Invitation of bids for selection of Insurance Companies as Implementing
Agencies (IA) under Pradhan Mantri Fasal Bima Yojana (PMFBY) in Haryana
for Kharif, 2017 and Rabi 2017-18 seasons.
A. Terms and Conditions on the Tenders
I. The Scheme will be implemented in all districts of Haryana State covering Paddy,
Bajra, Maize, Cotton, Wheat, Gram, Barley and Mustard crops.
II. Entire State will be divided into three clusters for implementation of the scheme as
under:-
Cluster-I Cluster-II Cluster-III
Panchkula Ambala Yamuna Nagar
Kurukshetra Karnal Panipat
Faridabad Sonepat Palwal
Kaithal Hisar Rohtak
Sirsa Jind Fatehabad
Bhiwani and Charki Dadri
Mohinder Garh Jhajjar
Rewari Gurgaon Mewat
Only one insurance company selected after the bidding process shall implement
the scheme in the entire area of all the districts included in the cluster and shall cover all
the notified crops.
III. The Scheme will be implemented at revenue estate level.
IV. The crop wise Sum insured and approximate area under different crops is given in
Annexure-II. It should be noted that the area mentioned in
Annexure-II is only approximate and will be used only for the purpose of calculating
the Weighted Average Premium Rate to know the lowest bidder (L-1). The actual
area under various crops may differ.
V. The indemnity level will be 90% in case of all the crops.
VI. The seasonality discipline for various crops is given in Annexure - III
VII. The Threshold Yield in case of various crops is given in Annexure - IV. In case of
districts/ blocks in respect of which historical data is not available the average
Threshold Yield of the State will be taken as the Threshold Yield.
VIII. The stages of the crop and risks leading to crop loss shall be covered as per the
OGs of PMFBY.
IX. All farmers availing Seasonal Agricultural Operation (SAO) loans from financial
institutions (i.e. loanee farmers) for the notified crops shall be covered compulsorily.
X. The scheme shall be optional for non-loanee farmers. The non-loanee farmers
willing to be covered under the Scheme can purchase insurance through Banks/
Insurance Companies / their designated agents.
XI. Conditional bids will be straight away rejected.
XII. Incomplete or unsigned bids will be summarily rejected.
XIII. The financial bid will be submitted cluster - wise (i.e. separate bid for each of the
three clusters), in an envelope, duly sealed.
XIV. The envelope containing the financial bid will be super scribed as “Financial Bid for
Cluster- I, II or III”, as the case may be.
XV. The financial bids will be submitted to the Director Agriculture, Haryana, Krishi
Bhawan, Sector 21, Panchkula by 02:00 PM on 01-05-2017. Bids received after
that will not be considered. Delay in post or due to any other reason will not be
considered.
XVI. There should not be any cutting or overwriting in the bid.
XVII. Any modification/ amendment/ change of schedule/ date and other clause to be
added later on will be the part of tender document and informed accordingly.
XVIII. Government reserves the full right to cancel this Bid as a whole or in any part or of
any firm without assigning any reason whatsoever at any stage.
XIX. All disputes arising between the Department and Insurance companies shall be
subject to the jurisdiction of local Courts at Panchkula.
B. Selection of Implementing Agencies/ insurance company- instruction
there of
i. The empanelled company will submit the financial bids as per Annexure –I,
(Financial Bid Documents) in a sealed envelope as per the detail/instruction there
in.
ii. Bid documents must be signed by authorized representative of insurance company
as per bid documents. Failing which the tender will be rejected.
iii. The selection of Implementing Agency (IA) shall be done based on the lowest
weighted premium quoted by the insurance company for all notified crops in all
districts in the cluster.
iv. In case an insurance company does not quote for one or more notified crops in
various districts within the cluster or does not quote for one or two districts in the
cluster, the bid of the company will be rejected for that cluster.
v. The insurance company quoting lowest weighted premium rate in the cluster would
be declared as L-1 and will implement the Scheme for both loanee and non -
loanee farmers.
vi. If any insurance company declines to accept the offer after being declared L1, it
will be barred for the next year, and the L2 may be given the cluster at L1 rates
and so on to L3, L4… etc. bidder as per the consent of insurance company.
vii. An insurance company will not be allotted more than two clusters. The financial
bids for Cluster-I will be opened first, followed by Cluster-II and then Cluster-III. In
case an insurance company is allotted the Cluster-I and Cluster-II based on its
lowest rates, the bid of such insurance company for Cluster-III will not be opened.
viii. Acceptance of the offer will be conveyed within 24 hours of its receipt by the L1
bidder failing which L2 will be offered the Cluster at L1 rates and so on to L3, L4…
etc.
C. Roles and responsible of insurance Companies
(i) The insurance company selected by this Tender shall have to submitted the proof of
opening of office and deployment of staff at each district head quarter of Haryana with in
seven day selection. The work order shall on be issued to selected agencies after due
conformation and verification by the department. In case of violence of this condition the
Govt. will have liabilities to reject the L-1 and consider case of L-2, L-3, ……. Etc. on the
rate of L-1 finalized through the Panel.
(ii) The selected insurance companies shall provide the detail of farmers/list of
insured/beneficiaries within one month of cutoff date notified for the respective season
(Kharif & Rabi). Failing which will have penalty of Rs. five Lakh per season the amount
will be adjusted towards final payment to insurance company.
(iii) The selected insurance company shall upload the data of beneficiaries on web portal of
the Department.
(iv) In case of localized claim shall visit by Agriculture Field officer with in stipulated time as
specified in PMFBY Guideline. Failing will have Penalty of five thousand per Case.
(v) The selected insurance agency should have/ will open State Level Office in Chandigarh
or Panckula also.
(vi) The selected insurance companies shall deployed well qualified and trained persons in
the field of crop insurance after the approval of concerned Deputy Director of Agriculture.

3. We shall make available to the State Government any clarification it may find necessary
or require to supplement or authenticate the facts & figures in Financial Bid.
4. We acknowledge and declare that the State Government is not obliged to return the
Financial Bid or any part thereof or any information provided along with the Financial
Bid, other than in accordance with the provisions set out in the Tender Documents.
5. We are quoting the Premium rates in prescribed format enclosed i.e. Annexure I (A).
6. We acknowledge, confirm and undertake that we have an adequate reinsurance
support to safeguard the interest of the farmers, State Government and Central
Government.
7. We agree and undertake to abide by all the terms and conditions of the Tender
Document and Operational Guidelines (OGs) of PMFBY.
8. This Bid shall be governed by and construed in all respects according to the laws for
the time being in force in India. The competent courts at Panchkula will have exclusive
jurisdiction in the matter.
