THE GOVERNMENT, through the Ministry

of Energy and Mineral Resources (MEMR) has extended operations for PT Arutmin

Indonesia. It also marked a change in the status of Arutmin, who previously held a

Coal Mining Exploitation Work Agreement (PKP2B), now a Special Mining Business

License (IUPK).

The mining association also responded

positively to the government's move. Executive Director of the Indonesian Coal

Mining Association (APBI) Hendra Sinadia assessed that this decision would have a

good impact on the mining investment climate in Indonesia.

"We welcome the decision, because it will have a positive impact on business certainty and the investment climate," Hendra said when contacted by Kontan.co.id, Tuesday (3/11).

Meanwhile, the Acting Executive Director

of the Indonesian Mining Association (IMA), Djoko Widajatno, said that the

extension of Arutmin's operations and changing its status to IUPK were the

implementation of Law Number 3 of 2020, aka the Minerba Law.

Djoko hopes, with the implementation of the Minerba Law and coupled with the incentives for the coal sector in the Job Creation Law, the mining investment climate will be boosted again.

PEMERINTAH , melalui Kementerian

Energi dan Sumber Daya Mineral (ESDM) telah memberikan perpanjangan operasi bagi PT Arutmin Indonesia. Hal itu juga menandai perubahan status Arutmin yang tadinya memegang Perjanjian karya Peng-usahaan Pertambangan Batubara (PKP2B), kini menjadi Izin Usaha Pertambangan Khusus (IUPK).

Asosiasi pertambangan pun merespons positif langkah pemerintah tersebut. Direktur Eksekutif Asosiasi Pertambangan Batubara Indonesia (APBI) Hendra Sinadia menilai, keputusan tersebut akan ber-dampak baik bagi iklim investasi pertam-bangan di Indonesia.

"Menyambut baik keputusan itu, karena akan berdampak positif bagi kepastian usaha dan iklim investasi," kata Hendra saat dihubungi Kontan.co.id, Selasa (3/11).

Sementara itu, Pelaksana Harian Direktur Eksekutif Indonesia Mining Association (IMA) Djoko Widajatno menyampaikan bahwa perpanjangan operasi Arutmin dan perubahan statusnya menjadi IUPK merupakan implementasi dari Undang-Undang Nomor 3 tahun 2020 alias UU Minerba.

Djoko berharap, dengan implementasi UU Minerba dan ditambah dengan insentif untuk sektor batubara di dalam UU Cipta Kerja, iklim investasi pertambangan akan kembali terdongkrak.

After Arutmin's PKP2B contract ended on November 1, 2020, now the subsidiary of PT Bumi Resources Tbk (BUMI) has pocketed an IUPK as a continuation of contract/agreement operations. The Director General of Mineral and Coal of the Ministry of EMR Ridwan Djamaluddin said that the government issued a Decree (SK) on the extension and transfer of Arutmin's license from PKP2B to IUPK on Monday (2/11).

"The decree has been issued, November 2, 2020. That's right (giving Arutmin an extension to IUPK)," Ridwan said when contacted by Kontan.co.id, Tuesday (3/11).

That way, Arutmin can continue operations for the next 10 years, then can be extended for another 10 years. Referring to Article 169 A of Law Number 3 of 2020 (Minerba Law), Arutmin can get two extensions in the form of IUPK as a continuation of contract operations/agreements for a maximum period of 10 years, taking into account efforts to increase state revenue.

Based on data from the March 2018 Joint Ore Reserves Committee (JORC), this coal company affiliated to the Bakrie Group has Arutmin coal reserves of 213 million tons and has resources of 1.66 billion tons.

Meanwhile, Arutmin owns mines located in Satui, Senakin, Batulicin, and Asam-Asam, South Kalimantan with an area of 57,107 hectares (ha). Unfortunately, it is not clear whether there has been a change in area size or a shrinkage after Arutmin changed his status from PKP2B to IUPK.

"Ini menunjukan keseriusan dari regulator yang berdampak pada perbaikan iklim Investasi di Indonesia. Karena integritas dan komitment dari regulator lah yang ditunggu oleh Investor," sebut Djoko.

