Harare, paving way for a technical meeting this week between experts from two the countries.

Zimbabwe recently received an expression of interest from General Electric Africa to undertake the 1 600MW power project along the Zambezi River, co-owned with Zambia. The project will ease power shortages in Zimbabwe and Zambia, with a huge potential to supply other regional countries.

Zimbabwe’s President Mnangagwa said that  three companies have already applied to do the project and they are assessing their capability. The project is going to create 6 000 jobs.

Surplus power

The development comes as Zimbabwe has set in motion a number of electricity generation projects. These will see the country produce surplus power in the next five years. President Mnangagwa recently launched the US $1.5 bn Hwange Power Station Unit 7 and 8 construction project which will add 600MW to the national grid.

The project comes after the successful completion of the Kariba South expansion venture that has an output of 300MW. Zimbabwe has also secured an investor for a coal-bed methane gas project in Matabeleland North Province.

Share electricity

The country is currently producing about 1 200MW of electricity against a demand of 1 400MW during peak period. Under the Batoka project, Zimbabwe and Zambia will share the electricity equally when generation commences.

Project specifications by the Zambezi River Authority show the scheme will be undertaken on a build, operate and transfer basis upstream of the Kariba Dam hydroelectric scheme. The scheme is designed as a run of the river scheme with an estimated average energy generation of 8 700GWh/year.

The African Development Bank (AfDB) has approved US $50m framework financing for small-scale renewable energy projects in Zambia under the GETFiT Zambia Programme.

Zambia has been facing a serious electricity supply deficit due to recent droughts. The government launched the Renewable Energy Feed-in-Tariff (REFiT) policy in 2017 to crowd in private investments for small-scale (up to 20MW) renewable projects. The Framework aims to finance 100MW of renewable energy projects, primarily solar PV.

This is the first programme that will be co-financed by the Green Climate Fund (GCF) and the AfDB following the signing of the Accreditation Master Agreement on 8 November 2017 between the two institutions, making the bank a credited implementer of GCF-approved projects.

“This is an innovative financing framework that enables the transition to sustainable energy in Zambia, and an important milestone in our partnership with the GCF,” said the AfBD’s vice-president for power, energy, climate and green growth, Amadou Hott.

Renewable energy financing gap

Presenting the project to the Board, the Bank’s director for renewable energy and energy efficiency, Ousseynou Nakoulima, underscored the need for urgently addressing the renewable energy financing gap in Africa to promote universal energy access.

“With the support of the GCF, the Framework will foster country ownership through the active engagement of local investors, banks and entrepreneurs in the development of renewable energy projects in Zambia,” he said.

According to Wale Shonibare, director for energy financial solutions, policy and regulation at the Bank, working closely with governments, development partners, local institutional investors as well as commercial banks, will replicate this innovative structure in other regional member states, given the urgent need to crowd in multiple sources of financing to support the rapid growth of renewable energy across the continent.

Zimbabwe to rehabilitate bridges across the countryBy Dorcas Kang'ereha -

The government of Zimbabwe has prioritized the maintenance and rehabilitation of bridges throughout the country under the Government’s initiative on roads rehabilitation.

In 2017, following floods triggered by torrential rains that pounded the country, several bridges were washed away while some bridge approaches were washed away, cutting off communities. Five bridges along major highways across the country were also swept away while bridge approaches on the Nkankezi Bridge along Mbalabala-Zvishavane highway were washed away.

Disbursed funds

The Ministry of Finance and Economic Development immediately responded by raising US $14.5 m to restore connectivity. Since January to May this year, the government has consistently disbursed funds to the four Road Authorities; the District Development Fund (DDF), Department of Roads, Urban Councils and Rural District Councils, for the maintenance and rehabilitation of roads and bridges.

The District Development Fund received disbursements of US $5.4m which is set to cover regravelling, grass cutting, grading, culvert repairs, culvert construction, repairs of bridges amongst other activities. In Manicaland Province, Nyadi Bridge was completed while Chadzire bridge work is still in progress.

In Mashonaland Central, funds were disbursed towards the repairs of Sapa, Hambe and Karanda bridges. In Masvingo Province, the DDF disbursed funds towards the repairs of Chivaka, Muroyi, Makura and Lower Shange bridges which are still work in progress and at various stages of completion.

