Minister for Agriculture

Victoria knows food and produces world class food and fibre. Victoria is home to many producers and purveyors of high-quality, high-value, premium and delicious food and drink.

We lead the nation in food and fibre exports, generating $12.8 billion of exports in 2016-17.

That’s why the Victorian Government is committed to supporting the growth of this sector. We want to strengthen the industry by encouraging innovation and diversity, and helping local producers get their products in markets and on tables around the world.

We are setting an ambitious target to increase food and fibre exports to $20 billion by 2030. To reach this target the Victorian Government will be investing $15 million in Taste Victoria, an initiative aimed at bringing together the export and market access projects and investments we make across the sector under one framework.

I am proud of the Victorian Government’s record in investing in the food and fibre sector. This new $15 million investment comes on top of our $440 million investment in the Murray Basin Rail Project, the $200 million Agriculture Infrastructure and Jobs Fund, and investments under the Local Roads to Market program, mandatory electronic tagging for sheep and goats, fruit fly management and AgTech. Together these investments are supporting our farmers to take their products to the world.

At the heart of Taste Victoria is the principle that to get Victorian food and fibre in markets across the world we need to show the world our fantastic products.

We will do this by investing in Global Table, a series of internationally focused business events to further

grow the reputation and profile of Victorian products in international markets. Global Table will deliver a range of activities including a major international food event, behind the scenes experiences for delegates and a series of agri-food business events.

Global Table will be complemented by the Growing Food and Fibre Markets program that will further strengthen our support and investment in market access. Working with industry, we will develop new technologies and expand our global market opportunities. We will also work with industry to break down some of the toughest barriers to market access.

This $15 million investment is another way we are helping our farmers and producers across the State take advantage of international markets and place themselves front and centre on the world stage.

Victoria knows food and we are committed to showcasing this knowledge to the world.

Minister for Trade and Investment

Victoria’s multi-billion-dollar clean, green and premium food and fibre sector is a leader on the world stage. It supports our local communities, boosts our economy, creates jobs and drives trade and exports for Victoria.

At its heart are our farmers, food manufacturers, brewers, wine makers, horticulturalists and everyone in between. These hard-working people keep us competitive in an increasingly busy international marketplace.

The Victorian Government’s Taste Victoria initiative and its two programs are all part of ensuring we remain Australia’s largest exporter of food and fibre. The initiative will help the sector capture new market opportunities, innovate, improve its biosecurity and connect with existing and emerging markets.

As part of this, Victoria will also become home to Global Table, an event set to attract hundreds of international delegates to see the best of what we have on offer.

This will be the largest agriculture, food and beverage business event in the region, and we are proud to host it in Victoria.

Thanks to our work with the sector and industry we have seen overall food and fibre exports grow by six per cent in 2016-17. This is in part due to the diversity of our sector, offering everything from seafood and legumes to table grapes and forest products.

We’re investing millions towards improving agricultural infrastructure, helping farmers get digital ready, managing fruit fly, building our Asian export capability and increasing energy efficiency. These investments will future proof the sector and ensure we continue to grow.

Our expansion into new markets like South-East Asia, India, Latin America and the United Arab Emirates, inbound and outbound trade mission programs and comprehensive network of trade and investment offices is ensuring the world knows our doors are open.

Together, these investments, initiatives and programs round out a sector that plays an incredibly important role in this State, and I am excited for the bright future of food and fibre in Victoria.

Growing Victoria’s food and fibre sector

Our achievements

The Victorian Government has made a range of strategic investments to build our food and fibre capabilities including:

• $200 million to deliver the Agriculture Infrastructure and Jobs Fund, investing in infrastructure and programs along the agriculture supply chain to boost Victoria’s productivity and international competitiveness.

• Major water infrastructure projects to extend and upgrade the water grid and improve access for farmers, including $20 million for the Macalister Irrigation Project, $16 million in Werribee and Bacchus Marsh, $32 million in East Grampians, $10 million in Mitiamo, $30 million in South Gippsland and $20 million in the South-West Loddon region.

• $440 million for the Murray Basin Rail Project, a game-changer for rail freight in Victoria.

• $25 million on regional road and bridge improvements to boost productivity under the Local Roads to Market program.

• $27 million to help farmers capitalise on the opportunities provided by new digital technologies and to deliver on the Government’s commitment to make Victoria the AgTech hub of Australia.

• $17 million on an industry and farmer support package for the electronic National Livestock Identification System for sheep and goats.

• $30 million for the Agriculture Energy Investment Plan to improve the energy efficiency and productivity of our primary producers.

