The Telangana Pradesh Congress Committee (TPCC) humbly submits
the Manifesto of Indian National Congress (INC) for the General
Elections 2014 to the people of Telangana. We are proud to announce
the first manifesto of the party on the historic occasion of formation of
the new Telangana State encompassing long cherished hopes and
aspirations of Telangana people. The Telangana Pradesh Congress
Committee is committed to fulfil the aspirations of the people of
Telangana and devote itself to give the people of Telangana a better
tomorrow.
Telangana: A Dream Come True
A 60 year dream of the people of Telangana was realised on 20th
February 2014, when Telangana was formally created by the Parliament
of India. Smt. Sonia Gandhi lead INC and Dr. Manmohan Singh led
UPA government ensured that the aspirations of 4 crore people was
realised.
We kindly remind all of you that it was Smt. Soniaji who initiated the
process of the creation of the state in 1999 when she wrote to the then
Union Home Minister L K Advani to facilitate the formation of
Telangana. However, the BJP lead NDA government, under pressure
from Telugu Desam Party, refused to consider the demand for
Telangana. Mrs Sonia Gandhi took the demand of the people as her
mission and since then, has been striving relentlessly to ensure justice
to the people of Telangana. She through her capable leadership

navigated protracted deliberations and stonewalling in the past years to
fight for the people of Telangana and realize their dreams. We thank
her for her unflinching support and guiding us through difficult times.
Struggle for Telangana State: A brief time-line in History where
Indian National Congress Played a Crucial Role
1999: Congress demanded creation of Telangana state. Congress led 39
member group of Telangana MLAs gave an appeal to Mrs Sonia
Gandhi requesting her help to create a separate state. The issue
was debated by the Congress Working Committee and a sub-
committee under the chairmanship of Manmohan Singh was
formed. The Congress party wrote to the NDA government
demanding the formation of a separate state. The demand was
rejected by the then Union Home Minister L K Advani
Dec 9, 2009: Congress led UPA Government announced decision to
initiate the process for formation of Telangana state
Dec 10, 2009: All parties except the Indian National Congress took a
‘U’ Turn and went back on their decision of state division
Feb 3, 2010: In unavoidable conditions Centre had set-up a five-
member committee led by Justice Srikrishna to look into the
Telangana issue
Dec 2010: Srikrishna Committee submitted its report, suggesting six
options
July 30, 2013: UPA Coordination Panel and Congress Working
Committee resolved to create the state of Telangana
Oct 3, 2013: Union cabinet approved the proposal to divide Andhra
Pradesh. A Group of Ministers (GoM) was constituted to
prepare the roadmap for division after consultations with all
stakeholders
Dec 5, 2013: Union cabinet approved draft Andhra Pradesh
Reorganisation Bill, 2013 prepared on the basis of
recommendations by the GoM. The Bill was sent to President

Pranab Mukherjee with a request to make a reference to Andhra
Pradesh legislature to obtain its views under Article 3 of the
Constitution
Feb 13, 2014: Bill was introduced in Lok Sabha
Feb 20, 2014: Congress party ensured passage of Telangana bill
creating the new state of Telangana
Promises made and Promises fulfilled by Indian National
Congress led government in the State in past 10 years:
Free electricity provided to farmers.
One-time settlement of debt up to Rs 50,000 initiated.
Rs. 1 lakh compensation was given to the family of farmers who
committed suicide due to economic distress.
Initiated fee reimbursement scheme, “Post Matric Scholarship” to
support students from economically weaker backgrounds pursuing
professional courses like engineering, medicine, MBA, MCA, B Ed
etc.. In 2012-13, the Government allocated Rs. 5,000 Crore for the
scheme which covered more than 600,000 students in professional
colleges.
Launched Integrated Novel Development in Rural Areas and Model
Municipal Areas (INDIRAMMA), a housing scheme for the rural
population with the aim of making the state Hut-free. The
Indiramma programme has so far seen completion of 12.50 lakh
houses.
Hugely popular scheme, Rajiv Aarogyasri was launched to provide
quality health care to the poor. The scheme provides financial
support of up to Rs. 2 lakhs in a year to families living below poverty
line for the treatment of serious ailments requiring hospitalization
and surgery.

