Technical standards for hot water boilers In order to place hot-water boilers on the European Union (EU) market, they must comply with the essential requirements laid down in Directive 92/42/EEC (OJ L-167 22/06/1992). This Directive focuses on the promotion of a rational use of energy, hence the essential requirements only refer to the minimum levels of energy efficiency to be met. Product Scope The Directive applies to new hot-water boilers fired with liquid or gaseous fuels with a rated output of no less than 4 kW and no more than 400 kW, in particular to the following boilers: standard boilers; low-temperature boilers; condensing boilers using liquid fuel; gas condensing boilers. The following boilers are excluded from the scope of the Directive: hot water boilers capable of being fired by different fuels including solid fuels; equipment for the instantaneous preparation of hot water; boilers designed to be fired by fuels, the properties of which differ appreciably from the properties of the liquid and gaseous fuels commonly marketed (industrial waste gas, biogas, etc); cookers and appliances designed mainly to heat the premises in which they are installed and, as a subsidiary function, to supply hot water for central heating and sanitary hot water; appliances with rated outputs of less than 6 kW using gravity circulation and designed solely for the production of stored sanitary hot water; boilers manufactured on a one-off basis. 1. Product Scope

1. Essential requirements
Boilers must comply with the useful efficiency requirements laid down in Article 5 of the Directive, which refer to each type of boiler (standard, low-temperature and gas condensing). Boilers must also fulfil the essential requirements of the Gas Appliances Directive 90/396/EEC (OJ L-196 26/07/1990).
2. Harmonised standards
Harmonised standards are technical specifications that would enable to meet the essential requirements. Products manufactured according to these harmonised standards benefit from a presumption of compliance with the essential requirements.
Harmonised standards are developed by the European Standardisation bodies: The European Committee for standardisation (CEN) and the European Committee for Electrotechnical standardisation (CENELEC), published in the Official Journal of the European Communities and transposed into national legislation in the form of national standards with identical characteristics.
The conformity assessment procedures applicable to boilers are described in the annexes to the Directive. Boilers are subject to an EC type-examination, together with a declaration of conformity by the manufacturer carried out in conjunction with a notified body.
Notified bodies are organisations designated by each Member State and notified to the Commission and the other Member States, that are in charge of assesing manufaturer's conformity to the esssential requirements when a third party is required.
As boilers must also fulfil the essential requirements of the Gas Appliances Directive 90/396/EEC (OJ L-196 26/07/1990), the conformity assessment procedures described in this Directive can also be used.
4. CE-marking
The CE conformity marking has to be affixed to boilers before they are placed on the market. This marking may only be conveyed by appliances conforming to the essential requirements of the Directive.
