I N T R O D U C T I O N : -

The Tamil Nadu Public Service Commission has been set up under

Article 315 of the Constitution of India. The sanctioned strength of the

Commission is one Chairman and fourteen Members. During this report

period the Chairman and 4 Members are in position. The composition of the

Commission during the period under report is given below:-

PART - I

FUNCTIONS AND DUTIES:-

The Tamil Nadu Public Service Commission is discharging the duties and

functions specified in Article 320 of the Constitution of India. The

Commission is required to advise the Government on all matters relating to

framing of recruitment rules, principles to be followed in making

appointments and promotions and transfers from one service to another

service, disciplinary matters in respect of Government Servants. Tamil Nadu

Public Service Commission conducts examinations for selection of candidates

under direct recruitment to the State, Subordinate and Ministerial Services

etc., Departmental Examinations for Government Servants, Half Yearly

Examination for IAS, IPS, IFS and State Civil Service officers, conducts the

examination on behalf of the RIMC for admission to the School run by the

Rashtriya Indian Military College, Dehradun and also conducts Examinations

for the recruitments of High Court Services etc.,

9. Reforms and Rationalizations:-

(1)Enhanced Dashboard to the candidates with additional facilities:-

Candidates’ Personalized Dashboard with unique login id and password

for each candidate is introduced for One Time Registration. As an added

feature in the Dash Board, application history contains the details of

previous successful applications submitted by the candidates has been

introduced. This feature facilitates the candidates to know about the

previous application details viz., Notification number, Name of the post

applied for, Register number, Application number., Date of application etc.,

Candidates who have lost their application number or register numbers of

any recruitment conducted since 2012, can view their details at 24x7 from

the Commission’s Website. We have reached the candidates to facilitate,

instead of asking them to reach us.

(2) The syllabi was framed long back in the year 2000 for Commission’s

competitive examinations for Diploma, Graduate and Post Graduate level are

updated and revised in various subjects during this period.

(3) Instructions to candidates are also suitably updated and the same is

hosted in the Commission’s website during this period.

(2) Online Certificate Verification:-

The Commission has introduced a new system of obtaining the

scanned copy of the original certificates of the shortlisted candidates through

online mode. Candidates have to scan and upload their certificates so as to

substantiate their claims made in the online application. After due date, the

Commission will verify the certificates and call only qualified candidates

possessing all certificates as per their claim in the online application. In this

new process Original Certificates will be verified at the time of Oral

Test/Counseling for which the candidates have to appear in person. The

task of scanning and uploading activity has been entrusted to the Arasu e-

Seva Centers which are run by TACTV (Tamil Nadu Arasu Cable TV) in all

Taluk and District Headquarters.

b. So far 25 number of recruitments are conducted using

personalised OMR

c. Register Number error does not arise.

3. Uploading of Certificates

a. Provision was given to the candidates to upload their

certificates through online instead of coming in person for

certificate verification.

b. Services of Government e-seva centers were utilised to assist

the candidates in uploading their certificates.

c. On introduction of On Screen Verification Method,

approximately a sum of Rs.6 Crores of candidates money is

saved on Travel and Accommodation expenses.

d. Personal contact with the staff of TNPSC is avoided

a. Certificates uploaded through online were verified onscreen

without the hard copies of certificates.

b. Quickest certificate verification and finalization of candidate’s

a. Group-IV Results were Published in 5 months and 9 days for

9. Oral Test (Token System is followed) Before commencement of Oral Test, candidates are at their liberty

to choose their Interview Boards by picking out the Tokens.

PART – II

DIRECT RECRUITMENTS:-

During the period under report, the Commission completely finalized

17648 recruitments containing 18,324 vacancies and selected 17,648

candidates for appointments. The recruitment statistics in respect of 30

selections are given in Annexure - III.

PRELIMINARY EXAMINATION:-

During the period under report, the Commission conducted four

Preliminary examinations for (1) Civil Judges in Tamil Nadu Judicial Service,

(2) Combined Civil Services Examination-II (Group-II) (Interview posts)

(3) Assistant Public Prosecutor, Grade-II (4) Group-I (Combined Civil

Services-I) Examination Services to fill up 1885 Vacancies. 8,72,493

candidates applied for these Preliminary Examination.

MAIN EXAMINATION:-

During the period under report, the Commission conducted 30 Main

Examinations to fill up 3,882 vacancies. 7,32,934 candidates applied for

these Main Examinations.

ORAL EXAMINATION:-

During the period under report, the Commission conducted Oral Test for

21 Recruitments to fill up 1324 vacancies. The Commission conducted the

Oral Tests in 42 working days in two sessions F.N. and A.N. A maximum of 5

Boards were constituted in both the sessions on some days, 2,347

candidates were admitted to Oral Test by constituting 243 oral test boards in

42 days for the current year.

the period under report are given in Annexure-V.

Paucity of Qualified and Suitable candidates:-

During the period under report, the following 513 vacancies were not

filled up due to paucity of qualified and suitable candidates.

During the period under report, the Commission dealt with references

relating to recruitment by transfer to State Services from the corresponding Subordinate Services and by promotions within the State

Services and drew up lists of 520 qualified and suitable officials for appointment to the posts under 17 Services. During the period under

report, there were 44 cases in which statutory rules relating to age or educational qualifications as the case may be, were relaxed by the

Government. Details are furnished in Annexure-VII.

In 291 cases, the Commission’s concurrence was sought for and given under the

latter part of Regulation 16(b) of the Tamil Nadu Public Service Commission

Regulations 1954 for making appointment to the posts in the State, Subordinate,

Secretariat and Ministerial Services.

Details of the posts and services for which such concurrence was accorded are

given in Annexure-IX.

5. CONCURRENCE ACCORDED UNDER RULE 20(a)(iii) OF THE SPECIAL RULES FOR THE TAMIL NADU MINISTERIAL SERVICE:-

The Commission accorded its concurrence under the provision in Rule 20(a)(iii)

of the Special Rules of Tamil Nadu Ministerial Services for the permanent transfer of

123 personnel from one departmental unit to another departmental unit within the

Tamil Nadu Ministerial Service.

6. PROMULGATION AND AMENDMENTS:-

During the period under report in 64 cases statutory rules or amendments were

issued by the Government. Of them, in respect of 51 cases, the Commission was

consulted before the rules were issued. In 13 cases the Commission was not

consulted. However, these 13 cases related to the posts excluded from the purview

of the Commission and to the matter, in respect of which under Article 320(3) of

the Constitution of India, consultation with Commission is not necessary.

I. DEPARTMENTAL EXAMINATIONS:

Departmental Tests were conducted in May and December 2018. The total

number of tests conducted were 290 and the number of candidates applied for

these tests were 1,19,182. The details are given below:-

III. EXAMINATION FOR ADMISSION TO RASHTRIYA INDIAN MILITARY

COLLEGE SCHOOL:-

The Commission conducted the Examination on behalf of the Rashtriya Indian

Military College in June 2018 and in December 2018 for selection of candidates

for admission to the Rashtriya Indian Military College School, Dehradun. 85

Students in June and 117 Students in December appeared for the examination.
