Subject: Pharmacy Benefit Update

SISC has notified the District that, effective April 1, 2014, our current

Express Script prescription plan will be replaced by Navitus. In Mid-March 2014, each Anthem Blue Cross PPO subscriber and spouse will be mailed a new ID card. These new cards will have the Navitus logo, PCN: NVT, BIN: 610602 and Customer Service phone number 1(866)333-2757. Your current Medical group number and ID number are not changing. Dependent ID cards are not automatically issued. For additional dependent cards please contact the Foundation at 1-800-322-5709, on or after April 1, 2014. In March, members will also receive a separate Welcome Package from Navitus that offers simple instructions on how to take full advantage of all their services. • The annual projected savings under Navitus is 7.7%. • If you currently have refills and/or authorizations for medications at your local

pharmacy, these will be honored. Just present your new card to the pharmacy on April 1, 2014.

• If you currently have refills remaining with Express Scripts/Medco mail-order service, remaining refills will be transferred to Navitus’ mail order partner, Costco Mail Service. Members are encouraged to refill their mail order prescriptions with Express Scripts prior to April 2014 to avoid delays. Effective October 1, 2014, the ninety day mail order copay for most generics will be waived.

• If you currently have a Prior Authorization (PA) with Express Scripts your

authorization will be transferred to Navitus. You may want to call Navitus on or after April 1, 2014 to confirm everything is in order. (Reminder: PA’s are in effect for one year and must be renewed annually).

• If you paid for a medication out-of-pocket prior to April 1, 2014 and need to seek

reimbursement through Express Scripts you must do this prior to July 1, 2014. Any claims submitted after July 1, 2014 will not be paid.

Pharmacy Benefit Manager (PBM) programs are never identical. You may notice some differences. Some preferred medications with Express Scripts may be non-preferred with Navitus. With that being said, the basic $3 generic and $15 brand copays will not be impacted by this change. In addition you will also continue to have a zero copay for most generics at Costco.

Subject: STRS-Non Creditable Service

This notice is to provide employees with important information which affects a narrow group of CalSTRS members. In an abundance of caution, we are sending this to all our certificated employees; however, it probably will not impact your particular situation. As you may know, CalSTRS has recently challenged the retirement status of certain members who served in positions which CalSTRS determined were not certificated or academic in nature, even though the employing district deemed the positions to be certificated.

To qualify for the CalSTRS Defined Benefit Plan, a member needs to have rendered qualifying “creditable service.” “Creditable Service” means service which requires a credential or other permit and involves work as a teacher, school counselor, school health professional or closely relating to instruction, curriculum, instructional materials, supervision of employees performing this kind of work, and similar service. It is specifically defined in Education Code section 22119.5.

Under a procedure adopted in 1996, CalSTRS members who served in positions which may not have required “creditable service” have had the ability to file an election form to allow them to remain in CalSTRS. (CalSTRS sometimes refers to this as service which required membership in another public retirement system.) In 2012, CalSTRS issued an Employer Circular* which listed a number of positions which CalSTRS asserted did not call for creditable service. These included positions such as Director of Human Resources, Chief Information Technology Officer, Director of Payroll Services, Chief Financial Officer, and Director of Buildings, Grounds & Maintenance. It does not apply to employees who have worked in the following certificated positions during their entire career in education as these positions are all credible service: • Audiologist/Audiometrist • Occupational Therapist • Preschool Teacher • Principal • Counselor, Office Teacher, Coach, Academic Program Leader, Program Specialist, Outreach Specialist • School Nurse • School Psychologist • Speech & Language Pathologist • Teacher, Teacher-Tutor • Vice Principal, Dean, Coordinator, Director, Supervisor • And any other positions directly relating to curriculum and instruction and serves students. In an effort to ensure that employees who served in positions other than listed above, we are collecting a CalSTRS Election Form from any employee that may be affected now. Therefore, you are asked to contact Jackie Anzaldo in Human Resources by April 25, 2014, if you have served in a position since July 1, 1996, with our office or another educational agency which may not have been deemed a “creditable service” position and you are a member of the CalSTRS retirement system. Again, this is a small number of positions as listed in paragraph three (3) of this communication.

CalSTRS will allow member employees who have served in some capacity which may not have involved creditable service to file the CalSTRS Election Form ES372 up to May 25, 2014. Copies of the November 2013 CalSTRS Circular, the CalSTRS Election Form ES372, and a subsequent CalSTRS e-Bulletin are available in the Human Resources Department for your reference. This summer, a total of 225 youngsters will participate in the NYSP – a structured sports program with educational components including solar energy, science, health and nutrition, conflict resolution, drug and alcohol prevention, and career counseling. During the program, students will receive a free morning snack and lunch on a daily basis.

The program will operate at California State University, Bakersfield from Monday, June 9, 2014, through Thursday, July 10, 2014. The hours will be 9 a.m. – 1:30 p.m., Monday through Thursday.

• Selected students should come from low income families and must be at least 10 years old by August 29, 2014.

• Consideration should be given to students who are: (1) able to attend on a daily basis with parent support; and (2) not required to attend the District Summer School Program.

This program offers many special opportunities to our students and has been well received by parents and participants. If you have any questions before the NYSP Information meeting, please call Lewis Neal at extension 1-4775.

Applications for the NYSP will be distributed at this meeting on a first-come, first-served basis.

This exhibit will help you prepare for purchasing material for Pre-Kindergarten through 8th grade school libraries. This year the catalog is offered in a digital format and can be downloaded from your computer. Do not bring sticky notes! Catalogs will not be available at the book display for you to mark your selections indicating which titles are of interest to your school. Library Media Services Poetry Contest

Library Media Services Poetry Contest provides an opportunity to feature the exemplary writing talents of BCSD students. It encourages our students to share their skills and imagination with peers and adults. All K-8th grade students are encouraged to submit an original poem. Selected work will be published in a bound book which will be placed in each school’s library. A copy of the book will be awarded to each published poet.

Entry deadline: Friday, April 11, 2014; 4:30 p.m.

Participation Guidelines:

Submit original composition using any poetic form (i.e. Haiku, Limerick, free verse etc.). Attach a Library Media Services Entry Label to the back of each poem in the lower right hand

corner. Deliver entries on or before Friday, April 11, 2014, at 4:30 p.m., to the Library Media Services

Department (located in the back parking lot behind the Ed Center). Poems not selected for the Library Poem Contest will not be returned.

On the next page, you will find Poem Contest entry labels for you to duplicate as needed when labeling work.

GRADES 4-8 Literature Art Contest

Library Media Services Art Contest provides an opportunity to feature the individual artistic talents of our students. It encourages students to share their work and visual arts experiences with peers and adults. Every school is encouraged to submit art entries and be represented in the Art Contest. The selected pieces of art will be matted, framed and placed on display. In the BCSD permanent collection.

Entry deadline: Friday, April 25, 2014 at 4:30 p.m.

Participation Guidelines:

Submit original art (drawing, pen or ink, watercolor, oil painting, chalk, sculpture, three dimensional or mixed media composition, etc.).

Art submissions may be any size/shape. The art must clearly incorporate a literature element (from a favorite book, favorite quote, etc.). Attach an Art Contest Entry Label to each artwork piece. Deliver entries on or before Friday, April 25, 2014, at 4:30 p.m., to the Library Media

Services Department (located in the back parking lot behind the Ed Center). Artworks not selected for the Art Contest will be returned.
