International Instruments The Government of Nigeria has signed the relevant International treaties and

Conventions as regards safety. These include:

• The Convention on Nuclear Safety;

• The Joint Convention on the Safety of Spent fuel Management and on the Safety of Radioactive Waste Management;

• The Convention on Assistance in the Case of Nuclear Accident or Radiological Emergency;

• Conventions on Early Notification and Assistance in the Event of Nuclear or Radiological Emergency;

• The Convention on Physical Protection of Nuclear Materials;

• Amendment to the Convention on the Physical Protection of Nuclear Material

• Vienna Convention on Civil Liability for Nuclear Damage

• The NPT

• The Comprehensive Safeguards Agreement

• Additional Protocol

International Instruments In 2002 Nigeria expressed its political commitment to the Code of Conduct on the Safety and Security of Radioactive Sources.

Nigeria has hosted some Peer Review Missions from the IAEA:

• Radiation Safety and Security of Radioactive Sources Infrastructure Appraisal (RaSSIA) Mission, 2005

• Integrated Safety Assessment Of Research Reactors (INSARR) Mission, 2010

• Emergency Preparedness Review (EPREV) Mission, 2015

• Integrated Nuclear Infrastructure Review (INIR) Mission, 2015

INIR MISSION - 2015

An integrated Workplan developed in collaboration with the IAEA (2016) to further develop the needed capacity for regulating Nigeria’s nuclear power programme.

The implementation of the Workplan has been assigned to responsible Points of Contacts within the Authority.

IAEA IRRS MISSION - 2017

NNRA requested for Integrated Regulatory Review Service (IRRS) Expert Mission to incorporate operating experiences, best practices and ultimately enhance regulatory performance.

An information meeting was held in February 2016.

This Preparatory Meeting was held in June, 2016 is to prepare ahead of the IRRS Mission.

Conduct of Self Assessment using SARIS completed

The Mission is scheduled for April/May 2017

International Cooperation NNRA participates in the following international activities

and networks:

• Regulatory Cooperative Forum (RCF)

• Forum of the Nuclear Regulatory Bodies in Africa (FNRBA)

NNRA has signed cooperative agreements with the European Commission, US DOE.

Regulatory framework

• NNRA – Established in 2001

• Independent regulatory body with the responsibility for nuclear safety and radiological protection regulation in Nigeria.

• New NSSS Bill has been developed awaiting passage into law.

Human Resources Development for Nuclear Safety

The main focus of NNRA regulatory activities is employing several strategies in building and strengthening the national capacity.

NNRA Condition of Service is being reviewed to attract and retain high quality trained personnel;

Adequate number of qualified staff but lack adequate competence;

In 2012, Training Need Analysis was conducted by applying the four-quadrant competency framework proposed by IAEA-TECDOC-1254;

Human Resource Development Plan

A Human Resource Development (HRD) plan for Nuclear safety is developed;

The plan is to ensure the use of a Systematic Approach to Training (SAT) for attaining and maintaining the competences

Training of its Officers for further fill the competence gap has commenced .

So far, 28 Officers have obtained master degrees in various nuclear fields and radiation protection

About 10 Officers are currently undergoing PhD/Master in nuclear fields in South Korea, UK, Russia, Bulgaria, etc

Training and Education Opportunities

– European Commission – ITER Consult & ENSTTI

– KINS and KINGS

– Russia (ROSATOM)

– US DOE

Radiation protection

• Nigeria gazetted the Nigeria Basic Ionizing Radiation Regulations (NiBIRR) 2003.

• The NiBIRR 2003 is currently being reviewed by the Authority in line with GSR Part 3 of the IAEA Safety Standard.

Safety Assessment

• The NNRA is developing the expertise for the conduct of the review of safety assessments.

• The NNRA has conducted a training needs analysis for nuclear safety in 2013 and has in place a training plan covering review and assessment

• Nigeria is cooperate with the identified External support Organizations for available resources.

• NNRA has also established a TSO at the National Institute of Radiation Protection and Research basically for radiation protection, dosimetry services and research.

Transport safety

• The NNRA in 2006 gazetted the Nigerian Safety Regulations on the Transport of Radioactive Sources.

• This is being reviewed in line with IAEA SSR-6 in order to fill the gaps identified

• The NNRA and other relevant stakeholders are part of the following networks:

– International Atomic Energy Agency (IAEA) Events

– Technical working group activities of the FNRBA on transportation of radioactive material.

– Illicit Trafficking Database (ITDB)

Challenges
