GENERAL INFORMATIONThe Marine Corps Base, Camp Lejeune telephone system is a United States Government owned, maintained, and operated telephone system.
The telephone system provides official telephone service to Marine Corps Base Camp Lejeune, Marine Corps Air Station New River, tenant commands, andother area government agencies. The telephone system also provides unofficial service on a reimbursable basis to contractors and concessionaires work-ing aboard the Base or Air Station, and residents of family quarters at Courthouse Bay. All other private property venture, government-owned quarters areprovided service by Century Link. Government owned bachelor quarters aboard the Base or Air Station are provided service by American Warrior Network(Sprint Federal).
CLASSES OF TELEPHONE SERVICE
Class "A" (Official with DSN Access) - Provided for the purpose of conducting official government business. This service provides access to thecommercial telephone network and the Defense Switched Network (DSN). Toll charges for official government business are paid for from appropriatedfunds. This class-of-service can be tailored to meet unique subscriber requirements (e.g. restricted from local commercial and/or long-distance access) ona case-by-case basis. Collect telephone calls will not be accepted on these telephones.
Class "A" (Official) - Provided for the purpose of conducting official government business. This service provides access to the commercial tele-phone network. It does not provide access to the DSN. Toll charges for official government business are paid for from appropriated funds. This class-of-service can be tailored to meet unique subscriber requirements (e.g. restricted from long-distance access) on a case-by-case basis. Collect telephone callswill not be accepted on these telephones.
Class "C" (Official Restricted) - Provided for the purpose of conducting official government business. Service is restricted to on-base calling.Collect telephone calls will not be accepted on these telephones.
Class "B" (Unofficial) - Provided for the purpose of unofficial use and may or may not have access to the commercial telephone network. Basicservice toll charges and long distance are paid from either non-appropriated funds or by individual subscribers. Collect telephone calls will not be acceptedon these telephones.
UNOFFICIAL (CLASS "B") TELEPHONE SERVICE
All Class "B" telephone subscribers reimburse the government for telephone service. Telephone service is considered to be provided from thedate of installation until such time as a request for termination of service is received by the Telephone Office.Where applicable, reimbursement will include charges for basic service, installation, relocation, reconnection, and long-distance tolls.
Contractors and concessionaires requiring telephone service should report to the Telephone Office, Building 1105, telephone number 451-5521 forpreparation of a telephone service request. To obtain this service, evidence must be provided in the form of a contract or permit issued by the CommandingOfficer, Marine Corps Base or his representative that authority has been obtained to operate aboard the Base. Telephone service is provided without guar-antee of quantity or quality of service. The Base will not be held liable for any discontinuance or failure in service.
Class "B" telephone subscribers will be billed monthly from DFAS, Cleveland. Subscribers requiring credit adjustments for long-distance calls arerequested to contact the Telephone Office at 451-5521. Payment by check or money order payable to Treasurer of the United States may be mailed to:Disbursing Officer, DFAS-Cleveland, Attention: Invoice Payments, P. O. Box 99557, 1240 East Ninth Street, Cleveland, OH. 44199. Failure to pay bill willresult in termination of service with an additional reconnection charge. If desired, subscribers may request temporary disconnection of service withoutremoval of the telephone for a period not to exceed three months. Charges for this service will be comparable to the rates established by the North CarolinaPublic Utility Commission.
Class "B" telephone subscribers will have their telephone accounts cleared prior to vacating quarters or departing the Base. Requests for termi-nation of service should be made in person a minimum of ten working days prior to the desired termination date.
REQUESTS FOR TELEPHONE SERVICE
Requests for official telephone service (e.g. installation, removal, relocation, or special equipment) will be submitted on form MCBCL BTEL1(Telephone Service Request, See page 5). This form can be found at http://www.marines.mil/unit/mcblejeune/basetel/Pages/default.aspx. Once completed,the TSR should be forwarded to the Commanding Officer, Marine Corps Base (Attn: Base Telephone Officer, Building 1105) via the appropriate chain-of-command. Points-of-contact will be notified of all actions on telephone service requests.
Requests for unofficial (Class "B") telephone service will be made in person at the Telephone Office, Building 1105, telephone number 451-5521.
TELEPHONE TOLL CHARGES (OFFICIAL)
All long-distance, toll calls not certified as official will be promptly investigated by the Telephone Control Officer for possible fraud. Telephonefraud is any use of an official telephone for unofficial purposes which results in a charge to the United States Government. Telephone fraud is subject toprosecution according to the Articles governing the Uniform Code of Military Justice and codes governing the Federal Judicial Courts.
