OMC invites sealed tenders from the manufacturers of Odisha state for supply

of the transformers for the different locations of OMC. The details of the tender

schedule, place of supply & eligibility criteria are available in our website i.e.

www.omcltd.in which should be downloaded by the interested bidders. There will be

no manual sale of the tender paper. The last date for receipt of tender in the office of

the undersigned is 30.12.2016 up to 3.00P.M. which will be opened on the same day

at 3.30P.M.

OMC reserves the right to accept/ reject all or a part of the tender without

assigning any reason thereof.

PART-I

TENDER SCHEDULE

1. INSTRUCTIONS TO THE BIDDERS: The tender shall be submitted in two parts in two separate sealed envelopes.

Part-I: Techno-commercial Bid (The envelope containing techno- commercial bid shall be superscribed as “Techno-commercial bid for supply of Transformers to OMC”) Part-II: Price Bid(The envelope containing price bid shall be superscribed as “price bid for supply of Transformers to OMC”) The above two envelopes shall be covered in a third envelope super scribing the name of items, tender number, due date of opening and complete address of the tenderer. The tender should be addressed to Addl. General Manager (Mat), The Odisha Mining Corporation Ltd., Bhubaneswar-751001, Odisha. Each page of the tender document must be signed & stamped by the bidder.

(A) TECHNICAL DETAILS & LIST OF ACCESSORIES FOR 500KVA,

11/0.433KV TRANSFORMER: i) The 500KVA outdoor type transformer shall be of latest design, 3

phase, 2 winding core type, oil immersed, natural cooled (ONAN), generally designated manufacture and tested according to IS:2026-1977 & confirm to following particular.

a) Voltage ratio : 11/0.433KV b) Type : oil immersed, outdoor type c) Cooling : ONAN with temperature rise

limits as per Table 4 of IS: 2026 (Part-II)

d) Installation : Outdoor e) No. of windings : 2 (two) having Copper (cu)

conductor f) Supply frequency : 50 Hz, +3% to -3% g) No. of phases : 3 (three) h) Winding connection : Primary – Delta

core type, oil immersed, natural cooled, generally designated manufacture and tested according to IS:2026-1977 & confirm to following particular.

a) Voltage ratio : 11/0.433KV b) Type : oil immersed, outdoor type c) Cooling : ONAN with temperature rise limits as

i) The 500KVA transformer shall be of latest design, 3 phase, 2 winding core type, oil immersed, natural cooled, generally designated manufacture and tested according to IS:2026-1977 & confirm to following particular.

(D) TECHNICAL DETAILS & LIST OF ACCESSORIES FOR 50KVA, 440/220 volt

TRANSFORMER: 50 KVA, 440/220V, 50 Hz, outdoor type, oil immersed naturally cooled copper wound transformers with both side cable box and standard accessories. Place of supply: Central Township, Kaliapani, Dist.- Jajpur, Quantity- 02 nos.

iii) PROCEDURE, DATE, TIME AND PLACE FOR SUBMITTING THE BIDS:

The bid should be submitted within the stipulated date and time as stated in the NIT. The bid or modifications to bids, which are received after the due time & date shall not be taken into consideration. No canvas in this regard shall be entertained.

4. DATE, TIME AND PLACE OF OPENING OF THE BID:

The techno-commercial bid shall be opened in presence of the bidders or their authorized representatives who would be available on the date and time as specified in the NIT in the office of the AGM (Material) OMC Ltd, Bhubaneswar. The Price Bid of the eligible bidders qualified through techno-commercial bid shall be opened on a suitable date with prior intimation to the bidders.

The cost of bidding document along with EMD as indicated above shall be submitted separately in shape of Demand Draft drawn on any scheduled bank payable at Bhubaneswar in favour of ‘The Odisha Mining Corporation Limited’. The Demand Draft towards the cost of tender paper and EMD should be submitted in the envelope for techno commercial bid. EMD furnished by the tenderers not being successful after opening, shall be returned after the expiry of tender validity period but not later than 30 days of the award of the contract order, whichever is earlier without any further request from the tenderer(s) the EMD of the unqualified bidder shall be refunded within 15 days after opening of the technical bid. If the successful bidder withdraws or amends, impairs or derogates from the tender in any respect within the period of validity of his tender or award of contract, the EMD will stand forfeited. The EMD of the successful bidder shall be returned after successful execution of the work without interest. The bidder shall submit Bank details alongwith a cancel cheque for refund of EMD through RTGS/NEFT.

(a) Exemption of EMD and cost of tender paper may be allowed to the vendor’s eligible

for such exemption by the govt. For such exemption the vendor is to furnish the self-attested documentary evidence along with the bid.

