INSTRUCTIONS TO THE BIDDERS
1. Sealed bids are invited on FOR basis from eligible firms/suppliers for the for supply of
different items mentioned below under ADP project “Introduction and Adaptation of High
Value Crops and Fruits in Climatic Conditions of Punjab”:
a. Certified Nursery Plants (50 plants/fruit, 15 plants each variety) of different varieties of
Avocado, Chiku, Nectarine, Pistachio, Berries, Passion fruit, Mangosteen, Fig and
Grapes fruits;
b. Laboratory equipment & machinery include Plant shredder, Chroma meter, Digital
weighing balance, Trellising, Fruit picking/harvesting & pruning tools, Fruit firmness
meter, Motorized hoeing machine, Digital fruit sizer, Refracto meter, soil sampling kit.
2. Eligible firm means Active Taxpayer Listed contractors Registered FBR for NTN & GST
along with registration with PRA in case of services (Attach proofs).
3. For machinery/equipments, experienced suppliers who have repair backup facility with
competent engineers would be allowed to participate. The qualification of the supplier may
be judged at any stage of procurement process as per PPRA Rule 18. The firm must give in
the proposal location of repair backup facility with available HR along with experience of
the firm. The bid of firm without required information may be rejected. For certified nursery
plants, experienced suppliers would be eligible.
4. Correct information regarding make and origin of quoted product should be provided along
with literature showing the detailed specification of the quoted item, failing which the offer
may be technically rejected.
5. The price quoted by the firm should be for complete unit including accessories & be
inclusive of all taxes and installation charges etc. Price should be quoted in Pak Rupees for
item.
6. The bids must be accompanied with bid security @2% of estimated cost (Annex-A) in shape
of call deposit, pay order or bank draft in the name of Director, Barani Agricultural Research
Institute, Chakwal (BARI), in accordance with PPRA Rule 27. Without required bid
security, tender will be rejected at the time of opening.
7. The bids shall be signed by the bidder or a person or persons duly authorized on behalf of
the bidder. Such authority will be indicated and accompanied with the bid. The bid contain
no interline action erasures of overwriting except as necessary to correct errors made by the
bidder, in which case such correction shall be initiated by the person or persons signing the
bid. After opening of tenders, no bidder would be allowed to change or modify the bid as per
PPRA Rule-33.
8. Bids shall remain valid for three months (till November 2016) after the date of bid closing.
9. Single Stage Two Envelope bidding procedure shall be adopted following PPRA Rule-38.
Suppliers are advised to submit their technical and financial bids in one envelope.

10. Bids shall be first technically evaluated item-wise on the basis of generalized specifications
(Annex-I to XI) and instructions included in the tender documents as per PPRA Rule-32.
11. Bidders are advised to quote minimum possible price as no negotiation will be held as per
PPRA Rule-53.
12. Bidder offering lowest financial bid will be accepted if found technically acceptable as per
PPRA Rule-55.
13. Successful bidders will have to submit Performance guarantee amounting to 3% of the
contract amount as per PPRA Rule-56. The successful bidder shall import nursery plants of
only those varieties which will be recommended by the department.
14. The successful bidders will be required to supply these within 120 days of the issuance of
supply order.
15. At any time prior to the deadline for submission of bids the procuring agency, whether at its
own initiative or in response to a clarification by prospective bidder, may modify the
bidding documents by amendment and inform through E-mail. The firms may get
clarification before due date by sending an email at [email protected]. Mr.
Muhammad Azeem Tariq, Economic Botanist, BARI Chakwal (0543-594499) is the
authorized person for responding clarifications.
16. The stores would be inspected by the purchase committee of procuring agency before
delivery. Payment to the firm shall only be made on the acceptance of the stores as per
specifications by the respective committee. Import documents would be required, where
applicable, at the time of supply, failing which the supply will not be accepted and earnest
money will be forfeited.
17. The last date of receiving complete bids is August 08, 2016 till 11:00 am at BARI Chakwal
which will be opened on the same day at 11.30 am in the presence of bidders or their
representatives. Proposals received after due date shall be rejected.
18. The bid security will be forfeited by the procuring agency:
o If a bidder withdraw its bid during bid validity period.
o In case of successful bidding, if a bidder fail to sign the contract with in a week
after award of the contract.
o If the bidder fails to supply the required store items within stipulated time period.
19. Upon the supply of items, payment will be made to the concerned firm after deduction of
taxes from the firm bills according to the Government Rules.
20. The bidders shall be promptly informed about the rejection of the bids, if any, as per PPRA
Rule 35. Grievances and complaints of bidders will be addressed as PPRA Rule-67. In case
of any dispute between procuring agency and supplier PPRA Rule-68 will be applied.