State Government has further subsidized the cost of gas cylinders
for 72 lakh families. Rs 216 crore spent annually on gas cylinder
subsidy.
Mahatma Gandhi National Rural Employment Act is being
implemented since 2006, in the State. The Scheme has so far
covered 93,74,212 households and provided Rs. 20,799 Crores, as
wages since inception of the Scheme.
Covering 7 million persons under social security pensions to the old,
widows and disabled persons and streamlining the delivery of
pensions at their doorsteps on 1st of every month follow saturation
approach.
About 5 million poor SHG women are covered under Self Help
Group women co-contributory pension Scheme, (Abhayahastham
program) which guarantees reasonable sum as monthly pension to
the SHG women participating in the scheme, after crossing the age
of 60 years, apart from providing death and disability insurance
cover.
Enacted the historic Andhra Pradesh Scheduled Castes Sub-Plan and
Tribal Sub-Plan (Planning, Allocation and Utilization of Financial
Resources) Act, 2012. It gives, for the first time in the country,
statutory status to the scheduled castes and scheduled tribe sub-
plans by ensuring allocation of funds to these sections in proportion
to their population.
Your Voice and our Pledge:
The demand for a separate state by the people of Telangana is
essentially a demand for self-determination and development through
political empowerment. The Congress Party now wants to work with
the people of Telangana to ensure that, these aspirations are met in a
time-bound and meaningful manner. Therefore, the Congress Party
Government in Telangana will adopt a three-pronged approach to
building the Telangana state:
Adopt a policy, which is sensitive to the needs of all sections of
the people of Telangana, with special focus on the needs of the

socially and economically backward sections of the society, such
SCs, STs OBC, Minorities and women.
Promote socially inclusive economic growth with a focus on
jobs, livelihoods, social justice and to secure to all people
universal access to rights, entitlements and services guaranteed to
them, through various policies, programs and legislations.
Make adequate investments in human resource development,
infrastructure development, irrigation and power sector
development and attract investment for expanding jobs and self-
employment opportunities for all, with special focus on the
youth. We will ensure special attention to backward areas of the
state.
The above will rest within a framework of governance reforms, which
will ensure transparency and accountability in delivery of government
services and participatory decision-making through decentralized
democracy.
CREATION OF A PROGRESSIVE and VIBRANT
TELANGANA: IDEA:
Telangana Pradesh Congress Committee (TPCC) of Indian National
Congress (INC) is hereby presenting its General Elections 2014
Manifesto which aims at ‘Inclusive Development, focusing on
Equity and Accountability’ (IDEA), wherein we resolve to make the
following promises to the people of Telangana to create a vibrant
Telangana:
1. We would like to recognize and remember the sacrifices made by
the people of Telangana in the 1969 struggle and also in the
movement for the separate state of Telangana in recent years.
Accordingly, a 5 acre Amaraaveerula Memorial Park will be
developed in Hyderabad town. Furthermore the families of the
Amaraveerulu will be duly honored for the sacrifices made by their
family members. Therefore it is decided to provide to the families of
Amaraveerulu, Pensions to dependent senior citizens,
widows/unmarried sisters, job to one family member, ex-gratia
payment to each family and a permanent house to each family. With
Rs.100 Crores Corpus fund Late Prof. Jaya Shankar Trust will be