Bridges in Matabele land South Province, Mtshelele and Nsezi were completed while in Midlands Province Gwemombe, Musavezi, Mhende, Chemusonde, Pohwe and Masawi bridges are all work in progress. These bridges are being repaired under the Emergency Road Rehabilitation Programme (ERRP).

The Government of Zimbabwe has taken an initiative to rehabilitate the country’s road network that had been extensively damaged during the last rain season. It is the new political dispensation’s thrust for Zimbabwe to have a well-developed, traffic able and safe trunk, rural and urban road network.

The general condition of most roads in the country has deteriorated due to inadequate funding for routine maintenance. Government has prioritized preservation of the road infrastructure from further deterioration and safe passage for travelers.

Major rehabilitation

Major works undertaken include rehabilitation of the drainage system, clearing of culverts and bridges as well as repair of damaged road sections. Under this initiative which is already underway, focus is on major rehabilitation works, reconstruction of damaged bridges, including preventive periodic maintenance works and rehabilitation of failed sections of the road network.

The Project Steering Committee is chaired by the Ministry of Finance and Economic Development and is constituted of the Ministry of Transport and Infrastructural Development; Ministry of Local Government, Public Works and National Housing; the District Development Fund (DDF) and Zinara.

This initiative’s implementation is being co-ordinated through a Project Steering Committee (PSC), which provides policy guidance. For the period June to July 2018, US $20 m has been allocated by the political dispensation towards this initiative.

Kenya to receive US $66m to develop a 52MWp solar PV plantBy Anita Anyango -

A UK government development finance institution CDC, alongside its partner, Globeleq is set to invest a US $66m in Malindi Solar Group to build a 52MWp solar photovoltaic power plant in South-East Kenya.

The 16-year financing will provide much needed power in the Malindi area, which currently struggles with regular power shortages and relies largely on expensive thermal plants. Globeleq, CDC’s majority-owned independent power producer solely focused on building power generation in Africa, is working with its partners Africa Energy Development Corporation (AEDC) and IDEA Power to commence construction in the coming months.

The project is set to bring clean power and employment to the Malindi region, where the project is on track to be the first of four utility-scale solar power plants in Kenya to begin construction. Globeleq will

be the 90% shareholder of the Malindi project, with its partner AEDC, the originator of the project, holding the remaining 10%.

“Power infrastructure is vital for Africa’s economic growth and for the millions of individuals, families, and businesses who struggle to access the electricity they need. Our investment will bring clean energy and jobs to a region of Kenya that struggles to reach its potential because of energy shortages,” said CDC’s chief executive, Nick O’Donohoe

Increasing grid capacity

Kenya’s per capita electricity consumption is well below the sub-Saharan average and 44% below the level that would be expected for its level of GDP per capita. Located in a region where load shedding is widespread and power demand is increasing, it is expected most of the generation will be consumed locally.

The Malindi plant will provide 52MWp of clean generation capacity to the Kenyan grid.It is estimated that the power generated will support the creation of jobs through direct employment and indirect job creation due to a more consistent supply of electricity.

“This investment is a first for CDC’s Project Finance team – the first loan agreement as a sole lender; and the team’s first direct debt deal in Kenya. It’s a great example of CDC’s ability to assess and make quick key decisions as a lender to a project and is a testimony to Globeleq and MSG’s strong development skills,” added the CDC chief executive.

“AEDC has been working for several years to bring the Malindi project to fruition. We are very pleased to have it reach this stage and are working closely with our experienced partners, Globeleq and CDC. We look forward to continuing our successes on the Malindi project and many more projects in sub-Saharan Africa,” Zohreb Mawani, AEDC’s Director added.

Kenya’s consumption of cement dropsBy Yvonne Andiva -

The consumption of cement in Kenya has dropped to 1.4 million tonnes in the second quarter of the year. This is according to report from Kenya National Bureau of Statistics (KNBS), which states that the drop was majorly due to a persistent slowdown of activity in the real estate sector.

National cement consumption stood at 1.5 million tonnes in the first quarter of last year, continuing a losing streak that persisted throughout 2017. The decline in consumption was also manifested in the 15.7% drop in the volume of imported cement and the 8% decline in importation of cement clinkers in the three months to March.

Volume of imports of construction materials

The report further states that the volume of imports of construction materials such as iron and steel bars, and rods declined by 4.9% during the quarter in review.

Despite the building of mega public infrastructure such as the Standard Gauge Railway (SGR) that is now in the second phase covering the Nairobi to Naivasha segment and other mega buildings in Nairobi, the decrease in cement was still experienced.