Setelah kontrak PKP2B Arutmin berakhir pada 1 November 2020, kini anak usaha PT Bumi Resources Tbk (BUMI) itu sudah mengantongi IUPK sebagai kelanjutan operasi kontrak/perjanjian. Direktur Jenderal Minerba Kementerian ESDM Ridwan Djamaluddin menyampaikan bahwa Surat Keputusan (SK) perpanjangan dan peralihan izin Arutmin dari PKP2B menjadi IUPK diterbitkan pemerintah pada Senin (2/11) kemarin.

"SK sudah dikeluarkan, 2 November 2020. Betul (memberi perpanjangan Arutmin menjadi IUPK)," kata Ridwan saat dihubungi Kontan.co.id, Selasa (3/11).

Dengan begitu, Arutmin bisa melanjutkan operasi selama 10 tahun ke depan, lalu bisa diperpanjang untuk 10 tahun berikutnya. Merujuk pada Pasal 169 A Undang-Undang Nomor 3 Tahun 2020 (UU Minerba), Arutmin bisa mendapatkan dua kali per-panjangan dalam bentuk IUPK sebagai kelanjutan operasi kontrak/perjanjian masing-masing untuk jangka waktu paling lama 10 tahun, dengan mempertimbangkan upaya peningkatan penerimaan negara.

Berdasarkan data dari Joint Ore Reserves Commite (JORC) Maret 2018, perusahaan batubara yang terafiliasi ke dalam Bakrie Group ini memiliki cadangan batubara Arutmin mencapai 213 juta ton dan me-miliki sumber daya sebesar 1,66 miliar ton.

Adapun, Arutmin memiliki tambang yang berlokasi di Satui, Senakin, Batulicin, dan Asam-asam, Kalimantan Selatan dengan luas mencapai 57.107 hektare (ha). Sayangnya, belum terang apakah ada perubahan luas wilayah atau penciutan setelah Arutmin berubah status dari PKP2B menjadi IUPK.

ENTERING a year of leadership by the

Minister for State-Owned Enterprises (SOE) Erick Thohir, PT Bukit Asam Tbk (PTBA) has shown positive performance and increasingly strong synergy with fellow SOEs.

This was disclosed by the Corporate Secretary of Bukit Sama Apollonius Andwie C in a written statement, Tuesday (3/11/ 2020). Apollonius explained that there were many positive developments in PTBA during the last year.

The following is a record of PTBA's performance during the one year leadership of Minister Erick Thohir:

Positive Financial Performance

PT Bukit Asam Tbk (PTBA) continues to score positive performance in the first semester of 2020 even though it is affected by the Covid-19 pandemic and the decline in world coal prices. The company managed to book a net profit of Rp 1.3 trillion in the first half of 2020. Meanwhile, in terms of revenue, PTBA posted a net profit of Rp 9 trillion by the middle of this year.

Efficiency is one of PTBA's strategies to maintain and record positive performance amidst price volatility and reduced demand for coal supply.

Menteri Badan Usaha Milik Negara (BUMN) Erick Thohir, PT Bukit Asam Tbk (PTBA) menunjukkan kinerja positif dan sinergi yang semakin kuat dengan sesama BUMN.

Hal tersebut diungkapkan oleh Corporate Secretary Bukit Sama Apollonius Andwie C dalam pernyataan tertulis, Selasa (3/11/ 2020). Apollonius menjelaskan bahwa banyak perkembangan positi f PTBA selama setahun terakhir.

Berikut adalah catatan kinerja PTBA selama satu tahun masa kepemimpinan Menteri Erick Thohir:

Kinerja Keuangan Positif

PT Bukit Asam Tbk (PTBA) terus mencetak kinerja positif di semester I-2020 meski terimbas pandemi Covid-19 serta me-nurunnya harga batubara dunia. Perseroan berhasil membukukan laba bersih sebesar Rp 1,3 triliun pada semester pertama 2020. Sedangkan dari sisi pendapatan, PTBA membukukan sebesar Rp 9 triliun hingga pertengahan tahun ini.

Efisiensi merupakan salah satu strategi PTBA untuk menjaga dan mencatatkan kinerja positif di tengah volatilitas harga dan berkurangnya permintaan pasokan batu bara.

Some of the efficiency strategies that have been carried out by PTBA in the first semester of 2020 are to continue to make efforts to reduce business costs and cost of production through the implementation of various mining cost optimizations such as cutting transport distances and reducing the stripping ratio.

