1. PROJECT BACKGROUND
1.1. Briefing of the Project
Fangzheng County Wastewater Treatment Plant & Sewerage Networks project (FCWTPSN),
loaned by Asian Development Bank (ADB), includes 2 components, namely- the Wastewater
Treatment Plant(WWTP) component and Sewerage Networks component. According to the
feas ib i l i t y s tud y repor t ( FSR), Fangzheng town wastewater treatment plant is proposed
to be built in the northeast corner of Fangzheng town. The total treatment capacity of this
project is 6, 000m3/d.
1.2. Estimated Impacts
According to the RP, the construction of wastewater treatment plant and sewerage network
will involve permanent land acquisition and temporary land occupation.
The WWTP will acquire 3.04 ha or 45.6 mu paddy land permanently with 8 households or
31 people to be affected.
The 38 km of waste interception and collection network will use0.425 ha road temporarily.
1.3. Monitoring and Evaluation
1.3.1. Content
According to the RP and its implementation, the 1st M&E mainly includes such contents:
Permanent land acquisition progress, fund allocation, compensation rate and
resettlement implementation, etc.
Gender impacts and gender development
livelihood conditions of affected vulnerable groups
Inclusive development situation within project area
Restoration and reconstruction of infrastructure
Fund budget and allocation, etc.
Resettlement organization
Public participation and negotiation

Appeal procedure
1.3.2. Methods
Typical investigation: investigate and interview typical households affected by the project with
semi-structural questionnaire, so as to collect necessary information, including basic information
of project affected households(PAHs), project affected persons(PAPs)s, area of land
acquisition and house demolition, resettlement measures and livelihood restoration situation,
compensation rates and actual resettlement capital etc.
Symposia: interview the project implementation agencies (PIAs) , local project management
office (LPMO) and project owner to collect related information about land acquisition, house
demolition and their resettlement measures and effects.
Referring secondary documents and other useful data: refer concerned documents, such as
agreements and statistical reports and verify them.
Interviewing key persons: interview the leader of Fangzheng County Wastewater Treatment
Plant, director and PAPs of affected villages.
1.3.3. Implementation Agency
NRCR of Hohai University undertakes external monitoring of this project.
1.3.4. Schedule
In Dec. 2011, with the assistance from Foreign Capital Utilization Division of Heilongjiang
Provincial Development and Reform Commission and Fangzheng County Wastewater
Treatment Plant, M&E team conducted the first field survey, interviewed typical affected
households to investigate the factual situation of land acquisition and house demolition.

2. Progress
2.1. Project Construction Progress
2.1.1. Proposed Project Construction Schedule
According to the proposed project construction schedule, the project was expected to be
started in September, 2008 and completed in November, 2010.
2.1.2. Factual Construction Progress
According to the field survey, the FSR of this project was completed in December; 2007 and
was officially confirmed and approved by Heilongjiang provincial Development and Reform
Commission in March, 2008.
In February, 2008,” the permission notes for project location was received. Please see
Annex 2 for more details.
In May, 2008, the preliminary design was finished and approved by Heilongjiang Provincial
Development and Reform Commission in December, 2008.
In August, 2008, obtained the planning permit of project construction. See Annex 2.
In March, 2009, completed the project construction design..
On 16th, April, 2009, the Construction Headquarters of Fangzheng County Wastewater
Treatment Plant was established.
In October, 2009, obtained land use permit.
In March, 2010, began the construction.
In September, 2010, the civil construction part was completed.

According to the RP, the resettlement activities of this project was expected to be started in
March, 2008 and completed in July, 2008. Details can be seen in Table2-1.

3. PROJECT IMPACTS, COMPENSATION RATE AND
RESETTLEMENT MEATURES
3.1. Permanent collectivity land acquisition, compensation rate
and resettlement measures
3.1.1. The area of permanent collectivity land acquisition and affected
population
According to RP in 2008, the WWTP will acquire 3.04 ha or 45.6 mu paddy land
permanently with 8 households or 31 people to be affected.
According to locale monitoring, the area of permanent collectivity land acquisition and
affected population are not changed.
3.1.2. Compensation rate for permanent collective land acquisition
The planed compensation rate for collective land acquisition of RP is showed in table 3-1.

During the actual implementation process, the compensation rate for permanent collectivity
land acquisition is compensated according to Implementation Measures of Heilongjiang
provincial Integrated Land Price issued in 2008 (Heilongjiang Government[2008 ] No.101)
policy, see Annex 2.

within its administrative area (not including compensation rate of ground attachment and green seedlings).
Article 7 After the payment of social security cost, 70% of the land acquisition compensation , which is
determined by comprehensive land price, , will be given to the APs as subsidies, 30% will be given to
the collective communities to construct public facility , develop village enterprise or provide living
allowance to .landless farmers
Article 9 If involving green crops or attachments on the land, provide the compensation to the owners. . The
compensation for green crops and attachments should accounts for 4% to 6% of the integrated land price in
land acquisition area.
Article10 10% of the total integrated land price should be paid if the land temporary occupation period lasts
more than 1 year and 20% of the total integrated land price should be paid if the land temporary occupation
period lasts more than 2 years. integrated land price
Article23 When land acquisition area does not reach the average land area per capital, , it can take monetary
resettlement manner. The subsidies can be provided to the farmers directly. After landless farmers participate
in endowment Insurance and no longer require other resettlement, ways can sign a resettlement
compensation agreement with them and pay the resettlement subsidies to the individuals.
According to the policy, the compensation rate of land acquisition of JIanguo Village which is
location of Fangzheng County Wastewater Treatment Plant should be 20,000yuan/mu. More
details in Table3-2.

After calculation, the total compensation per mu is lower than that of RP. In order to follow
ADB’s safeguard policy, LPMO enhanced land acquisition compensation rates for this
project, after upgrading the rates, the land compensation and resettlement subsidies add up
to 23000 Yuan / mu, about 35.4 Yuan / m2, which is higher than that in resettlement plan.
The allocation proportion of the compensation fee is generally same as that in RP. Based on
the article 7 of Implementation Measures of Heilongjiang provincial Integrated Land , 30% of
the compensation will be given to the villages and 70% will be given to the affected farmers.

3.2. Temporary land occupation
3.2.1. Plan of temporary land occupation and its compensation
According to the RP, The construction of wastewater interception, storm and wastewater
collection networks will occupy a total of 4,230 m2 (6.34mu) of urban road, including 80 m2
asphalt road and4,150 m2 sidewalk.
The compensation fees of formerly planed temporary land occupation in original plan were
not calculated.
3.2.2. Factual temporary land occupation area, impacts and
compensation
Up to December, 2011, the temporary land occupation of thisproject is 43947.01m2, and the
occupation time lasting from 3 months to 1 year. For more details, please see table 3-4.
No persons were affected by temporary land occupation.
The compensation foundation is the Implementation Measures of Heilongjiang provincial
Integrated Land price issued in 2008, which is the implementation of Heilongjiang Province

People Government about land acquisition area piece integrated price (Heilongjiang
Government[2008 ] No.101) policy. It regulates that: The temporary use of collective land
owned by farmers or state-owned for 1year,the people who can use the land would be paid
10% of integrated land price in land acquisition area, for 2 years, 20% of the compensation.
According to the file, compensation fees of temporary land occupation in the project are
206553 Yuan.
Up to December, 2011, temporary land occupations in the table3-4 are all finish reclamation.

4. CAPITAL
4.1. Budget in RP
According to RP, total budget of the project investment is RMB 1,572,430.88 Yuan, see
table4-1.

5. SURVEYS AND ANALYSIS OF RESULTS
5.1. Survey Method
The M&E group takes random sampling method to select the affected households, and makes
tracking survey on production and living standard. At the same time, conduct interviews on the
affected village and villagers.
5.2. Survey Contents
The main contents of this survey are to conduct a tracking survey on the affected people. The
main content includes: house population, production, non-agriculture production, main
production tools, annual housing income, and resettlement social gender impact and
resettlement psychology and so on.
5.3. Survey Organization and Process
No house demolition impact was involved in the project, and only land acquisition impact
involved in.8 households, 31 persons are affected by permanent land acquisition in the project.
The M&E group was accompanied by Gruanyu Manager of Fangzheng County Water Supply
and Drainage Co.
A total sample of 5 households is monitored by the M&E, accounting for 62.5% of all affected
households.
5.4. Results of Typical Case Interview
During investigation, the M&E group conducted a interview with Director Cui of JIanguo Village.
Some situation of JIanguo Village was introduced by Director Cui in the followings.

There are 340 households, 1360 persons, including 650 women in the Janguo village, which
are all agriculture residence. There are 740 labour forces, including 340 female labour forces,
mainly in the agricultural village. The total food output is 3100 tons in 2011. The village has two
greenhouse vegetable bases, big canopy 100 sets, whose area is 100 mu. Two melon planting
area is 20 mu. There are 1 large cattle breeding household, who breed 50 castles, 1 large pig
breeding household who breed 100 pigs, 2 large chicken breeding household who breed 5000
chickens. There are 30 persons working in the foreign and 200 persons working in the
domestic.
Total area of arable land in the village is 6198 mu (including 350mu village collective
motor-driven arable land), of which 5335 mu paddy fields, 863 mu dry land. The total collection
area of paddy field is 45.58 mu, and village land influence rate is 0.7%.
In 2011, per capita net income of villager in Jianguo Village is about 10500 Yuan, of which 80%
come from agriculture, and the rest come from work, breeding.
March 21, 2008, land expropriation announcement was conducted, April, 2008, Fangzheng
County Development and Reform Bureau, Land Bureau conducted a influence investigation,
May, 2008, the effects were registered and the land acquisition hearing was conducted,
December,2008, compensation fees were attained..
The compensation rate is at 35 Yuan / mu, of which 23.6 Yuan / mu is for farmers, the
remaining 11.4 Yuan / mu for village collective. The village collective use part of the funds to
repair rural road.
During the construction, Fangzheng County Sewage Treatment Plant employed more than 20
villagers, who are employed for 6 months, paid for 150-300 Yuan / day.