6. ELIGIBILITY CRITERIA FOR TENDERERS:

a) Manufacturer of transformers in the state of Odisha. Valid certificate/ documents must be enclosed in the techno-commercial bid. The bid of out state manufacturer having its authorized service station in the state of Odisha shall not be considered.

b) The documents in support of Sales Tax registration/ TIN / CST/ PAN & Service Tax registration must be submitted alongwith the tender documents by the bidder.

c) The bidder must not have been black listed for bidding within a period of 03 preceding years from the date of submission of the tender as fixed above by any competent court of law, forum or any Govt. or statutory entities. The tenderer has to furnish an undertaking in support of not being blacklisted.

d) The business concern should be of minimum three years old & be a manufacturer of same type or higher capacity transformers. The registration of the concern should be three years prior to the last date for submission of bid.

e) The average turnover of the bidder should not be less than Rs 50.00 lakh(Rupees Fifty lakh)only during last three years ending on 31st March’2016. (Audited accounts or audit certified by a C.A. in practice shall be submitted)

f) The bidder must have supplied same type of Transformers to the State Govt./ PSU and other reputed private organizations in the state of Odisha. Proof of such supply be enclosed in the techno-commercial bid.

The authenticated copies in support of above eligibility criteria must be enclosed in the techno-commercial bid.

7. SCOPE OF SUPPLY: The successful tenderer shall supply the transformers along with required quantity of accessories as per the technical specifications. The materials should be defect free and of good workmanship. The transformers are to be delivered within the stipulated delivery period of the Purchase Order.

8. DELIVERY: The delivery period is three months from the date of issue of formal purchase order. OMC may negotiate a realistic delivery period with the bidder if the situation warrants so. The bidder shall deliver the respective transformer at Barbil regional Office, Khandbandh Iron ore mines, Seremda Bhadrasahi Mines & Daitari Mines in the District of Keonjhar.

9. VALIDITY OF THE BID: The bid shall be valid for (Three months) 90 days from the date of opening of the tender.

10. OTHER CONDITIONS: (i) Complaints/ Rejection in earlier supplies, if any. If such supply had resulted in

substantial loss to OMC the tender of such bidders shall not be accepted.

(ii) Testing facilities available, the order executed etc shall also be submitted in the bid.

(iii) It is desirable that the firms should have the technical and the financial capabilities to execute the order and with proven performance. Copy of the similar supply order/ certificate of the customer executed earlier has to be enclosed.

(iv) All the documents submitted be serially numbered & indexed.

(v) During evaluation process if it is felt by the OMC Management to visit the works/ establishment of the bidder to ascertain the facilities available with the bidder then the technical committee of OMC shall visit the works/ establishments of the bidder.

(vi) The bidder must sign with seal the tender document as well as the copy of all related papers/ documents submitted.

11. PRICE:

The price to be quoted as per the price bid format in PART-II. The comparison of price shall be made individually for each Transformer. Bidder quoting the lowest (L-1) rate for a transformer shall be selected for supply of such transformer. The price quoted shall remain firm through out the validity period. The price bid should be type written and no hand written price bid shall be accepted. In case of discrepancy of quoted price in figures and words, the quoted price in words shall prevail.

12. WARRANTY: The bidder shall extend warranty for the items supplied for a period of eighteen months from the date of delivery or twelve months from the date of commissioning whichever is earlier in respect of proper design, quality, workmanship, for which same are ordered. The supplier shall be liable to replace such parts within 2(two) months of receipt of complaint from OMC at free of cost. No extra charge for transportation shall be paid to the supplier against such replacement.

13. PAYMENT TERMS: A) 90% payment will be released at HO in shape of NEFT/ RTGS/ A/c payee Cheque,

after supplying the materials at site, on Submission of the bill in duplicate along with testing certificate, receipt and acceptance of the materials within 15 days from the date of submission of bill.

B) Balance 10% will be released after expiry of warranty period or on submission of PBG, in OMC format, on any Nationalized Bank amounting to 10% of the order value valid till completion of the warranty period with satisfactory performance. Otherwise it will be encashed & forfeited.PBG will be accepted only if the 10% of order value exceed `1 (one) lakh.

14. FREIGHT & INSURANCE: Transportation and transit insurance charges, if any, shall be borne by the bidder.

15. LIQUIDATED DAMAGE CLAUSE /PENALTY: In case the bidder fails to deliver within the period agreed and stipulated in the purchase order, the penalty will be 0.25% of the basic order value for each 1/10th delay of the original delivery period calculated in number of days. However penalty on this account will not exceed 5% of the basic order value. If the order is not executed within twice the duration of the agreed delivery period then it will be at the discretion of OMC management to cancel the PO./ Contract with forfeiture of EMD. However, OMC shall review the evolving work requirement for the accomplishment of order by the vendor and if required, may extend the time period.

16. TEST CERTIFICATE: The bidder shall submit the test certificate wherever required by OMC.

17. REJECTION OF TENDER: OMC reserves the right to accept or reject any or all tenders received without assigning any reason thereof.

18. LEGAL DISPUTE: In case of any dispute arising out of this tender, it will be subject to the jurisdiction of the courts at Bhubaneswar only in the state of Odisha.
