This memo documents the logic behind the selection of each site and offers a starting point for examining each location and its potential for Transit Oriented Development (TOD). The information gathered from the mapping exercises for the socioeconomic data was also utilized in determining the transit center locations. There were ten transit center locations identified: 1. Bakersfield College 2. Downtown Transit Center 3. Southwest Transit Center 4. California State University Bakersfield 5. Downtown Train Station a. Amtrak Station (without HSR) b. High Speed Rail Station (with HSR) 6. Niles and Mt. Vernon Avenue 7. Panama Lane and Highway 99 8. Mt. Vernon Avenue and Highway 178 9. F Street and Golden State Avenue (Locally Generated Alternative) Of the ten locations, several would be suitable for near‐term (Year 2020) transit center locations while others would be more suitable for the long‐term (Year 2040) locations. Demographic and Transit Maps Demographic maps for the Metro Bakersfield are shown in the figures below including existing Low‐Income Populations, Households with No Vehicles, Minority Populations, Senior Populations, Youth Populations, and Population and Employment projections for 2020, 2035, and 2040. ExistingSites#1BakersfieldCollegeTheBakersfieldCollegeisincludedasapotentialtransitcentersiteduetothehightripattractionofthecollege.TheBakersfieldCollegewasidentifiedintheBakersfieldLRTPasalocationplannedforfastandfrequentservice.ThesiteprovidesaccesstosixGETbusroutes(21,41,43,44,61,andthe81)andthreeoftheKernTransitbusroutes(100,140,and150).FirstandlastmileconnectionsareprovidedwithexistingClass1andClass2bikeroutesandtwofutureClass2andfiveClass3routesareplannedintheCityofBakersfieldBicycleTransportationPlan.Whilethereisnotasignificantamountoftransitdependentpopulationssuchasyouth,senior,orhouseholdswithnovehicles,thereis a moderate low‐income andminority population.1 In addition, employment is expected to bemoderatelyhighintheshort‐termandlong‐term(seeemploymentandseniorpopulationfigurestotheright)withdenseemploymentwithina¼mile.SimilartotheCaliforniaStateUniversityBakersfieldsite,thissiteisalsocomprisedofprimarilypubliclandusemakingitanidealsiteforatransitcentertoimproveaccesstopublicfacilitiessuchasthecollege.
#2DowntownTransitCenterTheDowntownTransitCenterwasidentifiedintheBakersfieldLRTPasanexistingtransitcenterthatwouldbephasedout in themidterm(2021‐2025)and long‐term(2026‐2035)serviceplans.However,thesiteitselfcanbeutilizedforthepotentialforTransitOrientedDevelopment(TOD)duetoitsaccesstotransitandthehighamountofmixed‐uselandusesurroundingthesitetoallowforcompactanddensedevelopment.Inaddition,thesiteislocatedneartheCaliforniaHighSpeedRailStationPlanAreatofurtherenhanceaccess.ThesiteisnearbynineoftheGETbusroutes(22,42,43,45,81,82,83,84,and92)andsevenKernTransitbusroutes(100,110,115,120,130,140,and150).Two existing bike routes are present with three additional routesplanned in theCity’sBicycle TransportationPlan.Among the transitdependent populations, a moderately high concentration of low‐incomeandminoritypopulationsarepresentwhileotherpopulationsare relatively low. Population is expected to become significantlydenser in the short‐term and continue to grow in the long‐term;employmentisalsoexpectedtogrowbetweentheshortandlong‐term(seefigurestotheright).2
#3SouthwestTransitCenterTheSouthwestTransitCenterisalsoidentifiedintheBakersfieldLRTPasatransitcenterthatwillbephasedoutinthemidterm(2021‐2025)andlong‐range(2026‐2035)serviceplans,similartotheDowntownTransitCenter.AlsosimilartotheDowntownTransitCentersite,theSouthwestTransitCentersitecanbeutilizedforTODpotential.ThesiteprovidesaccesstoeightGETbusroutes(22,41,42,44,62,81,83,and92)andtwoKernTransitbusroutes(130and145)withina¼milewalkingdistance.Withina½milethereisanadditionalKernTransitbusroute(110)andaCommunityHealthCenter(ClinicaSierraSite).AnexistingClass2bikerouteisadjacenttothesitewithanadditionalClass2bikerouteplanned in theCity’sBicycleTransportationPlan,providing first and lastmileconnections.TheValleyPlazashoppingmall isalsoimmediatelyadjacentwhichfurtherenhancesTODpotential.However,sincetheValleyPlazashoppingmallcurrentlyhasseverallargeretailersonthe site, a relocationof theexisting transit center site to the southat the shopping center at thesouthwestcornerofWilsonRoadandWibleRoadcouldoptimizeTODpotentialbyprovidingahighervariety indense landuses.Theexistingtransitcenter isusedprimarily for transfersand isnotadestinationstation.Thisexistingnatureofthetransitcenterindicatesthatarelocationofthesitewouldnot inhibitexistingGETroutesandservice. Inaddition, the lengthof theexistingbusbayscannot accommodate newer articulatedbuses. The site is also suitable as high concentrations ofemploymentareexpectedintheshort‐term(2020)andthoseprojectionswillmorethandoublebythelong‐term(2040),whichcanhelpsupporttransitcenteractivity.3Amoderateamountoftransitdependentpopulationsarealsopresentwithlow‐income,minority,andyouthpopulations.