KNBS, however notes that the overall industry performance has factored in SGR consumption; the decline may have been bigger without the large public sector consumption.

“The sector’s growth albeit slower than that of the corresponding quarter of 2017, was driven by the ongoing public infrastructure projects such as roads and phase two of the standard Gauge Railway (SGR) as well as the continued development of buildings,” said KNBS.

Result of the decline in cement consumption

Several things have been experienced as a result of the decline in cement consumption including some cement-making firms listed on the Nairobi Securities Exchange reporting fewer earnings forcing them to shed jobs.

Cement maker Athi River Mining shed over 700 jobs last year as it sunk into a US $65m loss and a negative working capital position that saw its auditors cast doubt on its ability to continue as a going concern.

Also, East African Portland Cement posted a US $15m loss, the first since 2014 while market leader Bamburi Cement saw its profit shrink by a third to US $20m making it the first time since 2013 that the company failed to grow its bottom line.

China Eximbank is set to invest in US $824m energy grid rehabilitation project in Côte d’Ivoire. This is according to the Minister of Petroleum, Energy and Development of Renewable Energies, Thierry Tanoh who said the project will affect more than four million citizens of Côte d’Ivoire.

The project encompasses the construction of 11 High voltage substations, the rehabilitation and the extension of 15 existing High voltage substations, and the construction of 1685 km of HV grid throughout the country.

Prime Minister Amadou Gon Coulibaly during the groundbreaking ceremony promised that the first positive impacts of the project will be visible in late 2018 after the Sérébou and Bondoukou substations are completed and begins working.

Energy grid rehabilitation project

According to Amadou, the energy grid rehabilitation project aims to improve people’s access to electricity, facilitate cross-border power supply projects, meet future demand for connecting industrial and mining customers, and improve the efficiency of socio-economic infrastructures.

The project contract has been awarded to the Chinese company Sinomach PRODERCI with duration forecast of 43 months for the construction process and is expected to be delivered in July 2020.

AfDB to invest US $12bn in Nigeria’s energy programmeBy Anita Anyango -

The African Development Bank has revealed plans to invest US $12bn in Nigeria’s energy programme. AfDb President Akinwumi Adesina,confirmed the statement during the inaugural edition of the Africa Energy Market Place saying that there was a need to act speedily to accelerate the plans to light up and power Africa.

“The bank has made a US $12bn investment commitment to its new deal on Energy for Africa programme. Sub-Saharan Africa currently has 14 % of the world’s population and accounts for 4% of global energy investment. Analysts at the bank note that several countries, including Ethiopia, Gabon, Ghana and Kenya, are on track to reaching universal electricity access by 2030,” he said.

Energy consumption

Adesina acknowledged the AEMP as an industry-wide collaborative platform convened by the AfDB to address barriers to mobilizing and scaling-up private investment into the energy sector by bringing together key stakeholders in the continent’s energy sector.

The Director, Côte d’Ivoire Cabinet of Petrol and Renewable Energy Development Ministry, Jacques Chevalier,also  stated that energy held a critical role in Africa’s economic transformation, particularly in improving the living conditions of Africans.

He added that the workshop specifically sought to address Africa’s dismal energy and electricity production and consumption, which currently stood at 150kWh per capita.

Nigeria approves US $575.5m for construction of second Niger Bridge link RoadBy Dorcas Kang'ereha -

The Federal Executive Council (FEC) of Nigeria has approved US $575.5m for the construction of the 11.9 km link road to the second Niger Bridge.

Confirming the statement, the Minister of Information and Culture, Alhaji Lai Mohammed, said  the project which was initiated by the former administration of former President Goodluck Jonathan under the private public partnership (PPP) but collapsed, has been taken over by the federal government,awarding the contract to Julius Berger.

Construction delays

According to Mohammed, the contract meant to be executed within 24 months was awarded to Setraco following the failure of the earlier contractor to whom the project was awarded to execute the project.

“Completion period is set to take 24 months. What happened was that the contract was awarded earlier to a company that failed and now Setraco has taken over while the contract of the other contractor has been rescinded,” he said.

Mohammed also added that besides the memorandum on the link bridge that was approved by FEC, the council has also re-awarded Oji- Achi- Mmaku- Awgu- Ndeabor road in Enugu State at a cost of US $32.3 m.