During the period of construction, Fangzheng County Sewage Treatment project also
temporarily occupied part land of the village, and this part of the temporary area has been paid
compensation. In November, 2009, it was reclaimed, after reclamation, it still grows rice, and
output of per mu already was close to the original. Temporary land restoration work was
responsible for Fangzheng County Water Supply and Drainage Company, but rubles left over
from construction still bring some impact to farming.
After land acquisition, the village does not distribute the land again, for affected people, some
people go out for work and individual throw themselves into the lap of their relatives, for
example, Ge Jinxing are long-term living in Shanghai, don't go back to Hui Jianguo Village.
Land acquisition put some impact on female life, before land acquisition, females are mainly
depended on agricultural cultivation, after land acquisition, the affected females turn to
aquaculture. Others follow their husband to go out to work.

44.4% of the total population. Among which, 12 persons are labor population, 2 persons are
female labor force population. After land acquisition, affected women turn to farming in order to

5 households,18 persons in the survey, among which, Illiterate ,0 person ;primary school
cultural degree, 7 persons, accounting for 39% of the total population; junior high school
cultural degree 9 persons, 50% of the population; high school cultural degree,2 persons,
accounting for 11% of the total population. The affected population educational degree

5.5.6. Annual Family Income and Expenditure
Income. According to statistical data of a survey of 5 households, 18 persons, the total annual
household income in 2011 is 141300 Yuan, whose sources are from agricultural income, going
out to work income and other income. The annual planting income is 111400 Yuan, accounting
for 79% of household income; the annual working out income is 20400 Yuan, accounting for
14% of household income; other annual income is 9500 Yuan, accounting for 7% of household
income. Income structure is shown in Figure 5-2; each sampling household income
circumstance in 2011 is shown in table 5-2.

Expenditure. Total annual household expenditure is 62609 Yuan, of which the production
expenditure is 16709 Yuan, and consumption expenditure is 45900 Yuan. Among which,
annual cost for seeds is 7860 Yuan, accounting for 12% of the total annual household
expenditures ;The annual cost for pesticides and fertilizers is 5780 Yuan, accounting for 9%
of the total annual household expenditures; The irrigation water expenditures is 1764 Yuan,
accounting for 3% of total annual household expenditures; the annual electricity cost is1305
Yuan, accounting for 2% of total annual household expenditures; for consumer spending, the
annual cost of children to go to school is 7000 Yuan, accounting for 11% of total annual
household expenditures; the annual cost of communication is 6300 Yuan, accounting for10%
of total family expenditure; heating cost is 6000 Yuan, accounting for10% of the total annual
household expenditures; the annual cost of byproduct is 6300 Yuan, accounting for10% of the
total annual household expenditures; the cost of gift exchanges is 19000 Yuan, accounting for
30% of total family expenditure. Sampling households’ family expenditure structure in 2011 is

5.5.7. Family and Individual Net Income Tracking
From Table 5-3, it can be seen that, annual net income of affected family in 2011 is 78691 Yuan,
annual net income of per household is $15738.2, slightly lower than that of 2008, average annual net
income 21824 Yuan. The livelihood of affected family is not fully restored.
Due to 80% income of the APs’ of 2011 comes from the crop plantation; the land acquisition results in
the reclaimed land area reduced and thus have a little impact to their annual net income. And since
there are 350 mu unallocated collective land within the village, it’s suggested the village can provide
some of them to the APs.

6.2. Evaluation
The M&E group had conducted a survey on the operation of these organizations mentioned above,
and the survey result indicated that they have accomplished their own obligations and tasks in current
resettlement activities.
The resettlement institutions involved in this project are well staffed and the staffs are also qualified.
There are 9 Full-time workers, 6 of whom are professional workers, accounting for 66.7%. They are of
favorable specialty technology diathesis. There were 18 staffs at fastigium. An expedite bottom-up
information channel among these institutions has been established, which is very important for drawing
up and implementation of the RP.

7. PUBLIC PARTICIPATION ACONSULTATION
According to national, provincial and municipal policies and regulations on land acquisition and house
demolition, this project should protect the legal rights of affected persons and enterprises to reduce the
discontent and dispute. So, based on the characters of improvement and construction of the project,
displacement and resettlement policy and implementation rules, resettlement plan should be well
prepared to achieve the goal of resettlement successfully. In the phases of formulating resettlement
policy, drawing up RP and implementation of this project, much attention has been paid to consult with
affected person and listen to their opinions.
During the project preparation and feasibility study phase, for project-induced resettlement, the PMO
consulted with people’s groups, and representatives of APs, institutions,
In February, 2008, Fangzheng County Water Supply and Drainage CO. have contacted with the
affected village, discussed project and compensation, compensation policy, rights and effect on village
and the villagers.
March 21, 2008, Fangzheng County Land Resources Bureau announced the beforehand
announcement (see attachment 1).
In 2008 May, Fangzheng County Water Supply and Drainage CO. Leading group of Fangzheng
County Wastewater Treatment Plant and Engineering Consulting and Appraisal Centre of Heilongjiang
Province organized a special investigation on land acquisition impact of Fangzheng County
Wastewater Treatment Plant; Related resettlement representatives participate in the survey and put
forward opinions on land compensation and resettlement in the project which will be considered during
design and resettlement plan.
In 2008 June, Fangzheng County Water Supply and Drainage CO. provided Land Information
Handbook, distributed to all affected populations. The land acquisition resettlement program copy will
be long-term preservation in the project office and affected village committee.
The land acquisition resettlement plan has been published at the Asian Development Bank’s website in
June, 2008.

8. APPEALS AND COMPLAINTS
During the process of resettlement, a transparent and effective channel for the APs to appeal or
complain is established. In the course of land acquisition and house demolition, implement institution
promulgate related policy and compensation standard to affected people and units. If they have any
problems or opinions, they can firstly reflect their complaint to Jiangguo Village Committee. If the reply
is unsatisfied, the Demolition Team or Office must hand in the complaints to Fangzheng County Water
Supply and Drainage CO., where the staff will dispose of the complaints appropriately to minimize the
adverse impacts. If not satisfied, they can reflect their complaint to ADB PMO. If not satisfied again, law
approach will be adopted.
At the same time, land acquisition and demolition implementation mechanism should publish timely
land acquisition resettlement policies and compensation standards to the APs. 2010, Fangzheng
County Water Supply and Drainage CO. , listened to the villagers of Jianguo Village after publishing
Heilongjiang Province comprehensive price, improved land acquisition compensation standard,
especially the subsidy for resettlement, and resettlement grants play a certain positive role in improving
the livelihoods of affected villagers to restore.
At present, the project resettlement and land acquisition is drawing to a close, for investigation situation,
affected persons and units are satisfied.

9. CONCLUSIONS AND SUGGESTIONS
9.1. Conclusions
(i)The construction part of the project has been finished.
(ii)The relative resettlement agencies can play their functions and promote the component construction
implemented successfully.
(iii) The permanent land acquisition number was not changed, still is 45.6 mu, all for paddy field. The
permanent land acquisition procedure is basically reasonable, and compensation standards are higher
than the Heilongjiang province comprehensive land price. The sum of land compensation and
resettlement fees is higher than the standard of resettlement plan. Total 8 households or 31 people
were affected by permanent land acquisition.
(iv) The area of planned temporary land occupancy covers from an area of 6.34 mu to 65.92 mu, and
the occupied land had carry on the compensation and reclamation policy. No person was affected by
temporary land occupation.
(v)The permanent land procedures are complete; the state-owned land use certificate of the factory
part has been transacted. Handled
(vi) The compensation funds have been paid in full, and payment voucher is complete.
(vii)The project information is open and All APs know how to appeal for their rights when their benefits
were damned, and they can find an efficiency complaint channel.
(viii) The resettlement files in the project is well and related materials are complete.
9.2. Existing problems and suggestions
(i) Some villagers living are affected, which has not yet been fully recovered. Understanding that there
is some mobile land in the village, it is suggested that villagers who has a high landless rate will have
priority to rent the land, At the same time, develop skills training and guide the market, which guide that
the affected villagers living can be improved.
(ii)Improve temporary land restoration measures, ensure the recovery of the soil is without impurities,
and the affected villagers can be put into production as soon as possible.

1 Backgrounds of Project
1.1 Introduction
Jiamusi city has developed rapidly in recent years, but the construction of urban
drainage facilities has far lagged behind. Since the groundwater has been seriously
polluted and the volume of water supply has been severely declined, effluent reuse of
the WWTP is launched to help mitigate the problem of water supply shortage.
Jiamusi East District WWTP was constructed in 2005 and was in operation in
December 2006; with a treatment capacity of 100,000m3/d. The WWTP is located in
inner side of the Songhua River dikes. Part of treated wastewater from WWTP will be
sent to the effluent reuse treatment plant and others will be directly discharged to the
Songhua River. After a deep treatment process, the effluent water will be used in
irrigating urban green land, or as industrial cooling water, and landscaping water for
regulating Wangsanwu River and Yindamu River.
The Project includes construction of an effluent reuse plant, with a treatment
capacity of 40,000m3/d and layout of 18.67 km water distribution pipelines.
A total investment of this project is CNY92.74 million, including CNY25 million
of loan from ADB, CNY54 million of State Bond, and CNY13.74 million of local funds.
1.2 Impacts of Project
1.2.1 Impacts According to RP
The effluent reuse plant of Jiamusi East District WWTP is located at northwest of
intersection of Wusuli River Street and Chang’an Road, within a preserved vacant
land of the WWTP. The total area of the WWTP is 15.07 ha, of which the WWTP
covers an area of 5 ha and the effluent reuse plant is planned to use 1.62 ha of the
land. The Project site is located on the shoal of the Songhua River, which is formerly
the state-owned wasteland under the ownership of local government. The land was
acquired during the construction of the WWTP in 2005.
Project would only temporarily occupy current roads and no households would
be affected. All the constructions would be conducted on state-owned land.

1.3.2 Methods
During the M&E, following methods are used:
Symposium: Have an informal discussion with resettlement offices and
Implementing Agencies in order to know things about land acquisition and
resettlement.
Referring to document data: Looking up the document of resettlement activities,
checking the compensation agreements of the land acquisition and resettlement and
statistics data.
Interviewing Key-men who provide information: having interviews with key-men,
such as directors of WWTP, village heads, householders, etc.
1.3.3 Institution of Monitoring and Evaluation
National Research Center of Resettlement (NRCR) of Hohai University carries
out the Independent Monitoring and Evaluation (M&E) to involuntary resettlement of
the project.
1.3.4 Schedule
With the help from Foreign Investment Division of Heilongjiang DRC and Jiamusi
New Times Construction & Development Co. Ltd. , the M&E team made the
field-survey in late Dec, 2011 when they carried out survey and interviews upon the
APs in an attempt to get the impacts of this project and the impletion of the
resettlement.

