THE GOVERNMENT accelerates the

preparation of derivative rules in the form of Government Regulations (PP) of Law Number 3 of 2020 or the Mineral and Coal (Minerba) Law. Whereas currently the latest law is being sued in formal trials to the Constitutional Court (MK). The Ministry of Energy and Mineral Resources (ESDM) has even targeted three PPs to be completed this year.

Irwandy Arief, Special Staff of the Minister of ESDM for the Acceleration of Minerba Governance, emphasized that the three PPs that are being discussed by the govern-ment are targeted to be completed by December 2020 at the latest.

The drafting of the implementing regulations was pegged over six months after the new Minerba Law was issued. Law No. 3 of 2020 was ratified in the DPR RI Plenary Meeting on May 12, 2020. Then it was signed by President Joko Widodo on June 10, 2020, and promulgated on the same day by the Ministry of Law and Human Rights.

"Arranged in three PPs, the government target will be completed in December, no later than six months," said Irwandy in a virtual discussion, Tuesday (7/21).

Irwandy explained that there were four main issues that would be regulated in the three PPs. First, the national mining governance in which discussing the delegation of authority for mining permits to the regions, the concept of mining jurisdiction and increasing exploration and reserve resilience funds.

Pemerintah (PP) dari Undang-Undang Nomor 3 Tahun 2020 atau UU Mineral dan Batubara (Minerba). Padahal saat ini UU terbaru itu tengah digugat secara uji formil ke Mahkamah Konstitusi (MK). Bahkan Kementerian Energi dan Sumber Daya Mineral (ESDM) menargetkan tiga PP bisa rampung pada tahun ini.

Irwandy Arief, Staf Khusus Menteri ESDM Bidang Percepatan Tata Kelola Minerba, menegaskan tiga PP yang sedang dibahas

pemerintah ditargetkan selesai paling lambat Desember 2020.

Penyusunan aturan pelaksanaan dipatok selesai enam bulan setelah UU Minerba baru diterbitkan. UU Nomor 3 Tahun 2020 disahkan dalam Rapat Paripurna DPR RI

pada 12 Mei 2020. Lalu ditandatangani oleh Presiden Joko Widodo pada 10 Juni 2020, dan diundangkan di hari yang sama oleh Kementerian Hukum dan HAM.

“Disusun dalam tiga PP, target pemerintah

akan selesai Desember, paling lambat enam bulan,” kata Irwandy dalam diskusi virtual, Selasa (21/7).

Irwandy menjelaskan ada empat isu utama yang bakal diatur dalam tiga PP tersebut. Pertama, tata kelola pertambangan nasional yang di dalamnya membahas pendelegasian kewenangan perizinan pertambangan ke daerah, konsep wilayah hukum pertambangan dan peningkatan eksplorasi dan dana ketahanan cadangan.

Specifically, Irwandy said that with the new Minerba Law the licensing authority was withdrawn from the provincial government to the central government.

According to Irwandy, licensing authority that can be delegated is at least for the People's Mining Permit (IPR) and Rock Concession Permit (SIPB). Delegation of authority is legally valid in accordance with statutory provisions.

"Are there additional things that can be delegated to the regions? Until now not final. The Minister (ESDM) is still waiting for the team work, whether IPR and SIPB or there are others, which are delegated to the Provincial Government," he said.

For the second point, the issue of partisanship to the national interest, for example, there are rules regarding divestment of 51% shares, consistency of policies to increase added value, and control of production and sales.

The divestment point itself is feared to be a boomerang for future investment. Because the situation is feared to disrupt the investment climate from abroad. This is also a point discussed tough with the parliament ahead of the ratification of the Minerba law.

But the government said Irwandy still had to run it by setting the time of the divestment process after the payback period so as not to harm investors.

"The PP regulates the start of divestment after the payback period. That is being arranged, not yet finished," he said.

Furthermore, the PP that is being prepared later is expected to answer the issue of legal certainty and ease of investment. It includes regulating contract extensions to IUPK with strict and non -automatic requirements,...

Secara khusus, Irwandy mengatakan dengan UU Minerba baru maka kewenangan perizinan ditarik dari pemerintah provinsi ke pemerintah pusat.

Menurut Irwandy, kewenangan perizinan yang dapat didelegasikan paling tidak untuk Izin Pertambangan Rakyat (IPR) dan Surat Izin Pengusahaan Batuan (SIPB). Pendelegasian kewenangan tersebut sah secara legal sesuai dengan aturan perundang-undangan.

“Apakah ada tambahan lagi yang bisa didelegasikan ke daerah? sampai sekarang belum final. Pak Menteri (ESDM) masih menunggu kerja tim, apakah IPR dan SIPB atau ada yang lain, yang didelegasikan ke Pemprov,” ungkap dia.

Untuk poin kedua yakni isu keberpihakan pada kepentingan nasional misalnya ada aturan tentang divestasi saham 51%, konsistensi kebijakan peningkatan nilai tambah, serta pengendalian produksi dan penjualan.

Poin divestasi sendiri dikhawatirkan menjadi boomerang bagi investasi ke depannya. Karena turuemt dikhawatirkan akan ganggu iklim investasi dari luar negeri. Ini juga jadi poin yang dibahas alot dengan parlemen jelang pengesahan UU Minerba.

Tapi pemerintah kata Irwandy tetap harus menjalankannya dengan mengatur waktu proses divestasi setelah periode pengem-balian modal (payback period) sehingga tidak merugikan investor.

“Di PP ini diatur mulainya divestasi setelah payback period. Itu sedang diatur, belum selesai,” ujar dia.

Selanjutnya PP yang sedang disusun nanti diharapkan bisa menjawab isu kepastian hukum dan kemudahan investasi. Di dalam-nya antara lain mengatur perpanjangan kontrak menjadi IUPK dengan persyaratan yang ketat dan tidak otomatis,...

It includes regulating contract extensions to IUPK with strict and non-automatic requirements, simplifying licensing such as combining Exploration IUP with Produc-tion Operation IUP and granting non-fiscal incentives for downstream companies.

Then another important point is environ-mental management. The PP will regulate reclamation and post-mining obligations so that they have a 100% success rate, a provision for a balance between land that has been cleared and that which has been reclaimed, as well as special criminal sanctions for those who do not do reclamation and post-mining.

Besides that, there is actually one more point that has been expected from the Minerba Law derivative regulation, which is the taxation rules imposed on business actors.

Irwandy did not disclose the progress or substance related to taxation PP for coal mining. But according to him, the new Minerba Law will regulate state revenue better than PKP2B, KK, and IUPK.

The most prominent point is the increase in the royalty rate from the existing PKP2B when the permit has been extended and changed its status to IUPK OP. If the current PKP2B is set at 13.5% after becoming the OP IUPK the government proposes to increase to 15%.

Meanwhile, Hendra Sinadia, Executive Director of the Indonesian Coal Mining Association (APBI), stated Law No. 3 of 2020 is expected to provide positive sentiment towards the mining industry amid the co-19 pandemic. It's just that, it also depends on the PP that is being awaited.

Moreover, there is no guarantee that PP will make coal companies survive amid price pressures and market conditions in co-19 conditions as they are now.

Di dalamnya antara lain mengatur perpan-jangan kontrak menjadi IUPK dengan persya-ratan yang ketat dan tidak otomatis, penye-derhanaan perizinan seperti penggabungan IUP Eksplorasi dengan IUP Operasi Produksi serta pemberian insentif non-fiskal bagi perusahaan yang melakukan hilirisasi.

Lalu poin yang tidak kalah penting adalah pengelolaan lingkungan hidup. PP akan mengatur kewajiban reklamasi dan pasca tambang agar memiliki tingkat keberhasilan 100%, ketentuan perimbangan antara lahan yang sudah dibuka dengan yang sudah direklamasi, serta sanksi pidana khusus bagi yang tidak melakukan reklamasi dan pasca tambang.

Selain itu sebenarnya ada satu lagi poin yang dinantikan dari aturan turunan UU Minerba yakni tentang aturan main perpajakan yang dikenakan kepada para pelaku usaha.

Irwandy memang tidak membeberkan progress maupun substansi terkait PP perpajakan untuk pertambangan batu bara. Namun menurutnya, UU Minerba baru ini bakal mengatur pene-rimaan negara yang lebih baik dari PKP2B, KK, maupun IUPK.

