1. Introduction

1.1 Project Background

The Government of Bihar (GoB) under Bihar Urban Development Investment Program (BUDP) intends to develop the basic infrastructure of major towns of the state and requested the Asian Development Bank (ADB) for financial assistance. The ADB to assess feasibility of such financial assistance appointed GHK Consulting Limited, UKG for a technical assistance (TA) in preparing urban sector roadmap of Bihar and investment plan for 4 (four) major towns namely Gaya, Bhagalpur, Muzaffarpur and Darbhanga in the subsectors of Water supply, sewerage, drainage and solid waste management. In the process of the study, due to uncertainty in adequate and economical water source, investment proposal for Gaya has been kept in lesser priority while the other 3 (three) towns stood under active consideration to access ADB’s financial assistance under multi-tranche financing facility (MFF). To enable GoB to implement the subprojects with minimum loss of time after sanction of the loan, topographical survey of the roads of Bhagalpur, Muzaffarpur and Darbhanga was carried out by the TA Consultants to form basis of the subproject designs.

2. Objective of Topographical Survey

The principal objective of conducting topographical survey was to prepare geo-coordinated maps of the project towns depicting the existing roads and specific land areas with ground levels to facilitate design of water supply and sewerage schemes.

3. Scope of Topographical Survey

Based on the above objective, the scope of survey was formulated as follows:

i. Conducting total station survey of the town roads with ground levels

longitudinally at 30 meter intervals or less to cover all junctions and changes in the topography and transversely at 30 meter intervals within the right of way (ROW) or property lines whichever is more recording the ground levels at 2.5 meter intervals or at change in topography and preparation of geo-coordinated maps in AutoCad program in 1:1000 scale. ii. Carrying out total station topographical survey of land area at different location taking spot levels in 10 meters grid and preparation of geo-coordinated maps in AutoCad program in 1:100 scale. iii. Transfer of bench mark (BM) to work site from the nearest available BM and providing BM reference pillars in RCC/stone/brick masonry of size 15 cm x 15 cm x 75 cm (45 cm below ground & 30 cm above ground).

4. Selection of Survey Agency

The agency for conducting the topographical survey was selected in accordance with ADB procurement guidelines. Proposals invited from 5 reputed national agencies. Alcon Consulting Engineers and Architects, Bangalore were selected.

5. Mobilization of the Agency and Completion of the Work

The survey agency were mobilized in the field with 4 teams of surveyors equipped with required instruments and crew including a supervisor on 24 June 2010 and commenced work simultaneously in the towns of Bhagalpur, Muzaffarpur and Darbhanga. The field work was completed on 7 October 2010. The agency submitted all maps and drawings end October 2010. These were reviewed by the TA consultants and discussed with the survey agency.

The survey was conducted for all the arterial, branch and sub-branch roads of

Bhagalpur, Muzaffarpur and Darbhanga being prospective towns up to a minimum width of 3 meter to design water supply distribution network up to sub-branch pipe level. Subsequently, it was decided to include house connections with metering in the Bhagalpur water supply subproject. This necessitated additional survey of small roads below 3 meter width also in the town of Bhagalpur. For this purpose the survey team was remobilized on 05-06-11 and the field work was completed by 26-7-11. The survey Report along with the drawings was submitted by the agency on 30-07-11.

6. Location of Towns Surveyed

6.1 Bhagalpur

Bhagalpur Town is geographically located between 74° 55' 14” and 75° 02' 23” longitude and 25° 12' 33” and 25° 16' 22” Latitude (Fig 1). The town is situated on the southern bank of river Ganga flowing west to east at a distance of about 230 km southeast of Patna city. The site can be approached through the National Highway (NH-80) and by rail from all major cities of India. It is a Class-I town with a land area of 30.17 km2 and a population (2010) about 419,0001.

