above mentioned address
The Sealed bidding document (Technical Bid, Financial Bid & along with EMD duly filled
and signed) should be addressed to the Deputy Director (Administration & Finance) at the above
mentioned address on or before 05/06/2015 1500 h. Tender received after stipulated time and date
shall be rejected summarily.
1. Validity of the contract: I n i t i a l l y , t he c ontract will be awarded for a period of one
year. However, the contract will be renewed for further period of one year subject to the
satisfactory pe r f o rmance of the firm and on the mutual consent of both the parties with
same terms and conditions and rate.
2. Availability of Tender Documents: Cost of Tender Document is NIL. Tender document can be obtained from our office during working hours(1000hrs to 1700hrs) except Saturday and Sunday and holidays and also be downloaded from BIS website www.bis.org.in.

17. The tenderer shall bear all cost associated with preparation and submission of tender form.
18. The bidder shall submit the tender form legibly in English and attach copies wherever required.
19. Bidders sending their bids through courier/ by Speed post should also ensure that their bids are
received on the said address by the stipulated date and time. No time extension for courier/ sent by
Speed Post shall be granted.
20. The Technical Bid will be opened on, in the said date and said time at our office.
21. The agencies who qualifies the Technical bid shall be called for next meeting for opening of
Financial Bid for which the date, time and venue will be intimated to the qualified agencies
separately.

Section-V
22. The bidder or the authorized person of the bidder are allowed to take part in the financial and
technical bid opening meeting and they are required to sign the attendance.
23. Absence of bidder or representative shall not impair legality of the opening procedure
24. After opening of Technical bid and verifying the EMD amount, the technical bids shall be
evaluated later on to ensure that, the bidders meets the eligibility criteria as specified in the tender
document.
25. The technical bids shall be evaluated based on the available documents submitted by the
bidder. To assist in the examination, evaluation, and comparison of the bids, and qualification of
the bidders, the Bureau may, at its discretion, ask any bidder for a clarification of its bid. Any
clarification submitted by a bidder that is not in response to a request by the Bureau shall not be
considered. The Bureau‟s request for clarification and the response shall be in writing.
26. If a bidder does not provide clarifications of its bid by the date and time set in the Bureau
request for clarification, its bid may be rejected.
27. The successful bidder shall enter in to contract and the authorized signatory shall execute and
sign the contract agreement in accordance with the article agreement before commencement of
service.

Section-VI
MINIMUM ELIGIBILITY CRITERIA
1. The following shall be the minimum eligibility criteria for fulfilling the Technical evaluation.
The Financial evaluation shall be carried out only in respect of those bidders whose bid meets the
Technical criterion. (A Proof in support of the following criterion by the Bidder shall be
submitted).
2. Bid Security (EMD): EMD for amount of Rs. 50,000/- is to be submitted along with the tender
document only in the form of Demand Draft drawn in favour of “Bureau of Indian Standards”
Payable at Chennai or through NEFT.
3. The agency shall be a Limited Company or a Private Limited Company registered under the
companies Act 1956, partnership firm or a proprietorship. For proof, self attested/attested copy
of Certificates of Incorporation / partnership deeds issued by the respective registrar of
firms/companies may be submitted. In case of Proprietorship firm, Self-declaration or self-
certificate supported by PAN in the proprietor name would suffice. The Bidder should have
valid PAN issued by the Income Tax department.
4. The agency shall be registered with Employees Provident Fund Organization and Employees
State Insurance Corporation. Attested copy of relevant document in this regard should be attached
in the tender document.
5. The agency should have minimum five years experience in providing security services
consecutively in the Government departments / Public sectors (Central or State) / Private limited
company at the time of submitting the tender. Attested copy of relevant document in this regard
should be attached in the tender document
6. Income Tax Return of the company/firm for the past three years should be enclosed.
7. Service Tax Return of the Company/firm for the past three years should be enclosed.
8. EPF (monthly return) for the month of March 2015 & April 2015 should be attached.
9. ESI(Monthly return) for the month of March 2015 & April 2015 should be attached.
10. Valid licence certificate from competent authority to provide security service should be
enclosed.