Poin yang paling menonjol ialah kenaikan tarif royalti dari PKP2B eksisting saat telah diper-panjang izinnya dan berubah status menjadi IUPK OP. Jika pada PKP2B saat ini ditetapkan sebesar 13,5% setelah menjadi IUPK OP pemerintah mengusulkan agar naik menjadi 15%.

Sementara itu, Hendra Sinadia Direktur Eksekutif Asosiasi Pertambangan Batubara Indonesia (APBI), menyatakan UU No. 3 Tahun 2020 diharapkan bisa memberikan sentimen positif terhadap industri pertam-bangan di tengah pandemi covid-19. Hanya saja, itu juga tergantung dari PP yang sedang dinantikan.

Apalagi tidak ada jaminan PP akan membuat perusahaan batu bara bertahan di tengah tekanan harga dan kondisi pasar pada kondisi covid-19 seperti sekarang.

In addition to the three PPs that are derived from the new Minerba Law. According to Hendra, the most urgent PPs are PPs that regulate the taxation of coal mining companies.

"PP on taxation, this is the most urgent, which we expect in the next 1-2 months," said Hendra. (RI)

Resources (ESDM) emphasized that the Coal Mining Concession Work Agreement (PKP2B) was not automatically extended and changed its status to a Special Mining Business License (IUPK).

Special Staff of the Minister of ESDM in the field of Minerba Management Acceleration, Irwandy Arief, revealed that there was a rigorous evaluation to be carried out by the government, as well as a number of requirements that had to be fulfilled by companies holding PKP2B. If it does not fulfill, then the contract may not be renewed.

"Certainly not automatic, but through strict requirements. This includes considering the company's performance track record and increasing state revenue," explained Irwandy in a webinar held on Tuesday (7/21).

KEMENTERIAN Energi dan Sumber Daya Mineral (ESDM) menegaskan bahwa Perjanjian Karya Pengusahaan Pertam-bangan Batubara (PKP2B) tak otomatis diperpanjang dan berubah status menjadi Izin Usaha Pertambangan Khusus (IUPK).

Staff Khusus Menteri ESDM Bidang Percepatan Tata Kelola Minerba Irwandy Arief mengungkapkan, ada evaluasi ketat yang akan dilakukan pemerintah, serta ada sejumlah persyaratan yang terlebih dulu harus dipenuhi perusahaan pemegang PKP2B. Jika tidak memenuhi, maka kontrak tersebut bisa tidak diperpanjang.

"Tentunya tidak otomatis, tetapi melalui persyaratan yang ketat. Termasuk mem-pertimbangkan rekam jejak kinerja per-usahaan serta peningkatan penerimaan negara," jelas Irwandy dalam webinar yang digelar Selasa (21/7).

Among other things, there is an optimization of potential coal reserves from the OP IUPK Region. Then, consider the performance of mining businesses and sustainable businesses/operations, and taking into account national interests.

In addition, he continued, IUPK holders as a continuation of coal commodity contracts are required to increase value added (downstream) in the country, either alone or in cooperation with other parties. Furthermore, he said, PKP2B could not be extended to IUPK. There are at least four reasons if the policy was published.

First, the company did not submit an application in accordance with the time period. In Article 169 B of Law No. 3 of 2020 is regulated, in order to obtain an IUPK as a continuation of the contract, PKP2B/KK holders must submit an application to the minister no later than 5 years and no later than one year before the KK/PKP2B ends.

Second, added Irwandy, PKP2B holders have proposed an extension, but did not meet the requirements, which consisted of administrative, technical, environmental and financial requirements. Third, it does not show a good performance of mining companies, assessed among others in terms of financial performance, production, state revenue and technical environment.

Fourth, committing violations or criminal acts and not carrying out obligations. "If the company does not meet the requirements, commits a violation or a criminal offense, does not perform the obligation and does not show a good performance of production operations, the government has a basis for not extending PKP2B," said Irwandy.

"Bentuk dan jumlah produksi peningkatan nilai tambah batubara yang wajib dilakukan di-dasarkan pada studi kelayakan yang dievaluasi dan disetujui pemerintah," kata Irwandy.

Lebih lanjut, dia menyebut, bisa saja PKP2B tidak diperpanjang menjadi IUPK. Paling tidak ada empat alasan jika kebijakan itu diterbitkan.

Pertama, perusahaan tidak mengajukan per-mohonan sesuai dengan jangka waktu. Di dalam Pasal 169 B UU No. 3 Tahun 2020 diatur, untuk mendapatkan IUPK sebagai kelanjutan kontrak, pemegang PKP2B/KK harus mengajukan permohonan kepada menteri paling cepat dalam jangka waktu 5 tahun dan paling lambat satu tahun sebelum KK/PKP2B ber-akhir.

Kedua, imbuh Irwandy, pemegang PKP2B sudah mengajukan perpanjangan, tetapi tidak memenuhi persyaratan, yang terdiri dari persyaratan administratif, teknis, lingkungan dan juga finansial. Ketiga, tidak menunjukkan kinerja perusahaan pertambangan yang baik, dinilai antara lain dari kinerja keuangan, produksi, penerimaan negara dan teknis lingkungan.

Keempat, melakukan pelanggaran atau tindak pidana dan tidak melakukan kewajiban-kewa-jiban. "Apabila perusahaan tidak memenuhi persyaratan, melakukan perlanggaran atau tindak pidana, tidak melakukan kewajiban dan tidak menunjukkan kinerja operasi produksi yang baik, pemerintah mempunyai dasar untuk tidak memperpanjang PKP2B," tegas Irwandy.

Even so, he also emphasized that the extension of PKP2B to IUPK OP had a strong legal basis and had been regulated in previous mineral and coal (mineral and coal) regulations. Starting from Law No. 11 of 1967 and PKP2B amendments to Article 30, which states that there are rights to extend 2 times 10 years each in the form of an extended IUPK OP.

Rights, conditions and forms of extension are regulated in Law No. 4 of 2009, PP No. 23 of 2010 and PP No. 77 of 2014. "The legal basis for the extension is already in the previous Law (regulations). The PKP2B list can be extended, that's historical," Irwandy explained.

While related to the area, Irwandy revealed that the area of the IUPK OP mining area of the PKP2B continuation was processed in accordance with Article 169 of the Minerba Law and amendments to the contract. He said, the company was obliged to carry out the Entire Region Development Plan (RPSW), which was then reduced to the Entire Territory Work Plan (RKSW).

Then, it will be evaluated by an independent team when the application is submitted. "(evaluation) of all proposed areas, technical from upstream to down-stream. What they did in that area, where they mined, where they disposed of over-burden, where there was infrastructure, was evaluated," said Irwandy.

Later, the results of the evaluation will be determined and must first obtain the approval of the Minister of Energy and Mineral Resources. Kendati begitu, dia juga menegaskan bahwa perpanjangan PKP2B menjadi IUPK OP memiliki dasar hukum yang kuat dan telah diatur di dalam peraturan-peraturan tentang mineral dan batubara (minerba) sebelumnya. Mulai dari UU No. 11 tahun 1967 dan amandemen PKP2B Pasal 30, yang menyatakan adanya hak perpan-jangan 2 kali masing-masing 10 tahun dalam bentuk IUPK OP perpanjangan.

Hak, syarat dan bentuk perpanjangan sudah diatur dalam UU No. 4 Tahun 2009, PP No. 23 tahun 2010 maupun PP No. 77 Tahun 2014. "Dasar hukum perpanjangan itu sudah ada di UU (peraturan-peraturan) yang sebelumnya. Mencantumkan PKP2B dapat diperpanjang, itu historical-nya," jelas Irwandy.

Sedangkan terkait luas wilayah, Irwandy mengungkapkan bahwa luasan wilayah tambang IUPK OP kelanjutan PKP2B diproses sesuai dengan Pasal 169 UU Minerba dan amandemen kontrak. Lalu, akan dievaluasi oleh tim independen saat permohonan diajukan. "(evaluasi) semua wilayah yang diajukan, teknis dari hulu ke hilir. Apa yang mereka lakukan pada wilayah itu, dimana mereka menambang, dimana membuang tanah penutup, dimana ada infrastruktur, itu dievaluasi," ungkap Irwandy.