formed to benefit the victims and families of martyrs of Telangana
Movement.
2. In recognition of sacrifices made by the employees in the struggle
for separate Telangana, the Congress party will pay the entire
salaries for the Strike period during “Sakala Janula Samme” and
treat that period of strike as working period for all practical
purposes. A special Telangana increment will be given to all the
employees with effect from the day of formation of Telangana
State. This also applies to APSRTC Employees. A special
Commission will be appointed to study grievances of employees and
redressal within bound.
3. The age limit for retirement for State Government Employees will
be as per Government of India norms, i.e., 60 years.
4. We will endeavor to give high quality education to the students of
the state from KG to PG, irrespective of their social and economic
status, by bringing in revolutionary reforms in the education sector.
Commercialization of education will be banned. Reservation in
admissions to SC, ST, OBC students will be extended to private
educational institutions also. Full-fee reimbursement to all poor
students will be ensured, wherever they are studying, whether in
government or select private educational institutions.
5. State government of Telangana will establish one Navodaya type
school in every Assembly constituency.
6. There will be one Polytechnic or ITI in every mandal
7. There will be one Residential school for SCs/STs in every mandal.
8. In order to enhance the nutrition standards of our school-going
children, we will provide to all school children one glass of milk and
egg daily in addition to mid-day meals.
9. All vacant teacher or lecturer posts will be filled within one year.
10. We will adopt a ‘Universal Health Care’ policy under the slogan
“Andariki Arogyam” ( i.e., Providing Health insurance cover for all)
by ensuring universal access to free and quality health care to all
families by strengthening public health institutions and by forging
partnership with private hospitals.
11. A medical college will be attached to every District Government
Hospital.

12. We will enact a ‘Right to Homestead’ legislation to provide every
poor homeless family in rural areas approximately 250 Square Yards
of land for housing and backyard garden to supplement family
income.
13. We will construct 5 lakh houses in rural and urban areas every year
for the weaker sections. We will ensure that every household has
access to clean drinking water and a functional sanitary latrine.
14. By introducing Loan-Waiver Scheme, the loan burden on the
women Self Help Groups will be reduced shall be reduced.
15. Agriculture, Horticulture, Animal Husbandry and Fisheries sectors
will receive our undivided attention and encouragement. State will
give an impetus to the Horticulture, Animal Husbandry and
fisheries sectors by investing in the R and D, infrastructure,
extension and marketing services.
16. State will bring out farmer friendly Integrated Seed Regulation Act
to protect farmers from unscrupulous traders.
17. Market intervention fund of Rs.1000 Crores will be constituted to
safeguard the economic interests of farmers. Commission on
Agricultural Costs & Prices (CACP) shall be constituted at state
level, to declare state supported MSP for all the important crops in
the state.
18. Every farmer, particularly the marginal and small farmers will be
provided universal access to credit at 0% interest rate. Every farmer
will be protected through crop insurance.
19. An autonomous Board will be established for each commercial crop
to promote innovation and development in technology, processing,
value addition and marketing.
20. “Godavari Valley Authority” shall be created for comprehensive
development of Telangana by utilizing the resources of River
Godavari.
21. Chevella-Pranahita project will be taken up as a National Project
and completed within five years. Godavari water utilization will be
taken up in stepladder manner so as to create maximum irrigation
potential and also navigation in the region. Jalayagnam projects,
which are already initiated, will be completed in a time-bound
manner.

22. Reconstruction & restoration of 35,974 village tanks to original
standards will be undertaken in the first five years.
23. All the district headquarters & industrial corridors will be connected
with 6 Lane All Weather Roads. MMTS Services will be provided to
all the District headquarters that are linked to Railway lines to
provide rapid mass transport. High Speed Railway Line will be
introduced between Karim Nagar and Hyderabad.
24. Power projects to tap all available sources will be taken up to make
Telangana a power surplus state.
25. New industrial corridors will be established as Special Economic
Zones with sector focused activities. Specific focus on
manufacturing, Fertilizer, Thermal & Hydel power generation etc.
will be given in Singareni industrial corridor covering 4 districts of
Adilabad, Karimnagar, Warrangal and Khammam. Export & Dry
port industrial corridor in Khammam & Nalgonda Districts will be
established. Agricultural & Horticultural corridor will be created in
Adilabad, Medak, Ranga Reddy, Mahaboob Nagar and Nizamabad
Districts. IT, Film & TV industry and Pharma Industry corridor will
be developed in Hyderabad, Ranga Reddy, medak & Mahaboob
Nagar Districts.
26. New industrial entrepreneurs will be encouraged with special tax
holiday and other concessions for at least next 10 years.
27. State Finance Corporation and State Industrial Infrastructure
Corporation will be strengthened to promote rapid industrialization
in the state.
28. There will be single window facilitation cell for all official clearances
to simplify procedure and reduce processing period. All applications
will be cleared within stipulated time period in a transparent
manner.
29. Due importance will be given to Micro, Small and Medium
industries.
30. We will consider “All Party Legislative Committee”
recommendations on Nizam Deccan Sugars Ltd and also revival of
Nizamabad Co-operative Sugar Factory Ltd.
31. Minorities Sub-plan will be introduced and there will be higher
budgetary allocations to the minorities welfare department.