6.2 Muzaffarpur

Muzaffarpur Town is geographically located between 73° 21' 27” and 73° 25' 45” latitude and 26° 05' 12” and 26° 21' 56” latitude (Fig 2). The town is situated on the western bank of river Budi Gandak flowing north to south at a distance of about 40 km Northeast of Patna city. The site can be approached through the National Highway (NH-28) and by rail from all major cities of India. It is a Class-I town with a land area of 26.68 km2 and a population (2010) about

6.3 Darbhanga

The town of Darbhanga is geographically located between 73° 52' 50” and 73° 55' 29” latitude and 26° 06' 02” and 26° 11' 25” Latitude (Fig 3). The town is situated on the eastern bank of river Adhwara (locally also named as Baghmati) flowing north to south at a distance of about 90 km Northeast of Patna city. The site can be approached through the National Highway (NH-57) and (NH 107) and by rail from all major cities of India. It is a Class-I town with a land area of 19.17 km2 and a population (2010) about 3140003.

7.0 Methodology

7.1 Global Positioning System (GPS)

Four pairs of GPS control points are established by using differential global positioning system (DGPS) at different locations of the project towns. The GPS points established at different towns are shown in Table 7.1 below.

7.2 Planimetric Control

Planimetric control (i.e. to measure the area of plan of any shape accurately) was carried out based on procedures evolved by Survey of India. The method adopted ensured self-checks at every stage of work in respect of direction and length.

7.3 Total Station Traverse

The horizontal angles were observed on two zeros (0-180) using Electronic Total Station. Precision targets with optical centering and leveling devices used at the stations were observed. The distances were measured twice (back and forward), by using electronic distance meter inbuilt in total station, which gives the measurements to the millimeter accuracy.

All the traverse lines were commenced and closed on traverse station of adjoining lines. The accuracy was determined by noting the closing error in the Easting and Northing co-ordinates. Necessary corrections for the measurements in parts per million (ppm) with respect to the temperature and atmospheric pressure of the particular locality were applied to get the exact measurements.

7.4 Height Control

Height control was provided by fly leveling by using a Leica Auto Level. The locations and value (height) of the established GTS BMs are indicated in Table 7.2.

Ground levels were recorded along the centre line of the roads longitudinally at 30 m

intervals or less and at all bends, junctions and changes in the topography. Similar ground levels were also noted transversely at 30 meter intervals within the right of way (ROW) or property lines whichever is more recording levels at 2.5 meter intervals or at change in topography.

A plot of land of 12 hectare identified for the water treatment plant at Bhagalpur adjacent to the existing water treatment plant at Barari was surveyed and spot levels in 10 meters grid were recorded.

Temporary Bench Mark (TBM) pillars are established at different points spread over the

towns to facilitate leveling operation. The values of TBMs are established from the established GTS BMs of respective towns. The locations and values (heights) of the TBMs at different towns are indicated in Table 7.3.

The TBM points are marked on some important monuments and also at certain intervals

on the sides of different roads under the purview of survey and secured with RCC pillars. Some of the TBM pillars established are shown in the photographs in Appendix-A1, A2 and A3 for the towns of Bhagalpur, Muzaffarpur and Darbhanga respectively, while the locations of all such TBMs are shown in Appendix-B1, B2 and B3 in the CD enclosed with this report.

8. Roads & Drains Surveyed

Based on the methodology presented in Section 7, all the established roads of the project towns above 3 meter width were surveyed along with adjoining drains and presented in the relevant maps with ground levels. The details of roads and drains surveyed in different project towns are shown in Table 8.1.

9.0 Area Survey

The Bhagalpur water supply subproject includes 18 numbers of overhead tanks to be constructed in different wards. 18 locations have been identified and surveyed with levels at 10 meter grid. In addition the area proposed for new water treatment plant (adjecent to the existing water treatment plant) was surveyed with levels at 10 meter grid. Table 9.1 shows the locations and land area of the above mentioned open areas.

10.0 Maps and Drawings

The survey maps and drawings are prepared using AutoCad Civil 3D 2009. All roads along with ground levels at various points, drains and other descriptive features are printed on the map. The scales adopted in presentation of different nature of drawings are shown in Table 10.1. The list of drawings thus produced on the basis of field survey is presented in Table 10.2. All the maps and drawings mentioned in Table 10.2 are presented in the CDs of respective towns and enclosed with this report.