Nantinya, hasil evaluasi tersebut akan ditetapkan dan harus terlebih dulu mendapatkan persetujuan Menteri ESDM. Dalam penentuan wilayah tersebut, Irwandy menegaskan bahwa luasan untuk IUPK OP kelanjutan PKP2B bisa lebih dari 15.000 hektare. "Tapi yang betul-betul tidak di-gunakan dan tidak sesuai dengan kriteria yang ditetapkan pemerintah, maka itu harus dikembalikan," pungkas Irwandy.

For information, the company whose contract expires in the near future is PT Arutmin Indonesia. Arutmin has a mining area of 57,107 ha, and the contract will expire on November 1, 2020.

Aside from Arutmin, there are six other first-generation PKP2Bs who will be out of contract. Resources (ESDM) projects the absorption of nickel ore in the country will increase significantly in 2022.

The Director of Mineral Exploitation of the Ministry of ESDM Yunus Saefulhak admitted that currently nickel production has not been able to be fully absorbed for domestic needs.

Indonesia's nickel ore production can reach around 60 million tons annually. But now the domestic smelter industry is only able to absorb around 30 million tons.

Mineral (ESDM) memproyeksikan serapan bijih nikel di dalam negeri akan meningkat signifikan pada 2022.

Direktur Pembinaan Pengusahaan Mineral Kementerian ESDM Yunus Saefulhak mengakui bahwa saat ini produksi nikel belum mampu diserap seluruhnya untuk kebutuhan dalam negeri.

Produksi bijih nikel Indonesia dapat men-capai sekitar 60 juta ton tiap tahunnya. Namun saat ini industri smelter dalam negeri hanya mampu menyerap sekitar 30 juta ton.

"Kapasitas input ada 11 smelter nikel. Kapasitas smelter sekarang bisa menyerap 30 juta ton kapasitas input. Ini bagaimana supply demand tidak seimbang?" Senin (20/7/ 2020).

Seeing this condition, the government is currently planning to develop the next stage of the smelter. To date there are 11 nickel smelters in operation. The ESDM Ministry targets that by 2022 there will be 29 nickel smelters in operation.

According to Yunus, nickel absorption will increase significantly as the nickel smelter capacity increases in 2022. Not to mention, Hydrometallurgy (HPAL) technology is currently being developed for processing low grade nickel ore below 1.5 percent.

He is optimistic that the development of the smelter and technology can increase nickel ore uptake by 29 million tons per year.

"So the government is banning nickel exports in anticipation of the smelter input capacity built. A balance will occur in 2022 between mine production and smelter input capacity," he said. Editor: David Eka

Melihat kondisi ini, pemerintah pun kini tengah merencanakan pengembangan smelter tahap berikutnya. Sampai saat ini terdapat 11 smelter nikel yang telah ber-operasi. Kementerian ESDM menargetkan hingga 2022 akan ada 29 smelter nikel beroperasi.

Menurut Yunus, serapan nikel akan meningkat signifikan seiring bertambahnya kapasitas smelter nikel pada 2022 tersebut. Belum lagi, saat ini juga tengah dikem-bangkan teknologi Hydrometalurgi (HPAL) untuk pengolahan bijih nikel kadar rendah di bawah 1,5 persen.

Dia optimistis pengembangan smelter dan teknologi tersebut bisa meningkatkan serapan bijih nikel 29 juta ton per tahun.

This regulation accommodates the needs of nickel miners and smelter businesses.

"(The task of the government) is how to find a balance or fair price between profits for smelters and guarantee nickel mining activities can provide sufficient margins for miners," Rida explained during a virtual press conference in Jakarta, Monday (7/20).

In the regulation, the Government has set HPM below international prices in order to improve the economy of smelters. "The price of this HPM is the price of a smelter. The lower the smelter the more economical. We always set this at the international market price," he explained.

The Director of Development and Mineral Exploitation of the Ministry of ESDM Yunus Saefulhak gave an overview of the determination of HPM below international prices. "For example, if the international price is USD60 (per Wet Metric Ton), in us (Indonesia) the most is USS30 (per WMT)," Yunus explained.

Nevertheless, the determination of HPM will remain below the Production Cost (mining cost) or costs incurred to produce or mine nickel ore.

The government considers that the presence of the HPM regulation will create a conducive investment climate for smelters and development. "This HPM is in the framework of creating a trading system in the mineral sub-sector which is fair, competitive, and transparent to mining and smelter businesses," Yunus said.

The HPM formula itself is determined by the Minister of ESDM which consists of metal mineral grades/content; constant or corective factor; Reference Mineral Prices (HMA); treatment costs and refining charges (TC/RC) and/or payable metal.

Dalam beleid tersebut, Pemerintah telah menetapkan HPM di bawah harga inter-nasional guna meningkatkan keekonomian smelter. “HPM ini harga bit stocknya harga smelter. Makin rendah tentu saja smelter makin ekonomis. Ini kita tetapkan selalu di harga pasar internasional,” jelasnya.

Direktur Pembinaan dan Pengusahaan Mineral Ditjen Minerba Kementerian ESDM Yunus Saefulhak memberikan gambaran atas penetapan HPM di bawah harga inter-nasional. “Misalnya kalau harga di inter-nasional sebesar USD60 (per Wet Metrik Ton), di kita (Indonesia) paling USS30 (per WMT),” jelas Yunus.

Kendati demikian, penetapan HPM akan tetap berada di bawah Harga Pokok Produksi (mining cost) atau biaya yang dikeluarkan untuk memproduksi atau menambang biji nikel.

Pemerintah menilai keberadaan beleid HPM akan mencitptakan iklim investasi yang kondusif untuk smelter maupun penambang. “HPM ini dalam rangka membuat tata niaga dalam subsektor minerba yang berkeadilan, kompetitif, dan transparan kepada para pelaku usaha penambang maupun smelter,” ungkap Yunus.

Formula HPM sendiri ditetapkan oleh Menteri ESDM yang terdiri dari nilai/kadar mineral logam; konstanta atau corektif faktor; Harga Mineral Acuan (HMA); biaya treatment cost dan refining charges (TC/RC) dan/atau payable metal.

Technical Changes to the Rules

There are several main substances that are regulated in Minister of ESDM Regulation No. 11/2020. First, the first rule related to the determination of HPM and HPB is determined by considering international markets, increasing added value, and implementing good mining principles.

Second, the HPM of nickel ore is set as the lower bound price. Transactions can be done below the price, with a difference of no more than 3 percent. To anticipate differences in price quotations or impurity mineral penalties, such as levels of Fe and Mg that exceed the standard.

Third, in purchasing nickel ore, other parties must refer to the HPM. Next, fourth, the addition of tin price publications refers to the Jakarta future exchange from previously only the Indonesian Commodity and Derivative Exchange or the Indonesia Commodity and Derivative Exchange (ICDX).

Fifth, HPM and HPB formulations are determined monthly by the Minister of ESDM. Sixth, in the field of verification of quality and quantity must be carried out by the implementing surveyor, who will issue a verification report (LHV).

Seventh, who appoints surveyors in this Ministerial Regulation is the Director General of Mineral and Coal, which will determine surveyors as verifiers of mineral and coal sales in the field.

Eighth, domestic sales must appoint surveyors as referees (umpire) if there are differences in the results of analysis between mineral quality between sellers and buyers.

Ninth, the provisions of the HPM and HPB formulas that are also regulated in this Permen can be reviewed every 6 months.

Teknis Perubahan Aturan

Ada beberapa substansi pokok yang diatur dalam Permen ESDM Nomor 11/2020. Pertama, aturan pertama terkait pene-tapan HPM dan HPB itu ditetapkan dengan mempertimbangkan pasar internasional, peningkatan nilai tambah, dan pelaksanaan kaidah pertambangan yang baik.

Kedua, HPM bijih nikel ditetapkan sebagai harga batas bawah. Transaksi dapat di-lakukan di bawah harga, dengan selisih tidak lebih dari 3 persen. Untuk meng-antisipasi perbedaan kutipan harga atau penalty mineral pengotor, seperti kadar Fe dan Mg yang melebihi standar.