• $20 million on Food Source Victoria to assist businesses across the agri-food supply chain to grow exports, build industry capability and create new jobs to benefit regional Victoria.

• $6.7 million under the Managing Fruit Fly in Victoria: Action Plan 2015-20 to assist horticultural industries and communities to manage fruit fly in Victoria.

• $6.5 million of business support in round one and two of the Boost Your Business Voucher program to boost business innovation and productivity.

• $4 million to implement the Wine Industry Development Strategy and $1.2 million for 65 projects supported through the Wine Growth Fund.

• $2 million to grow the artisanal and premium food industry.

Taste Victoria

The new initiative is a $15 million investment by the Victorian Government to grow our international profile, competitiveness and export opportunities for Victoria’s agri-food sector through the delivery of two new programs.

Global Table

Global Table will reposition our business events and branding, and promote Victoria to an international audience. It will drive new investment, skills and jobs and confirm Victoria as the centre of high-quality food production in Australia.

The first Global Table, to be held in 2019, will comprise a series of internationally-focused business events pitched to an international audience. It is positioned to become Australasia’s flagship agriculture, food and beverage industry event.

Growing Food and Fibre Markets

The Growing Food and Fibre Markets program will strategically reposition the Victorian agriculture, food and fibre sector to better capture market opportunities and increase our global share of agri-food trade. It will strengthen our technical biosecurity and food safety capability, with a focus on traceability and product integrity systems.

Our commitment to growing food and fibre capabilities

The Victorian Government is committed to working with businesses along the agri-food supply chain to foster innovation, boost productivity, improve market access and grow our international competitiveness.

INTRODUCING NEW TECHNOLOGY

The government is positioning Victoria as the AgTech hub of Australia with funding of $12 million for the on-farm Internet of Things (IoT) trials and a further $15 million for digital agriculture initiatives. On-farm trials will occur in the dairy, grains, sheep and horticulture sectors.

The electronic National Livestock Identification System for sheep and goats is being rolled-out with a $17 million industry and farmer support package. This reform not only improves biosecurity, it supports productivity, traceability and market access.

INFRASTRUCTURE BUILDING

The $200 million Agriculture Infrastructure and Jobs Fund is investing in economic infrastructure along agriculture supply chains and on-farm programs to boost productivity and competitiveness, increase exports and reduce costs.

The Victorian Government is investing heavily in major water infrastructure projects to further extend and upgrade the water grid and improve access for farmers. This includes $20 million in the Macalister Irrigation District, $16 million in Werribee and Bacchus Marsh, $32 million in East Grampians, $10 million in Mitiamo, $30 million in South Gippsland and $20 million in the South-West Loddon region.

The Victorian Government has also invested $440 million in the Murray Basin Rail Project to drive economic growth, create jobs and provide a major boost to the agriculture sector, transport industries and regional communities.

The $25 million Local Roads to Market program is funding regional road and bridge improvements along agricultural freight routes to reduce time, distance and costs for producers.

FOSTERING INNOVATION

The Victorian Food Innovation Network launched in February 2018, provides a single source of information for Victorian food businesses to engage with innovation service providers, such as universities.

Through the Boost Your Business Voucher program the government is supporting businesses to become more innovative and increase their scale, diversity and profitability. Boost Your Business vouchers will provide funding of more than $6.5 million to support over 240 businesses across Victoria.

The government is supporting a new look and expanded Food Innovation Centre with $2.5 million in funding. The Centre is located at Monash University (Clayton) to give existing and new export businesses access to market insights and innovation services to drive product and packaging development.

The Wine Growth Fund supports wine businesses to innovate and grow and has delivered $1.2 million for 65 wine projects. A further funding round is underway.

The 2018-19 Victorian Budget allocated $4 million to implement the Wine Industry Development Strategy and $2 million to grow the artisanal agriculture and premium food sector.

The government is delivering collaborative marketing and education programs, and conducting consumer research in key international markets in partnership with the agri-food industry. Trade Victoria is also delivering targeted inbound and outbound trade missions (including the flagship Food and Beverage Trade Week program) to assist Victorian food and beverage exporters to grow their exports to global markets.

The export skills and training program, delivered in partnership with expert providers, focuses on accessing emerging market channels, including e-commerce. This is complemented by the government’s investment in priority TAFE courses relevant to the food and fibre sector, including Certificate level courses in agriculture, dairy and meat processing and horticulture.

The Victorian Government is investing $73 million over four years to support 22 international Victorian Government Trade and Investment Offices. Our global network supports our food and fibre businesses to expand into international markets, providing market intelligence and insights, connecting businesses, building trading partnerships and capitalising on export opportunities.