Operational Performance

From the production side, PTBA is able to produce 12 million tons by June 2020 accompanied by the performance of coal transportation which also shows a positive performance. During the first semester of this year, coal transportation capacity was recorded at 11.7 million tons.

The company's maintained operational performance until the first semester of 2020 is none other than the result of the continuous application of operational excellence and market expansion which is the company's strategy in running its business this year.

Coal Gasification

In line with President Joko Widodo's vision to accelerate the increase in added value of coal, PT Bukit Asam Tbk (PTBA) continues to prove and carry out its commitment as a pioneer in developing coal downstream business in Indonesia.

PTBA's commitment is reflected in the seriousness of PTBA in developing coal downstreaming, among others by planning to build a coal processing plant into dymethyl ether (DME) located in Tanjung Enim, South Sumatra.

The coal downstream plant will process as much as 6 million tons of coal per year and process it into 1.4 million tons of DME which can be used as an alternative fuel to replace LPG.

Beberapa strategi efisiensi yang telah dilakukan PTBA pada semester pertama 2020 adalah terus melakukan upaya penurunan biaya usaha dan biaya pokok produksi melalui penerapan berbagai optimasi biaya penambangan seperti pemangkasan jarak angkut dan penurunan stripping ratio.

Kinerja Operasional

Dari sisi produksi, PTBA mampu meng-hasilkan 12 juta ton hingga Juni 2020 diiringi dengan kinerja angkutan batu bara yang juga menunjukkan performa positif. Selama semester pertama tahun ini, kapasitas angkutan batu bara tercatat mencapai 11,7 juta ton.

Masih terjaganya kinerja operasional perusahaan hingga semester I-2020 tak lain merupakan hasil dari penerapan operational excellence yang berkelanjutan dan perluasan pasar yang menjadi strategi perusahaan dalam menjalankan bisnis di tahun ini.

Gasifikasi Batu Bara

Sejalan dengan visi Presiden Joko Widodo untuk percepatan peningkatan nilai tambah batu bara, PT Bukit Asam Tbk (PTBA) terus membuktikan dan menjalan-kan komitmennya sebagai pionir pengem-bangan usaha hilirisasi batu bara di Indonesia.

Komitmen PTBA tercermin dari keseriusan PTBA mengembangkan hilirisasi batu bara antara lain dengan rencana pembangunan pabrik pemrosesan batu bara menjadi dymethil eter (DME) yang berlokasi di Tanjung Enim, Sumatera Selatan.

Pabrik hilirisasi batu bara tersebut akan mengolah sebanyak 6 juta ton batu bara per tahun dan diproses menjadi 1,4 juta ton DME yang dapat digunakan sebagai bahan bakar alternatif pengganti LPG.

The presence of DME as an alternative fuel can help reduce LPG imports and save foreign exchange. Based on the calculation of the Coordinating Ministry for Maritime Affairs and Investment, the country's potential savings could reach Rp. 8.7 trillion.

The downstream project construction preparation is planned to start in mid-2021 and target operations in 2025. This downstream project has also been approved by President Joko Widodo as part of the National Strategic Program as stipulated in Presidential Regulation No. 18/2020.

BUMN synergy is getting stronger and more strategic

1. Soekarno Hatta Airport PLTS Develop-ment Project

The Soekarno Hatta Airport PLTS project is in line with the goal of bringing Green Airport to Indonesia. In collaboration with PT Angkasa Pura II (AP II), the project starts from the largest airport in Indonesia with the hope of encouraging other airports to adopt New and Renewable Energy (EBT) through PLTS.

The operation of PLTS at Soekarno Hatta Airport is also the commitment of PTBA and AP II in realizing SOE synergy and the efforts of the Ministry of SOE in realizing SOE synergy and the use of new renewable energy.

The PLTS, which is located in the Soekarno Hatta AOCC Building, was built by PTBA in collaboration with a subsidiary of PT LEN Industri, PT Surya Energi Indonesia. The operation of PLTS is carried out directly by PTBA.

2. PTBA and Pelindo II Optimization of Coal Transportation

In September 2020, PTBA signed a Head of Agreement (HoA) with PT Pelabuhan Indonesia II (Persero) to develop the capacity of transporting coal and/or other commodities through rivers and ports in South Sumatra.

Hadirnya DME sebagai bahan bakar alter-natif bisa membantu menekan impor LPG dan menghemat devisa negara. Berdasar hitungan Kementerian Koordinator Bidang Kemaritiman dan Investasi, potensi peng-hematan negara bisa mencapai Rp8,7 triliun.