MONITORING AND RECORDING TELEPHONE CONVERSATIONS
Except when authorized by statute or regulation or other lawful authority, the use of electronic and mechanical recording devices to intercept andrecord telephone conversations is forbidden and such devices will not be procured for attachment to government-owned telecommunications equipment.
Monitoring of telephone conversations by secretaries or other personnel for the purpose of recording appointments, making arrangements, assist-ing with commitments, and assuring adequate follow-up is permitted only after callers have been notified in advance and have given their approval. Callersmust be assured at that time that the monitoring is not accomplished through the use of any electronic or mechanical monitoring devices.
GENERAL INFORMATIONFIELD WIRE PROCEDURES AND RESTRICTIONS
Field wire or any other type of data or voice communications cable will not be placed on utility poles, on any building, or in the way of vehicular orpedestrian traffic.
Telephone service is provided in close proximity of most tactical landing zones/training areas. The using unit is responsible for establishing con-nectivity between Base Telephone's point-of-demarcation and the field command-post.
MAINTENANCE AND PRESERVATION OF TELEPHONE EQUIPMENT
The Marine Corps Base, Camp Lejeune telephone system is maintained and operated by the Telephone Branch, Communications ServicesDivision, S-4/S-6/BPO. No person, other than an authorized member of this Branch, shall service, install, relocate, remove, or interfere with any item orfacility of the Base Telephone System. Unauthorized tampering with base telephone equipment can damage the network, disrupt service to other sub-scribers, and may result in termination of service to the offending party.
No cordless phones are authorized aboard the Camp Lejeune / MCAS complex without written authorization from the Telephone Officer at BaseTelephone.
Digging, excavating, driving posts or pilings along roads or within inhabited areas in the vicinity of pole lines or underground cables is prohibitedwithout prior approval and utility location. For approval and request for telecommunications cable locates call451-3100.
PAY STATION TELEPHONES
Pay Station telephones are owned, operated, and maintained by Century Link and are, by the permission of the Commanding Officer, installed onthe Base for the convenience of the public. Area Commanders are responsible for the security of pay station telephones located in their respective areas.Misuse or abuse of these telephones deprives many people of their use and will not be tolerated.
The Marine Corps Community Services, Contracting Officer Representative (451-3843) is responsible for coordinating the administration and man-agement of all pay station telephone service aboard the Base. Requests for installations, relocations, or removals will be submitted to the CommandingOfficer, Marine Corps Base (Attn: Marine Corps Community Services Contracting Officer Representative, Bldg 1017).

Dial Tone - A continuous tone must be present before using some features.
Access Code - A three-character code required to access available features, (normally * and 2 digits)
Confirmation Tone - Consists of three bursts of dial tone.
Hook Flash - Accomplished by depressing the hook switch (button used to hang up the telephone) for approximately onesecond.

CALL TRANSFER - Allows user to transfer an incoming call to another telephone number within Camp Lejeune. To activate - After receiving the call, hook flash and dial the number desired. After hearing ring you may stay on the line toannounce the call or you may hang up.
CALL FORWARD, ALL - Allows all incoming calls to be immediately diverted to another number, within Camp Lejeune.To activate - Listen for dial tone, dial *71, after receiving confirmation tone, dial desired number to receive your calls, wait forsecond confirmation tone, hang up. To cancel, listen for dial tone, dial *72, hang up. NOTE: Users with Voicemail should notCall Forward to a number without Voicemail.
CALL FORWARD, BUSY - Allows all incoming calls to be immediately diverted to another number when your phone is busy.(Not available with voice mail).To activate - Listen for dial tone, dial *94, after receiving confirmation tone, dial desired number to receive your calls, wait forsecond confirmation tone, hang up. To cancel, listen for dial tone, dial *95, hang up. NOTE: Users with numbers in a HuntGroup should not use Call Forward Busy or Call Forward No Answer as the settings for the Hunt Group will take precedenceover Call Forward Busy or Call Forward No Answer.
CALL FORWARD, NO ANSWER - After three rings, if not answered, allows incoming calls to be diverted to another number.(Not available with voice mail).To activate - After receiving dial tone, dial *96, listen for confirmation tone, dial desired number to receive your calls. To can-cel, listen for dial tone, dial *97, hang up. NOTE: Users with numbers in a Hunt group should not use Call Forward Busy orCall Forward No Answer, as the settings for the Hunt group will take precedence over Call Forward Busy or Call Forward NoAnswer.
