The Outstanding Agency Accreditation Achievement (OA4) recognizes agencies that lead the public procurement profession through the implementation of best practices. The program is founded on a self-evaluation process using the NIGP Agency Accreditation Criteria Form. Agencies meeting the minimum criteria are OA4 accredited for three years.

2017 Officer Elections TAPP will elect 2017 Chapter Officers at its Fall General Membership Meeting on October 30 in Pigeon Forge. Members will elect the positions of President, Vice President and Secre-tary. The Treasurer will be completing the second year of a two-year term.

TAPP Receives Chapter Membership Honors
Tennessee Association of Public Purchasing’s Vice-President Penny Owens accepted awards at the 2016 NIGP Forum President’s Lunch-eon on August 24, 2016 on behalf of TAPP.
The Tennessee Association of Public Pur-chasing Chapter of NIGP received the award for having the highest percentage increase in membership in 2015, at 39%. TAPP ended 2015 with 120 regular and 5 retired mem-bers.
TAPP was also honored to receive recogni-tion for having a high percentage of members who are also members in the national associ-ation, NIGP—The Institute for Public Pro-curement. Seventy-eight percent (78%) of TAPP’s members also hold a NIGP member-ship.

TAPP Members Experienced the Awesomeness of 2016 NIGP Forum Twenty-two Tennesseans, including fifteen TAPP members joined over 1,000 public procure-ment professionals in National Harbor, MD for the 71st Annual NIGP Forum and Products Expo. This year’s Forum included four days of inspiring speakers, networking sessions and educational workshops.
At the opening plenary session, three people were recognized with Spirit of NIGP Awards for their contributions to the profession and the Institute.

On Tuesday, NIGP hosted the Awards Lunch, presenting awards to many deserving profession-als.
There were 146 newly certified CPPB professionals, and 56 newly certified CPPO profes-sionals this year.
UPPCC Agency Certification Awards were given to 40 agencies, including Anderson County and City of Johnson City.
OA4 Award recipients included Hamilton County and KCDC.
AEP Award recipients included City of Memphis.
The Innovation Award was given to Miami-Dade County Internal Services Department for its Automated Architecture and Engineering Pre-Qualification Program.
The Measure Up Award was given to the Washington State Department of Transporta-tion.
NIGP’s Buyer of the Year award was presented to Mina Kaeding, CPPO, CPPB, PH.D., FCCM, Hillsborough County Public Schools, Tampa, FL.
NIGP’s Manager of the Year award was presented to William L. Munch, CPPB, Executive Director of Procurement, Valley Schools Management Group, Phoenix, AZ.
TAPP member, Terry McKee from KCDC, was a finalist for Manager of the Year.
Distinguished Service Awards were given to Alexandre Roman, Assistant Professor, Cali-fornia State University, San Bernardino, CA, and Gord Sears, CPPO, CPPB, Manager, Town of Newmarket, ON, Canada.
Small Chapter of the Year is Delaware Public Purchasing Association.
Medium Chapter of the Year is Columbia Chapter.
Large Chapter of the Year is Central Florida Chapter.
Extra-Large Chapter of the Year is Rocky Mountain Governmental Purchasing Associa-tion.
The Albert H. Hall Award was presented to Paul J. Brennan, CPPO, Director of Purchas-ing, Rockland County, NY.

The 2018 NIGP Forum and Products Exposition will be held August 19-22, 2018 at the Gaylord Opryland Hotel in Nashville! It’s not too early for each of us to be making plans to attend, and to seek the support of our employer for us to attend, this annual professional development opportunity right here in our own state.
Tennessee public procurement practitioners have formed what the 2018 NIGP Forum Local Planning Committee, and established a steering committee to guide the work of the Local Planning Committee. The steering committee members, who were introduced to you in the June 2016 issue of TAPP Lines, have accepted responsibility for the following respective areas of responsibility:

Would you like to serve as co-chair of one of the subcommittees listed above? Let the subcommittee chairperson or me know of your inter-est.
Are you planning to attend the 2017 Forum in Salt Lake City, Utah (August 27-30, 2017)? We need volunteers to take turns staffing our promotional booth.
Do you already have ideas for the 2018 Forum in Nashville? It’s not too early for you to share them with your steering committee so they may be put in the hopper for future consideration.
For those who recall the NIGP Forums previously held in Nashville, be advised that NIGP has redefined the duties and responsibilities of the local volunteers—we are no longer named the “host committee” and no longer expected to finance any official component of the conference. Instead, according to NIGP, “The purpose of the local planning committee is to enhance the attendee experience by supporting the events and activities of the Forum and by providing information on the host city, sharing local favorites and offering advice on how best to experience the unique culture of the host city and surrounding areas.”
As the time draws nearer, the steering committee will be soliciting assistance from the membership of our three Tennessee-based NIGP chapters to volunteer at and prior to the 2018 NIGP Forum. Be on the look-out for opportunities to serve in a manner that fits your interest and availa-bility.
I hope you will join me in viewing the 2018 NIGP Forum as an exciting opportunity for our three chapters—and all Tennessee public procure-ment practitioners—to shine as we welcome our colleagues from around the world to Tennessee.

The TAPP Legislative Committee is currently working on the following three pieces of legislation:
Item 1: Retainage on construction contracts. T.C.A. 66-34-104 (d) Written Notice with checks—the committee is currently working to finalize the language to add clarity regarding the required written notification.
Item 2: Performance & Payment Bonds T.C.A. 12-4-201 (a) (1) - the committee is currently working to finalize language to clarify the bond requirement of no less than 25 percent. Most agencies are currently requiring 100 percent performance and payment bonds.
Item 3: Uniform Procurement Act—the committee is looking at this large undertaking, which will probably take at least two years to complete. Additional information will be shared during fall conference.
