DIFFERENCES TO EXISTING APPROACH
Existing approach often focus on:
- Knowledge building and sharing - Risk sharing by subsidies - Building networks and matchmaking
The CCC innovation model focus on:
-The way from idea to implementation
Step 1: Idea phase
Identify challenges to solve
• Identify and explore specific environmental areas
• Engage relevant companies, authorities and organizations
Step 2: Innovation platform
Specify conditions for solutions
• Identify barriers for solutions
• Remove barriers• Form the principles for
tender(s)
Step 3: Tender
idea competition
• Prequalification• Invite selected
consortia to compete on solutions
• Competitive dialogue
• Committee selects winner(s).
Step 4: Contract
Implementation
• Contract with winning consortia on implementation
• Implementation

EXAMPLE 1: DIGITAL INFRASTRUCTURE FOR SMART CITIESUse big data to create new opportunities for citizens and companies to change behaviour in a more environmental friendly way.

Transfer the contracts with the data owners from CCC to the winning consortia.
Subsidies the building of pilot projects e.g. applications

Increase reuse of plastic to the highest possible level.

New standards of handling plastic through out the value chain.
Specifications from producers on needed qualities of plastic granulates.
EXAMPLE 2. REUSE OF PLASTICConsortia competes on how to build and run a facility with the highest reuse of plastic.
Contract between CCC and the winning consortia on building and running the facility.
Transfer contracts between CCC and the owner of plastic waste to the winning consortia.