2 Schedule
2.1 The Process of the Construction
2.1.1 Planned Process
The project was going to start in Aug, 2008 and be finished in Sep, 2010.
2.1.2 Actual Process
Dec,18, 2006 Heilongjiang DRC approved FRR and preliminary design was
approved on Jan, 16, 2007. Heilongjiang DRC approved the design of project
construction in 2007. The construction of the plant was finished in 2011.

2.2 Process of Resettlement
The effluent reuse plant of Jiamusi East District WWTP is located at northwest of

designs and procedures of land acquisition have been over and the land was acquired
during the construction of the WWTP in 2005. No APs and resettlements are involved.
The project would lay 18.67 km water distribution pipelines and, by Dec, 2011,
5km pipelines supported by civil funds had been laid main along Shengli Road, Keji
Road, Yihai Rice Industry and Sponge titanium Industry Zone. All the pipelines have
been put at the same time when the road was being built; hence extra compensation
for temporary land occupation because of this could be avoided.
This project will lay 3.5km pipelines whose diameter is 500 along the Changan
road and connecting lines from WWTP to Jiamusi thermal power plant belonged to
Huadian Energy from June to July in 2007. Application to Jiamusi Administrative
Law Enforcement Bureau has been made and a deposit of 200CNY/m2 has been
paid.

3 Impacts of Project, Compensation Standard and
Resettlement
3.1 Permanent Land Acquisition
The Project site is located on the shoal of the Songhua River, which is formerly
the state-owned wasteland under the ownership of local government. Thus land use
right of this Project was transferred by governments in 2005. The land use certificate
No. (05) 1522248 was issued by Ministry of Land Resources of PRC on November 7,
2005.table 3-1 gives details on permanent land acquisition of WWTP and Effluent
Reuse Plant

3.2 Temporary Land Occupation
3.2.1 Temporary Land Occupation and Compensation According to
the RP
According to RP, the pipeline will be laid along the roads as much
as possible to reduce the socio-economic impacts on the local communities.
Water distribution pipelines for effluent reuse project will be laid along the state-owned
land of open drainage ditches (14km) of the road. The temporary land occupation will
be within the preserved areas (4.7km) for planned pipelines construction. The layout
is along sidewalk and embankments of Changan, Guangming, Songxin and Wusuli
River with a total length of 18.67 km. The effluent reuse distribution pipeline will be
constructed section by section, which will cause very short time road disruption
ranging for about 1 month at maximum. No individual households and businesses will
be affected. After the completion of the pipeline construction, the temporarily affected

land will be restored to its original condition when they are returned. During pipelines
construction, a pipe-jacking technology will be adopted if the pipeline must cross the
roads. Therefore no road will be occupied or destroyed. It does not involve any
structure demolition. Therefore, no adverse impacts on residents are expected.Table
3-2 provides the details of temporary land occupation status and budgets of related
costs.

By Dec, 2011, 5km pipelines supported by civil funds had been laid main along

the pipelines have been put at the same time when the road was being built; hence
compensation for temporary land occupation because of this was avoided.
LPMO still try to optimize the pipeline networks and combine them with future’s road
construction so as to decrease the temporary land occupation. But up to now, what
they can do is waiting for the general road construction plan of Jiamusi city.

6 Conclusions
6.1 Conclusions
(1) Construction of this project has been finished and this subproject has any
involuntary resettlement impact because of this.
(2) 5km pipelines supported by civil funds had been laid at the same time when
the road was being built; hence compensation for temporary land occupation
has not been came.
(3) Jiamusi New Times Construction & Development Co. Ltd., as a IA, equips
staffs special for resettlement and could fulfill its responsibilities
6.2 Suggestions
(1) The IA should prepare documents and files about approval and compensation
of temporary land occupation for next M&E.

1 Backgrounds of Project
1.1 Introduction
Nenjiang County lies in southwest of Heihe City of Heilongjiang Province. Nenjiang River is the head of Songhua River and is the main
water source for people living along the river banks. It plays a very important role in boosting the local economic development and promoting the
social civilization. With the socioeconomic development of city, the increased discharge of industrial and domestic wastewater, directly into
Nenjiang River and finally into Songhua River, have deteriorated the water quality of Nenjiang River, and in turn greatly pollutes the Songhua
River. The construction of WWTP Project will improve the quality of living, promote sustainable development and utilization of water resources,
protect the health of local people, promote industrial and agricultural production, and stimulate the economic
development of Nenjiang County. Therefore, it is important and urgent to construct the Nenjiang County Wastewater Treatment Plant
Project.
The project includes construction of WWTP with capacity of 15,000 m3/d and1.185 km of main interceptors and 10.543 km of sewer
networks.
A total investment of this project is CNY46million, including $4million of loan from ADB, CNY18.4million of State Bond, and CNY27.6million
of local funds.

1.2 Impacts
1.2.1 Impacts according to RP
The construction of the WWTP will acquire 3 ha of state land permanently which is mud flat land of Nenjiang River and located
between the old flood dykes and new city flood protection embankments. The construction of wastewater
interception and collection networks will occupy a total of 1.64 ha of road temporarily. No structures will be demolished, and no
ground attachments and basic infrastructure and facilities will be affected.
The Project construction will necessitate permanent land acquisition and temporary land occupation of state-owned land but does not
involve any involuntary resettlement.

2.2 Process of Resettlement
2.2.1 Process According to RP
According to RP, the related procedure of land use certificate application and approval will be obtained between June and September 2008.
The land is expected to be acquired before September 2008, with approval of ADB.
2.2.2 Actual Process
Nov, 2, 2007, proposal of site selection was finished.
The preliminary approval was awarded by Heilongjiang Land Resource Bureau on Jul, 4, 2008.
On Apr, 3, 2010, permit of land utilization by Nenjiang Land Resource Bureau (Decree No.28, 2010) was obtained
Land use right of this project(29475 ㎡) was transferred by the local government on Apr,29 2010. And the next day, permit of construction
land planning was obtained.
Feb, 11, 2011, license of land use(28698.54 ㎡) was awarded.

3 Impacts of Project and Compensation
3.1 Permanent Land Acquisition
3.1.1 Permanent Land Acquisition and Compensation According to RP
Nenjiang County WWTP Project in Heilongjiang Province would be built on a piece of mud flat land which is 450 meters away from
Xingjiang dike of Nenjiang River. The WWTP is located in the western part of Nengjiang Town, the area between the newly built flood control
dikes and old embankments of town. The total area of permanent acquisition of WWTP was about 3 ha of state-owned mud flat land of Nenjiang
River. Table 3-1 presents the impact of permanent land acquisition. Compensation for this was not mentioned in RP.

3.1.2 Actual Permanent Land Acquisition and Compensation
The location of project was not changed; however, the area of land acquired is 2.87ha, 0.13 ha less than that in RP. This patch of land is
state-owned. And compensation for is 416000CNY.
3.2 Temporary Land Occupation
3.2.1 Temporary Land Occupation and Compensation According to RP
According to RP, the pipeline would be paved along the roads. The wastewater interception and sewerage pipelines would go along urban

road with temporary land occupation of 1,659 m2 and 14,760 m2, respectively. The restoration cost for state-owned urban road is included in the
engineering cost. The wastewater interception and sewerage pipelines would be along urban road of Nenjiang County. The pipeline would be
constructed section by section along urban road, which would cause very short time road disruption ranging for about 1 month at maximum. No
individual households and businesses would be affected. Less impact was expected to the local surrounding residents and traffics. After the
completion of the pipeline construction, the temporarily affected road would be restored to its original condition. Table 3-2 provides the details of
temporary land occupation status and budgets of related costs.

3.2.2 Actual Temporary Land Occupation and Compensation
As this is a public welfare project, the local government has acquitted most compensation cost for the pipeline construction. By, Dec, 2011, the
project has occupied land of 2.1mu temporarily. As a result, 50,000CNY of compensation and cost for restoration has been paid. Table 3-3 gives
details on permanent land acquisition and temporary land occupation and compensation. Up to now, no person affected by temporary land
occupation.

4 Funds
4.1 Budget According to RP
According to RP, the total cost was 3,025,938CNY.The total cost of the
permanent land acquisition was CNY70,518, including CNY21,320 of land certificate
application cost paid to Nenjiang Land Administration Bureau and CNY9,198 of
contingencies. The relevant fee is presented in Table 4-1. Table 4-2 provides
information on temporary land occupation and compensation cost. The total cost is
included in the engineering cost of the Project. All relevant cost would be financed by
Nenjiang County Water (Group) Co., Ltd.

6 Conclusions
6.1 Conclusions
(1) Construction of this project has been finished and this subproject has any
involuntary resettlement impact because of this.
(2) To reduce resettlement impacts, pipelines have been laid at the same time
when the road was being built; hence it is delayed comparing to the plan to
some extent.
(3) By Dec, 2011, the total cost has been CNY66,000, including CNY416,000 of
compensation for permanent land acquisition and CNY50,000 for
temporary land occupation and restoration.
(4) The IA, Nenjiang Water group, equips staffs special for resettlement and
could fulfill its responsibilities
6.2 Suggestions
(1) The IA should prepare documents and files about approval and compensation
of temporary land occupation for next M&E.

1 Backgrounds of the project
1.1 Introduction
Qitaihe City is located in east of Heilongjiang Province. It’s a boomtown of coal
industry city and famous for richness of high quality coal. At present,
most wastewater drains directly to Woken River without treatment which polluted
Songhua River. In order to protect Songhua River Basin from pollution, improve city
water environment and sanitation conditions, and alleviate pollution on city water body
and Songhua River, Qitaihe City Government put a great deal of funds to construct a
wastewater treatment plant (phase I) with the capacity of 50,000 m3/d for central city.
This Project has finished the initial preparation and is ready to be implemented. The
treated water will reach the national standards with a level of the First Grade. To reuse
the treated water, a reclaimed water plant with the capacity of 40,000m3/d will be built
and the reclaimed water will be the supplemented water resource of cooling water for
Datang – Qitaihe Electricity Generation Co., Ltd.. The reclaimed water utilization
facility is significant for reusing of the water recourse, realizing the
stratagem of economic development in cycles.
Qitaihe City Wastewater Treatment Plant Effluent Reuse Project includes: i) a
reclaimed water treatment plant of 40,000 m3/d capacity; ii) distribution network from
the reclaimed water treatment plant to Datang power plant, which is 8.5 km long of
DN900 mm of cast iron pipes.
1.2 Impacts of the project
This project is located in Qitaihe City WWTP and was built together with the WWTP.
The WWTP acquired land of 6.05 ha or 90.75 mu and the reclaimed water treatment
plant acquired land of 2.2 ha or 33 mu. The project affected 14households with 51
persons in Taoshan village, Wanbaohe Township of Taoshan District in Qitaihe City.