Ketiga, dalam melakukan pembelian bijih nikel, pihak lain wajib mengacu pada HPM. Selanjutnya, keempat, penambahan publikasi harga timah mengacu pada Jakarta future exchange dari sebelumnya hanya Bursa Komoditi dan Derivatif indonesia atau Indonesia Commodity and Derivative Exchange (ICDX).

Kelima, formulasi HPM dan HPB pada saatnya ditetapkan perbulan melalui Kepmen ESDM. Keenam, dilapangan verifikasi kualitas dan kuantitasnya wajib dilakukan oleh surveyor pelaksana, yang akan menerbitkan laporan hasil verifikasi (LHV).

Ketujuh, yang menunjuk surveyor dalam Permen ini adalah Dirjen Minerba, yang akan menetapkan surveyor sebagai verifikator penjualan mineral dan batu bara di lapangan.

Kedelapan, penjualan dalam negeri wajib menunjuk surveyor sebagai wasit (umpire) apabila terjadi perbedaan hasil analisa antara kualitas mineral antara penjual dan pembeli.

Kesembilan, ketentuan formula HPM dan HPB itu juga diatur dalam permen ini dapat ditinjau setiap 6 bulan.

"So, for example, i f we publish it in

The implementation of Metal HPM in

accordance with ESDM Regulation No. 11

of 2020 will be evaluated every 6 (six)

months by considering various aspects and

input from stakeholders so that it can be

used as a basis for changes. The candy was

“Jadi kalau misalkan kita terbitkan bulan Februari tambah 6 bulan evaluasinya sekitar bulan oktober,” tutup Yunus.

Penerapan HPM Logam sesuai dengan Permen ESDM Nomor 11 Tahun 2020 tersebut akan dilakukan evaluasi setiap 6 (enam) bulan dengan mempertimbangkan berbagai aspek dan masukan dari para stakeholder sehingga dapat dijadikan sebagai dasar apabila terjadi perubahan. Permen tersebut diterbitkan pada tanggal 14 April 2020 dan berlaku 30 (tiga puluh) hari sejak diterbitkan atau efektif berlaku sejak 14 Mei 2020.

MIND ID will process red mud in developing rare earth metals

will take part in the development of Rare Earth Metal (REJ) or rare earth element (REE). The reason is that this mineral is an important commodity in the development of strategic industries including defense and health.

Senior Vice President of Corporate Secretary of MIND ID Rendi A. Witoelar revealed that the BUMN mining holding has identified a number of types of LTJ in Indonesia. But until now the most dominant was identified only in monasite from tin and red mud from processing bauxite to alumina.

"There are several (identified LTJ), but the two most dominant," said Rendi when contacted by Kontan.co.id, Monday (7/20).

MINING Industry Indonesia (MIND ID) bakal ikut ambil bagian dalam pengembangan Logam Tanah Jarang (LTJ) atau rare earth element (REE). Pasalnya, mineral ini merupa-kan komoditas penting dalam pengem-bangan industri strategis termasuk per-tahanan dan kesehatan.

Senior Vice President Corporate Secretary MIND ID Rendi A. Witoelar mengungkapkan, holding pertambangan BUMN itu sudah melakukan identifikasi pada sejumlah jenis LTJ yang ada di Indonesia. Namun sampai saat ini yang paling dominan teridentifikasi baru pada monasit dari timah dan lumpur merah (red mud) dari pengolahan bauksit menjadi alumina.

"Ada beberapa (LTJ yang teridentifikasi), tapi yang paling dominan dua itu," kata Rendi saat dihubungi Kontan.co.id, Senin (20/7).

He explained, there were four things that became the main considerations in the development of LTJ in Indonesia. First, its reserves and sustainability. Second, the processing technology.

Third, economic viability. The fourth is support from regulation, mainly because LTJ processing is related to the active radio element that needs licensing.

In addition, the uptake of domestic industries to process the sequel products must be a serious concern, i f the development of LTJ is to be integrated from upstream to downstream or to the final product.

From a number of considerations above, Rendi revealed that processing monasite from tin mining in Bangka Belitung still needs more time. Because, further exploration is still needed to find out the level of sustainable reserves.

According to Rendi, this is important because the availability and sustainability of raw materials will affect the economic level that is feasible when the smelter is built.

"After we examine, there needs to be continued exploration to ensure the availability of raw materials. So that when exploited it can be economical," he said without specifying the time period needed for the development of the monasite.

However, the case is different from the red mud. The supply of red mud as a by-product or residual processed bauxite into alumina will be abundant, after the operation of the Smenter Grade Alumina Refinery (SGAR) in Mempawah, West Kalimantan.

As is known, currently PT Inalum (Persero) and PT Aneka Tambang Tbk. (ANTM) cooperates to build SGAR with a capacity of 1,000 Ktpa Alumina. The project, with an investment of US$ 841 million, is currently in the process of land clearing (early work).

Dia menjelaskan, ada empat hal yang men-jadi pertimbangan utama dalam pengem-bangan LTJ di Indonesia. Pertama, cadangan dan keberlanjutannya. Kedua, teknologi pengolahannya.

Ketiga, kelayakan keekonomian. Keempat dukungan dari regulasi, terutama karena pengolahan LTJ terkait dengan elemen radio aktif yang butuh perizinan.

Selain itu, serapan dari industri dalam negeri untuk mengolah ke produk lanjutan-nya mesti menjadi perhatian serius, jika pengembangan LTJ ingin terintegrasi dari hulu hingga hilir atau ke produk akhir.

Dari sejumlah pertimbangan di atas, Rendi mengungkapkan bahwa pengolahan monasit dari pertambangan timah di Bangka Belitung masih perlu waktu lebih lama. Sebab, masih dibutuhkan eksplorasi lanjutan untuk menge-tahui tingkat cadangan yang berkelanjutan.

Menurut Rendi, hal itu penting lantaran ketersediaan dan keberlanjutan bahan baku akan mempengaruhi tingkat keekonomian yang layak saat pabrik pengolahan (smelter) itu dibangun.

"Setelah kami teliti perlu ada eksplorasi lanjutan untuk memastikan ketersediaan bahan baku. Agar ketika dieksploitasi bisa ekonomis," ungkapnya tanpa merinci jangka waktu yang diperlukan untuk pengem-bangan monasit tersebut.

Namun, beda kasusnya dengan lumpur merah (red mud). Pasokan red mud sebagai produk samping atau sisa olahan bauksit menjadi alumina ini bakal melimpah, setelah ber-operasinya Smenter Grade Alumina Refinery (SGAR) di Mempawah, Kalimantan Barat.

Seperti diketahui, saat ini PT Inalum (Persero) dan PT Aneka Tambang Tbk. (ANTM) bekerjasama untuk membangun SGAR dengan kapasitas 1.000 Ktpa Alumina. Proyek dengan investasi senilai US$ 841 juta itu saat ini tengah dalam proses pematangan lahan (early work).

"SGAR in 2022 (targeted) will be operational. The next stage will use red mud, the remaining processed alumina. Monasite needs time, because the explo-ration process will be more abundant," explained Rendi.

Later, red mud will be processed into Scandium which has strategic value for the defense and health industry. However, to develop that MIND ID must first build a red mud processing smelter because the facilities are different from SGAR's Inalum-Antam. At present, the biggest company conducting red mud processing is Rusal from Russia.

Rendi said that his party was stil l conducting studies related to the construction of this red mud smelter, starting from the economic costs, location to the technology used. "That project is quite large. The direction is indeed there," concluded Rendi.

"SGAR kan tahun 2022 (ditargetkan) sudah operasional. Tahap berikutnya memanfaat-kan red mud, sisa olahan alumina. Monasit perlu waktu, karena proses eksplorasi lagi, kalau red mud akan melimpah pasokannya," terang Rendi.

Nantinya, red mud akan diolah menjadi Scandium yang memiliki nilai strategis bagi industri pertahanan maupun kesehatan. Namun, untuk mengembangkan itu MIND ID harus terlebih dulu membangun smelter pengolahan red mud karena fasilitasnya berbeda dari SGAR milik Inalum-Antam. Saat ini, perusahaan terbesar yang melakukan pengolahan red mud adalah Rusal dari Rusia.

