Posting/collection At the post office, only the country of destination is known, not the operator of destination. How to identify the operator that will receive EMSEVT event A and B?

In case of geographical separation (i.e. BA), the postcode of the item could be used. But in case multiple DOs competing within the same country (i.e. KG), no generic rule can be put in place.

Item identifier (S10) The item identifier contains only the country code of origin of the item. For mail sent in transit, missent mail and mail received outside receptacle, the operator of origin cannot be identify unless EDI messages were exchanged. Impact in the accounting, EDI transmissions and performance reports.

International Mail Processing Centre (IMPC) The two first characters of the IMPC codes correspond to the country hosting the IMPC. Difficulties to identify the owner of the IMPC as it could be any operator

within the country.

This is not a technical issue as the IMPC codes are linked to operators in the software applications, but this is an operational issue Some operators have proposed that the two first character of the IMPC codes would be the owner of the IMPC.

BA receives mail from operators and forward it to the final destination according to the UPU regulations. BA is the transit operator for mail received from abroad and forwarded to QM and QN, and for the mail from QM and QN to partners. Accounting according to the UPU regulations If mail should be considered as domestic mail: Issue with the performance reports Risk of no tracking information sent to the partner Accounting: TO CHECK Liability: to who the partners should send the inquiries and VNs? EDI: which mailbox of destination

Benefits:

+ EDI messages sent to the correct mailboxes

+ International accounting performed with each operator

+ No ambiguity with the item identifiers and IMPC codes

+ Performance reports generated per operator

+ Inward land rates calculated per operator

+ No changes in the item identifier structure (S10)

Constraints:

Transit mail received by an operator of a country with final destination another operator of the same country has to be forwarded according the UPU regulations for à découvert and closed transit mail.