ProposedSites#4CaliforniaStateUniversityBakersfieldCaliforniaStateUniversityBakersfieldisasuitablelocationforatransitcenterasithasalreadybeenidentifiedintheBakersfieldLRTPasatransitcenter.Thesiteincludesaccesswithina¼miletofourGETBusRoutes(21,22,61,and82)andtheCaliforniaStateUniversityBakersfieldKernTransitbusstop(120).FirstandlastmileconnectionsaresupportedwithanexistingClass2bikerouteandtwoClass1routes;afutureClass1routeisplannedintheCityofBakersfieldBicycleTransportationPlan.In addition, the Bicycle Transportation Plan also recommends this site as a potential bike sharelocation. While there is not a high concentration of existing transitdependentpopulations(minority,youth,senior,andhouseholdswithnovehicles),existingemploymentishigh(seeemploymentfigurestotheright)andisanticipatedtoremainhighintheshort‐termandlong‐term.4Thesurroundinglanduseisprimarilypublicuse(mostlyduetothe University) in which a transit center can improve access to theUniversity.
#5aAmtrakStation(Short‐Term)TheAmtrakStation is includedasapotential sitedue to its regionalaccess.Usersof theAmtrakStationareabletoaccessthe45GETbusrouteandfourKernTransitbusroutes(100,120,130,and150)withina¼milewalkingdistance;withina½mileuserscanalsoaccessthe44GETbusrouteand a Women, Infants, and Children (WIC) program (Clinica Sierra Site). First and last mileconnectionsare includedwithanexistingClass2bikeroutewithClass1andClass3bikeroutesplanned in theCity’sBicycleTransportationPlan. Station improvements are also included in theBicycleTransportationPlanandtheKernCOG2014RegionalTransportationPlan.Inaddition,theCaliforniaHighSpeedRail(HSR)BakersfieldStationPlanningAreaislocatedimmediatelysouthoftheAmtrakStation.WhileitislikelytheCaliforniaHSRStationwillreplacetheAmtrakStationasamajor transitcenter, thesiteof theAmtrakStationcouldbeutilizedasTODwithagrowinghighconcentrationofemploymentandamixtureoflandusesinthesurroundingarea.7Theareasurroundingthesite isalsocomprisedofahighamountoftransit dependent populations such as low‐income, minority populations,andhouseholdswithnoaccesstoavehicle.
#5bCaliforniaHighSpeedRailHybridStation(Long‐Term)TheCaliforniaHigh SpeedRail (HSR)Hybrid Station is located immediately southof theAmtrakStationacrossfromtherailroadtracks.ThislocationmakesasuitablesiteduetoitsconnectivitytotheplannedCaliforniaHSRsystemprovidingregionalandstatewideaccess.SimilartotheAmtrakstation,usersareprovidedGETandKernTransitbusrouteswithinwalkingdistanceincludingthe45GETbusrouteandfourKernTransitbusroutes(100,120,130,and150)withina¼milewalkingdistance;withina½mileuserscanalsoaccess the44GETbusrouteandaWomen, Infants,andChildren(WIC)program(ClinicaSierraSite).Firstandlastmiletransitconnections consist of the existing Class 2 bike route along withplanned Class 1 and Class 3 bike routes in the City’s BicycleTransportationPlantoincreasingconnectivity.Highconcentrationsoftransitdependentpopulations(low‐income,minority,andhouseholdswith no vehicle) are present in the surrounding area, furthersupportingthissiteasasuitablelocationforatransitcenterand/oraTOD site.8 Employment density is also anticipated to drasticallyintensifybythelong‐termyear2040.Additionally,ahighportionofthesurroundinglandusesareidentifiedasmixed‐use,allowingfordenseandcompactdevelopment.