Section-VIII
GENERAL CONDITIONS OF CONTRACT
1. All the employees to be provided for undertaking the security services in SRO shall be provided
with required uniform and they should maintain decent behavior.
2. All the employees provided for the security services shall be governed under Govt. of India
Ordinance Minimum Wages Act. EPF and ESI recovery & remittance shall be taken care by the
Contactor and shall provide proof of remittance of ESI & EPF every month.
3. The contractor shall liable to pay, the monthly wages on or before 07th
of succeeding month to
his deployed security personnel in accordance to wages Act.
4. The contractor shall strictly observe and adhere the following from their deployed security
personnel:
Are always smartly turned out and vigilant
Are punctual and arrive at least 15 minutes before start of their duty time.
Take charges of their duties properly and thoroughly.
Perform their duties with honesty and sincerity.
Read and understand their post and site instructions and follow the same.
Extend respect to all Officers and personnel of the office of the Bureau
Shall not drink on duty, or come drunk and report for duty.
Will not gossip or chit chat while on duty.
Will never sleep while on duty post.
Will not read newspaper or magazine while on duty.
Will immediately report to the Administration any untoward incident/ misconduct or
misbehavior.
Shall not smoke in the office premises.
5. It is the sole responsibility of the deployed security personnel to execute the assigned work
perfectly. If any damages are caused to Bureau‟s assets due to the negligence of the security
personnel, the amount as decided by the Bureau will be deducted from the contractor‟s monthly
payment.
6. The contractor shall follow the instruction of Bureau from time to time in discharging the duty
everyday.
7. The Bureau shall have the rights to remove any deployed security personnel from the duty who
is considered to be undesirable.
8. The contractor shall exercise adequate supervision to reasonably ensure proper performance of
security work in accordance to the schedule of work.

Section-VIII
9. The contractor shall issue identity card/identity documents of the employees who are instructed
to execute the work.
10. All necessary reports and other information shall be supplied immediately by the contractor as
required by the Bureau and regular meeting will be held with Bureau.
11. The contractor shall not employ any person of below 18 years and above the age of 60 years
and they should be sound in health in carrying out the duty and should have infected diseases.
12. The contractor shall not subcontract or sublet the assigned work to any other agencies.
13. Except as expressly otherwise provide, the Bureau shall, as its own expense, provide timely all
the required equipment, material, and facilities at the locations where the security services are to be
provided/required to enable contractor employees to carry out the services.
14. The Bureau shall comply with and fulfill the recommendations (if any), if deemed necessary by
the Bureau, made in writing by the Contractor in connection with the performance of the services.
The Bureau shall notify the contractor of any dishonest, wrongful or negligent acts or omissions of
the contractor‟s employees or agents in connection with the assigned services as soon as possible
after the Bureau becomes aware of them.
15. If required amendment to the contract shall be effected from time to time in accordance to
Government notifications and other developments.
16. The contractor shall raise the invoice/Bill before 07th
of the succeeding month for the payment.
17. All the payments to the contractor by the Bureau shall be made through NEFT/RTGS only with
applicable TDS in accordance with the Govt. of India guidelines from time to time. Payment for
bills will be made every month only on receipt of the EPF, ESI remittance and salary disbursement
details of the deployed personnel.
18. Administrative Service charge (Bid Value) claimed for providing housekeeping contract shall
not be raised at any cost during the contract period for any reason, force majeure etc.
19. On expiry of the contract, such portion of the said Performance Security Deposit may be
considered by the BIS sufficient to recover any incorrect or excess payments made on the bills to
the firm, shall be retained until the final bill is settled.
20. In case of any accident caused to the security personnel during the work period, it is the sole
responsibility of the agency to meet any expenditure in this regard.
21. The contract shall be for a period of one year from the date of awarding of contract service and
the same shall be extended for further period of one year with same rates and Terms & Conditions
subject to mutual consent between the Bureau and Contractor and satisfactory performance by the
contractor in the preceding year.