1.3.2 Methods
During the M&E, following methods are used:
Sampling investigation Design the sample scheme, Random sample is adopted. The
main contents include: basic information of the APS, the area of land acquisition and
house demolition, situation about resettlement, compensation standards and the
availability of compensation.
Symposium Have an informal discussion with resettlement offices and Implementing
Agencies in order to know things about land acquisition and housing relocation.
Referring to document data Looking up the document of resettlement activities,
checking the compensation agreements of the land acquisition and house demolish
and statistics data.
Interviewing Key-men who provide information: having interviews with key-men, such
as directors of WWTP, village heads, householders, etc.
1.3.3 Institution of Monitoring and Evaluation
National Research Center of Resettlement (NRCR) of Hohai University carries out the
Independent Monitoring and Evaluation (M&E) to involuntary resettlement of the
project.
1.3.4 Schedule
With the help from Foreign Investment Division of Heilongjiang DRC and Qitaihe city
WWTP, the M&E team made the field-survey in late Dec, 2011 when they carried out
survey and interviews upon the APs in an attempt to get the impacts of this project
and the impletion of the resettlement.

2 Schedule
2.1 The process of the construction
2.1.1 The process planed
According to the RP, the Qitaihe City WWTP ERP should be started in Sep, 2008 and
finished by Dec, 2009.
2.1.2 Actual process
Heilongjiang PDRC approved the Preliminary design of the Qitaihe City WWTP ERP
on Nov.12, 2007 and the document number is No. (2007)1090.
The FRR of the Qitaihe City WWTP ERP was approved by Heilongjiang DRC on
Aug.20, 2008 and the document number is No. (2008)902
Dec, 2008 came the construction of this project.
Finally, the project was put into use in June, 2011.

2.2 The process of resettlement
2.2.1 The process of resettlement
The land acquisition and housing demolition of this project had been finished before

the Songhua River Basin Water Pollution Control Project, and the timetable is listed
as followed:
The proposal of project site selection was finished on Agu.20, 2007 and the proposal
of land use planning was completed in the same year. Oct.8, 2007, the land use
License was awarded and later, on Oct.26, the RP was produced by Qitaihe city
government. Additional, preliminary approval of land use certificate was obtained in
November 2007. The agreements on land acquisition and demolition were signed on
Sep.27, 2007. In the following stage, the approval on land acquisition determined the
project would acquire collective land of 10.1212ha which was made up of farmland of
9.3826ha.Besides, other more land of 0.2ha would be acquired at the same time.
Jan.14,2008,Qitaihe land resources bureau published the approval of land use in
Qitaihe City WWTP ERP which said they agreed to allocate state-owned construction
land of 83795㎡ to Qitaihe DMD. Nine days later, Qitaihe land resources bureau
decided to make an announcement, in which they announced to get the old land use
right in the project site back, on Qitaihe daily. During the periods from Jan to
Mar,2008 ,the compensation was paid by Qitaihe Qingyuan Drainage Co., Ltd. After
that, State-owned land use certificate was obtained on April, 18, 2008.
2.2.2 The process of monitoring and evaluation
Due to the delay of this project, the process of M&E changed.

3 Impacts of the project
3.1 Permanent Land Acquisition
According to the RP, because of the construction of WWTP and ERP, 8.25 ha or 123.7
mu land was acquired permanently, including 6.05 ha or 90.75 mu for the WWTP and
2.20 ha or 33 mu for the ERP. The total 8.25 ha or 123.75 mu of permanent land
acquisition includes 7.94 ha or 119.1 mu of farmer contracted farmland and 0.31 ha or
4.65 mu of house plots with a total of 9 households or 32 persons affected. No
vulnerable group was affected in this project. Table 3-1 gives information about
permanent land acquisition.

3.2 Temporary Land Occupation
According to the RP, the construction of 8.5 km distribution network will occupy 2.13
ha or 31.95 mu of asphalt road temporarily.
However, due to the change of this project, the network is built by the local funding
instead of ADB loan. As a result, there is no temporary occupation any longer in this
project.
3.3 House Demolition
A total of 2,035.64 m2 of residential houses were demolished, including 1,041.43 m2
brick-cement structures, 261.47 m2 brick-wood structures, 113.96 m2 of earth-wood
structures and 618.78 m2 of simple structures, with 14 households or 51 persons

affected by residential structure demolishment of which 9 households or 32 persons
were affected by farmland acquisition simultaneously. Table 3-2 shows details about

4 Compensation and Resettlement
4.1 Compensation
4.1.1 Compensation for collective land acquisition
The compensation standards of this project were determined according to Qitaihe
land compensation method and all the funding was paid in cash to the APs before Mar,
2008. The total compensation for land acquisition was 4,270,000CNY which
constituted 1,551,900CNY for land, 2,597,000 for resettlement subsidy and
120,100CNY for crops compensation. Table 4-1 and table 4-2 tell the compensation
standards for permanent land acquisition and crops respectively.

In total, compensation payment for house demolition and relocation of 14 affected
households is CNY1.96 million, including CNY1.75 million for house demolishment
and CNY0.21 million for relocation subsidy paid to the 14 affected households. Table
4-3 provides the house demolition statistics and compensation rate for houses in
various structures. Free replacement housing sites were provided to the APs before
house demolition, about 500 m away from their original housing sites.

In accordance with table 4-6, the 9 AHs all have stable and dependable livelihoods.
And their recovery of their incomes would be analyzed in the Chapter 6.
4.2.2 Relocation status of all AHs
Table 4-7 provides the detailed relocation status of all AHs.
Obviously, from the table, we can see that the areas of Ahs’ new houses are
approximately the same as the old ones. Moreover, the compensation was more the
cost of building new house. Therefore, the AHs were able to build houses without
extra money other than compensation.
4.3 Compensation and Resettlement Appraisal
Since the resettlement activities were implemented before the approval of this project.
The land acquisition was conducted in March 2008 and the house demolition was
conducted from Oct. to Dec. of 2007 The so-called RP in fact is a DDR. The situations
described in the RP are the implemented things. During the 1st monitoring, the
external monitor reviewed these materials and interviewed related APs. It’s found the
compensation fund have paid to the APs on time. The APs are satisfied with these
compensation rates. The external monitor confirms the compensation rates and
resettlement measures are in compliance with the RP, national law and ADB policies.

6 Sample surveys and analysis
6.1 Method
The M&E team designed the sample scheme, random sample was adopted to
investigate the APs’ Production and living standards, meanwhile team interviewed the
affected village and APs.
6.2 Contents
The main task of questionnaire-survey was to make followed-up survey on the APs.
Family size, family housing , production and management , non-agricultural
production and operation , the main tools of production , annual income , annual
expenditure , gender impacts, APs’ mental condition and so on constituted the
contents.
6.3 Process of survey
This project affected 14 families with 51 persons, of which 9 households were
involved both in land acquisition and housing demolition while the remaining 5
families’ houses were knocked down. With the leader of Qitaihe DMD, Wu Longguang
and Fang Shen, managers from Qitaihe WWTP, the M&E team made sample survey
in Taoshan Village, Wanbaohe Township.
This time 6 households were sampled, accounting for 42.9% of all the AHs.
6.4 Information about the affected village
The M&E team also had an interview with Tang Mingcai, the director of Taoshan
Village, Wanbaohe Township. Information from interviewed is listed as following:

In the village there are 666 households with 1780 persons, 840 of which are female.
All of them are agricultural and 590 are labors. There are 970acres of land and
several factories. Annual collective income is about 400,000CNY, a quarter of which is
from fertilizer plant and another 50,000CNY is from renting stores. 300,000CNY is
deposited in the bank and the rest is used for wages for leaders and subsidies for the
elderly. Those whose ages are between 55 to 79 is able to get 300CNY every year
and those who are 80 years old and above could obtain 400CNY instead.
The compensation for the land is mainly allocated into public welfare. For example,
1,000,000CNY is used into buying the current offices of the village committee.
Additionally, the APs who desire land could get 0.6acre land; otherwise, they could
obtain compensation in cash.
6.5 Results of survey
6.5.1 Population

6.5.2 Sex Distribution
There are 7 women in all the 6 sampled families, which makes up 41.2% of the total
population. All these 7 women are labors and, after the acquisition, most of them
turned to business and animal raring, thereby mitigating the dependence upon
traditional agriculture. Chart 6-2 shows information on sex distribution of AHs who
were surveyed

6.5.3 Age distribution
All the APs sampled are among 18 years old to 60 years old.

6.5.4 National distribution
All the APs are Han.
6.5.5 Educational level distribution
Among the 17 APs who we surveyed, there are 2 whose educational level are primary
school, 12 whose educational level are junior middle school and 3 whose educational
level are senior middle school, accounting 12%, 70% and 18% respectively.

6.5.6 Housing conditions in 2011
According to the survey, the average area of current houses is 71.99㎡ and all are
brick structure. With no doubt, the condition of their houses is significantly improved.
6.5.7 Employment structure of the population in 2011
Among the 17 APs, 2 of them carried out agricultural work in 2011. And the numbers of
those who worked and did business in 2011 are 5 and 10. There were 3 working
women and 4 business women, accounting for 43% and 57% respectively. Chart 6-5
and chart6-6 show details on employment structure and female employment structure
respectively.

6.5.8 Annual incomes and expenditure
In terms of incomes in 2011, the total annual gross income is 387000CNY which was
made up of agricultural incomes, wage incomes and sideline incomes. The total
annual agriculture income was 130,000CNY, which makes up 33% of the total gross
income, comparing to 80,000CNY and 21% of wage income. Besides, there was
177,000CNY out of sideline incomes. Chart 6-7 and table 6-2 show income structure
and details about incomes in 2011.