IMPROVING MARKET ACCESS

The Victorian Government is supporting agricultural producers to achieve new and improved market access. In 2017 new market access to China was achieved for peaches, plums and apricots, building upon an earlier approval for nectarines. It is estimated that exports for these products will grow to $50 million annually.

In 2017, improved protocols were agreed for cherry and table grape exports that facilitate export to China by airfreight. It is estimated that the changes will be worth an additional $100 million to the local industry. The citrus fruit industry has also benefited from improved protocols, which is expected to enhance export of premium quality fruit to China.

In 2018 a new protocol for seed potato access, a long-standing priority for Victoria, was signed between Australia and Indonesia. This new market is expected to be worth $10 million over ten years.

SUPPORTING BUSINESS

The Victorian Government is working to reduce the impact of higher energy costs on farm businesses through the $30 million Agricultural Energy Investment Plan. The plan supports the agriculture sector to improve energy efficiency and explore alternative energy options. It includes on-farm energy assessments, support for farmers investing in energy efficient technology, and skills and education support.

The Regional Jobs Fund assists regional business to grow their workforce, expand markets and create jobs of the future. It supports investment with a focus on regional competitive advantage and businesses with high-growth potential.

The Future Industries Manufacturing Program has supported business to invest in new manufacturing technologies and processes to improve productivity and international competitiveness. The program targets priority growth sectors, including food and fibre.

In 2019, the world will come to Victoria for the inaugural Global Table – a series of internationally focused business events to attract new investors, traders and influencers to Victoria.

Supported by government, the event will have the scale and international profile to become Australia’s flagship agriculture, food and beverage industry event.

Global Table will feature:

• a major global food event to attract new global attention to Australia

• a complete program of high-quality conference activity, from researcher to retailer across the food supply chain

• behind the scenes experiences for business delegates

• a series of coordinated activities to showcase Australia’s capability including exhibitions, conferences, business visit programs and partner workshops and meet ups.

With 5,000 participants targeted, the event will be:

Growing Food and Fibre Markets

Competition is fierce in our key export markets. Across almost all segments of the agriculture, food and fibre supply chain, Victoria competes on quality rather than price – trading on our quality, safety and assurance systems.

The new Growing Food and Fibre Markets program will deliver targeted market access activities to strategically reposition the Victorian agriculture, food and fibre sector to better capture market opportunities.

By partnering with industry, the program will support activities to build demand for our products, develop alternative treatments and pathways to access international markets, and provide confidence through strong traceability and product integrity systems. The program will focus on four streams:

GROWING EXPORT MARKET INTELLIGENCEBuilding the capability of the agriculture, food and fibre sector to deliver high-quality products into international markets and understand supply chains is critical to growing Victoria’s food and fibre exports.

This stream will support industry to understand consumer preferences through market testing and analysis, undertake supply chain analysis, and develop in-field guides and up-to-date information.

LEADING THE NATION IN TRACEABILITYPremium international markets increasingly require assurance and traceability of products and supply chains to ensure product safety and authenticity.

Actions under this stream will build an understanding of market expectations of assurance systems and support producers to meet current and future traceability requirements. This will include statewide information sessions and workshops for a wide range of industries, which will inform more targeted support.

KEEPING ‘AHEAD OF THE GAME’ WITH MARKET ACCESSPremium international markets require freshness and quality of agricultural products, and environmental credibility in production methods.

This stream will position Victoria to access new markets by developing and supporting new approaches to cold-treatment and fumigation that enable our producers to maximise market share and product quality, reduce environmental impact and access cheaper and faster export and freight pathways.

Growing Food and Fibre Markets

The Growing Food and Fibre Markets program is key to delivering on our export target, managing risk and growing our global market share.

ENABLING USE OF NEXT GENERATION MARKET ACCESS TECHNOLOGYNew and innovative technologies are being developed, or are ready to be deployed, to support market access and product assurance.

Working with industry, this stream will take these technologies through to field-trial and application. This will include development and testing of new diagnostic and verification technologies, and new sensor application to give assurance about treatment efficacy and product quality.

Victoria has valuable livestock industries, exporting products worth $6.7 billion per year. Sheep meat and wool product exports alone are worth more than $2.5 billion.

To protect these valuable industries, Victoria has invested $17 million and led the nation in transitioning to an electronic identification system for sheep and goats. This system is already helping to improve the productivity of the sheep and goat supply chain. It provides our trading partners with increased confidence in the safety and origin of Victorian products, while protecting and enhancing access to local and export markets.

Building on this success, we will draw on our experience and work with industry to develop new programs to enhance our reputation for providing safe and authentic products in existing and future markets.