Persiapan konstruksi proyek hilirisasi direncanakan dimulai pada pertengahan 2021 dan target operasi di 2025. Proyek hilirisasi ini ini juga telah disetujui Presiden Joko Widodo sebagai bagian dari Program Strategis Nasional sebagaimana tertuang dalam Peraturan Presiden Nomor 18 Tahun 2020.

Sinergi BUMN Makin Kuat dan Strategis

1. Proyek Pengembangan PLTS Bandara Soekarno Hatta

Proyek PLTS Bandara Soekarno Hatta sejalan dengan cita-cita menghadirkan Green Airport di Indonesia. Bekerja sama dengan PT Angkasa Pura II (AP II), proyek dimulai dari bandar udara terbesar di Indonesia dengan harapan bisa mendorong bandara lain mengadopsi Energi Baru dan Terbaru-kan (EBT) melalui PLTS.

Pengoperasian PLTS di Bandara Soekarno Hatta juga komitmen PTBA dan AP II dalam mewujudkan sinergi BUMN dan upaya Kementerian BUMN dalam mewujudkan sinergi BUMN dan pemanfaatan energi baru terbarukan.

PLTS yang berada di Gedung AOCC Soekarno Hatta ini dibangun oleh PTBA dengan meng-gandeng anak usaha PT LEN Industri yakni PT Surya Energi Indonesia. Pengoperasian PLTS dijalankan langsung oleh PTBA.

2. PTBA dan Pelindo II Optimasi Angkutan Batu Bara

Pada September 2020, PTBA menandatangani Head of Agreement (HoA/perjanjian induk) dengan PT Pelabuhan Indonesia II (Persero) untuk mengembangkan kapasitas angkutan batu bara dan/atau komoditas lainnya melalui sungai dan pelabuhan di Sumatera Selatan.

This coal transportation development cooperation is carried out to succeed the goal of developing the economic corridor of South Sumatra as a national energy barn. This cooperation also aims at cost efficiency and increasing coal volume transport capacity.

It is hoped that this collaboration with Pelindo II can continue to be broader to realize an increase in coal transportation of up to 20 million tons, as well as other commodities including coal downstream products.

The series of PLTS projects

PT Bukit Asam Tbk (PTBA) has a vision to become a world-class energy company that cares about the environment. In line with this vision, the company also has a tagline "Beyond Coal" which we are trying to achieve by diversifying the business and downstreaming the coal industry.

PTBA wants to take part in the PLTS development roadmap, here are some PLTS assistance projects that are running and developed by PTBA:

PLTS Development CSR Project

1. Pesawaran Irrigation PLTS, Lampung (Operation October 2020)

Irrigation Pump Assistance provided by PT Bukit Asam, Tbk is located in Trimulyo Village, Tegineneng District, Pesawaran District, Lampung Province and will operate this year.

Kerja sama pengembangan angkutan batu bara ini dilakukan untuk menyukseskan tujuan pembangunan koridor ekonomi Sumatera Selatan sebagai lumbung energi nasional. Kerja sama ini sekaligus bertujuan untuk efisiensi biaya dan penambahan kapasitas angkutan volume batu bara.

Diharapkan Kerjasama dengan Pelindo II ini bisa berlanjut lebih luas untuk wujudkan peningkatan angkutan batu bara sampai dengan 20 juta ton, serta komoditas lainnya termasuk produk hilirisasi batu bara.

Rangkaian Proyek PLTS

Proyek CSR Pembangunan PLTS

1. PLTS Irigasi Pesawaran, Lampung (Operasi Oktober 2020)

Bantuan Pompa Irigasi yang diberikan oleh PT Bukit Asam, Tbk terletak di Desa Trimulyo Kec Tegineneng Kab Pesawaran Prov Lampung dan akan beroperasi di tahun ini.

Pompa yang digunakan merupakan pompa jenis Submersibble. Pompa tersebut me-miliki kecepatan 50 lps (liter persecon) atau...

The pump has a speed of 50 lps (liter persecon) or 50 ltr/sec with a height of 10 m. The assistance consists of 1 Submersibble Pump unit, 1 inverter unit, 1 unit intake tub measuring 3x3 m with a depth of 6 m.

