PARTA‐INTRODUCTION
Phillip Island is a major tourist destination located in Westernport, 120 kilometres south east of Melbourne. Phillip Island receives 3,500,000 visitors annually, including 1,000,000 who visit Phillip Island Nature Parks attractions.
Phillip Island Nature Parks (the Nature Parks) was established in 1996. It is unique in Victoria, in that it is the only nature park under the direction of a State Government‐appointed Board of Management. The Nature Parks controls more than 1,800 hectares of Crown Land and sustains major research, conservation and education programs while managing general recreational assets without ongoing funding from state or federal governments.
The Nature Parks’ four main attractions are the world famous Penguin Parade, the Koala Conservation Centre, Churchill Island and the Nobbies Centre. Each is located at a different site on Phillip Island. The head office is located at the Penguin Parade.
The Nobbies Centre is undergoing a major refurbishment which will involve the internal fit‐out of a new attraction in partnership with World Wide Fund for Nature (WWF) and the completion of significant maintenance works. It is expected that multiple contracted works will be conducted at the same time during the period from April to December 2015.
The Nature Parks is looking for a suitably qualified Licenced Commercial Builder to complete works on the Nobbies roof including repairs, roof sheet replacement and minor structural works.

PARTC‐TENDERREQUIREMENTS
1. Lodgement of Tenders
Tender submissions must be lodged by 5:00pm on the closing date of 30 March 2015. Tenders will be accepted via email and post. Refer to lodgement requirements below.
Any tender which is not received by the closing time (5:00pm) on the nominated day shall be deemed to be a late tender and will not be accepted. Tenders post marked as mailed prior to the closing time on the nominated day will be accepted.
2. Lodgement Requirements
Tenders can be sent via email to Catherine Basterfield at the address noted below. The successful tenderer must enter into contract with the Nature Parks. Contractual terms and conditions will be based on AS 4000 General Contract Terms and Conditions.
4. Criteria for selection
The selection process for the tenders will be conducted in accordance with the value selection and probity principles used by the Nature Parks. The evaluation criteria to assess detailed proposals and select the successful tenderer is as noted below, adjusted for price considerations:

Relevant experience and available resources (capability and capacity)
• Demonstrated experience in commercial building, roofing and maintenance. • Details of suitably qualified staff proposed to work on the installation (note:
all staff must have construction induction cards and working at heights training certificates).
• Declaration of any subcontractors proposed to be used in the project delivery and applicable qualifications.
• Evidence of compliant Work Health and Safety management systems inclusive of contractor management.
Quality control and alignment • Installation and workmanship guarantee.

with Nature Parks vision • Details of quality control systems in place. • Work references • Evidence of alignment with the Nature Parks’ vision.
Value for money • As determined by the tender price and the selection criteria.
It is intended that formal notification of successful tenderer(s) shall be made within 1 week from the closing date. Tenders shall remain valid for acceptance for 2 calendar months after the date of submission.
Submission of a proposal shall constitute and evidence and acknowledgement by the tenderer that it is aware that the Nature Parks is not liable for any costs incurred by, or on behalf of, the tenderer prior to the issue of a letter of acceptance of the tender by the Nature Parks.
5. Site inspection
All tenderers must attend a compulsory site inspection. The inspection will provide tenderers with an appreciation of the exposed weather conditions at the Nobbies site, shared working environment constraints and an opportunity to clarify any technical questions.
The site inspection will be held at 3:00pm on Monday 16th of March at the Nobbies Centre, 1320 Ventnor Road Summerland’s, 3922. Please advise Catherine Basterfield (Operations Manager) of your attendance.
6. Confidentiality and other restrictions
All persons (including tenderers) obtaining or receiving this tender brief and any other information in connection with the tendering process must keep the contents of the tender brief and such other information confidential.
The Nature Parks may require persons and organisations wishing to access or obtain a copy of this tender brief or certain parts of it, or any additional materials to execute a deed of confidentiality (in a form required by, or satisfactory to , the Nature Parks) before or after access is granted.
All responses shall remain confidential and will become the property of Nature Parks. Submission of tender shall constitute and evidence an acknowledgement by the tenderer that, unless required by law, Nature Parks and the tenderer undertakes to treat all information received as part of the tender submission as confidential.
7. Conflicts of Interest
Tenderers are required to disclose any conflicts of interest with the Nature Parks or any related parties past and present.

Requests for further information will only be responded to if submitted in writing.
No representations or statements made by Nature Parks staff constitute an official expression unless made in writing by the designated Nature Parks point of contact.
Any significant additional information concerning the tender which, as a result of a question, is given to one applicant to clarify an issue will be confirmed in writing and copies of the questions received and responses provided will be forwarded to all tenderers.
9. Successful tenders
Selection as a successful tenderer does not give rise to a contract (express or implied) between the successful tenderer and the Nature Parks for the supply of the services. No legal relationship will exist between the Nature Parks and a successful tenderer for the supply of the services until such time as a binding contract is executed by them.
The Nature Parks may, at their absolute discretion, decide not to enter into pre‐contractual negations with a successful tenderer. A tenderer is bound by its tender and, if selected as a successful tenderer, must enter into a contract on the basis of the tender.
The Nature Parks is under no obligation to appoint a successful tenderer or tenderers (as the case may be), or to enter into a contract with a successful tenderer or any other person, if it is unable to identify a tender that complies in all relevant respects with the requirements of the Nature Parks, or if to do so would otherwise not be in the public interest. For the avoidance of any doubt, in these circumstances the Nature Parks will be free to proceed via any alternative process.

PARTD‐TENDERRESPONSE The successful tender for the Nobbies Roof Repairs and Structural Works will need to clearly demonstrate that they have the necessary capacity, capability and experience to achieve the requirements of the project.
Tenders should be short and concise, with minimal marketing information.

4. Work Health & Safety Management Systems • Provide evidence of compliant Work Health and Safety management systems in place that include
policies/procedures for contractor management and working at heights.
5. Commercial References • Contact details of three referees from relevant commercial projects.
6. Quality Control • Details of quality control processes/procedures/certifications in place. • Detail the workmanship guarantee for the proposed project. (Note: the scope requires a minimum 2
year guarantee).
7. Alignment with the Nature Parks vision • This should include the organisations sustainability and environmental policies and practices.

8. Proposed project price. • It is preferred that a fixed dollar quote be given for the entire project (including all expenses).
Inclement weather is expected during the proposed project period and must be considered in the fixed dollar quote provided.