The second Niger bridge will include not just the link road, but also associated infrastructure and link Anambra and Delta States.

14 hotels scheduled for opening in Africa in 2019By Yvonne Andiva -

At least 14 hotels are scheduled for opening in Africa by 2019. This is according to report carried out by W Hospitality Group which carries out a survey of the hotel chains’ development activity in Africa.

In the 2018 report, the group received assistance from 36 international and regional contributors who reported pipeline activity of 73,000 rooms in 417 hotels. The reports highlights that 20 facilities are expected to add 3,444 hotel rooms between now and 2023.

Top hotels in the pipeline

Hilton tops the list of brands ranked by number of rooms, with a 17% increase compared to 2017. Golden Tulip has seen a massive increase in its pipeline, from 474 rooms in 2017 to 1,662 rooms in 2018, all of which are under construction; some 1,300 rooms, almost 80 per cent of the total, are due to open in Tunisia in 2018. Fairmont, an Accor Hotels brand, has grown from 1,788 rooms in 2017 to 2,977 rooms in 2018, the increase mostly in new deals in North Africa.

Both AccorHotels and Hilton have two brands in the top 10, whilst Marriot has three – the Marriott brand, Sheraton and Four Points by Sheraton.

New brands in Kenya

The group is also planning to open the three new brands in Kenya, namely RED Radisson, Radisson and Radisson Collection.

“This strategy will reinforce our presence in South Africa, Nigeria, Kenya and Ethiopia. It will also develop a robust portfolio across the cities within Africa’s three largest Economic Communities,” said Mr Mclachlan.

Africa Hotel Investment Forum

Kenya is set to host the Africa Hotel Investment Forum (AHIF), organised by the Bench Events in October. The ninth edition of the event will bring together business leaders from the international and regional markets, driving investment in tourism projects, and infrastructure and hotel development across the continent.

The French Development Agency (AFD) has approved US $9m grant that will be directed towards the development of the Tendaho geothermal project.

A signing ceremony of the grant agreement took place at the Ministry of Finance and Economic Cooperation between Admasu Nebebe, Ethiopian State Minister of Finance and Economic Cooperation, Frederic Bontems, Ambassador of France to Ethiopia and Ignace Monkam-Daverat, the AFD regional manager in Addis Ababa.

The investment grant constitutes an additional funding to this project, which already benefited from a US $10m concessional loan from AFD and a total of US $8 m from previous European Union Africa Infrastructure Trust Fund (EU-AITF) grants.

Tendaho geothermal project

The geothermal project is being implemented by Ethiopian Electric Power, in coordination with Geological Survey of Ethiopia. The financing will enable to complete the drilling activities planned as part of the geothermal exploration and development effort in the Afar region.

Admasu Nebebe said developing the geothermal project aims at being a source that is reliable and low carbon, and thereby improve its capacity for climate change adaptation.

The activities will focus on developing a shallow reservoir in Tendaho in order to allow a sustainable exploitation with a capacity of an estimated 10MW, and on exploiting a deep reservoir by drilling wells at great depth.

Kenya to construct 960MW coal-fired power plant in KituiBy Anita Anyango -

Kenya plans to set up a 960MW coal-fired power plant in Kitui and upon implementation it will be Kenya’s second coal project after Lamu coal plant. This is according to the treasury’s report for public-private partnership (PPP) projects who has flagged the power plant as among the proposed State mega undertakings.

The power plant will be situated on eastern side of Mui Basin in Kitui County via an IPP (independent power producer) framework. The Energy ministry, the contracting authority, reckons that coal project will help diversify Kenya’s power mix and drive growth.

Electricity price

Kenya has in recent years discovered coal deposits within the Mui Basin in Kitui, having struck more than 400 million tones with further exploration ongoing with mining is yet to begin. Electricity will be priced in the same range as geothermal power at US $7.52 per unit, almost a third of what diesel-fired plants charge on average.

Coal is mainly burnt to produce electricity as a global practice but it can also be processed as alternative petroleum as is the case in South Africa. The mining contract for a section of the Mui coal block has been awarded to Chinese firm Fenxi Mining but work is yet to take off due to the ongoing feasibility studies. Location of the proposed plant near the mining fields is expected to cut transport costs.

The earlier conceived Lamu coal plant at the Coast is slightly larger at 1,050 MW. However the plants will and also rely on imported coal from South Africa who aside from using coal to generate electricity, the country uses the mineral to produce petrol and diesel.