This irrigation pump will be supplied with electricity from the PLTS with a capacity of 38,500 watts which is operated through a 4 x 4 m control panel house, 140 solar panels, and 50 m long piping.

The electricity generated by the pump is 35,000 watts, while the irrigation pump in Trimulyo Village is only 25,000 watts. The land to be flooded is 167 ha with a distance from the lake to the land of approximately 1 kilometer.

This project collaborates with the Lampung Provincial Government. Currently, farmers still rely on diesel pumps for chilli plants during the dry season. Meanwhile, for rain, farmers will use the land for planting rice.

2. Talawi Irrigation PLTS, Sawahlunto (Operating since 2019)

Support for Solar Irrigation Pumps in Talawi Mudik Village, Sawahlunto City. This pump has been operating since 2019 and has a speed of 50 lps (liter persecon) or 50 liter/second with a height of 50 m.

Electricity for the irrigation pump with 11 kilowatt power will be supplied by PLTS with a capacity of 16.5 kilowatt Talawi which is operated through 1 unit control panel house, 142 pieces of solar panels, and 1.2 km of piping.

The area of land that has been irrigated is 62 ha with yields reaching 1000 tonnes per year from 3 harvests. Previously only 248 tons per year.

The number of beneficiaries is 460 people, consisting of 115 farmers and 345 family members from each farmer.

Pompa tersebut memiliki kecepatan 50 lps (liter persecon) atau 50 ltr/detik dengan ketinggian 10 m. Bantuan tersebut terdiri dari 1 unit Pompa Submersibble, 1 unit inverter, 1 unit bak intake ukuran 3x3 m dengan kedalaman 6 m.

Pompa irigasi ini akan dialiri listrik dari PLTS berkapasitas 38.500 watt yang di-operasikan melalui rumah control panel seluas 4 x 4 m, 140 keping panel surya, dan pipanisasi sepanjang 50 m.

Listrik yg dihasilkan oleh pompa tersebut adalah 35000 watt, sementara untuk kebutuhan Pompa Irigasi di Desa Trimulyo ini hanya 25000 watt. Lahan yang akan di aliri seluas 167 ha dengan jarak dari danau ke lahan lebih kurang 1 kilometer.

Proyek ini berkolaborasi dengan Pemrov Lampung. Saat ini petani masih meng-andalkan pompa diesel untuk tanaman cabe pada musim kemarau. Sementara untuk penghujan petani akan memanfaatkan lahan untuk ditanami padi.

2. PLTS Irigasi Talawi, Sawahlunto (Ber-operasi sejak 2019)

Bantuan Pompa Irigasi Tenaga Surya di Desa Talawi Mudik Kota Sawahlunto. Pompa ini beroperasi sejak tahun 2019 dan memiliki kecepatan 50 lps (liter persecon) atau 50 liter/detik dengan ketinggian 50 m.

Listrik untuk pompa irigasi dengan daya 11 kiloWatt ini akan dialirkan oleh PLTS ber-kapasitas Talawi 16,5 kiloWatt yang di-operasikan melalui rumah control panel 1 unit, 142 keping panel surya,dan pipanisasi sepanjang 1.2 km.

Support for Solar Irrigation Pumps in Tanjung Raja Village, Kec. Muara Enim Kab. Muara Enim will operate this year.

This 11 kW irrigation pump will be supported by electricity through a PLTS with a capacity of 18.7 kW which uses 140 pieces of solar panels.

The area of land to be irrigated is 63 ha with annual yields of only 189 tons/year from 1 harvest.

With the help of this pump, it is estimated that you can harvest 3 times per year, so that annually it can produce about 567 tons per year. The number of beneficiaries is 90 farmers.

4. PLTS assistance for Az -Zawiyah Foundation (2020 Operation Plan)

Az-Zawiyah Foundation is located in Tanjung Batu Village, Ogan Ilir Regency, and provides free education to its students.

The majority of students who attend the foundation come from underprivileged families. The electricity produced by PLTS is 6 kWp or equivalent to 6,849 watts. The electricity requirement required by the Foundation is 5,520 watts.

Pompa irigasi berdaya 11 kW ini akan disokong listriknya lewat PLTS berkapa-sitas 18,7 kW yang menggunakan 140 keping panel surya.

Luas lahan yang akan dialiri seluas 63 ha dengan hasil panen per tahun hanya men-capai 189 ton/tahun dari 1 kali panen.