Rendi mengatakan, pihaknya masih melaku-kan kajian terkait pembangunan smelter red mud ini, mulai dari keekonomisan biaya, lokasi hingga teknologi yang digunakan. "Itu proyeknya cukup besar. Arahnya memang ke sana," pungkas Rendi.

The presence of large quantities of gold was first discovered in 2008 and in that year mining construction began. In accordance with the contract agreement agreed with the Indonesian government, Agincourt Resources has management rights until 2033.

The area of the Martabe gold mine reaches 1,303 square kilometers, and is in the South Tapanuli region, North Sumatra. To support daily operations, the company has built a number of supporting facilities, most of which are close to Trans Sumatra.

The facility is not only in the form of operational technical facilities for mining activities, but also facilities to improve welfare and meet the needs of employees. Some of them namely, camps where workers live, health clinics, entertainment facilities to administrative buildings.

Meanwhile, from the amount of natural resource content in the Martabe gold mine, it is known that most of it contains gold and some of it is silver and copper. Furthermore, there are six gold mineral deposits whose definitions are known.

Based on the 2019 report, the gold reserves in the Martabe gold mine reach 4.5 million oz and the number is likely to continue to increase in the coming years. While the production target set by the company for each year reaches an average of 300,000 to 400,000 oz.

In these areas the method of extracting gold from the bowels of the earth is done by open pit or open. There are currently three open pit in operation. There is also a conventional gold ore leach processing plant. For the processing that is in the Martabe gold mine using the process of grinding and stockpiling of gold ore to produce pure gold content.

Keberadaan adanya emas dalam jumlah besar pertama kali diketahui pada tahun 2008 dan pada tahun itu pun mulai dibangun konstruksi pertambangan. Sesuai dengan perjanjian kontrak yang disepakati dengan pemerintah Indonesia, Agincourt Resources memiliki hak pengelolaan hingga tahun 2033 mendatang.

Luas areal tambang emas Martabe mencapai 1.303 Km persegi, dan berada di wilayah Tapanuli Selatan, Sumatera Utara. Untuk mendukung operasional setiap hari, pihak perusahaan telah membangun sejumlah fasilitas penunjang yang sebagian besar berada dekat dengan Trans Sumatera.

Fasilitas itu tidak hanya berupa fasilitas teknis operasional kegiatan tambang saja, tetapi juga fasilitas untuk meningkatkan kesejahteraan dan mencukupi kebutuhan para pegawai. Beberapa diantaranya yakni, camp tempat tinggal pekerja, klinik kesehatan, fasilitas hiburan hingga gedung administrasi.

Sementara itu dari jumlah kandungan sumber daya alam yang ada di tambang emas Martabe, diketahui sebagian besar mengandung emas dan sebagian lainnya berupa perak dan tembaga. Lebih lanjut, ada enam deposit mineral emas yang sudah diketahui definisinya.

Berdasarkan laporan tahun 2019, cadangan emas yang ada di tambang emas Martabe mencapai 4,5 juta oz dan kemungkinan jumlahnya bakal terus bertambah di tahun-tahun mendatang. Sementara target produksi yang dicanangkan oleh perusahaan untuk setiap tahunnya rata-rata mencapai 300.000 sampai dengan 400.000 oz.

Di areal tersebut metode pengambilan emas dari perut bumi dilakukan secara open pit atau terbuka. Saat ini sudah ada tiga open pit yang beroperasi. Terdapat juga pabrik pengolahan bijih emas dengan metode carbon in leach secara konvensional. Untuk proses pengolahan yang ada di tambang emas Martabe menggunakan proses penggerusan dan penimbunan bijih emas untuk meng-hasilkan kandungan emas murni.

Nickel Ore Production First Semester of 2020 Reached

THE MINISTRY of Energy and Mineral

Resources (ESDM) recorded that the national nickel ore production in the first semester of this year reached 15.85 million tons. Almost all of the production is channeled to meet domestic or domestic needs in line with the rules on the export ban on nickel ore.

Yunus Saefulhak, Director of Mineral Development and Exploitation of the Directorate General of Minerals and Coal of the Ministry of ESDM, revealed that as much as 13.19 million tons of nickel were distributed domestically.

For nickel derivative products, such as ferronickel, the production realization until June reached 666,696 tons, most of which were sold abroad. "A total of 517,077 tons of exports and 177,462 tons were sold domestically," Yunus said, Tuesday (7/21).

Other nickel ore derivative products are Nickel Pig Iron (NPI), whose production has reached 418,955 tons with overseas sales or exports of 136,192 thousand tons. While domestic sales were greater, at 175,700 tons.

For the realization of matte nickel produc-tion up to June 2020 it reached 46,092 tons, almost all of its production was sold to foreign markets or exported, which reached 39,705 tons.

KEMENTERIAN Energi dan Sumber Daya Mineral (ESDM) mencatatkan produksi nikel ore nasional hingga semester I tahun ini mencapai 15,85 juta ton. Hampir seluruh produksi tersebut disalurkan untuk memenuhi kebutuhan domestik atau dalam negeri yang sejalan dengan aturan larangan ekspor bijih nikel.

Yunus Saefulhak, Direktur Pembinaan dan Pengusahaan Mineral Ditjen Mineral dan Batu Bara Kementerian ESDM, mengung-kapkan sebanyak 13,19 juta ton nikel disalurkan ke dalam negeri.

Untuk produk turunan nikel, seperti feronikel realisasi produksinya hingga Juni mencapai 666.696 ton yang sebagian besar dijual ke luar negeri. “Sebanyak 517.077 ton ekspor dan 177.462 ton dijual domestik,” kata Yunus, Selasa (21/7).

Produk turunan nikel ore lainnya adalah Nikel Pig Iron (NPI) yang realisasi produksinya mencapai 418.955 ton dengan penjualan ke luar negeri atau ekspor sebesar 136.192 ribu ton. Sementara penjualan ke dalam negeri lebih besar, yakni 175.700 ton.

Untuk realisasi produksi nikel matte hingga Juni 2020 mencapai 46.092 ton, hampir seluruh produksinya di jual ke pasar luar negeri atau diekspor yakni men-capai 39.705 ton.

If referring to the claims of the Ministry of Energy and Mineral Resources, the realization of nickel ore or nickel ore production in the first semester is still far from its ability or production capacity to reach 60 million tons.

During the past year alone nickel ore production reached 52.7 million tons, an increase of 136% from the realization of 2018 production of 22.1 million tons.

Meanwhile for matte nickel production in 2019 was 65,103 tons, down compared to the previous year's production of 75,708 tons. Declining production made last year's matte nickel exports only 64,219 tons, down from 2018 of 75,708 tons.

2019 ferronickel production reached 1,100,066 tons with an export volume of 1,034,060 tons. Realization of ferronickel production and exports last year increased compared to 2018 where production and exports were only 573,159 tons.

For the NPI, production realization in 2019 was 692,429 tons while export volume was 130,170 tons. While for 2018 the NPI production and export realization were 323,989 tons. (RI)

Sepanjang tahun lalu saja produksi nikel ore mencapai 52,7 juta ton atau meningkat 136% dari realisasi produksi 2018 sebesar 22,1 juta ton.

Sementara untuk produksi nikel matte pada 2019 sebesar 65.103 ton, turun di-banding dengan produksi tahun sebelum-nya sebesar 75.708 ton. Produksi yang menurun membuat ekspor nikel matte tahun lalu hanya sebesar 64.219 ton, turun dibanding 2018 sebesar 75.708 ton.

Produksi feronikel 2019 men capai 1.100.066 ton dengan volume ekspor sebesar 1.034.060 ton. Realisasi produksi dan ekspor feronikel tahun lalu meningkat dibanding 2018 dimana produksi dan ekspornya hanya 573.159 ton.

Meanwhile, PT Delta Dunia Makmur Tbk (DOID) overburden removal volume was 168.4 million bank cubic meters (bcm). This number decreased by 12% compared to the realization of OB stripping in the same period the previous year.

Regina Korompis, Head of Investor Relations at Delta Dunia Makmur, said the decline in the volume of coal stripping and production in the first half of 2020 was in line with the weakening of the global coal market.

