1. INTRODUCTION AND BACKGROUND The fast reactor, which can generate electricity and breed additional fissile material for future fuel stocks, is a resource that will be needed when economic uranium supplies for the thermal reactors diminish. Further, the fast-fission fuel cycle in which material is recycled (a basic requirement to meet sustainability criteria) offers the flexibility needed to contribute decisively towards solving the problem of growing “spent” fuel inventories by greatly reducing the volume, the heat load and the radiotoxic inventory of high-level wastes that must be disposed of in long-term geological repositories. This is a waste management option that will play an increasingly important role in the future, and help to ensure that nuclear energy remains a sustainable long-term option in the world’s overall energy mix. In recognition of the fast reactor’s importance for the sustainability of the nuclear option, currently there is worldwide renewed interest in fast reactor technology development, as indicated, e.g., by the outcome of the Generation IV International Forum (GIF) technology review, which concluded with 3 out of 6 innovative systems to be fast reactors (gas cooled fast reactor, sodium cooled fast reactor, and heavy liquid metal cooled fast reactor), plus a potential fast core for a 4th concept, the super-critical water reactor. Currently, fast reactor construction projects are on-going in India (PFBR) and Russian Federation (BN-800), whilst in China the first experimental fast reactor (CEFR) is in the commissioning phase. Fast reactor programs are also carried out in Europe (in particular in France), Japan, Republic of Korea and the USA.

The most important challenges for fast reactors are in the areas of cost competitiveness with respect to LWRs and other energy sources, enhanced safety, non-proliferation, and public acceptance. With the exception of this latter, these translate into technology development challenges, i.e. the development of advanced reactor concepts incorporating innovative systems and components, as well as advanced fuel and fuel cycle technologies. In particular, innovative heat exchangers and steam generators are key to significanly reduce the capital cost of the NSSS of the fast reactors.

The IAEA, within the framework of its Nuclear Energy Department’s Technical Working Group on Fast Reactors (TWG-FR), assists Member States activities in these technology development areas by providing an umbrella for information exchange [topical Technical Meetings (TMs), Workshops and large Conferences] and collaborative R&D [Coordinated Research Projects (CRPs)]. This topical TM is addressing Member States’ expressed information exchange needs in the field of advanced fast reactor design features, with particular attention to innovative heat exchangers and steam generators.

2. OBJECTIVES The Objective of the TM is to provide a global forum for in-depth information exchange and discussion on the most advanced concepts of heat exchangers and steam generators for fast reactors. 3. PROVISIONAL PROGRAMME The meeting will commence on Wednesday, 21 December 2011 at 9:00 a.m. in Meeting Room M5. It will adjourn on Thursday, 22 December 2011 at 5:00 p.m.

The programme of the TM will include papers addressing the following topics:

(i) Status of advanced fast reactor development activities with special emphasis on design and performances of heat exchangers and steam generators;

(ii) Requirements for innovative heat exchangers and steam generators;

(iii) Results of studies and conceptual designs for innovative heat exchangers and steam generators.

To address point (i) above, nominated representatives of participating Member States will be asked to make presentations covering the respective national programs.

On the last day of the TM, break-out sessions (to be defined by the Scientific Secretary in consultation with the chairman in the final agenda after acceptance of the papers) will be organized in charge of drafting:

- Preliminary summaries for the Proceedings of the TM;

- Conclusions and recommendations with regard to innovative heat exchangers and steam generators for advanced fast reactors;

- Recommendations for international collaboration under IAEA aegis.

4. PARTICIPATION Participation is solicited from governmental, national and international organizations, research centres, universities, and industries. To ensure maximum effectiveness in the exchange of information, the participants should be persons actively involved in the subject of the meeting.

Participants should complete the attached Participation Form as soon as possible and send it to the competent official authority (ministry of Foreign Affairs or National Atomic Energy Authority) for transmission to the IAEA Secretariat, to arrive not later than 28 October 2011.

The designation of a participant will be accepted only if forwarded by the Government of an IAEA Member State or by an Organization invited to participate.

The meeting is, in principle, open to all officially designated persons. The IAEA, however, reserves the right to limit participation should this become necessary due to limitations imposed by the available seating capacity. It is therefore recommended that interested persons take the necessary steps to obtain their official designation as early as possible.

A preliminary meeting Agenda will be sent to the participants when the completed Participation Forms are received.

5. LOCATION OF THE MEETING The meeting will be held at IAEA Headquarters in Vienna.

7. SUMMARIES AND PAPERS The Participation Form (see attachment) should be submitted through the appropriate government channels with an indication of the intention to present a paper. Participation Forms must be transmitted to the Agency in time to reach the IAEA by 28 October 2011, together with a copy of a one-page abstract. The abstract will be used to select papers (based on coherence with the objectives and scope of the Technical Meeting, novelty and significance of results, clarity of presentation, etc.) and to establish the final programme. Authors will be notified of the status of their paper by the IAEA.

The submission of a paper implies that the author intends to participate in the meeting if the paper is accepted, and to provide the IAEA (Mr S. Monti) at the Technical Meeting with a camera-ready original of the paper for publication by the IAEA in the proceedings after the Technical Meeting. A digital version of the paper on a disk (or CD ROM) in MS Word format is desirable to facilitate editing and publication of the proceedings. All papers - apart from invited reviews - must present original work; they should not have been published elsewhere.

Detailed instructions for preparation of the manuscript for publication will be provided to authors upon notification of acceptance of their paper. Authors should bring to the meeting (or send in advance to the local organizing committee) 40 copies of their papers.

The time for presentation of papers will be limited to approximately 30 minutes in order to have sufficient time for discussions. Both an overhead and a video projector, and a screen for viewgraphs will be provided. Any additional equipment requirements should be noted on the attached Participation Form.

The meeting agenda will be provided to the participants sufficiently in advance of the meeting for them to plan their presentation. 8. WORKING LANGUAGE The working language of the meeting will be English, with no interpretation provided. All communications, abstracts and papers must be in this language. 9. VISAS Designated participants who need a visa for entering Austria should submit the necessary application to the nearest diplomatic or consular representative of Austria as early as possible. 10. EXPENDITURES No registration fee will be charged to the participants. The costs for the organization of the meeting are born by the IAEA.

The IAEA is not in a position to bear the travel and other costs of designated participants in the Technical Meeting. 11. PROCEEDINGS The proceedings of the meeting will be prepared by the IAEA as soon as possible after the meeting. 12. LOCAL ARRANGEMENT The meeting venue, hotel reservation, and other necessary information will be sent to officially designated participants upon receipt by the IAEA of the Participation Form.