Dengan adanya bantuan pompa tersebut diperkirakan dapat panen 3 kali per tahun, sehingga pertahunnya dapat menghasilkan sekitar 567 ton per tahun. Jumlah pene-rima manfaat adalah 90 petani.

4. Bantuan PLTS untuk Yayasan Az-Zawiyah (Rencana Operasi 2020)

Yayasan Az-Zawiyah terletak di Desa Tanjung Batu Kabupaten Ogan Ilir, dan menyediakan Pendidikan secara gratis kepada para siswanya.

Mayoritas siswa yang bersekolah di yayasan tersebut berasal dari keluarga kurang mampu.

Listrik yang dihasilkan oleh PLTS adalah 6 kWp atau setara dengan 6.849 watt. Kebutuhan listrik yang diperlukan oleh Yayasan tersebut adalah 5.520 watt.

TIMAH's Performance Still Poor.

PT TIMAH Tbk (TINS), an issuer of tin mineral mining and a subsidiary of MIND ID, a state-owned mineral and coal mining holding company, recorded a poor performance until the third quarter of 2020.

Based on Timah's report published Tuesday, November 3, 2020, Timah recorded a decline in revenue. 18.42% to Rp 11.88 trillion from Rp 14.56 trillion (year-on-year). In fact, the cost of revenue actually decreased from Rp 13.53 trillion or 17.88% to Rp 11.12 trillion by the end of September 2020. Timah extends the losses it has made since a year ago.

Until the third quarter of 2020, Timah lost Rp 255.16 billion, up from the same period last year which lost Rp175.78 billion, but decreased when compared to the second quarter of 2020 which was recorded at Rp 390.07 billion.

PT TIMAH Tbk (TINS), emiten pertambangan mineral logam timah sekaligus anak usaha MIND ID, holding pertambangan mineral dan batubara pelat merah, mencatatkan kinerja kurang moncer hingga kuartal III 2020.

Berdasarkan laporan Timah yang dipublikasi-kan Selasa, 3 November 2020, Timah men-catatkan penurunan pendapatan 18,42% men-jadi Rp11,88 trliiun dari Rp14,56 triliun (year-on-year). Padahal, beban pokok pendapatan justru turun dari Rp13,53 triliun atau 17,88% menjadi Rp11,12 triliun hingga akhir Septem-ber 2020. Timah memperpanjang kerugian yang telah ditorehkan sejak setahun lalu.

Sampai kuartal III 2020, Timah rugi Rp 255,16 miliar, naik dari periode sama tahun lalu yang rugi Rp175,78 miliar, namun turun bila dibandingkan kuartal II 2020 yang tercatat Rp Rp 390,07 miliar.

Timah's management stated that vaccine trials in several countries had brought good hopes for the recovery of the metal commodity market. In the third quarter of 2020, refined tin demand was recorded at 85.7 Kiloton, or an increase of 8.07% compared to the previous quarter of 79.3 Kiloton. The tin deficit in the third quarter of 2020 causes tin prices to continue to improve and has the potential to return to their original prices in early 2021.

Timah recorded 98 percent of tin exports, while the rest was for the domestic market. Timah's export destinations up to the third quarter of 2020 are Asia 68%, Europe 15%, and America 15%.

As of the third quarter of 2020, tin ore production was recorded at 34,592 tons, a decrease of 47.44% from 2019 which was recorded at 65,819 tons. Of this achieve-ment 74.56% came from land mining, while the remaining 25.44% came from marine mining. Refined tin production in the third quarter of 2020 amounted to 37,588 tons, a decrease of 35.37% from 2019 which amounted to 58,157 tons.

Refined tin sales in that period amounted to 45,548 tons or decreased by 9.49% from 2019 of 50,326 tons. The average selling price of refined tin was US$ 16,832 or decreased by 21.73% from 2019 of US$ 19,083.

Pada kuartal III 2020 permintaan logam timah tercatat 85,7 Kiloton atau naik sebesar 8,07% dibandingkan kuartal sebelumnya sebesar 79,3 Kiloton. potential. However, the exploitable tin deposit type will change from alluvial

reserve to primary reserve while promoting effective and cost-friendly

mining methods.

primary types which are found in many new locations, which are being explored.

