TENDER DOCUMENT FOR RENOVATION OF KHADI GRAMODYOG BHAVAN ( INTERIOR DECORATION, FURNISHING, FAÇADE ETC.) OF MADURAI DISTIRCT SARVODAYA SANGH LOCATED AT D.NO.26,

TOWN HALL ROAD, MADURAI-625001, TAMILNADU .

The Madurai District Sarvodaya Sangh one of the directly aided institution of Khadi and Village Industries Commission (Ministry of MSME, Govt. of India) is carrying out various Khadi and Village Industries (KVI) production activities and conducting sale of KVI products in Tamilnadu. KVIC has extended the financial assistance to Madurai District Sarvodaya Sangh under “Assistance for Marketing Infrastructure Scheme”.

As a part of the programme, the Madurai District Sarvodaya Sangh has to carry out the work of renovation of Khadi Gramodyog Bhavan ( interior decoration, furnishing and façade work etc) located at D. No. 26, Town Hall Road, Madurai, Madurai District. In order to accomplish the said work tender is invited from the interested approved Chartered Engineers/Registered Architects/Registered interior Decorators/ DAIs of KVIC.

Interested bidders may obtain tender document from Madurai District

Sarvodaya Sangh, D.No.26, Town Hall Road, Madurai , Madurai District, Tamilnadu on non refundable payment of Rs. 300/- on or before 10.07.2018 on working days towards cost of tender documents. The payment will be accepted in the form of demand draft \ Multi City cheque on any scheduled bank drawn in favour of “ Madurai District Sarvodaya Sangh”. The tender can also be obtained on request by website at www.kvic.org.in or email – [email protected] for which the payment in the form of DD has to be made while submitting the Tender/Bid.

The Tender / Bid documents should reach at the Head Office/KGB of the

institution namely, Madurai District Sarvodaya Sangh, D.No.26, Town Hall Road, Madurai , Madurai District, Tamilnadu on or before 11.07.2018 at 4.00 PM. The terms and conditions for the same are detailed below. TERMS AND CONDITIONS I. SCOPE OF WORK: Enclosed at Annexure – II-B II. GENERAL

1. The Renovation/ Interior decoration work should be completed within 2 months from the date of work order awarded.

2. The best quality materials are to be used as per specification quoted. The brand name should clearly be specified for the materials.

3. The bidder should quote the rate for covering all the requirements as envisaged in

the schedule of works. 4. The work should be executed properly by deploying experienced work-men to the

satisfaction of the Madurai District Sarvodaya Sangh. 5. At any point of time, the Madurai District Sarvodaya Sangh finds that the

performance of the contractor is not satisfactory; the Madurai District Sarvodaya Sangh reserves the right to terminate the contract. The loss/damage suffered by the Madurai District Sarvodaya Sangh will be debited to the bidder assigned for the work and EMD/ PBG will be forfeited.

Earnest Money Deposit (EMD)

6. The bidder has to furnish an Earnest Money Deposit (EMD) @ 2% of the value quoted in the tender in the form of Demand Draft (DD)/multi city cheque drawn in favour of Madurai District Sarvodaya Sangh while submitting the Tender/Bid. On completion of the work the EMD will be released after observing the necessary formalities. No interest shall be paid for the EMD. The EMD will be forfeited in case of non / unsatisfactory performance by the bidder assigned for the work. The EMD of the unsuccessful bidders would be returned within one month of finalization of the contract.

7. The Tender/Purchase committee constituted by the Madurai District Sangh for

finalization of Tender / Bids for procurement of goods and services by the Madurai District Sarvodaya Sangh under the programme - has right to accept the lowest or any other tender or reject all of them without assigning any reason thereto. The bidder has no claim in this regard. Similarly, failure to furnish EMD and other requirements as per the terms and conditions may result in disqualification of the Tender/Bid.

8. Before quoting the rates the Tenderer shall visit the site of sales outlet of Madurai

District Sarvodaya Sangh, which is to be renovated and understand the actual scope of work during working hours of the Bhavan.

