Robert Bokelman's letter to me dated January 31, 1978(copy enclosed), t e Board of Higher Education has endorsed our Trustees' request for a capita appropriation in the amoUnt of $2,525,000 for alterationsand renovations, a additional appropriation of $2,200,000 for the constructionof a residence hal at Eastern Connecticut State College, and an additional appropriation of $1, 00,000, for a residence hall at Southern Connecticut StateCollege. As you k ow, the residence halls are self-liquidating projects. Recently you indica ed that there were prospects that a special bondissue might be floa ed which would finance major repair projectsthroughout State Go~ernment. You asked that I identify and proposeany projects which appear needed at Southern Connecticut State College.
Scope: 3,200 feet of 611 to 8" steam feeder lines and 3,200 feet of1-1/211 to 411 conder: sate return lines with Ric-Hil or Perma Pipe.
After consultation ~ith the Director of Physical Plant and his staff,I am proposing one major capital repair project as follows:
•Replace steam and condui t lines, Eas t Campus.· Cost: $480,000.
Replace eight (8) ~ntiquated access pits and add three (3) additionalaccess pits.
We estimate that wwater per month thloss per se is theleaks. The extentwhere snow coversby the melting ofmajor economies in
are losing approximately 130,000 gallons of softbugh underground leaks. More important than the waterloss of steam energy which is dissipated through theseof these leaks is clearly indicated on those occasionshe ground. The path of the steam lines is indicatedhe snow. In other words, it is clearly evident thatenergy costs will result from this investment.
The State Departmeht of Public Works Estimating Division has given us anestimate of $150 per running foot for the conduit together with thefeeder and return lines.