Mineral (ESDM) telah memberikan perpan-jangan operasi bagi PT Arutmin Indonesia. Dengan begitu, anak usaha PT Bumi Resources Tbk (BUMI) itu kini meng-genggam Izin Usaha Pertambangan Khusus (IUPK) sebagai kelanjutan Perjanjian karya Pengusahaan Pertambangan Batubara (PKP2B).

Para pemegang PKP2B generasi pertama yang lain pun tampaknya akan segera menyusul Arutmin untuk mendapatkan perpanjangan izin. PT Adaro Indonesia, misalnya, mengaku sedang mempersiap-kan seluruh persyaratan untuk meng-ajukan perpanjangan operasi dan per-ubahan status menjadi IUPK.

"We are currently preparing all the requirements stipulated in the prevailing laws and regulations," said Head of Corporate Communications of PT Adaro Energy Tbk (ADRO) Febriati Nadira, when contacted by Kontan.co.id, Tuesday (3/11).

At the latest, Adaro will apply for an extension of operations in the next year or 1 year before its PKP2B contract expires. Meanwhile, PT Adaro Indonesia's PKP2B will end on October 1, 2022.

"For Adaro Indonesia itself, we plan to apply for a PKP2B extension no later than 1 year before the end of our PKP2B," continued Nadira.

Previously, ADRO President Director Garibaldi Thohir said that his party was still waiting for the derivative regulations from Law Number 3 of 2020 (Minerba Law). As is known, currently there are three Government Regulations (PP) that are being drafted as imp lementing regulations for the Minerba Law.

"We still have time until 2022, and indeed we are still waiting for the PP, after the PP there will be a Permen (Ministerial Regulation)," said Boy in an online media gathering some time ago.

To be sure, Boy sees that the new Minerba Law provides legal certainty for PKP2B holders who are about to run out of contracts, as well as for the mining business as a whole. He said Adaro would follow the conditions required to get a license extension and become an IUPK.

"With the new Minerba Law, the answer is that legal certainty in Indonesia is respected by the government and the DPR," Boy continued.

"Kami masih ada waktu sampai 2022, dan memang kami masih menunggu PP, setelah PP nanti ada Permen (Peraturan Menteri)-nya," kata Boy dalam media gathering yang digelar secara daring, beberapa waktu lalu.

Yang pasti, Boy melihat bahwa UU Minerba baru itu memberikan kepastian hukum bagi para pemegang PKP2B yang akan habis kontrak, maupun bagi usaha tambang secara keseluruhan. Kata dia, Adaro bakal mengikuti ketentuan yang disyaratkan untuk bisa mendapatkan perpanjangan izin dan menjadi IUPK.

One of the first generation PKP2B holders runs coal mining operations in South and Central Kalimantan, with a concession area of 31,380 hectares (ha).

Based on the Minerba Law, applications for the continuation of contract/agreement operations can be submitted to the Minister of EMR no later than 5 years and no later than one year before the KK and PKP2B expire.

Until the end of August 2020, there were only 3 PKP2B that had applied for license extensions. Namely PT Arutmin Indonesia, PT Kaltim Prima Coal and PT Multi Harapan Utama. Meanwhile, Arutmin's PKP2B contract ended on November 1, 2020, then received an extension of the operation and IUPK status on November 2, 2020.

Sekretaris Perusahaan Bukit Asam Apollonius Andwie C. mengungkapkan rencana pembangunan pabrik pemrosesan batu bara menjadi dymethil eter (DME) berlokasi di Tanjung Enim, Sumatra Selatan.

Pihaknya menyebut fasilitas itu akan meng-olah sebanyak 6 juta ton batu bara per tahun menjadi 1,4 juta ton DME yang digunakan sebagai bahan bakar alternatif pengganti liquified petroleum gas (LPG).

PRESIDENT Joko "Jokowi" Widodo has inked the controversial Job Creation Bill into law on Monday.

The head of state officially enacted the bill as the 2020 Law on Job Creation despite public opposition. The presidential spokesman Fadjroel Rachman confirmed the news of the law's enactment of which he finds important for the country's future.

"This Job Creation Law is for all Indonesian people and the future of Indonesia moving forward," Fadjroel said on Tuesday, as quoted by Jakarta Globe's sister publication Beritasatu.

According to the copy of the final document published by the State Secretariat, the law is promulgated by the Minister of Law and Human Rights Yasonna Laoly. It is also recorded in the 2020 State Gazette No 245.

