The total cost for the proposed plan is Rs 310 Crores. Out of this,
about Rs 39 Crores is earmarked for Environmental control and
management including water conservation measures.
1.2 Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP)
1.2.1 Objective of the Study
As per environmental impact assessment notification dated on 14th
September 2006, any new industrial establishment or expansion of
production, capacities or change of product requires environmental
clearance (EC) to be obtained from Ministry of Environment and
Forest (MoEF), New Delhi. Considering the above points,
environmental impact assessment (EIA) report along with
environment management (EMP) has been prepared for various

environmental components, which may be affected due to the
proposed deinking plant and upgradation of captive cogeneration
plant of TNPL mill, Kagithapuram, Tamil Nadu.
The risk assessment and disaster management plan have also been
prepared to meet the eventualities during operation of the proposed
project of TNPL mill, Kagithapuram, Tamil Nadu.
The findings of the studies conducted during three (3) months
starting from December 2011 are discussed in the following
paragraphs.
1.3 Environmental Setting of the Site
Adequate land is available within the existing plant for
implementation of the proposed project. The proposed project area
is located within the existing plant premises at Pugalur-
Kagithapuram in the district of Karur, Tamil Nadu State. The site is
located at the intersection of longitude 77o49’25’’E and latitude
11o3’10’’ N and falls under Survey of India Topo sheet No 58 E/16,
F13, I/4 and J/1.
The site is about 400 km (aerial) from Chennai, the State capital
and it is about 18 km from Karur, the District Headquarters. The
National Highway NH-7, which connects Salem with Karur, is at 3
km in northeast direction from the plant site.

2.0 DESCRIPTION OF THE ENVIRONMENT
Primary baseline environmental monitoring studies were conducted
during three (3) months from December 2011 representing winter
season and details are as follows:
2.1 Soil Environment
A total of ten (10) samples within the study area were collected and
analyzed. It has been observed that the texture of soil is sandy clay
in the study area. The pH of the soil extract varied from 7.9 to 8.4.
The electrical conductance varied from 267 to 415 µmhos/cm
indicating its favourable for agricultural soils.
Nitrogen values ranged between 32.4 to 148.7 kg/ha. The nitrogen
content in the study area falls in less to good category.
2.2 Meteorology & Ambient Air Quality
• Meteorology
On-site monitoring was undertaken for various meteorological
variables in order to generate the site-specific data. Data was
collected every hour continuously from December 2011 to March
2012 representing Winter season. The maximum and minimum
temperatures recorded during the study period are 36oC and 16oC.
The relative humidity found varying from 17.5 to 25.9. The
predominant winds are mostly from ENE (26.3%) and E (17.9%)
directions. A total of 27.9 mm rainfall was recorded during study
period. The skies for the most part of the study period were
observed to be cloudy and clear.
• Ambient Air Quality
To establish the baseline status of the ambient air quality in the
study area, the air quality was monitored at ten (10) locations. The
monitoring was carried out during winter season. The summary of
