Welcome to the 2019 Annual MEA Workshop and General Meeting!

Welcome to the 2019 Municipal Engineer’s Association Annual Workshop and General Meeting This year marks the 60th anniversary of the event and is being co-hosted by the Towns of The Blue Mountains, Collingwood, and Wasaga Beach The theme for this year’s workshop is “For All Seasons ”

Given our unique geographic location, the area receives a good deal of lake effect snow, especially early in the season when the lake is still warm This provides for many wintertime activities drawing visitors from across the province and beyond The region has traditionally been a winter tourist destination but has increasingly become popular in the summertime as well Hiking, swimming, boating, and cycling have all become popular Wasaga has “The Longest Freshwater Beach in the World” which boasts approximately 14km of continuous sandy beach at the south end of Nottawasaga Bay All of this combined with our apple growing tradition due to the moderating effects of Georgian Bay and the growth of vineyards, cideries and breweries, the area has truly become a “For All Seasons” destination

All of the amazing features the area has to offer are being noticed not only for tourism but also as a place to live Many people are choosing to retire here, taking advantage of the hot GTHA housing market Families are also relocating here looking for a change in pace and a more balanced work-life dynamic All of this interest is putting pressure on existing infrastructure, increasing home prices, and affecting expectations in relation to services provided by the municipalities

We hope the program we have put together provides you with a better understanding of this beautiful area and some of the challenges we face from a municipal engineering perspective

BMR SNOWMAKING & OPERATIONS TOURBlue Mountain is Ontario’s only four-season mountain village resort We’ll enjoy a tour of the snow making facilities, ski hill lift and take a ride the Ridge Runner We’ll learn how Blue Mountain Resorts makes enough snow to cover 140 has (360 acres) of with 600+ snow guns

ANNUAL STEVE CARROLL MEMORIAL EAST/WEST HOCKEY CLASSICThe traditional games were first played in 1967 and 1972 The modern era started in 1994 and the game has been played every year since Members from the East play against the West in this fun spirited, competitive match The coveted trophy (which was topped off with the red light from the Belleville Hockey Arena when the arena was refurbished) is awarded to the winning team at the President’s Banquet The typical boundary is Yonge St to determine East and West, however it is known to vary subject to participants involved

ALAN MALLORY (ADVENTURER) – “REACHING NEW HEIGHTS”Alan is an international speaker, author and performance coach who is passionate about leadership and reaching new heights in all that we do! Aziz Ahmed, P Eng , is Manager of Approvals and Licensing at the Ministry of the Environment, Conservation and Parks’ (MECP) Environmental Assessment and Permissions Branch, and is the approving director under Part V and VI of the SDWA, and Part II 1 of EPA A graduate of the University of Toronto in Chemical Engineering, Aziz has worked with the MECP since 1988, in a variety of engineering and managerial positions, in the areas of water treatment and distribution, stormwater management, and municipal and industrial wastewater

Colin Baker, P Eng has been the Managing Director of Infrastructure Services with the Township of Centre Wellington since 2012 In this role, Mr Baker provides leadership and guidance to all divisions within Infrastructure Services including Public Works, Environmental Services, and Engineering In his spare time, you’ll likely find him at the arena coaching his son’s hockey team or at a theatre cheering on his daughter at a dance competition

As an Associate and Senior Civil Engineer with J L Richards & Associates Limited, Mark specializes in water distribution and wastewater collections systems, potable water/wastewater pumping stations, and treatment infrastructure Mark is experienced in leading Municipal Class Environmental Assessments, Master Plans, detailed design and construction involving communal water and wastewater systems He also has extensive experience in the computer simulation of municipal infrastructure, such as water distribution systems and wastewater collection systems Using hydraulic modelling software, he analyzes existing distribution systems and wastewater collection systems and recommends upgrades and improvements for both public and private sector projects

Avneet Button is an Intern Engineer at Tatham Engineering Limited, specializing in water resources engineering Avneet completed his Bachelor’s degree in Civil Engineering from University of Waterloo in 2014 and his Master’s degree in Civil Engineering from Queen’s University in 2018 Since completing his studies, Avneet has been involved in subwatershed management studies, flood hazard studies and stormwater management design of land development projects

MANSOOR MAHMOOD

Mansoor Mahmood is a professional engineer and one of the only eight Certified Pollution Prevention Planners in Canada His education includes a bachelor’s degree in chemical engineering, and a master’s and doctorate in environmental engineering from the University of the Sheffield, UK Since then, Mansoor has spent more than 32 years in process engineering, environmental sciences and management, environmental process engineering and business sustainability Recently Mansoor moved from the Ministry of the Environment Conservation and Parks, where he worked for around 17 years, to the Ministry of Municipal Affairs and Housing as Director Building and Development Branch

