scaled a massive tower crane before lowering a gur-ney with a mock victim 175 feet to the ground during a training exercise at the Chambers Creek Regional Wastewater Treatment Plant in University Place on June 28.

Pierce County's current project to expand the treat-ment plant requires the use of large tower cranes, presenting a unique safety hazard to crane operators and those working around them. The scenario for this exercise focused on rescuing distressed persons from the operating compartment.

"The drill was a rewarding experience for all par-ticipants," said West Pierce Fire and Rescue Chief Jim Sharp. "Opportunities to safely train in unique and real world environments such as this are invaluable."

Mortenson Construction, the county's contractor for the expansion project, was the sponsor of the crane rescue exercise.

Crane-related accidents are common in the con-struction � eld, with the majority caused by falls, crane collapse, dropping or swinging of loads and overhead power line electrocutions, according to Pierce County of� cials. Four tower cranes and two mobile cranes are currently being used for the expansion project to move rebar and heavy objects. The tallest crane extends 195 feet in the air.

Fire� ghters who participated in Saturday's exer-cise are also members of a region-wide group called the Pierce County Special Operations Team. The team is comprised of trained rescue personnel from West Pierce Fire and Rescue, Gig Harbor Fire and Medic One, Central Pierce Fire and Rescue, and East Pierce Fire and Rescue. The collective team trains quarterly on a variety of special rescue disciplines.

The activity marked the second time Pierce County Special Operations Team has trained at the treatment plant this year. In March, � re� ghters used a dry well located at the plant to practice rescuing a dummy from a con� ned space. The group also plans to tour the treatment plant to become more familiarized with

speci� c safety hazards Public Works and Utilities' em-ployees face on a daily basis.

Workers attend required safety training to help pre-vent avoidable emergencies, however there are many situations at a treatment plant that could require an emergency response from trained rescue personnel.

"I appreciate the local � re departments' initiative to conduct joint safety trainings with our staff and contractors and look forward to our continued part-nership," said Pierce County Public Works and Utili-ties sewer division manager Carl Every.

Local of� cials gathered at McKinley Park Thursday morning for a ground-breaking ceremony to mark the beginning of construction of a three-year, $168 million Washington State Department of Transportation (WS-DOT) project that will accommodate northbound and southbound high-occupancy-vehicle (HOV) lanes on Interstate 5 in Tacoma.

The project is part of the Tacoma/Pierce County HOV Program, which aims to provide operational improvements and HOV lanes on Interstate 5, State Route 16, and State Route 167. According to WSDOT of� cials, HOV lanes will ensure that transit, vanpools and carpools can move ef� ciently through the corridor during periods of area traf� c congestion.

The project will widen northbound and southbound Interstate 5 to four general-purpose lanes and one ad-ditional HOV lane from M Street to near L Street. To allow for the widened roadway, WSDOT will replace the Paci� c Avenue and McKinley Way bridges over Interstate 5, and build a new northbound Interstate 5 bridge over the Interstate 705 interchange. Other improvements include a new stormwater collection and treatment system, and replacement of all exist-ing northbound and southbound pavement with new reinforced concrete. The project also replaces the illu-mination system and enhances the existing driver in-formation systems including traf� c cameras, variable

message signs, and traf� c data systems. New HOV lanes will open when adjacent projects to the north are complete. In the interim, drivers will gain one ad-ditional general-purpose lane to ease congestion.

Design work on the project was completed in March. The project went out for bid on March 31, and a con-tract was awarded to Spokane, Wash.-based Max J. Kuney Company. Construction is scheduled to begin in August. Gas Tax revenue is paying for approximately $167.7 million of the project.

Tacoma Mayor Marilyn Strickland, Pierce County Councilmember Rick Talbert, WSDOT Deputy Secre-tary of Transportation Cam Gilmour, WSDOT Olym-pic Region Administrator Kevin Dayton, and Washing-ton State Patrol Lieutenant Keith Trowbridge spoke about the project bene� ts during the ground-breaking ceremony Thursday.

this month to discuss the � nal design plans for the Prairie Line Trail segment (pictured below) that will connect Paci� c Avenue to the water-front.

The project, which converts a portion of a for-mer rail corridor into a pedestrian/bicycle trail and linear park through the heart of downtown, reached conceptual design with extensive pub-lic participation last year. Now that the concep-tual ideas have been translated into buildable engineering designs for the Paci� c Avenue-Wa-terfront segment, there are a few changes, ac-cording to City of Tacoma Engineering Manager Chris Larson.

"Most changes are minor, but some, such as an added retaining wall along Hood Street, will create a different look," said Larson. "This is an opportunity for people to � nd out what’s new and learn about the future trail."

Pending a Burlington Northern Santa Fe land donation, the City of Tacoma will construct this section of trail by summer 2015. It will connect to the University of Washington Tacoma campus trail segment, currently under construction, re-sulting in two-thirds of the planned trail’s com-pletion.

The community is invited to learn more about the project during a public meeting and open house on Thurs., July 17, between 5:30 p.m. and 6:30 p.m., at the Tacoma Art Museum, located at 1701 Paci� c Ave., in downtown Tacoma.

project that would bring $1.2 million in recre-ational improvements to areas near Lake Cush-man.

According to bid documents prepared by City of Tacoma staff, the project — which is located at the north end of Lake Cushman, near Hood-sport, in Mason County — calls for improve-ments to four areas owned by Tacoma Power and the United States Forest Service.

When the project is completed, visitors to the Big Creek Campground will be able to en-joy new picnic shelters and tables, campsite � re rings, cooking grills, signs, kiosks, an interpre-tive walking trail with a bench, and campsite markers. This campground is an operable camp-ground, but Tacoma Power is upgrading it as mitigation for a hydroelectric project. Visitors to any of the � ve day-use areas will notice new stairs, signs, and picnic tables. Bear Gulch and Dry Creek Trailhead will feature new signs, a kiosk, and a picnic bench. Finally, visitors to the Lake Cushman Viewpoint will also notice new

signs, a kiosk, and a picnic bench.A pre-bid meeting was held on Fri., June 27,

at 11 a.m., at the Cushman No. 2 Project Of� ce, located at 21451 Highway 101, in Shelton, Wash. The bid deadline expired on Tues., July 8, at 11 a.m. The project is expected to be completed by Fri., May 15, 2015.

The contractors that submitted bids are NOVA Contracting, Inc. (Olympia, Wash.) — $1,965,040.00; Wiseman Utilities, Inc. (Olympia, Wash.) — $2,340,753.00; Stan Palmer Construc-tion (Bremerton, Wash.) — $1,937,208.00; and Boettcher & Sons, Inc. (Eatonville, Wash.) — $1,464,066.00.