32. Persons with disabilities, single women/widowed women, will be
included in all economic and social development schemes.
All rights of persons with disabilities guaranteed by the Constitution
of India and the national legislations shall be protected and
promoted.
33. The Telangana State Government will take immediate steps to
distribute all the available lands including government, ceiling
surplus, Bhoodaan unutilized acquired lands to the poor. Funds will
be allotted to women Self Help Groups to purchase lands for
poorest women members in SHGs.
34. State Government will take immediate steps to:
a) Effectively implement Koneru Ranga Rao Committee
recommendations.
b) Extend the date for receiving application for regularization of
sada binaamis and issue patta. Further, government should
exempt the regularization fee for at least SCs/STs and
women. Government should also extend the cut-off date
from 2000 to 2010.
c) Carry out mutations in land records and issue patta to all who
have inherited land.
d) Settle all the Inaam Lands.
e) Settle forest revenue boundary disputes and issue patta under
revenue laws or title under the Forest Rights Acts to the poor
who are in cultivation of those lands.
f) Complete forest settlement process.
g) Issue titles to Tribals and other traditional forest dwellers
under Forest Rights Act. Rectify errors / mistakes /
Discrepancies in the titles. Issue titles to community forest
resources.
h) Issue patta to eligible people who are in cultivation of
government / Farrari Patta/ Ghatt Number/ Billa number
Patta lands.
35. The image of Hyderabad as a world-class city will be safeguarded.
The city’s infrastructure facilities will be upgraded with the objective

of hosting Olympic Games in the near future. Other cities in the
state will be developed into smart and safe cities with high quality
urban infrastructure.
36. The Telangana State will recruit 1 Lakh unemployed Youth in
various departments with in one year. All backlog vacancies existing
in various departments will be filled in 2 years.
37. The Government will assist one lakh unemployed youth to secure
jobs in each District in public or private sector or by promoting
self-employment, in the next five years.
38. Government will set up Rajiv Gandhi Rural Youth Centers in all the
Mandal headquarters with a library, and full-fledged IT centers with
computers, internet, printers, scanners etc., to enable students and
youth to prepare for competitive examinations, and access
information about education and employment opportunities across
the world. These Centers will also provide information about all
Government services and schemes.
39. Telangana Public Service Commission will take up recruitment
exercise annually in accordance with a fixed schedule as is being
done in case of Union Public Service Commission. As measure of
concern for the youth, who took active participation in the
Telangana movement, we will increase the maximum age eligible for
recruitment to 40 Years.
40. The current system of engaging staff on contract employment will
be replaced with regular employment, against sanctioned posts.
Further recruitment on contract basis shall be banned. The
Contractual Staff who are working with government will be given 5
years of age relaxation to appear for TPSC exams for consecutive 3
Years. All Contract employees who have put in not less than 8 years
of satisfactory and continuous service and if recruited after due
process and adhering to rule of reservation will be regularized as per
the seniority and roaster, if their services are needed in the
respective departments. This also applies to the contract employees
of IKP/ DRDA departments.
41. Government Employment Exchanges will be modernized and
equipped to secure access to employment in the public and private
sector for the unemployed. The Employment exchanges will also