From the table 6-3, we can see clearly that the total annual net income in 2011 was
315,400CNY and the average annual net income was 52,567CNY, higher than before
(24722.28 CNY, net income per household in 2007 ; 7063.5 CNY, net income per
capital in 2007)
. Consequently, the livelihoods of the AHs have recovered completely.

7.1 Relating institutions

7.2 Evaluation
The M&E team checked the operation of the institutions above and found that the
implementation of land acquisition and resettlement was mainly finished by Qitaihe
DMD. Qitaihe DMD has .carried out many projects and resettlement and the staff
there have plentiful experience in resettlement work, which makes it good at
organizing and coordination in the project

8 Public participation and consulting
Although the land acquisition and demolition was finished before ADB projects, public
participation and consultation were conducted effectively.
Back to Oct,26, 2007, Qitaihe construction bureau wrote the resettlement plan of
residents near the WWTP and consulted with the APs many times.
When it comes to compensation for land, Taoshan Village committee consulted with
villagers many times as well and showed full respect to villagers’ suggestions. As a
result, the committee paid directly to the APs who would like to get compensation in
cash while giving villager who wanted compensation in means of land 0.6acre land.
Abundant consultation ensured the implementation of resettlement in this project go
smoothly.

9 Grievance and Appeal
In the RP and implementation, transparent and effective grievance and appeal
channels were established. The APs can appeal in any aspect of land acquisition and
resettlement, including compensation standards and payment.
For example, just after Zhou Yonzhen signing contract that he could growing
vegetables on the land of 15.1acre by paying contracting fee, land acquisition began.
Because he had not commenced to grow vegetables and there were no other inputs
on related facilities, the government thought this stretch of land should be
compensated according to the standard of common farmland. However, Zhou insisted
that it should be compensated as vegetable land. Finally, after rounds of consultations,
Qitaihe municipal government offered to compensate according to his contract, adding
6CNY per ㎡ to the standard of common farmland. All the extra money would be paid
by the municipal finance.
This is the only controversy in this project and through the appeal channels this was
solved. Zhou Yonzhen was satisfied with the final result.

10 Conclusions
10.1 Conclusions
(1) The construction of this project has been finished.
(2) 8.25 Ha or 123.7 acres land was acquired permanently, including 6.05 ha
or 90.75 mu for the WWTP and 2.20 ha or 33 mu for the ERP, with a total of 9
households or 32 persons affected
(3) A total of 2,035.64 m2 of residential houses were demolished, including
1,041.43 m2 brick-cement structures, 261.47 m2 brick-wood structures, 113.96 m2 of
earth-wood structures and 618.78 m2 of simple structures, with 14 households or 51
persons affected by residential structure demolishment of which 9 households or 32
persons were affected by farmland acquisition simultaneously.
(4) The total cost of resettlement was 11,951,700CNY ,and all the
compensations have been paid.
(5) Procedures of Permanent land acquisition are complete, the licensees of
part state-owned land have already obtained.
(6) The APs’ livelihoods have recovered and their houses have been rebuilt
as well.
(7) All the resettlement-related institutions are responsibilities-clear, run
well and could fulfill their responsibilities and tasks
(8) The APs know the transparent, effective channel of grievance and appeal
when their rights have been violated and the mechanism for complaints and
grievances are smooth.
(9) Project Resettlement archival work of resettlement in this project is good
and relevant files and documents are complete.

10.2 Suggestions
(1) So far, the land acquisition, demolition and resettlement have come to the
end. It could be seen clearly from the surveys and interviews that all the APs and
affected units are satisfied with the process and results of the resettlement.
(2) Since the livelihoods of the APs have been reclaimed, the M&E could be
finished.

1 Backgrounds of project
1.1 Introduction
Anbang River originates from Songhua River and is an important tributary of
downstream Songhua River. The total basin area is 2,600 km2, of which about 547
km2 watershed areas belongs to Shuangyashan City. 16,200.000 km2 of
wastewater drains into Anbang River each year from Shuangyashan City, which
seriously polluted Anbang River and Songhua River as well. The pollution of Anbang
River has made adversely influence on the environment quality of Shuangyashan
City, the basin-wide ecological balance and the eco-environment of in the
downstream reaches, especially threatens the downstream groundwater resources
and water quality of Songhua River. With the economic development of
Shuangyashan city, the pollution of Anbang River will be increasingly deteriorated, if
no effective measures will be put into practice. The construction of Shuangyashan
Wastewater Treatment Plant (WWTP) Project can not only improve the water quality
of Anbang River, protect the ecological balance within this basin, but also promote
the economic development of Shuangyashan City, strengthen the position of
important regional center city in northeast of Heilongjiang Province.
The Project includes construction of WWTP with capacity of 50,000 m3/d and18,
862m main interceptor and 25,430m wastewater collection pipelines. The WWTP
will be constructed in northwest of Shengli village, Fuli Town, Jixian County of
Shuangyashan City and 3 km away from Ha-Tong Highway in north. It is 20m away
from the eastern bank dike of Anbang River.
1.2 Impacts of the Project
1.2.1 Impacts
According to RP, the construction of the WWTP will acquire 6ha or 90mus of
village-owned paddy land permanently, accounting for 0.7% of the total
village-owned farmland. The construction of wastewater interception and collection
networks will occupy a total of 6.2ha or 93mus land temporarily, including 5.9ha or
88.5mus road and 0.3ha or 4.5mus paddy land with 2 households or 8 people
affected by wastewater interception layout. No structures will be demolished, and no
ground attachments and basic infrastructure and facilities will be affected.

1.3.2 Methods
During the M&E, following methods are used:
Sampling investigation: Design the sample scheme, Random sample is adopted.
The main contents include: basic information of the APS, the area of land acquisition,
situation about resettlement, compensation standards and the availability of
compensation.
Symposium: Have an informal discussion with resettlement offices and
Implementing Agencies in order to know things about land acquisition and
resettlement.
Referring to document data: Looking up the document of resettlement activities,
checking the compensation agreements of the land acquisition and resettlement
and statistics data.
Interviewing Key-men who provide information: having interviews with key-men,
such as directors of WWTP, village heads, householders, etc.
1.3.3 Institution of Monitoring and Evaluation
National Research Center of Resettlement (NRCR) of Hohai University carries
out the Independent Monitoring and Evaluation (M&E) to involuntary resettlement of
the project.
1.3.4 Schedule
With the help from Foreign Investment Division of Heilongjiang DRC and
Fangzheng WWTP, the M&E team made the field-survey in late Dec, 2011 when they
carried out survey and interviews upon the APs in an attempt to get the impacts of this
project and the impletion of the resettlement.

2 Schedule
2.1 The Process of the Construction
2.1.1 Planned Process
According to the RP, the project would begin in July, 2008 and be finished in
June,2010.
2.1.2 Actual Process
FRR was completed in July, 2008 and approved by Heilongjiang DRC in April,
2008. Two months later, Heilongjiang DRC approved preliminary design. The project
was started on Sep, 26, 2008 and finished in Dec, 2009.

2.2.1 Process According to RP
According to RP, land acquisition and resettlement of Shuangyashan city WWTP
would finish in July, 2008 and M&E was going to occur during July, 2008 to July,
2012.table 2-1 gives details about timetable according to RP.

3 Impacts of Project, Compensation Standard and
Resettlement
3.1 Permanent Land Acquisition, Compensation Standard and
Resettlement
3.1.1 Permanent Land Acquisition and Impacts According to RP
According to RP, the component of WWTP would acquire 6ha or 90mus
village-owned paddy land of Shengli village, Fuli Town, Jixian County of
Shuangyashan City. Two households would be affected by this.
3.1.2 Actual Permanent Land Acquisition and Impacts
Indeed, the component of WWTP acquired 6ha or 90mus village-owned paddy
land of Shengli village, Fuli Town, and license of land use was obtained by SCDC. Two
households were affected by this.
3.1.3 Compensation for Permanent Land Acquisition
3.1.3.1 Compensation rate of RP
According to RP, compensation standard is listed in Table 3-1.

According to entitlement matrix, compensation for collective-owned paddy land
will be paid in cash directly to Shengli Village; 2 land-lease households will be paid
for one year crops loss. All land compensation and resettlement subsidy will be paid
to VC in cash at rate of CNY16.16/m2; the affected households will be paid for one

year crops loss at the rate of CNY1.01/m2
3.1.3.2 Actual Compensation Standard And Resettlement
The basic for actual compensation standard in the implementation is the note
about carrying out complex compensation standards in different regions by
Heilongjiang Province Government.
Principles relating to land acquisition and resettlement are presented as
following:
(1)When land acquired in Heilongjiang, the compensation would be determined
according to complex compensation standards in different regions.
(2)After partly being used in social insurance, 70% of rest compensation for land
should be paid to APs and the remaining could be allocated to villages which own the
land in order to improve infrastructures, set up village-owned enterprises and subside
the APs.
(3)The standing crops and ground attachments could be compensated by 4% to
6% of complex compensation standard and paid directly to the owner.
(4)When constructions need to occupy collective land or state-owned land,
compensation for owners should be 10% of complex compensation standard if
occupations last for one year. Similarly, compensation for owners should be 20% of
complex compensation standard if occupations last for two years.
In accordance with above principles, compensation standard for Shuangyashan
City WWTP is 20000CNY/mu, of which 6000 CNY/mu (for land) is paid to village and
14000 CNY/mu( for resettlement) to APs.

Because of the vote for village-leaders in Shengli Village, we failed to make
surveys and interviews in the village in spite of great effort. Therefore, the amount of
APs and details about resettlement could not be known. From interviews with
directors of SCDC, we got some information. The project acquired 6ha lands from
Shengli Village, which affected 2 families. The land was mainly pond and only 1ha
land was farmland. After land acquisition, more than ten villagers work in WWTP and
each of them is paid 1200CNY/month and could eat there without money. Among
them ,two are females-a cleaner and a toll collector. So far, wastewater from Shengli
Village has been drained into the WWTP, enabling to improve environment in the
village. At the same time, the WWTP and village lie on the each side of Anbang River,

so the WWTP has no adverse influence on Shengli Village.
3.2 Temporary Land Occupation
3.2.1 Temporary Land Occupation and Compensation According to
RP
The construction of wastewater interception will occupy a total of 2.94 ha or 44.1
mus land, including 2.64 ha or 39.6 mu of asphalt road and 0.3 ha or 4.5 mu farmer
contracted paddy land with 2 households or 8 persons to be affected in Shengli village
of Fuli Township. The sewerage pipeline will be paved along urban road with
temporary land occupation of 3.26 ha or 48.9 mu.
3.2.2 Actual Temporary Land Occupation and Compensation
The component of pipelines was canceled in July, 2009, hence the project
(financed by ADB) would not occupy any land.
As for the pipeline network which was financed by domestic fund, it is said, the
temporary land occupation is about 25mu, all along the state-owned road. No person
affected by the temporary land occupation. The land temporary used will be recovered
by the WWT company themselves after the pipeline construction. Because this
project is a public facility project, it’s no need to pay the compensation for the
temporary land occupation. More information will provide in the next M&E report.