However, as of June 2020 DOID production has increased, both coal production and overburden. As of June 2020, DOID recorded a volume of overburden removal (OB) of 29.1 million bcm, a slight increase of 1%. While the coal production volume as of June 2020 reached 3.7 million tons, up 2% compared to the same period last year.

"This is caused by rainfall slightly higher than May 2020 but lower than June 2019," Regina explained to Kontan.co.id, Tuesday (7/21).

Regina emphasized that currently DOID still uses performance targets set from the beginning. The coal contracting issuer is targeting to dredge the overburden (OB) of 350 million bcm - 390 million bcm this year.

However, Regina estimates that global coal import demand will decrease by around 10% due to the Covid-19 pandemic which has the potential to impact on production volumes.

As of the first quarter of 2020, DOID posted a net income of US$ 193.82 million, down 9.39% (yoy) compared to the realization of the first quarter of 2019 of US$ 213.91 million.

Per Juni 2020, DOID mencatatkan volume pemindahan lapisan penutup (OB) sebesar 29,1 juta bcm atau naik tipis 1%. Sementara volume produksi batubara per Juni 2020 mencapai 3,7 juta ton, naik 2% dibandingkan dengan periode yang sama tahun lalu.

“Hal ini diakibatkan oleh curah hujan sedikit lebih tinggi dari bulan Mei 2020 tetapi lebih rendah dibandingkan Juni 2019,” terang Regina kepada Kontan.co.id, Selasa (21/7).

Regina menegaskan, saat ini DOID masih menggunakan target kinerja yang dipasang sejak awal. Emiten kontraktor batubara ini menargetkan bisa mengeruk lapisan penutup (OB) sebanyak 350 juta bcm - 390 juta bcm tahun ini.

Hanya saja, Regina memperkirakan permintaan impor batubara global akan turun sekitar 10% akibat pandemi Covid-19 yang berpotensi berdampak pada volume produksi.

Per kuartal I-2020, DOID membukukan pendapatan neto sebesar US$ 193,82 juta, turun 9,39% (yoy) dibandingkan realisasi kuartal I-2019 sebesar US$ 213,91 juta.

While revenue from PT Indonesia Pratama was US$ 21.6 million (11%), PT Adaro Indonesia was US$ 19.12 million (10%), and PT Kideco Jaya Agung was US$ 14.34 million or 7% of the total income.

From the bottomline side, DOID suffered a net loss of US$ 22.81 million in the first quarter of 2020, inversely proportional to a net profit of US$ 1.97 million in the first quarter of 2019.

At present, Regina said DOID is still focusing on optimizing existing assets and reducing costs through capacity adjust-ment. DOID also focuses on increasing productivity and efficiency to maintain profitability.

Although not elaborating specifically, Regina said DOID's capital expenditure (capex) allocation for this year is expected to be lower than last year. The DOID capex realization in 2019 will reach US$ 73 million.

of the total coal owned. For coal with low

calorie quality the amount is known to

reach 53.6 billion tons. Then coal with

moderate calorie quality reached 79.89

billion tons and then coal with high calorie

quality reached 12.96 and the last category

of very high quality reached 2.48 billion

tons.

Meanwhile, the results of a study by the

Geological Agency for the total coal

reserves owned by Indonesia as a whole

amounted to 37.6 billion tons. In detail

according to the category of quality divided

into low quality of 14.4 billion tons,

medium quality of 20.4 billion tons, high

quality of 2.3 billion tons, and very high

calorie quality of reserves amounting to

0.42 billion tons.

Then for the total coal reserves of 37.6

billion tons, estimated reserves of 17.06

billion tons are known and the amount of

proven reserves of 20.5 billion tons.

Then the report by region, the largest coal

source is known to be in the Kalimantan

region which reached 92.5 billion tons and

the amount of reserves reached 24.5

billion tons. Furthermore, for the Sumatra

region the number reached 56.1 billion

tons and the amount of coal reserves

reached 12.8 billion tons.

Sulawesi is known to have coal resources

of 74.25 million tons while reserves of 2.96

million tons. In Java, the amount of coal is

also Maluku, there were 135.84 million

tons and 8.22 million tons, respectively.

Lebih lanjut, Badan Geologi Kementerian ESDM juga menjelaskan detail dari keseluruhan total batubara yang dimiliki itu. Untuk batubara dengan kualitas kalori rendah jumlahnya diketahui mencapai 53,6 miliar ton. Kemudian batubara dengan kualitas kalori sedang mencapai 79,89 miliar ton dan selanjutnya batubara dengan kualitas kalori tinggi mencapai 12,96 dan kategori terakhir kualitas sangat tinggi mencapai 2,48 miliar ton.

Sementara itu hasil kajian Badan Geologi untuk jumlah cadangan batubara yang dimiliki Indonesia secara keseluruhan jumlahnya mencapai angka 37,6 miliar ton. Secara terperinci menurut kategori kualitas dibagi menjadi kualitas rendah sebesar 14,4 miliar ton, kualitas sedang sebesar 20,4 miliar ton, kualitas tinggi sebesar 2,3 miliar ton, dan kualitas kalori sangat tinggi jumlah cadangannya mencapai 0,42 miliar ton.

Lalu untuk total cadangan batubara sebesar 37,6 miliar ton itu, cadangan terkira jumlahnya diketahui sebesar 17,06 miliar ton dan jumlah cadangan terbukti sebesar 20,5 miliar ton.

Kemudian laporan berdasarkan wilayah, sumber batubara terbesar diketahui berada di wilayah Kalimantan yang mencapai 92,5 miliar ton dan jumlah cadangannya men-capai 24,5 miliar ton. Selanjutnya untuk wilayah Sumatera jumlahnya mencapai 56,1 miliar ton dan jumlah cadangan batu-bara mencapai 12,8 miliar ton.

Untuk wilayah Sulawesi diketahui memiliki sumber daya batubara sebesar 74,25 juta ton sedangkan cadangannya sebesar 2,96 juta ton. Di wilayah pulau Jawa jumlah batubara diketahui sebesar 62,45 juta ton dan cadangannya sebesar 0,23 juta ton. Di wilayah Papua dan juga Maluku masing-masing terdapat sebesar 135,84 juta ton dan 8,22 juta ton.

AFTER weakening in three consecutive

trading days, the price of Newcastle's benchmark thermal coal has increased in yesterday's trade.

Tuesday (07/21/2020) coal prices edged up 0.19% to US$ 54/ton. In the period 16-20 July 2020, coal prices have corrected 2.88%.

Market conditions are still not conducive to the outbreak of the Coronavirus Disease 2019 (Covid-19).

Until now the market is still waiting for clarity about China's decision to loosen its import policy because the price of domestic coal is too expensive and has significantly eroded the margins of utility companies.

On the other hand pressure continues to arrive from various directions such as cases of Coronavirus Disease 2019 (Covid-19) infection which continues to increase globally, especially in the United States (US) and India.

India is the country with the largest coal consumption in the world after China. As a result of this pandemic the Indian economy is forecast to experience a deep contraction.

Citing Argus Media, analysts expect the Indian economy to contract by -7.5%. Another projection made by the Inter-national Monetary Fund (IMF) predicts the Indian economy will be minus 4.5% this year.

gangan secara beruntun, harga batu bara termal acuan Newcastle mengalami kenaikan pada perdagangan kemarin.

Selasa (21/7/2020) harga batu bara

menguat tipis 0,19% ke US$ 54/ton. Pada periode 16 - 20 Juli 2020, harga batu bara telah terkoreksi 2,88%.

Kondisi pasar masih belum kondusif dengan masih merebaknya pandemi Coronavirus Disease 2019 (Covid-19).

Sampai saat ini pasar masih menunggu kejelasan seputar keputusan China untuk melonggarkan kebijakan impornya lantaran harga batu bara domestik sudah terlampau mahal dan menggerus margin perusahaan utilitas secara signifikan.

Di sisi lain tekanan terus berdatangan dari

berbagai arah seperti kasus infeksi Corona-virus Disease 2019 (Covid-19) yang terus bertambah secara global terutama di

Amerika Serikat (AS) dan India.

India merupakan negara dengan konsumsi batu bara terbesar di dunia setelah China. Akibat pandemi ini ekonomi India diramal mengalami kontraksi yang dalam.