CALL PICKUP - Allows you to answer a ringing telephone in your call pickup group from your telephone.To activate - Listen for dial tone, dial *76.
RING AGAIN - When the number you are calling is busy, you may request a callback. This will last for 15 minutes and canonly be used within Camp Lejeune.To activate - When receiving a busy signal, hook flash, after receiving confirmation tone, dial *79. To cancel callback early,listen for dial tone, dial *79.
VOICE MAIL - Available on a limited basis upon request.
THREE WAY CALLING - Allows three way conversations.To activate - While first call is in progress, hook flash get second dial tone. Dial third party, once they answer, hook flashand begin talking.
CONFERENCE PROGRESSIVE - Allows you to control access to a conference call. Conferees may exit at any time.To activate - Listen for dial tone, dial *84, after receiving confirmation tone, dial desired number. Once the called partyanswers, hook flash to bring the called party onto the bridge (you will hear a tone and the called party should still be there).Hook flash again and you will receive confirmation tone indicating the switch is ready for you to call a second party. Repeatprocedure for each member. Hook flash, if you receive a busy signal or no answer, hook flash and dial *85.
CALL HOLD - Allows you to place one call on hold while you place/answer another call, and upon completion, return to theoriginal call.To activate - Hook flash and listen for dial tone, dial *99, after receiving confirmation tone, receive or originate another call.To return to the original call, hook flash.
LAST NUMBER REDIAL - Allows the user to redial the last number that was called from that line.To activate - Listen for dial tone, then dial *73.
SPEED CALLING - (Maximum 10 Numbers) - Frequently called numbers can be assigned to a speed calling code number.To activate - Listen for dial tone, dial *81, after receiving confirmation tone, dial speed code (numbers #0 thru #9) and num-ber desired. After each number is entered, you will receive confirmation tone.To place call - Dial only the associated speed call number (i.e. #0-#9).
CUSTOMER ORIGINATED TRACE - If a duty or individual were to receive a threat phone call they should follow the belowlisted procedures:- After receiving the threat call, hang up your phone.- Immediately pick up the receiver of your phone and dial *57 (star 57) and then hang up.- Alert PMO at 451-2555 or dial 911 and inform them that you have received a threat call, the time that you received the calland that you initiated the tag and trace procedure.- Then follow your unit SOP for bomb threat reporting and response.
Military Law enforcement investigators will follow up with the investigation process. This process has been tested and willeven trace cell phones back to their owner/user.
PERMANENT HOLD - Allows you to place one call on hold until you return to that call. To activate: Hook flash and listen for second dial tone, dial *78, listen for confirmation tone, then hang up the phone. Toreturn to the call placed on hold, pick up the phone.

On/Off-Netting interconnects the Defense Switched Network (DSN) with a local or long-dis-tance commercial network. This service enables users to call an on/off-net DSN switchboard andcomplete a call to another party via a combination of DSN and commercial connectivity. A partiallisting of DSN Selected Listings on page 51 and on/off-net switchboards is available on page 52and 88. On/off-Net calls are permitted under the following circumstances:
Official Calls. Official on/off-net calls are only permitted for emergency conditions withnational security implications or for exceptional circumstances specifically authorized by aCommander in Chief, Chief of a Service, or director of a defense agency to all locations served bya DSN on/off-net switchboard. However, on/off-netting at the distant end is at the discretion ofthe local commander and may be prohibited due to operational requirements, local restrictions, orhost-nation laws and agreements.
Health, Morale, and Welfare (HMW) Calls. DSN may be used to place HMW calls from orto OCONUS isolated or remote geographic locations because of non-availability of acceptablecommercial services. Use of DSN for off-net HMW calls is governed by Department of Defense(DOD) Directives and must be approved by the appropriate Commander in Chief (CINC).Deploying commands should ascertain whether the CINC of the area they are deploying to hasapproved such calls and coordinate with Base Telephone prior to deploying. If CINC approval hasnot been granted or cannot be determined prior to deployment, deploying commands shouldreport approval and request HMW off-net patches by message as soon as they determine that theappropriate CINC has approved them. HMW calls from deployed or OCONUS locations will beplaced by dialing DSN: 312-751-6262. No off-net HMW call will incur a toll charge to the govern-ment even if the intent is to reimburse the government. HMW calls from CONUS locations will beextended in a bona-fide emergency only.