4.2 Actual Compensation
4.2.1 Compensation for Permanent Land Acquisition
The land acquisition went smoothly and compensation has been paid thoroughly.
By Dec, 2011, compensation for land and resettlement subsidy of 1,800,000
CNY had been paid. Since we failed to seen agreements on compensation for crops,
we have no idea about how much compensation had been paid.
4.2.2 Compensation for Temporary Land Occupation
No temporary land occupation was involved.
4.2.3 Compensation for Ground Attachments
There were not ground attachments affected.
4.3 Allocation of Funds
Compensation was first paid by SCDC to Jixuan Land Resource Bureau and
then to the village.

5 Social-eco surveys
During the M&E, we were not able to make social-eco surveys as the vote for

7 Conclusions
7.1 Conclusions
(1)Constructions of project have been finished
(2)The component of WWTP acquired 90arces village-owned paddy land of
Shengli village, and the compensation standard was higher than that in the RP.
(3)Permanent land acquisition only affected 2 households, thus the social
impacts are minimal.
(4)Component of pipelines has been canceled, so the project has not occupied
land temporarily.
(5)License of land use (in the site of the plant), which shows the area of land is
90mus, has been awarded
7.2 Suggestions
(1)Although SCDC tried its best, unfortunately, due to the vote for directors in
Shengli Village, we failed to see full series of documents about application and
approval for land, evidence of compensation, resettlement, information disclosure,
participation and consulting and so on.
(2)This project is a municipal project; however, the location and APs is in Jixian
County. Additional, relating procedures of land acquisition are carried out by Jixian
Land Resource Bureau. Therefore, a project management office in the county is
advised in order to ensure the project goes smoothly.
(3)Next M&E would probably begin in June, 2012 and the main task is going to
be acquired relating files and certificates, making social-eco surveys in an attempt to
get acquaintance with the process of land acquisition and resettlement, details
about impacts and APs, potential social risks, resettlement measures and their
effects.

1 PROJECT BACKGROUND
1.1. Basic Situation of Project
Tangyuan County lies in northeast of Heilongjiang Province and is an agricultural
county. It’s also one of the important counties at the north bank of downstream
Songhua River. In recent years, with the economic development and improvement of
people’s living standards, water consumption increases rapidly. The insufficiency of
the existing water supply system capacity and the low water pressure of distribution
network during the peak hours cause too much inconvenience to people’s life and
constrain the development of local economy. People living in some new buildings and
part of the town even have to collect water at night. In recent years, the increased
water demands have exerted heavier pressure on water supply capacity in the town.
In order to promote the economic development of the town and improve the living
standards of the local residents, the Project is in urgent need to be built as soon as
possible.
The Project includes construction of water treatment plant (WTP) with capacity of
10,000 m3/d, and the component of water resources consists of 5 pump wells, and
water transmission pipelines and distribution networks construction, with total length
of 17.68 km.
The total planned investment of the project is CNY42.78 million yuan, including
CNY20 million of loan from ADB, CNY10 million of State Bond, and CNY12.78
million of local funds..
1.2. Formerly Estimated Impacts
The Project construction will necessitate permanent land acquisition and temporary
land occupation. The permanent land acquisition of the WTP is 1.5 ha state land. 5
pump wells will involve permanent land acquisition of 0.22 ha un-used state land. The
water transmission and distribution pipelines will go along canal embankment and
road with temporary land occupation of 0.44 ha and 2.55 ha state land, respectively.

No farmland and ground attachments will be affected.

requisition and resettlement situation.
Consulting documents and other useful data M&E team consult concerned documents,
agreements and statistical reports, as well as verify them.

In Dec. 2011, with the assistance of the Foreign Office Heilongjiang province Development
and Reform Committee and Tangyuan County Water Supply Company, M&E team finished

We investigated and interviewed typical affected households to know the factual situation of

2. SCHEDULES
2.1. Project Construction Schedule
2.1.1. Formerly Planned Project Construction Schedule
The project was expected to be started in April, 2009 and completed in December, 2010.
Related land use apply and approve procedures were carried through in June to
September, 2008. The land requisition began and was approved before September,
2008.
2.1.2. Factual Construction Schedule
Feasibility study report of this project was compiled in March, 2003 and was approved in
March, 21, 2003, see annex1.
The elementary design was compiled in July, 2008, and was approved in July, 28, 2008.
(See annex 3)
The construction map design was compiled in December, 2008, and was approved in
November, 2009.
In December, 2011, the construction has been finished and came into operation formally.

According to Tangyuan County Land Resources Bureau issued “Approved of state
land use of Tangyuan County 2nd Water Sources Water Supply Project (See annex
5)” on June, 23, 2011,factual land occupation area is 13872 m2(1.39ha).Because
the project is public project, the allocation is free.
There are 4 well houses built in factual project, building site locates in Yintang dike,
and construction land is state-owned land, which has no compensation.

The route of water transmission pipelines is along embankment road of Canal of
Tangyuan County. The water distribution pipeline will be constructed section by section
along urban road, which will cause very short time road disruption ranging for about 1
month at maximum. No individual households and businesses will be affected. Less
impact is expected to the local surrounding residents and traffics. The impacts of
temporary disruption to the urban road and river embankment road are addressed in the
EIA report. After the completion of the pipeline construction, the temporarily affected
land will be restored to its original condition. No structure demolition will be involved also.
Therefore, no adverse impacts on residents are expected.
3.2.2. Factual temporary land occupation
Because of project plan changed, the length of factual pipe network changed to be 32.12km,
which is invested by domestic capitals and pipe networks, is not in the scope of project. In
addition, these pipe networks are buried along state-owned road and have no impact on
nearby residents.

5.2. Evaluation
The M&E group had conducted a survey on the operation of these organizations mentioned
above, and the survey result indicated that they have accomplished their own obligations and
tasks in current resettlement activities.
The resettlement institutions involved in this project are well staffed and the staffs are also
qualified. There are11 full-time workers, who are professional workers. There were 21 staffs
at fastigium. An expedite bottom-up information channel among these institutions has been
established, which is very important for drawing up and implementation of the RP.

6. CONCLUSIONS
6.1. Conclusions
(i) The construction part of the project has been finished and come into production.
(ii) The resettlement organization involved in this project are well in function and
serious in performing duty and mission.
(iii) According to Tangyuan County Land Resources Bureau issued “Approved of state
land use of Tangyuan County 2nd Water Sources Water Supply Project (See
annex 5)” on June, 23, 2011,factual land occupation area is 13872 m2(1.39ha).
Because the project is public project, the allocation is free. There are 4 well
houses built in factual project, building site locates in Yintang dike, and
construction land is state-owned land, which has no compensation.
(iv) Because of project plan changed, the length of factual pipe network changed to be

(ii) The investigation for the impacts of pipeline networks will be conducted in the 2nd

1. PROJECT BACKGROUND
1.1. Basic Situation of Project
Tangyuan Town of Tangyuan County is located at the west of Sanjiang plain, hinterland of
Heilongjiang Province. Tangyuan town is the seat of Tangyuan County Government (TCG);
it is the political, economic and cultural center of Tangyuan County. It’s also an industry
transfer base of Jiamusi City and one of the main towns in north bank of Songhua River
downstream. However, with rapid development of the urban construction, the associated
infrastructure cannot meet the demand of urban development. Especially, the conflicts
between the city drainage system and the rapid urban expansion are obvious. Due to the
shortage of systematic drainage networks, the untreated wastewater in Tangyuan town
finally flows into the Songhua River through the drainage canals. It will have strong
impacts on the environment not only Tangyuan Town but also the whole Songhua River if
there is no measure to be undertaken. Based on the above-mentioned, Tangyuan County
Wastewater Treatment Project will be lunched to meet the demand of urban
development.
The Project FSR was completed in February 2008. The Project will be commenced in
February 2009 and completed in November 2011 with total investment of CNY82.68
million, including CNY41.34 million of loans from ADB and CNY41.34 million of local
funds. According to the FSR, Tangyuan town wastewater treatment plant (WWTP) is
proposed to be built at the east of Tangyuan town and north of Dongtongjiang Road of
Tangyuan C o u n t y. The t o t a l c apac i t y o f W W TP i s 10 , 000m 3 /d. The p i p e l i n e
o f wastewater interception and wastewater collection network will be constructed along
urban road with total length of 37.4 km.
1.2. Estimated Impacts
According to RP, the construction of the WWTP will acquire 3.25 ha or 48.75 mu of
collective-owned wasteland which was used as earth borrow pit for many years. The
construction of wastewater interception and collection networks will occupy a total of

5.46 ha or 81.9 mu of urban road. In addition, 10,000 poplar sapling trees will be
affected by permanent land acquisition of WWTP. No structures will be demolished and
basic infrastructures and facilities will be affected.

Typical investigation: M&E team investigated and interviewed typical households
affected by the project with according to semi-structural questionnaire questionnaires
designed beforehand, so as to collected necessary information, including basic
information of project affected households(PAHs), project affected persons(PAPs) and
affected families, the area of land acquisition and house demolition, resettlement
measures and livelihood restoration situation, compensation rates and rates and the
actual resettlement capital funds, etc..

According to RP, Xinhua Village of Tangyuan Town, Tangyuan County, will affected by this
project is1, . According to technology standard and blueprint of feasible study report, the
affected scope of project was confirmed in March, 2008.The wastewater treatment project
will involve permanent land requisition and attachments. The construction of the WWTP will
acquire 3.25 ha or 48.75 mu of Xinhua village collective-owned wasteland where there are
only small trees. See Table 3-1.