Mengutip Argus Media, analis memper-kirakan ekonomi India bakal terkontraksi hingga -7,5%. Proyeksi lain yang dilakukan oleh Dana Moneter Internasional (IMF) memprediksi ekonomi India bakal minus 4,5% tahun ini.

This contraction in the Indian economy is

clearly a threat to import demand for

crude oil, liquefied natural gas/LNG, coal

and various other commodities.

Turning to Europe, coal consumption still

tends to be seasonally low for the rest of

the year, unless there is a significant

recovery in energy demand or gas prices.

High efficiency German coal-fired power

plants are not competitive with gas-fired

plants.

Based on the recent EU gas and coal prices,

the transition of coal fuel to gas will be a

limiting factor for coal demand in the

medium term.

Weaker imports in 2020 have caused coal

stockpiles in the ARA region to fall by

around 1 million tons from the highest

level of more than 7 million tons in July

2019, while low prices prevented suppliers

from Russia, Colombia and the US from

exporting to the region.

EU imports from Russia fell 9.3 million

tons in January-May to 13.1 million tons,

with US, Colombia and Indonesia supplies

falling by 1.5 million tons, 2.2 million tons,

and 2.4 million tons. Imports to the

Netherlands accounted for 7.3 million tons

or 35% of the decline, with Spain

contributing 3.9 million tons and Germany

2.8 million tons.

This weakening demand has made coal

prices very low and made global coal

Kontraksi pada perekonomian India ini jelas menjadi ancaman bagi permintaan impor untuk minyak mentah, gas alam cair/LNG, batu bara dan berbagai komo-ditas yang lainnya.

Beralih ke Eropa, konsumsi batu bara masih cenderung rendah secara musiman untuk sisa tahun ini, kecuali terjadi pemulihan permintaan energi atau harga gas yang signifikan. Efisiensi tinggi pem-bangkit listrik tenaga batu bara Jerman tidak kompetitif dengan pembangkit ber-bahan bakar gas.

Berdasarkan harga gas dan batu bara Uni Eropa baru-baru ini, peralihan bahan bakar batu bara ke gas akan menjadi faktor pembatas untuk permintaan batubara dalam jangka menengah.

Impor yang lebih lemah pada tahun 2020 telah membuat stok batu bara di wilayah ARA turun sekitar 1 juta ton dari level tertinggi lebih dari 7 juta ton pada Juli 2019, sementara harga yang rendah menghalangi pemasok dari Rusia, Kolombia, dan AS untuk mengekspor ke wilayah tersebut.

Impor UE dari Rusia turun 9,3 juta ton pada tahun Januari-Mei menjadi 13,1 juta ton, dengan pasokan AS, Kolombia, dan Indonesia turun masing-masing 1,5 juta ton, 2,2 juta ton, dan 2,4 juta ton. THE WORLD is still difficult to release dependence on non-renewable fossil energy, one of which is coal which is the biggest source of energy after petroleum.

Its consumption from year to year, even tends to continue to increase. Despite being an energy pillar, coal poses two major problems, carbon emissions pollution and post-mining environmental damage.

Coal reserves in a number of countries are running low because they are continuously being mined. Some other countries have even boosted the production of this commodity, known as black gold. This makes the position of producing countries at the top often change.

The following is a list of the 10 largest coal producing countries in the world as of 2018 as quoted by the International Energy Agency (IEA), Monday (7/20/ 2020):

1. China

China is the first country in the world as the largest producer of coal. The Bamboo Curtain country is in the first place for decades and has never been displaced until now.

China's coal production annually reaches 3.55 billion tons. Despite being the largest producer, this country has become one of the biggest coal importer customers globally. This is because China's energy consumption is also very voracious.

Cadangan batu bara di sejumlah negara mulai menipis karena terus menerus ditambang. Sebagian negara lainnya, malah menggenjot produksi komoditas yang dikenal dengan emas hitam ini. Hal ini membuat posisi negara produsen di urutan teratas seringkali bergonta-ganti.

1. China

India is the second largest coal producer in the world. Coal production in this country reaches 771 million tons. The country is still very dependent on coal as its energy source, especially for electricity generation.

3. United States

The United States ranks third as the largest coal producer. The land of Uncle Sam is reportedly mining 685 million tons of coal in 2018.

4. Indonesia

Indonesia is the fourth largest coal producing country globally. Indonesia's coal production reached its peak in around 2005 until 2010. In 2018, Indonesia's coal production amounted to 549 million tons, most of it was dredged from Kalimantan.

5. Australia

Australia has traditionally been a country that has entered the world's largest coal producer line for decades. Coal production in the Kangaroo Country in 2018 was recorded at 483 million tons.

6. Russia

Russia was once the most coal dredging country in the world. But gradually, Russian coal production continues to decline. In addition, the energy source has begun to be replaced by natural gas and nuclear. In 2018, Russian coal production will be 420 million tons.

7. South Africa

Like Russia, South Africa was once a major producer of global coal before being displaced by other countries. Coal production in this country reaches 259 million tons.

2. India

Germany is the European country with the most abundant coal reserves after Russia. Coal production in Germany will be 169 million tons in 2018.

9. Poland

Poland is in ninth position as the highest coal producing country in the world with production reaching 122 million tons. Noted, more than half of electrical energy in Poland is still supplied from coal.

10. Kazakhstan

Kazakhstan is known to have very abundant coal reserves. The country's coal reserves are 25.6 billion tons or around 2.2 percent of the world's reserves. Coal production in 2018 is reported at 114 million tons.

8. Jerman

Jerman adalah negara Eropa dengan cadangan batu bara paling melimpah setelah Rusia. Produksi batu bara di Jerman tercatat sebesar 169 juta ton pada tahun 2018.

9. Polandia

Copper price surges to two-year high Frik Els

COPPER futures prices rallied on Tuesday after the agreement of a massive economic

stimulus plan in Europe, optimism about a covid-19 vaccine and ongoing worries about pandemic-hit supply from top producer South America.

Copper for delivery in September trading in New York changed hands for $2.9750 a pound ($6,560 a tonne) in early afternoon trade, up 2% from Monday’s settlement.

Copper futures prices are on track for the highest close in two years and are now up by more than 50% from the covid-19 lows struck in March.

Top-listed copper miner BHP announced on Tuesday that it expects its copper output to fall by between 5% and 14% in its next fiscal year to end-June 2021.

BHP, which part-owns and operates Escondida in Chile, the world’s largest copper mine, said the expected fall in copper production is due to a reduction in its workforce related to covid-19 restrictions.

The Melbourne-based company now expects 2020-2021 copper output of between 1.48m – 1.65m tonnes, down from 1.72m tonnes produced in the year prior.

In a recent note, Capital Economics points out that output rates have fallen sharply in Chile, Peru and Mexico, which together account for 45% of global production.

Output is now at levels last seen in 2017 during a protracted strike at Escondida, which by itself is responsible for nearly 5% of worldwide produc-tion.

Surging Chinese imports

Customs data released last week showed China’s unwrought copper imports (anodes and cathodes) in June rose a stunning 50% from the previous month to 656,483 tonnes – a full 15% above the previous monthly record.

June cargoes were double that of the same month last year as the infrastructure and manufacturing sectors in China, responsible for more than half the world’s copper consumption, rapidly recover following the covid-19 slump.

Over the first half of 2020, imports totalled 2.84m tonnes – up 25% year-on-year and on track to easily beat 2018’s annual record of 5.3m tonnes.

June imports of copper concentrate fell unexpectedly, down 6% to 1.69m tonnes from May, but still up 8.4% from June last year, due to disruptions at mines in Peru, China’s top supplier.

Another indication of demand outstripping supply is the decline in treatment and refining charges. TC/RCs paid by miners to smelters have fallen to an eight-year low, a sign of competition between refiners for available concentrate.

For the first six months of 2020 imports total 10.84 million tonnes, on pace to surpass last year’s record-breaking tally of 22 million tonnes.

Hedge fund bulls

Commodity Futures Trading Commission data show hedge fund positioning in the copper market at its most bullish in two years.

Large-scale speculators like hedge funds have built long positions (bets that copper will trade at a higher level in the future) to pre-pandemic levels and at the same time cut shorts (bets that copper can be bought back at a lower price in the future).