#6NilesandMtVernonAvenueTheparcelsimmediatelyadjacenttotheintersectionofNilesStreetandMtVernonAvenuemakesasuitabletransitcenterlocationwithaccesstotransitandahighconcentrationoftransitdependentpopulations.Atransitcentercouldbelocatedonanyofthefourquadrantsoftheintersection.ThesiteincludesaccesstothreeGETbusroutes(21,41,and45)andthreeKernTransitbusroutes(100,140,and150);firstandlastmileconnectionswillbeenhancedwithafutureClass3andthreefutureClass2bikeroutesthathavebeenidentifiedintheCity’sBicycleTransportationPlan.Inaddition,theEastBakersfieldHighSchoolandKernMedicalCenterarebothwithina½mile.Althoughthelandusesurroundingthesiteisprimarilyresidentialanddoesnotallowformixed‐usedevelopment,theareaisdenselypopulatedwithlow‐income,minority,youth,andhouseholdswithnovehicles(transitdependent users) making this site an ideal location for a transit center.9Populationisanticipatedtoremainrelativelyconsistentintheshortandlong‐termwithsmallgrowthinemploymentbythe long‐termyear2040.Whileasignificantamountofgrowthisnotanticipated,thissiteisstillanideallocationfor a transit center as it improves accessibility for transit dependentpopulationsinadenselypopulatedarea.
#7PanamaLaneandHwy99WhilenotlocatedinthecenterofMetroBakersfield,theintersectionofPanamaLaneandHighway99 is a site location for apotential transit center. The site is anticipated todouble in populationdensitybetweentheshortandlong‐termyearsandprovidesaccesstomultipletransitlines.RegionalandlocalaccessisavailablewithsixGETbusroutes(41,42,47,61,62,and92)andtwoKernTransitbus routes (130 and 145). First and lastmile connections to the transit center are offeredwithproposed future Class 2 and Class 1 routes in the City’s Bicycle Transportation Plan. Thedemographicsforthesurroundingareaincludeamoderatelyhighamountoflow‐income,minority,andyouthpopulations(transitdependentpopulations).10 Althoughtheland uses for the site are primarily retail and residential, thedemographics for thearea indicate thepopulation is transitdependentwith a moderately high amount of low‐income, minority, and youthpopulations. A transit center at this location can improve upon theexistingaccessibilityfortheseusersandassistwiththepopulationgrowthbetweenshortandlong‐termyears.
#8MtVernonAveandHwy178SouthalongMountVernonAvenueattheintersectionofHighway178isasitelocationforapotentialtransitcenter.ThislocationisanidealsiteforapotentialtransitcenterasitiswithincloseproximityoftheEastHillsShoppingMall.RegionalandlocalaccessisavailablewiththreeGETbusroutes(21,43,and44)withina¼mileradiusandaWomen,Infants,andChildren(WIC)program(ClinicaSierraSite)iswithincloseproximity.FirstandlastmileconnectionstothetransitcenterareenhancedwithanexistingClass2bikeroutesandanadditionalfutureClass2routeproposedintheCity’sBicycleTransportationPlan.Althoughpopulationdensitybetween theshortand long‐termyearsremainrelativelyconstant,amoderatelyhighamountof low‐income,minority,andyouthpopulations(transitdependentpopulations(transitdependentpopulations)arewithinthesurroundareas.11Thelandusesforthesiteareprimarilyretailandresidentialwithamixtureofpublicuse.Thesite’sadjacentlocationtotheEastHillsShoppingMallanditsconcentrationoftransitdependentpopulationsenhancesitspotentialtobecomeeligiblefor TOD. A transit center at this location can improve access forneighboringpopulationsandassist inprovidingaccesstotheEastHillsShoppingMall.
#9FStreetandGoldenStateAvenue(LocallyGeneratedAlternativeHSRStation)NorthoftheexistingAmtrakStationattheintersectionofFStreetandGoldenStateAvenue(Highway204) is also a site location for a potential transit center. The site location has a high amount ofretail/servicelandusewithina¼mileradiussupportingthesiteasatransitcenter;withina½mileradiusthereisalsopublicuse/resourceareas.RegionalandlocalaccessisavailablewithtwoGETbusroutes(22,and42),andtwoKernTransitbusroutes(110and150)withina½mileradius.FirstandlastmileconnectionstothetransitcenterincludeexistingLocal,Class1,andClass2bikeroutesandfutureLocalandClass2routesproposedinthe City’s Bicycle Transportation Plan. While there is not a highconcentration of existing transit dependent populations (low‐income,minority, youth, senior, andhouseholdswithno vehicles), employmentgrowthisanticipatedtotriplebylongtermyear2040(seeemploymentfigurestotheright).12Atransitcenteratthislocationcanassistwiththeanticipated employment growth andprovidemulti‐model access to thenearby future employment centers. However, the site is locatedimmediately north of Golden State Ave (Highway 204) and presents achallengeforaccessacrossthehighway;additionally,lineofsightfromtheroadisnotoptimalduetothegeographyofthesite.