Section-VIII
22. The contractor shall execute the assigned work as per the schedule and if the same have not
been executed up to standards, warning notice shall be issued in this regard. If the situation
continues till penalty will be imposed at the rate of 1% of the contract value per month.
23. The contract may be terminated by either parties by giving three month notice in writing.
24. The contract may be terminated by the Bureau by giving notice in writing to the Contractor, if
in case of serious negligence or serious breach of any of the terms and conditions of the contract
by the contractor, and the Bureau is of the opinion that any further continuance of the contract is
not in the interest of the Bureau, then the Bureau shall have the right to terminate the contract
without assigning any reason thereof, or without giving any notice, and any amount payable by the
Bureau as well as the performance security liable to be forfeited.
25. Any claims, disputes and or differences (including a dispute regarding the existence, validity or
termination of this contract) arising out of, or relating to this contract including interpretation of its
terms shall be resolved through joint discussion of the Authorized Representatives of the
concerned parties. However, if the disputes are not resolved by the discussions as aforesaid within
a period of 30 days, then the matter will be referred for adjudication to the arbitration of a sole
arbitrator to be appointed by the Bureau in accordance with the provisions of the Arbitration and
Conciliation Act 1996 and rules made thereunder including any modifications, amendments and
future enactments thereto. The venue for the Arbitration will be Chennai and the decision of the
arbitrator shall be final and binding on the parties.
26. Jurisdiction of Court: This contract is governed by the laws of Republic of India and shall be
subject to the exclusive jurisdiction of the courts in Chennai.

3 Security Services
1. The above mentioned requirement of manpower may increase or decrease during the period of contract
2. The Security services are required for maintaining Day and Night security in BIS Office Complex. The security services shall be for all the days of the year round the clock in three shifts as mentioned above
3. Any one of the Security Guard shall be the in-charge of the security system and
shall be responsible for the efficient rendering of the services under the contract. This will however, not diminish in any way, the contractor’s responsibility under the contract to the Bureau.
4. The Un-Skilled personnel of the Contractor are required to be deployed as Security Guard in three shifts of eight hours for each of the security men. The guards deployed shall attend the work as assigned in the Contract.
5. While providing services to the Bureau the security personnel shall be responsible and answerable to the Bureau.
6. Materials and equipments for providing security services to the Bureau by the Contractor shall be determined by the Bureau in consultation with the contractor from time to time.
7. If anything unusual/untoward is found, the Bureau shall be informed in writing.

Section-IX
8. The contractor’s personnel providing various services to the Bureau may be frisked at the time of their leaving the office premises after their duty as and when considered necessary.
9. The Security Guards shall lock all the room, hall, laboratory after closing of working hours and shall open the same well in advance before the next working hours.
10. Security guards to be deployed by the contractor should have adequate knowledge of handling and operation of fire extinguishers and suitable fire incident response arrangement.
11. The security guard should open and close the main gate of the campus whenever
access is required by the vehicles/staff/visitors and should enter the details in the relevant register.
12. The security guard should take full details of the visitor after proper enquiry and he
should send the visitor to the concerned officer after getting the permission from the concerned officer.
13. The security guard should enter the details in the visitors register and should
provide visitors pass to the visitor and he should collect the same visitor pass from the visitor at the time of leaving the campus.
14. The security guard should switch-off all electrical usages like lights, fans, AC
machines everyday after closing hours of the office.
15. The security guard should close all the doors of each departments/section and should lock the doors after closing hours of the office everyday.
16. The security guard should keep vigil and not allow any domestic animals such as
dogs/cats/sheeps/cows entering inside the campus. 17. The security guard should not allow any machineries/equipments out of the
campus without proper approval from CA or Gate pass and they shall maintain the register in respect of movement of the same.
18. The security guard should receive all the letters/couriers/packages etc., that are
addressed to Bureau on all the days and handover the same to the reception and they should be kept in safe custody till the same is properly handed over.
19. The security guard should not indulge in any other activity apart from the assigned
duty to any of the Bureau staff, visitors and public.
20. During night hours the security guard should move around the campus by giving whistle sound and should ensure all the lights are on.

21. The security guard should maintain the punctuality and should not leave his location until the duty is handed over to the successor.
22. The security guard should take vigil of all BIS employees and visitors whoever
enters in our campus on all days and report to the authority from time to time.

FINANCIAL BID DOCUMENT
The agency willing to provide security services shall undertake the works quantified in
Section-IX.

The basic pay and DA for the deployed manpower alongwith the statutory benefit like EPF,
ESI shall be at par with the GOI minimum wages ordinance from time to time. Hence, the
bidder should quote only the bid value for their administrative expenses that are to be
incurred for one manpower. However, the administrative expenses will be paid along with
wages and other benefits proportionately to the number of manpower that are engaged.
Bid value should not include Service Tax which shall be raised in invoice every month in
accordance to Government notification from time to time.
