THE KIRKPATRICK MODEL

The most well-known and used model for measuring the effectiveness of training programs was developed by Donald Kirkpatrick in the late 1950s. It has since been adapted and modified by a number of writers, however, the basic structure has well stood the test of time. The basic structure of Kirkpatrick’s four-level model is shown here.

Vancouver, March 17 /- OmniGlobe Networks, Inc. is pleased to announce that it has been appointed by the First Nations' Emergency Services Society of B.C. (FNESS) and its partner, the First Nations Technology Council (FNTC) to provide enhanced broadband access to over 2,700 residents living in remote First Nations communities in British Columbia. This news follows the Government of Canada's recent announcement to contribute $7.86 million for the construction and provision of satellite broadband network capacity.

The project aims to provide affordable satellite capacity for broadband services in communities where satellite technology is the only reasonable means of providing broadband access. It is funded by Infrastructure Canada under the Government's National Satellite Initiative (NSI), with financial contribution from OmniGlobe and the FNESS working in collaboration with the FNTC.

High speed Internet connectivity will be delivered to homes, band offices, schools, health centres and businesses; broadband access will enable communities to benefit from the delivery of advanced e-business applications such as tele-education, video-conferencing and Voice over the Internet Protocol (VoIP) services, stimulating new economic development opportunities in the region. The 21 communities identified currently have very limited and unreliable Internet access and virtually no technical support.

Dr. Jason Neale, OmniGlobe Networks CEO said: "Connecting remote communities involves working with partners and a commitment from all to work together for the benefit of all First Nations people. We are very proud to partner with the FNESS and the FNTC, two organizations that have the best interest of their communities at heart, and look forward to bringing essential communication technology to B.C First Nation communities."

OmniGlobe Networks will supply satellite earth station equipment and local access networks for a high-capacity satellite broadband service to every home and business within the 21 communities. OmniGlobe will also work with the FNTC co-ordinator to provide training for the local technical support persons who will assist users in the community and perform the network maintenance and administration tasks.

"We are glad to see remote B.C. First Nation communities will finally gain access to much needed services, information and training that would otherwise be unavailable," added Mr. Blaine Wiggins, Executive Director of FNESS.

Page 29: T&D project report in BPO

Grand Chief Edward John, champion of the FNTC and member of BC's First Nations Leadership Council noted "this project has been a long time coming and we are pleased that some of our most remote communities will receive broadband connectivity. Because of their remoteness, these communities often have the greatest need to use technology to connect to the world but their small size makes it very difficult to build a business case. We applaud the partnership that made this project possible and thank Canada and OmniGlobe for their contributions."

The project is well underway. The first installation will be on the Nuchatlaht's Oclujce No. 7, on the North West of Vancouver Island and is expected to be completed by the end of March 2009. Technical teams will also continue to visit participating communities in an effort to ensure that the remaining 20 communities are installed and connected by the end of 2009.

Measuring the effectiveness of training programs consumes valuable time and resources. As we know all too well, these things are in short supply in organizations today. Why should we bother?

Many training programs fail to deliver the expected organizational benefits. Having a well-structured measuring system in place can help you determine where the problem lies. On a positive note, being able to demonstrate a real and significant benefit to your organization from the training you provide can help you gain more resources from important decision-makers.

Consider also that the business environment is not standing still. Your competitors, technology, legislation and regulations are constantly changing. What was a successful training program yesterday may not be a cost-effective program tomorrow. Being able to measure results will help you adapt to such changing circumstances.
