We enclose herewith the tender documents pertaining to the subject work. We request you to kindly submit your most competitive bid. Kindly ensure adherence of the following while submitting your bid.
1. The envelope marked PRICE BID shall be sealed separately and put in to the self-addressed envelope. This self-addressed envelope shall then be sealed and deposited in the tender box.
2. The envelope marked Technical Bid which shall be opened first in the
presence of the bidder shall contain the basic documents specified as under :
i. DD for Rs 100000/- to be submitted as EMD. In case your offer is not accompanied by the requisite EMD, your offer will be rejected.

Special Terms & Conditions:
1. COMPLETION TIME AND PERIOD OF CONTRACT:
a) The Period of completion will be 25 days from the date of call off letter
issued for each site.
b) Call off will be issued for each location (it will have to be delivered at
depot/ territory location or existing Retail outlet in major district
headquarter limit or as mentioned in the call off letter.)
c) Agreement will be valid for a period of one year form the date of
acceptance of tender till the ordered Quantity is completed, whichever is
earlier.
d) The agreement may be extended for the same quantity as mentioned in the
bill of quantities on the same rate/terms& conditions, if the same is mutually
agreeable.
2. RATES, PRICES AND PAYMENT TERMS:
a) The rate (all inclusive) should be quoted for all States mentioned below:
I. Delhi.
II. Haryana & Himachal Pradesh (Reawari/Ambala Territory)
III. Punjab and J&K (Jamuu/ Jalandhar/Sangrur Territory)
IV. Rajastahn (Jaipur/Udaipur/Jodhpur Territory)
V. Western Uttar Pradesh& Utrranchal (Mathura/Merrut/Bareilly Territory)
VI. Eastern Utrtar Pradesh (Gorakhpur/ Kanpur/ Varanasi/ Territory)
b) Rates quoted should be inclusive of all the applicable taxes, duties,
loading, unloading, transportation, octroi, other levies etc. for supply.
Request for any Additional payment, over & above the rates agreed, shall not
be entertained.
c) No advance payment shall be made.

d) The orders in the form of call off letters shall be issued by respective
const. Group Managers/ Engineers situated at state headquarters/ Territory
office of BPCL.(List shall be provided to the successful tenderer). Payment
shall be made by the concerned office within 30 days, after the confirmation
of intact receipt of materials from concerned location.
e) Any fitting found defective on receipt / installation shall be replaced by
the party immediately without any extra charges.
f) EMD @ 5% of contract value to a maximum of Rs.1.00 lakh to be submitted
along with the tender.
g) Security deposit to be submitted by successful tenderer at the rate of 5%
of contract value to a maximum of Rs. 1.00 lakh. However the tenderer shall
have the option to adjust the above EMD towards security deposit.
h) BPCL shall be affecting the mandatory deduction i.e. work contract, income
tax, or any other deduction, as mandated statutorily, from time to time, from
the payment due to tenderer, if applicable.
i) The prices quoted shall remain firm for entire contract period irrespective
of any reason whatsoever including increase in taxes indicated to arrive at a
final rate during the contract period.
j) Light fitting shall be guaranteed for the period of 18 month from the date
of supply or 12 month from the date of fitting.
k) Lamps will be guaranteed for 6 month from the date of supply or 3 month
from the date of fitting.
3. GENRAL CONDITIONS:
a. Tenderer shall arrange all required papers for transportation of the job.
No road permits will be issued by company.
b. Liquidated damages shall be levied for delays, if any. @ 1% of the value of
the call off letters per week, subject to a maximum of 10% of the contract
value. Subsequently, clause No. 25 of General Conditions of Tender also to be
considered as amended accordingly.
c. The orders in the form of call off letters shall be issued by respective
const. Group Managers/ Engineers situated at state headquarters/ Territory
office of BPCL.(List shall be provided to the successful tenderer)
d. The manufacturers test certificates/ all manuals should be provided by the
party along with submission of invoice to the concerned BPCL Office.
4. SPECIFICATIONS:
a. The specification of Metal Halide & CFL Luminaries with accessories as per
enclosed details.
b. The catalogue No. of the product proposed should be mentioned along with
the technical bid.
c. Any deviations in our technical specifications will not be accepted.
d. Only one type of fixture should be proposed.
e. The parties called for negotiation shall submit a sample of Luminary
fixture with necessary fitting to BPCL for comparison in future supplies.
f. Specific lighting design for canopy lighting for each site shall be
provided on request by the party to get the desired lux levels. The design to

show exact placement & orientation of the fixtures on the canopy, so as to
achieve the desired lux levels as specified in this document. This design is
part of this tender enquiry & shall not bear any separate cost.
g. Firm order shall be placed only after satisfactory demonstration of LUX
level achieved at one trial site.
h. Basis of evaluation of offer shall have consideration of life cycle cost of
city/ highway proposals for canopy lighting and complete tender shall be
evaluated on the basis of item wise quote.
5. BILL OF QUANTITIES;
a. The requirement indicated in the schedule is consolidated requirement of
Northern Region.
b. The quantity indicated in only approximate and can vary downward.

between 300 and 350 Lux, on both side of the virtual vertical plane, with
minimum Lux level at any point not less than 250 Lux.
b)Vertical plane surface X1Y1, X2Y2, X3Y3, X4Y4, at a height between 0.8
meter and 1.5 meter from Driveway level, to have vertical average lux level
between 150 and 200 Lux, on both side of virtual vertical plane, with minimum

h) The design consideration is as under :
i) Monolith is 7 m high and 2m wide surface, the lowest level is 300 - 500 mm.
above ground level. This has two sides, to be lit separately. The top
projection of Monolith is leaning outwards.
ii) Metal Halide will be located at Ground level, and will have circular
light beam throwing up. Entire surface of Monolith need to be lit up, with
very high lux at height where circular emblem is located.