There are 2 households lessees affected by the project. In 2001, Xinhua Village rent out
wasteland to affected families. According to contact of affected families, the annual land rent
fees is 2055yuan/ha at least, that is, 137yuan/mu. The family has 2 dredgers which are
operated nearby village, such as river course improvement, canals and ditches clearing, and
the annual income is about 150000yuan.Besides, in 2006, the family sell poplar grown on

the wasteland and the price of per tree is 1.8yuan.Up to now, no people bought small trees.
For compensation of small trees, affected persons will be paid 25yuan per tree. The high
compensation rate will make affected families benefit from trees loss. The basic social
economic information of family is shown in table3-2.

Factual permanent collective land occupation area and affected population
To construct the project, an agreement was reached between the Tangyuan public facilities
bureau and Xinhua village on August, 15, 2009. According to this agreement, total 2 ha will
be requisitioned, among which, 1.6 ha is unused land and 0.4 ha is cultivated land.
But, according to the “Reply to the application of land acquisition for to the Tangyuan
Wastewater Treatment Project”, Heilongjiang Land Administration No.41 of 2010, provided by
Heilongjiang Provincial Land & Resource Bureau, the approved land acquisition area of this
project is only 1.49 ha. For more details, please refer annex 4,
The approved requisition area of this project is 1.49ha, All locates on the unused 1.6ha land
and no population are affected.
3.1.2. Compensation rates of permanent collective land occupation
Estimated compensation standard of permanent collective land occupation in RP
According to RP, for permanent wasteland occupation, the compensation rate is calculated
according to land administration laws and 2 times of the net anural output of local dry land. The
concrete rate is shown in Table 3-3.

According to agreement on August, 15, 2009, the agreement land requisition area in the
project is 2ha (among which unused land area is 1.6ha, and installation agricultural land area is
0.4ha), and compensation rate of land requisition is 12300/mu, which is higher than that of RP.
But, according to the “Reply to the application of land acquisition for to the Tangyuan
Wastewater Treatment Project”, Heilongjiang Land Administration No.41 of 2010, provided by
Heilongjiang Provincial Land & Resource Bureau, the approved land acquisition area of this
project is only 1.49 ha. All locates on the unused 1.6ha land and no population are affected.
Since no person directly affected by the permanent land acquisition, the
compensation for land acquisition will be given to the village directly and it can be
used for public purpose after 2/3 villagers agree to use it.
3.2. Temporary land occupation
3.2.1. Planned temporary land occupation and compensation
According to original RP, the construction of wastewater interception and collection networks
will occupy a total of 5.46 ha or 81.9 mu of urban road, including 1.91ha (28.65mu) concrete
road surface and 3.55 ha (53.25mu) sand and stone road. No individual family and
commercial households are affected .After pipe line complete, the contractor of construction
will restore road to the original conditions. No buildings are destroyed. See table3-4.

3.2.2. Factual temporary land occupation and compensation
Because of project plan changed, the length of factual pipe network changed to be 32.12km,
which is invested by domestic capitals and pipe networks, is not in the scope of project anymore.
In addition, these pipe networks are buried along state road and have no impact on nearby
residents. No one will be affected by temporary land occupation and no compensation will be
occurred during the construction. Since the wastewater treatment project is a public welfare
project, it can use the unused land along the road to bury pipeline freely..
3.3. Attached installation
According to RP, permanent land occupation by wastewater treatment plant will affect 10000
poplars.
Because of project scope reduces, according to agreement on August,15,2009,no trees
compensation are involved in the project.However,1360m2 temporary buildings are involved in
and the compensation standard is 500yuan/m2. All of them are cowshed and keeping house, no
persons affected and no one is needed to rehabilitation. The total temporary buildings
compensation is 680,000yuan.

5. Affected villages survey
5.1. Survey organization and course
No house demolition is involved in the project and only permanent land requisition impacts
involved in. The area of permanent land requisition in the project is 0.4ha, before land
requisition, the land is unused land of Xinghua Village. There are on impacts on villagers. The
compensation fees were paid to collective economic organization.December, 2011, M&E team
was accompanied by Manager Chen of Tangyuan Wastewater Treatment Plant to interview
affected village.
5.2. Interview affected villages survey
During investigation, Du Hongxiang of Xinghua Village Director introduced situation of Xinghua
Village. The situation introduced by Mr Du is sorted out as follows:

Xinghua Village is composed of Xinghua Village, Xingsheng Village and Xiqingsheng Village.
There are 696 households in the village, total population is 1953 persons, among which 1006
persons are female, and 1301 persons are 652 persons are non-agricultural population. The
total labor forces are 1044 persons, and there is 6634mu arable land in the village, among
which 165mu village collective motorized arable land is, arable per capital is3 .4mu.
Because east and south of Xinghua Village is near to Songhuajiang bank, some land is inland
inundation for a long time and water pollution; some villagers are different to drink water.
Therefore, according to actual situation of village, the compensation fees are used to improve
drinking water and road project of village, at the same time, to guide villagers to breed cattle
and conduct big-arch shelter in order to improve and increase income of villagers.

6.2. Evaluation
The M&E group had conducted a survey on the operation of these organizations mentioned above,
and the survey result indicated that they have accomplished their own obligations and tasks in
current resettlement activities.
The resettlement institutions involved in this project are well staffed and the staffs are also qualified.
There are12 full-time workers, who are professional workers. There were 23 staffs at fastigium. An
expedite bottom-up information channel among these institutions has been established, which is
very important for drawing up and implementation of the RP.

7. PUBLIC PARTICIPATION ACONSULTATION
According to national, provincial and municipal policies and regulations on land acquisition
and house demolition, this project should protect the legal rights of affected persons and
enterprises to reduce the discontent and dispute. So, based on the characters of improvement
and construction of the project, displacement and resettlement policy and implementation
rules, resettlement plan should be well prepared to achieve the goal of resettlement
successfully. In the phases of formulating resettlement policy, drawing up RP and
implementation of this project, much attention has been paid to consult with affected person
and listen to their opinions.
During the project preparation and feasibility study phase, for project-induced resettlement,
the PMO consulted with people’s groups, and representatives of APs, institutions,

contacted with the affected village, discussed project and compensation, compensation policy,
rights and effect on village and the villagers.
July, 2008, simple land requisition resettlement plan was published on website of ADB.
July, 2008, project information booklet was put out. The copy of simple land requisition
resettlement plan would be kept in project office and affected village committee.

8. APPEALS AND COMPLAINTS
The social impact is small in the project, no direct affected persons and only Xinghua Village
collective is affected. If Xinghua Village thinks that the compensation is not rational, it can turn
to Tangyuan County Land Bureau, Construction Bureau or Public Institution Bureau together
with Tangyuan Town Government. If it is not be addressed, it can be reflected to Tangyuan
County Government. If it is not be addressed, he can look for help from laws.
At present, the resettlement and land requisition work has come into the end, from
investigation; Xinghua Village is satisfied with compensation result.

9. CONCLUSIONS
9.1. Conclusions
(i) The construction part of the project has been finished and come into production.
(ii) The resettlement organization involved in this project are well in function and serious in
performing duty and mission.
(iii) The area of permanent land requisition in the project has decreased from 3.25ha to 1.49
ha. The compensation of permanent land requisition in the project is higher than that
of RP. Since no person directly affected by the permanent land acquisition, the
compensation for land acquisition will be given to the village directly and it can be
used for public purpose after 2/3 villagers agree to use it.
(iv) The land occupied by the project is unused land of Xinghua Village, no person affected
by land acquisition and only some temporary buildings (keeping houses and
cowshed) involved in and having no impact on living of villagers.
(v) The original pipe network component has quitted from the project. No one will be
affected by temporary land occupation any more and no compensation will be
occurred during the pipeline construction. Since the wastewater treatment project
is a public welfare project, it can use the unused land along the road to bury pipeline
freely.
(vi) The land requisition written instructions has published, but state land use license has
not been handled.
(vii) A total compensation fee of land requisition is 1,050,000yuan.Xinghua Village expressed
that compensation capital has been paid fully and is satisfied with the standard. The
village made use of the capital to improve drinking water conditions of village
9.2. Existed problems and suggestions
(i) The contracted land requisition area (2ha) is bigger than the approved land acquisition area
(1.49ha) by Heilongjiang Provincial land and resource department. . The superfluous land

needs to handle land procedures or be taken out.
(ii) Perfect related procedures, and handle state land use license as soon as possible.

1. PROJECT BACKGROUND
1.1. Basic Situation of Project
Tonghe County is located in the east of Harbin and one of ten counties and cities under
jurisdiction of Harbin Municipality. Tonghe town is the political, economic and cultural
center of Tonghe County. Tonghe town water supply system is far behind the pace of city
expansion and restricts the urbanization of the county and economic development. At
present, the capacity of tap water supply is 5,000 m3/d, which is much less than 14,000
m3/d of water demand of the town. The resident’s and enterprises have expressed great
dissatisfaction with the water supply status. In addition, the water pressure of storey
buildings and houses far from the center is very low and can not meet the daily
requirement of people’s living. In order to promote the economic development of the
town and improve the living standards of the local residents, the Project is in urgent need
to be built as soon as possible. Tonghe County Water Supply Expansion Project is
located in the west of Nongtian Road, northwest of the town. The project includes
construction of water treatment plant (WTP) with the capacity of 9,500 m3/d, 6 water
resource wells, the pipelines with the length of 300 m between wells, water
transmission pipeline with the length of 2,500 m from the water resource to the WTP,
and the water distribution network of the town with the length of 26,800 m.
1.2. Project Impacts
1.2.1. Formerly Estimated Impacts
The Project construction will necessitate permanent land acquisition and temporary
land occupation. The components of water treatment plant and pump wells will acquire
1.1 ha or 16.5 mu land permanently, including 0.56 ha or 8.4 mu of rural collective
wasteland for the WTP and 0.54 ha or 8.1 mu of farmer contracted vegetable land for
the 6 pump wells with a total of 6 households or 24 persons to be affected. The
construction of water transmission pipeline will occupy 0.64 ha or 9.6 mu of land

temporarily, including 0.58 ha or 8.7 mu of road and 0.06 ha or 0.9 mu farmland with 12
households or 38 persons to be affected. Water distribution network will go along road
with temporary land occupation of 8.5 ha or 127.5 mu road.
1.2.2. Actual Impacts
Because of project design changes, there are 10 water source wells, and 8690m well
connected pipe and pipe lines; the city water distribution pipe network is 26.8km. The
permanent land requisition by Water purification plant and deep takes up 1.46 ha, of which,
water purification factory covers an area of 0.5639 ha, and water source well covers an area
of 0.9 ha. Total of10 households, 39 people are affected. The temporary land occupation of
water pipeline construction is 5 ha (of which, 20% for Chengxi Village, and 80% for Xin'an
Village). 70 households are affected,whose road are village road and villagers, farmland. The
water pipeline and well connected pipe were laid along water source road.