function as counseling centers including providing handholding
support for skilled and unskilled labour seeking employment
abroad.
42. We will expand on the vision of decentralized democracy as
envisioned by late Rajiv Gandhi. It will be operationalized in letter
and spirit by transferring requisite funds, functions and
functionaries related to the subjects as envisaged in 73rd & 74th
Constitutional Amendments. We will ensure that every year the
State Government will make available untied funds to local bodies
from the planned allocation of the State.
43. We will ensure that consequent to the division of the state,
reservation for SC/STs will be revised as per the population of
SC/ST in Telangana state.
44. Legislation enacted by AP on the Scheduled Castes Sub Plan and
Tribal Sub plan will be effectively implemented.
45. Social Welfare Residential Schools/Gurukula institutions will be
expanded to ensure at least one residential school each for SC/ST
boys and girls in every Assembly constituency. State government
will evolve standards for the infrastructure facilities in SC and ST
hostels and improve facilities in all SC and ST hostels to meet the
standards in the next 2 years.
46. We will ensure that a portion of goods and services being procured
by government including civil contracts shall be reserved for SC/ST
entrepreneurs.
47. All ST Tandas will be given the status of a Gram Panchayat.
48. SC/ST entrepreneurs will be assisted to access Bank credit for self-
employment ventures, upto Rs. 1 Crore, without collateral security.
49. We will bring out a BC Sub-plan and earmark a portion of the Plan
budget to support the BC Action plan every year. Hostel facilities
for BCs will be improved and BC residential schools will be
expanded. BC Finance Corporation will be strengthened to support
income-generating activities of the BCs, particularly the artisans. All
the professional artisan groups from among the BCs will be assisted
to improve their livelihoods, and secure access to markets.
50. We will strengthen the State SC/ST/BC Commissions with
professional staff support to estimate gaps in development between
SC/ST/OBC vis-à-vis general population and also to estimate gaps

in development within various social groups among STs/STs/BCs
to suggest measures to bring equity among all the groups. The
Commissions will also be empowered to monitor the
implementation of the Scheduled Caste sub plan and Tribal sub
plan.
51. Graduate one-time grant of Rs. 10,000 in the form of a voucher to
cover skill development training to become employable in private or
public sector.
52. In all anti-poverty programmes targeting individual households,
50% beneficiaries shall be from SC /ST Communities.
53. SC, ST Students whose parents are not Income Tax assesses shall be
provided scholarships without any income limits.
54. College hostels will be established to accommodate SC, ST, BC and
Minority students pursuing college education, away from their
native place. Centers of excellence for 1000 poor students from SC,
ST, BC and Minority communities will be established in Hyderabad
town to enable students to prepare for competitive exams or access
educational and employment opportunities abroad.
55. There will be total ban on belt shops and stringent action will be
taken against those running belt-shops.
56. Telangana state will formulate policy documents and
implementation plans on the following development agenda, within
four months from the date of formation of the state:
a) Education.
b) Universal Health Care.
c) Land Reforms.
d) Development of backward areas.
e) Job creation for the youth.
f) Empowerment of women through SHGs and their
federations.
g) Social security for the unorganized workers.
57. The new State of Telangana will set up ‘State Advisory Council’ on
the lines of National Advisory Council (NAC) of UPA
Government, with intellectuals and experts in social sector to advise
the Government on social sector policies, programs and legislations.
58. 8-10 districts will be newly created by reoganizing the existing
districts.

59. The state government will bring out legislation on ‘Right to Public
Services and Grievance Reddressal’ to enhance the quality of
delivery of services to the people.
60. State government of Telangana is committed to provide clean and
corruption-free government. We will bring out a legislation
empowering the Lokayuktha to effectively deal with corruption in
government departments

62. Farmers will be given quality current of un-interrupted free power
during daytime.
63. In Private Schools, a private Educational Society will be allowed to
establish a single alone and will not be allowed to establish chain of
schools. They will be categorized into A, B, C, D categories similar
to Engineering colleges.
64. The Private Schools Staff will provided with residential
accommodation at affordable rates.
65. Educational loans at nominal interest or no interest at all will be
provided to meritorious students who pursue higher education/research
in top National & International institutions on the guarantee of the
individual without insisting on collateral security.