Saidur Rahman, Ph D , P Eng , is a Senior Engineer, Engineering and Construction Services with the City of Toronto and an Adjunct Professor at the Department of Civil Engineering, Ryerson University Dr Rahman has also worked at the Town of Oakville, Government of the Northwest Territories and at the National Research Council (NRC) in the role of Researcher-Municipal Infrastructure Investment Planning (MIIP) projects He has been involved in academic research in Japan and Canada on structural damage diagnosis, Non-destructive Evaluation (NDE) and Structural Health Monitoring (SHM) for bridges and structures He is a present member of Project Management Institute (PMI), Institute of Asset Management (UK) and American Public Works Association (APWA)

Reg is a municipal engineer with extensive experience in infrastructure planning and engineering He is a graduate from the University of Waterloo in civil engineering and has an MBA from Wilfrid Laurier University He has worked in private consulting, public utilities and municipalities before taking on the role of Director of Infrastructure and Public Works for the Town of The Blue Mountains Reg is a proud Past-President of the Municipal Engineers Association of Ontario and is the current President of the Ontario Water Works Association

SEVEN ACRES

Dirk Nielsen is the Director of Engineering at 7ACRES and leads the engineering systems department to support complicated infrastructure and facility operations In his previous role as Director of Processing, he was able to expand drying, trimming, and automated Consumer Packaged Goods (CPG) systems Mr Nielsen is an engineer, innovator and leader who strives to help his teams meet goals and solve inefficiencies and problems Mr Nielsen has held several senior leadership positions such as VP of Manufacturing, Facilities Manager, Project Manager and Project Engineer at different manufacturing companies

Mr Nielsen holds a B Sc in Industrial Engineering

SAM SIDAWI

Sam is a graduate of the civil engineering program from the University of Waterloo He is the Director of Enterprise Asset Management for the Region of Peel Sam has extensive experience in both the municipal sector as well as the field of asset management Previously he has held several senior management roles in the consulting field as well as in municipal government In his capacity as a senior administrator he has gained an extensive background in asset management, project delivery, climate change adaptation, financial planning, policy development, budget preparation and strategic planning He has led and implemented tactical projects as well as comprehensive asset management initiatives Sam has participated on several committees including OMBI, Ontario Public Works Association and the National Research Council Currently he is a member of the ISO 55000 mirror committee and was on the expert panel that assisted the Province in the development of the regulations for Bill 6 He is the Chair of Asset Management Ontario, past chair of OSCI and past President of the Ontario Public Works Association

Chris graduated with a diploma in Civil Engineering Technology in 1985 and has over 30 years of engineering and road construction experience, including 15 years with various municipalities and Ministry of Transportation of Ontario and several years with private consultants in roles that have included pavement management, road design, contract administration and project management He is a member of OACETT (Ontario Association of Certified Engineering Technicians and Technologists), ARRA (Asphalt Reclaiming and Recycling Association), Member of CTAA (Canadian Technical Asphalt Association)

Daniel Twigger is a Senior Engineer, Group Leader at Tatham Engineering Limited that specializes in water resource engineering Since graduating from the water resource engineering program at the University of Guelph in 2005, his area of focus has been hydrologic/hydraulic modeling, Drainage Master Plans, stormwater management design, surface water monitoring and natural hazard studies

GEORGE WEIDER

George Weider is the son of Jozo Weider who founded Blue Mountain Resort and their sideline of Blue Mountain Pottery George has lived most of his life at the resort, growing up on the mountain He wrote about his early years in his book” Blue Mountain” He became president of BMR in 1971 and chairman in 1978, a post that he retired from in 2009 George is also a historian and local VIP

BRIAN WICKENHEISER

Brian is a Professional Engineer with 23 years of diverse experience in detailed structural and civil design, with a focus on transportation structures As Ainley Group’s Bridges and Structures Group Lead, he has undertaken the successful design and implementation of numerous bridge and large span culvert evaluation, rehabilitation, and replacement projects throughout Ontario, developing a reputation with municipal clients and respect from the construction community for high-quality, cost-effective designs and concise contract specifications

RAY WILCOCK

Ray Wilcock, FCPA FCMA is the Executive Director of the Corrugated Steel Pipe Institute (CSPI) He holds a Science Diploma from Champlain College (1978) and a Bachelor of Commerce from Concordia University (1982) In 1985 he acquired his CMA and in 2004 was conferred the title FCMA On graduation he started with Dominion Bridge, a company who built many of the major bridge crossings across Canada Over the past three decades, he has held a number of senior executive positions at several corporations in the infrastructure industry

Andrea Wilson is the curator of the Blue Mountains Public Library, Craigleith Heritage Depot and she will give us an introduction to the area and give us some information on the local history
