concrete,the uncheckedgrowth of unau-thorisedcolonieshave
com-pounded the problem.Experts believe there could
beseriousissuesin structuralde-signsandimplementation ofbuilding
codes making the high-rises susceptible to strong vibra-tions. The
concrete structuresthat have come up in unauthor-isedcoloniesdo not
meet eventhe basic requirements of build-ing codes.The 2010
LalithaPark build-ing collapse, which left 71 deadandmore than 200
injured, isacase in point. The ve-oor resi-dentialbuilding,which
housedmorethan 200 tenantsandhadseveralsweatshopsrunningon
itspremises, hadoutedallrulesofbuilding construc-tion.Such
structuresin unauthorised col-oniesandlaldoraareaare quite
vul-nerable. Alarge numberof suchstructureshave come up along
thebanks of the Yamuna where the sever-ity of earthquake
increasesdue toloose soil. While the new governmentin Delhi should
look at this issue care-fully, the civicagenciesare also re-quired
to look at the old structures inthe WalledCity, which
requirestrengthening,saidRC Kehar, for-merchairman-cum-managing
direc-tor, NationalBuilding ConstructionCorporation.Delhicurrently
hasclose to 2,000unauthorisedcolonies, which are indifferent
stagesof regularisation.Close to 50 lakh people live in
thesecolonies.While there are strict buildingcodes for high rises
in Delhi and NCR,expertsagree that many structuresstilllack
structuralsafety. Illegalchangesin shape anddesign of thestructure
during the constructionstage make these buildingsvulnera-ble.There
are enough codes and prac-tices published by the Bureauof Indi-an
StandardBIS on howto designearthquake resistant structures.
Butimplementation isan issue. It isthejob of structuralengineersto
givepropershape andformto abuilding,which hasstrong
verticalloadbear-ing capacity aswellasface the hori-zontalforcesin
timesof earthquake.But structuralengineersare rarelyinvolvedin
overalldesign, planningandconstruction of the building,saidMahesh
Tandon, president, In-dian Associations of Structural
Engi-neers.Dikshu Kukreja, managing direc-torof prominent
architecturalrmCP KukrejaandAssociatesalso con-curson this. The
concept of gettingstructuralstability certicate cameup only
