GENERAL INSTRUCTION:
The tendering firms are required to purchase the above tender document by payment of tender fees as indicated
in page no.1. Tenders can obtain the documents by post also by making a payment of Rs.50/- extra for postal charges.
The payment of tender fee including the postal charges wherever applicable can be made by Bank Draft or by cash. It is
clarified that no other mode of payment shall be acceptable. The Bank Draft should be crossed. In case, the tender is
desirous to get the tender document by post, then he should send a self addressed envelop of size 9”x4” along with the
request for tender notice as cited above.
2. The rates are invited only form the firms who are having three-year experience supply work different
I.T.I./Directorate. or the authorized dealer of the product or themselves the manufacturer of the item being
quoted.
Document to be submitted:
The tendering firms are required to submit the following documents failing which their offer will be ignored:-
(A) The proof of being manufacturing (In case, the manufacturer himself submits)
(B) In case, the firms is authorized dealer, then the following documents are to be submitted:-
(i) The proof of being an authorized dealer viz. dealership authority.
(ii) Certificate form the manufacturer indicating that Principal himself is a Manufacturer.
(C) The firm should submit left/literature indicating the name of the manufacturing organization Make/Brand
if there is not standard Printed leaflet, then hand Drawing/figure/Photo should be given.
(D) The tenderer has give a certificate that he has supplied all items against the orders placed previously by the
Directorate /I.T.I. and tenderer is not black listed by any Govt. organization/Undertaking.
(E) In case of U.P. State firm enclose the copy of valid vat registration certificate and vat clearance certificate,
In case of outside U.P. Firms enclose the copy of valid C.S.T. registration certificate.
(F) Copy of PAN Certificate issued by Income Tax Deptt.
(G) Having Three-year experience of supply T/E in different I.T.I./Directorate.
ESSENTIAL CONDITIONS OF TENDER:
(i) The offer would remain open & acceptable for a period of 90 days. The period can be extended with
consent of tenderer.
(ii) Only those items which are available on the ready stock should be quoted since the supply is to be
made immediately.
(iii) The rates should be quoted F.O.R. destination at I.T.I. Bahraich within the after calculating rebate etc.
(iv) Payment Terms: 100% payment will be made this office/consignee Principals Govt. I.T.I. after receipt
of stores in perfect order.
(v) All cutting over writing in the tender offer should be clearly signed.
(vi) The crossed Bank draft of earnest money in favor of Principal Govt. I.T.I., Bahraich as mentioned in
the tender should be enclose with the offer otherwise the offer against tender shall be rejected. The
draft of earnest money should be crossed and it should be in the favour the Principal Govt. I.T.I.,
Bahraich. The earnest money will be refunded in case offer is not accepted.
3. MODE OF FILLING TENDER:-
Then firm should submit the offer indicating the Brand name and rate. It should be clearly cited that the rate
quoted is of which brand. The firm should invariably attach the pamphlet/leaflet of items/being quoted. It
should be ensured that specification given in the offer and in the leaflet and the literature should tally with
each other. The firm has to submit their offer in duplicate in the two separate sealed envelops.
(i) First envelop termed as Technical offer containing detailed technical specification of the item
along with documents/papers of formalities.
(ii) Second envelop (termed as financial offer) containing basic or net rates (for each item a separate
over, mentioning name of item at top of envelop kept within one envelop) Envelop of each item
should be sealed separately. The time of opening should be clearly indicated on the top right
corner of the envelop. The envelop should be of thick paper and must be properly sealed with
sealing wax along with stamp. It is clarified that the unsealed envelop will not be entertained. Such
offers will be summarily rejected and no correspondence will be done.
Note:- Both the envelops should be super scribed clearly as technical offer and financial offer both
the envelops will be kept in one cover indicating tender no. and date of opening. The outer cover
(main envelop) should also be sealed properly as cited above. The cover indicating technical offer
will be opening before the representative of the firm on the date of opening of tender and the
financial offer of the firm will be opened five days later if their technical offer is accepted.
4. PROCEDURE:
(i) You or representative may be present at the time of opening of the tender along with your
authority letter.
(ii) You have to deposit 10% of security deposit of the order placed. It should be in the form of (a)
Post Office cost certificate, (b) Post Office savings Bank Accounts, (c) Govt. Promissory Notes,
(d) Fixed Deposit of call receipt of State Bank Of India, Pledged to the principal Govt. I.T.I.,
Bahraich and is refundable to you after six months of the satisfactory supply of the material for
which you have to produce the clearance of the institute.
(iii) INSPECTION:-
Pre inspection of the equipment to be supplied will be done by any recognized Center U.P./Govt.
of India at Firm’s cost and one copy of the test report should be sent to consignee long with the
equipments. The test lab should seal the equipment before handing over to the supplier for onward
supply. The supplier should engrave/mark the serial no. etc. On the equipment before handing over
to the test lab.
(iv) The Principal Govt. I.T.I. Bahraich reserves the right of rejecting any of the tender without
assigning any reasons and also can reduce or increase the quantity of any item or nor order may be
placed.
(v) The decision of the Principal Govt. I.T.I. Bahraich is final in any dispute if arises due to any
reasons.
(vi) Deviation from the above mentioned terms and conditions will not be accepted.
5. Earnest money should be enclosed in a separate envelope superscripting the amount of earnest money. On
the top right corner of the envelope. This envelope should placed inside the main envelope in which the
Technical offer is sent, It may be noted that desired earnest money is essential for all suppliers and no
exemption is admissible to any tenderer. The offers without earnest money will not be considered. Such
offers shall be summarily rejected and no correspondence will be made.
6. The enclosed checklist must be filled and attached.

Tender from tenders who have not purchased the tender documents have not submitted tender security and
tender from agents with out letter of authority from the manufacturer shall summarily be rejected. Also offers
sent by telex or offers with over writing shall be rejected. Tenderer should not that no correspondence in this
connection will be made. For convenience of the tenderers the following check list has been prepared and all the
tenders are required to ascertain the following requirements before submitting the offer:-

6. Have you mentioned your PAN Certificate of Income tax Dept. Yes/No
7. Have you quoted the delivery period correctly. Yes/No
8. Have you offered 90 days validity for the offer from the date of Yes/Notender opening.
9. Have you agreed with all the terms & conditions of the documents Yes/Noif not mentioned clearly.