As of Tuesday last week, the net balance was a collective long position of 41,309 contracts, up nearly 30% from the week before and the strongest expression of bullish sentiment since June 2018.

Lynas accelerates 2025 projects amid operations slowdown Salomae Haselgrove

LYNAS Corporation has felt the impact of the coronavirus pandemic as it delivered a lower rare earths production of 2579 tonnes during the June quarter.

This represents a drop from 4465 tonnes produced during the prior period.

The company shut down its Mt Weld rare earth operations in Western Australia from April 9 to June 16 as the company deemed it had sufficient concentrate reserve stocks to ride out this pandemic period.

Operations were also suspended in Malaysia for 44 days from March 22 in accordance with the Malaysian Government’s movement control order to contain the virus’ spread.

Lynas used the time to make solid progress on its key Lynas 2025 projects, including the Kalgoorlie rare earths project in Western Australia.

Work at Kalgoorlie commenced on July 15, when Lynas awarded Metso Outec with the supply contract for a large rotary kiln, which will be the longest lead time item for the project.

Lynas is also working with stakeholders with regard to the phase one contract for a United States-based heavy rare earth separation facility, which has been placed on hold.

“While there has been recent media speculation as to the status of the matter, Lynas is continuing to work with all relevant stakeholders to address outstanding issues,” Lynas stated in an ASX announcement.

“The process was placed on hold due to outstanding issues which we understand are being addressed.

“In addition, Lynas is well progressed with the detailed design and engineering for our heavy rare earths plant and we remain committed to developing a heavy rare earths separation facility.”

The company was able to recommence operations in Malaysia in May, running at around 70 per cent of its production rates, which Lynas deemed sufficient to refill its supply chains and restock depleted inventories of rare earths.

Ahead of the annual Explosives and Blasting feature (to be published in the International Mining July/August 2020 issue), IM spoke with Rajkumar Mathiravedu, Vice President of Digital Solutions at Orica, to get an update on progress with the company’s digital solutions.

Back in Orica’s 2019 full-year results, Orica mentioned it had secured its first customers in Latin America for its ORETrack™ solution, which provides RFID-based tracking of rock movement from blasting operations.

Mathiravedu said these first adopters were recognising the value delivered by the technology, with ORETrack working well in the initial applications.

“We are also continuing to co-develop and expand our ORETrack technology in collaboration with customers in Latin America, with additional customers adopting the ore tracking capability,” he said.

“Further trials are also planned for the near future, including locations in Australia and North America.”

The number of customers taking up Orica’s FRAGTrack™ solution, which provides blast fragmentation data with auto-analysis capability, meanwhile, has been growing in the face of COVID-19 travel restrictions.

Orica carried out its first fully remote installation of FRAGTrack during lockdown in Australia, with a second in Finland and a third one completed in North America recently.

Mathiravedu said a key focus in developing the solution, which captures real-time fragmentation measurement data for downstream unit productivity improvement and tracking of operational performance, was ensuring it was “a plug and play solution” that could be installed and supported remotely.

“We developed rigorous training material and installation instructions and married these with real-time augmented reality capability to remotely guide and support our customers through the implementation,” he said.

“We have found this particularly advantageous during the COVID-19 restrictions, but also this allows our customers to manage the implementation timing to suit their operations.”

An example of this could be the desire for a customer to install FRAGTrack when the shovels are down for maintenance, without having to wait for an Orica specialist to come to the site and install the system.

Reflecting on the recent remote installation achievements, Mathiravedu said: “This proves we have a successful remote release model that customers are valuing during these unprecedented times.”

BlastIQ workflow integration

Fifteen months after the release of its next generation BlastIQ, Orica has now surpassed the 60-site implementation mark of its digital blast optimisation platform.

Mathiravedu said BlastIQ and the company’s ever-growing digital capabilities are designed to improve blast outcomes by integrating insights from digitally connected technologies at every stage of the drill and blast process to drive continuous improvements for its customers.

“Customers are also benefitting significantly from digitising their blasting workflows, delivering efficiencies and improved quality control across their blasting operations, resulting in greater visibility of blast inputs and outputs in real time while benefiting from better blast outcomes.”

As an open, secure, and connected digital platform, BlastIQ’s blast-related data is being integrated directly into customers’ mining value chain and remote operation centres via secure cloud-based APIs, Mathiravedu said.

“This is enabling customers to drive better mine-level decisions based on data integrations between our platform and theirs, creating a stronger bond between planning, drilling, blasting, load and haul and processing operations at the site,” he said.

BlastIQ is an inter-operable platform and is being delivered as a Software as a Service product to customers, meaning they receive new functionality, value and features as soon as they are developed, according to Mathiravedu.

“Enhancements are scheduled and developed based on direct feedback and submissions from our customers all around the world to ensure the product evolves to meet the discrete needs of their operations,” he said.

Outside of BlastIQ specifically, Orica has started to deliver digital optimisation services to its customers, according to Mathiravedu.

“State-of-the-art” digital products and advanced data science and analytics, combined with blasting technical know-how and market-leading blasting technologies, enables customers to cover whole of value chain solutions, enabled by blasting, Mathiravedu said.

“Also, using a series of industry 4.0 smart Internet of Things sensors and Edge computing to replace inefficient manual processes, measurement data can be used in real time to improve future mining outcomes based on data science, analytics and machine-learning algorithms to drive continuous improvement of the entire mining value chain.”

Vale's Q2 thermal coal output falls 53% on year; Mozambique mine halted

BRAZILIAN mining giant Vale's second-quarter thermal coal production slumped 53% on

the year to 585,000 mt as seaborne thermal coal demand was slashed by the coronavirus pandemic, the company said July 21.

Thermal coal sales in the same period dropped 18% to 868,000 mt.

Vale which holds an 80.75% stake in the Moatize coal project in Mozambique, cut production back at Moatize, starting in April because of "demand constraints" and suspended it in June.

As the demand was relentlessly knocked, stocks at mines and ports swelled until they reached full capacity. Production loss of around 1 million mt was detailed in Q2.

The report said that while the current market conditions continued, additional temporary measures might be taken, meaning it was not possible to provide new coal production guidance for 2020.

Vale have also decided to postpone a three-month maintenance plan revamp, making it impossible to achieve a sustainable ramp-up of the operation by the end of 2020.

"Vale is ready to start the necessary revamp as soon as it can guarantee the inbound logistics of equipment and materials to the site, as well as ensure the required safety levels to its employees," the company said.

High gold, iron ore prices drive Brazil mining revenue Bruno Venditti

HIGH prices of iron ore and gold will help the mining industry in Brazil to keep revenues in 2020 similar to 2019, despite the impact of the novel coronavirus, according to the Brazilian mining association (Ibram).

In Q2 2020, mining companies reached a production value of R$39 billion ($7.5 billion), an increase of 9% over Q1. Iron ore represents 59% of Brazil’s mineral production, with gold second (14%), followed by copper (8%).

Brazil’s iron ore exports in Q2 2020 totaled $5 billion, 6% higher than Q1 2020, but 5% lower than in Q2 2019. The country exported 76 million tonnes, 8% above the total registered in the Q1 2020, but 3% lower than Q2 2019.

Brazilian miner Vale said on Monday that its second-quarter iron ore production totalled 67.6 million tonnes, up 5.5% from a year earlier and 13.4% higher than the first quarter.

The result comes soon after iron ore prices surged to their highest level in almost a year last week, above $111 a tonne, amid a shortage of world supply as China reopens its economy. China has been boosting imports for the key steel ingredient.

Brazilian gold exports in Q2 2020 totaled $1.1 billion, 11% above the value registered in the Q1 2020, and 32.5% higher than in Q2 2019.

Investments not impacted

Ibram says that investments in Brazil’s mining sector should not be impacted by the pandemic. The mining association expects investments of $32.5 billion until 2024, with other $2 billion directed to the safety of tailings dams.

Environmental licensing, geological research and investments in logistics are still challenges.

“We have 81% of our exploration in just two states, Para and Minas Gerais. We still need to invest in mineral exploration,” said Flavio Penido, president of Ibram.

“We are taking longer than necessary for new concessions in the transport sector. While the price of iron ore freight from Australia to China is $7.7 per tonne, from Brazil [it] is $18.”