1.2.4. Methods
Symposium With land requisition management and implement agencies, to know about land
requisition and resettlement situation.
Consulting documents and other useful data M&E team consult concerned documents,
agreements and statistical reports, as well as verify them.
Interviewing key persons M&E team interviewed Tonghe County Development and Reform
Commission, the leader of Tonghe County Water Supply and Drainage Company, affected
villagers.
1.2.5. Implementation Agency
NRCR of Hohai University undertakes external monitoring of this project.
1.2.6. Schedule
In Dec. 2011, with the assistance of the Foreign Capital Devision of Heilongjiang province
Development and Reform Commission, Tonghe County Development and Reform
Commission, and the leader of Tonghe County Water Supply and Drainage Company, M&E
team finished the first field investigation on the implementation of land acquisition and house
demolition. We investigated and interviewed typical affected households to know the factual
situation of land acquisition and house demolition.

3.1.2. Rural collectivity land requisition compensation standard
The village collective land permanent occupied by project is I slice of Tonghe
County,and the compensation standard is 46 Yuan / m2. The compensation standard of
village collective is 13.8 Yuan / m2; the compensation standard of permanent
occupation of contracting farmers is 32.2 Yuan / m2. All of the resettlement fees will be
paid to the affected population.

5. Sampling survey and results analysis
5.1. Survey Method
The monitoring team used random sampling method to select the affected
households, to make tracking survey on production and living standard of affected
households. At the same time, conduct interviews on affected village and villagers.
5.2. Survey Contents
The main task of questionnaire survey is to make tracking and sampling survey on
affected households. The content included a sample of family population,
production management, non- agricultural production and operation, main
production tool, annual family income, annual family expenses, society gender
effects on affected people, psychological situation on affected people.
5.3. SURVEY ORGANIZATION AND COURSE
This project does not involve housing demolition, only land requisition involved
in.10households39 people are affected by permanent land requisition in the project.
The monitoring team accompanied by the leader of Tonghe County Water Supply
and Drainage Company conducted a questionnaire survey on related staff.

There are 467 households in Chengxi Village, the total population of 1768 people,
of which 851 is female, 1613 people is agricultural population. There are 749 labor
forces, among them industrial labor105 person, agricultural labor force524 people,
three production labor 120 persons, the female labor force350. There are 3232 mu

land in the village. The yield of rice, corn and soybean is 500 kg / mu, 600kg / mu,
130kg / mu, and total output of grain is 1508 kg.

Basic situation of Xinan Village
There are 774 households in Xinan Village; the total population of 2886 people, of
which 1400 is female. There are1600 labor forces, the female labor force 800.
There are 9100 mu land in the village. The yield of rice, corn and soybean is 600
kg / mu, 1000kg / mu, 250kg / mu, and total output of grain is 15000 kg.
The per capita net income of farmers is 3000 Yuan, which is all from agriculture.
5.5. Questionnaire survey results of affected villagers
December, 2011, in order to understand the basic socioeconomic characteristics
as well as incomeand expenditures of the affected households and populations in
the Project affectedarea, Tonghe County PMO, Tonghe County Water Supply &
Drainage Company and Hohai University NRCR conducted socioeconomic survey
of the affected households by permanent land acquisition .10 households or 39
persons will be affected by permanent land acquisition. The actual sampling
number is 24persons,accounting for 61%.The results of the survey as follows:
Age Structure
Of the total 24 affected persons, there are 3 persons with age below 16 years old,
accounting for 13% of the total; 2 persons with age from 16 to 20 years old,
accounting for 8% of the total; 13 persons with age from 21 to 49 years old,
accounting for 54% of the total; 5 persons with age from 50 to 65 years old,
accounting for 21% of the total; 1 persons with age more than 65 years old,
accounting for 4% of the total.
Education Background
Of the 24 persons, there are 14 persons or 58% of the total population graduated from

primary school; 8 persons or 33% of the total population graduated from junior middle
school; 1 persons or 4% of the total population graduated from senior middle school; 1
persons or 4% of the total population graduated from college and university.
Family Income and Expenditure
According to the survey of the 6 households, the average annual household income is
CNY 19,920, with average annual per capita income at CNY 4,980. It includes CNY
13,600 from agricultural income accounting for 68.27% of the total income; CNY 3,600
from seasonable labor accounting for 18.07% of the total income, and the other income
accounting for 13.65% of the total income.
The survey result shows that the average annual household expenditure is CNY17,323,
with average annual per capita expenditure at CNY4,331. It includes CNY3,900 or
22.51% of the total for agricultural production and CNY17,323 or77.49% of the total for
family daily consumption.

6.2. Evaluation
The M&E group had conducted a survey on the operation of these organizations mentioned
above, and the survey result indicated that they have accomplished their own obligations and
tasks in current resettlement activities.
The resettlement institutions involved in this project are well staffed and the staffs are also
qualified. There are15 full-time workers, who are professional workers. There were 19 staffs at
fastigium. An expedite bottom-up information channel among these institutions has been
established, which is very important for drawing up and implementation of the RAP.

7. PUBLIC PARTICIPATION
ACONSULTATION
According to national, provincial and municipal policies and regulations on land acquisition
and house demolition, this project should protect the legal rights of affected persons and
enterprises to reduce the discontent and dispute. So, based on the characters of
improvement and construction of the project, displacement and resettlement policy and
implementation rules, resettlement plan should be well prepared to achieve the goal of
resettlement successfully. In the phases of formulating resettlement policy, drawing up
RAP and implementation of this project, much attention has been paid to consult with
affected person and listen to their opinions.
During the project preparation and feasibility study phase, for project-induced
resettlement, the PMO consulted with people’s groups, and representatives of APs,
institutions,
February – April, 2008, many meetings have been held in project area. Participants were
Heilongjiang province government, Tonghe county government, Tonghe county water
supply and Drainage Company, the village committee, village cadre and the affected
population. The land expropriation, compensation policy, compensation rights and
livelihood and revenue recovery plan was carefully studied on meetings. The further
consultation of affected population was carried in implement of land requisition plan. The
local community is encouraged to participate in the process of land requisition.
February, 2008, Tonghe County Water Supply and Drainage Company have contacted
with the affected village, discussed project and compensation, compensation policy, rights
and effect on village and the villagers.
July, 2008, project information booklet was put out.

In July, 2008, the approval of land requisition resettlement program by Tonghe County
Government planned to be distributed to the affected village committee, who wants to
refer to those documents. The land requisition resettlement program copy will be saved in
the project office and the affected village committee.

8. APPEALS AND COMPLAINTS
In the process, of resettlement plan implementation, a transparent, effective complaints
and representations of channel was established. If affected people or enterprise has
problems and opinions, first, it can report to Chengnan village and Xin'an village
committee, report, if the village cannot give a satisfactory answer, then it will be reported
to Tonghe County Water Supply and Drange Company, the staff according to the specific
situation of arrangement to minimum the impact. If Tonghe County Water Supply and
Drange Company still cannot give processing, it can turn to the Heilongjiang Province of
ADB loan Songhua River basin water pollution control PMO to reflect the problems, If it is
not be addressed, he can look for help from laws.
At the same time, land acquisition and house demolition implementation institution should
publish resettlement policies and compensation standards timely to affected people.
At present, the resettlement and land requisition work has come into the end, from
investigation; Xinghua Village is satisfied with compensation result.

9. CONCLUSIONS
9.1. Conclusions
(i) The construction part of the project has been finished, and well work has not been
completed.
(ii) The resettlement organization involved in this project are well in function and serious
in performing duty and mission.
(iii) Because of project design changes, there are 10 water source wells, and 8690m well

The permanent land requisition by Water purification plant and deep takes up 1.46
ha, of which, water purification factory covers an area of 0.5639 ha, and water
source well covers an area of 0.9 ha. Total of10 households, 39 people are
affected. The compensation standard is rational.
(iv) The temporary land occupation of water pipeline construction is 5 ha (of which, 20% for
Chengxi Village, and 80% for Xin'an Village). 70 households are affected. The water
pipeline and well connected pipe were laid along water source road.
(v) The compensation funds have been paid in full, and payment voucher is complete.
(vi) The project information was disclosure, and affected people know appeal ways when
their rights were violated, whose complaints and complaint channel is open.
(vii) The project does a better job on resettlement files, and related materials are
complete.
9.2. Existed problems and suggestions
The living of some villagers was affected, which has not been fully recovered.
Understanding that the village has some mobile land, it is suggested the priority of these
mobile land to farmers whose landless rate was higher in the village, at the same time,
develop skills training and market guidance, to guide that the living of affected villagers
can be improved.

In December, 2011, according to ADB delegation’s opinion, the resettlement experts visit
to Tonghe County Tonghe Town to know resettlement situation which began in February
2008.
1、 Compensation standard
The village collective land permanent occupied by project is I slice of Tonghe County, and
the compensation standard is 46 Yuan / m2. The compensation standard of village
collective is 13.8 Yuan / m2; the compensation standard of permanent occupation of
contracting farmers is 32.2 Yuan / m2. All of the resettlement fees will be paid to the
affected population, whose compensation standard is 30.1yuan/m2.

In order to speed up the construction process of project, Tonghe County Development
and Reform Bureau made funding approval for water road construction project. (See
Annex2)
2、 Resettlement funds use and affected villagers resettlement
At present, the area of permanent land requisition in the first phase project is 14,
600.07m2, the compensation for farmers is 201,480.966Yuan, and compensation for
village collective is470,122.254Yuan. The permanent land requisition of water pipelines
compensation was paid by the county finance(not including in the project) .The area of
temporary land requisition covers an area of 49,950m2,70 households are affected and
the compensation fees are149,850 Yuan . and the compensation sum is821,453.22Yuan.
At present, the compensation fees have been paid to the village collective and farmers.
Because agreement have been signed and affected villagers were placed, the
resettlement experts hope that external monitoring units continue to closely monitor the
project to ensure that affected villagers' income can be restored, and report information
to the ADB timely, to timely understand project resettlement progress.