PERFORMANCE BANK GUARANTEE (PBG)

9. Performance guarantee to the extent of 5% of the total value of contract in the

form of a Bank Guarantee from a commercial bank to be submitted by the selected contractor infavour of Secretary, Madurai District Sarvodaya Sangh, . The same should remain valid for a period of one year towards fulfillment of all contractual obligations, repairs, damages etc .without any additional cost.

ELIGIBILITY CRITERIA

10. The bidder should have at least three years experience in renovation

work/interior decoration and should have proven track record along with supporting documents, otherwise the bid will be liable for rejection.

TECHNICAL AND FINANCIAL BID

11. The Bidder will submit their offer in a seperate envelope containing technical bid as per Annexure-I. The technical bid will contain details, drawings, layouts etc. in addition to Firm/Agency/KIs profile, past experience and work done etc.

12. The financial bid should be in the prescribed format as per the Annexure-II/A

and the amount should be quoted as per details of scope of work enclosed at Annexure-IIB and should be submitted in a separate envelope super scribing as Financial Bid. The amount quoted should be inclusive of all type of taxes since no separate payments will be made for taxes.There should not be any overwriting of the rates quoted in the financial bid.

12(a) Both the technical bid(in separate envelope) and the financial bid-Annexure-II(A)& Annexure-II(B) in a separate envelope shoulh be put in one bigger envelope super scribing as “Technical and Financial bid for renovation of sales outlet” and addressed to the Secretary, Madurai District Sarvodaya Sangh,

PAYMENT 13. a) No advance payment will be made. However, based on the actual progress of

work, proportionate running payment will be made. b) After completion a copy of the Invoice and Completion Report has to be

furnished by the contractor. c) The payment shall be made by Madurai District Sarvodaya Sangh, after

duly scrutiny of the work bill with reference to actual work done by the contractor after deducting all statutory payments,if any.

14. The selected bidder has to enter into a formal agreement with Madurai District

Sarvodaya Sangh, 15. In case any dispute arises the same will be resolved within the jurisdiction of

Earnest Money Deposit (EMD)

6. The bidder has to furnish an Earnest Money Deposit (EMD) @ 2% of the value quoted in the tender in the form of Demand Draft (DD)/Multicity Cheque drawn in favour of Kovilpatti Sarvodaya Sangh while submitting the Tender/Bid. On completion of the work the EMD will be released after observing the necessary formalities. No interest shall be paid for the EMD. The EMD will be forfeited in case of non / unsatisfactory performance by the bidder assigned for the work. The EMD of the unsuccessful bidders would be returned within one month of finalization of the contract.

7. The Tender/Purchase committee constituted by the Kovilpatti Sarvodaya Sangh

for finalization of Tender / Bids for procurement of goods and services by the Kovilpatti Sarvodaya Sangh under the programme - has right to accept the lowest or any other tender or reject all of them without assigning any reason thereto. 9. Performance guarantee to the extent of 5% of the total value of contract in the

form of a Bank Guarantee from a commercial bank to be submitted by the selected contractor infavour of Secretary, Kovilpatti Sarvodaya Sangh, . The same should remain valid for a period of one year towards fulfillment of all contractual obligations, repairs, damages etc .without any additional cost.

ELIGIBILITY CRITERIA

10. The bidder should have at least three years experience in renovation

work/interior decoration and should have proven track record along with supporting documents, otherwise the bid will be liable for rejection.

TECHNICAL AND FINANCIAL BID

11. The Bidder will submit their offer in a seperate envelope containing technical bid as per Annexure-I. The technical bid will contain details, drawings, layouts etc. in addition to Firm/Agency/KIs profile, past experience and work done etc.

and the amount should be quoted as per details of scope of work enclosed at Annexure-IIB and should be submitted in a separate envelope super scribing as Financial Bid. The Eraniel Sarvodaya Sangh one of the directly aided institution of Khadi and Village Industries Commission (Ministry of MSME, Govt. of India) is carrying out various Khadi and Village Industries (KVI) production activities and conducting sale of KVI products in Tamilnadu. In order to accomplish the said work tender is invited from the interested approved Chartered Engineers/Registered Architects/Registered interior Decorators/ DAIs of KVIC.

Interested bidders may obtain tender document from Eraniel Sarvodaya Sangh,