Several Errors

Jokowi signed the law just a few days ahead of the deadline. Even without his signature, the law would automatically take effect 30 days after the House of Representatives passed the bill on Oct. 5.

Meanwhile, Indonesia's Legal Care Advocacy Team has detected several errors on the Job Creation Law. The group's representative Jarot Maryono highlighted how the reference on Article 6 was missing on the recently enacted law.

"The enhancement of the investment ecosystem and business activities as stated in Article 5 clause (1) letter a," the Article 6 on Job Creation Law stated.

No clause, however, is stated underneath Article 5.

"This can cause legal uncertainty for the Indonesian people," Jarot said in his official statement.

On the 905-page version of the draft, there were two clauses underneath Article 5. These clauses were not included in the Job Creation Law.

Fellow group's representative Johan Imanuel also pointed out the law's text formatting does not abide by the Appendix II of the 2011 Law on the Making of Laws and Regulations.

"The lawmakers should take responsibility for the errors of the Job Creation Law. Since the beginning, it lacks principle of openness and enough public participation. The law should be revised according to the existing mechanism," Johan said.

How Many Pages Are There?

Multiple versions of the bill circulating has sparked public confusion on the total page count.

Among them was the 1,208 pages long version which could be downloaded on the House's official website. The draft of the bill read on the plenary session on Oct. 5 only had 905 pages. There were also other versions circulating which comprised 1,052 pages and 1,035 pages.

On Oct. 14, the House's secretary general Indra Iskandar submitted a 812-pages long final draft to the government. The law finally ended with 1,187 pages after being reviewed by the State Secretariat.

According to the presidential expert staff Dini Purwono, there was no substantial change despite the different total page count. The additional pages resulted from the technical fixes like formating as well as the removal of Article 46 of the 2001 Law on Oil and Gas.

"It was only Article 46 which was removed from the Job Creation Law text," Dini said.

Jika Biden menang, maka industri berbasis batubara akan tertekan. Sebab, kelompok Partai Demokrat merupakan pendukung Paris Agreement , yang menekan industri berbasis batubara. Sedangkan jika Trump yang melanjutkan kepemimpinannya, maka produksi batu-bara dari AS akan semakin banyak dan ekspor ke pasar diprediksi akan semakin kencang. Dihubungi terpisah, Ketua Indonesian Mining and Energy Forum (IMEF) Singgih Widagdo juga menilai bahwa kemenangan Trump akan memperkuat batubara. Bahkan, Trump pun disebut-sebut akan memotong pajak batubara dan menarik ratifikasi Paris Agreement.

However, if Trump wins and continues to have a trade war with China, then Indonesia will be affected. This is because there will be a decline in Chinese exports to America, which will have an impact on reducing energy demand in driving the industry. This means that the coal imports that China needs will experience a decline.

In fact, China is the main market for coal exports from Indonesia. Coal exports are still the focus of Indonesia, because 75% of production is still destined for the export market.

So, if you look at the stability of the market, Biden's victory is expected. "To secure the mining business dynamics, of course Biden's victory will further stabilize the market," said Singgih.

However, Singgih considered that the direct impact of the US Presidential Election on mining in Indonesia was insignificant. Because America is not the main rival of the Indonesian coal market.

Meanwhile, from the mineral industry side, downstream in Indonesia is still controlled by China and giant mining companies such as PT Freeport Indonesia (PTFI) have partially controlled by Indonesia, and will still refer to the work plan.

Freeport Indonesia President Director Tonny Wenas agreed with this. He said, PTFI has a long term investment plan that has been agreed by shareholders. So, whoever wins the presidential election in the US will not interfere with Freeport's business plan.

"Berarti, industri batubara akan tumbuh. Sebaliknya, Biden justru terus mempertahan-kan apa yang telah disepakati di Paris Agreement, bahkan memeprkuat" kata Singgih.

Namun, jika Trump menang dan tetap meng-adakan perang dagang dengan China, maka Indonesia akan terimbas. Sebab, akan terjadi penurunan ekspor China ke Amerika, yang berdampak pada penurunan kebutuhan energi dalam menggerakkan industri. Artinya, impor batubara yang dibutuhkan China akan mengalami penurunan.

Padahal, China merupakan pasar utama ekspor batubara dari Indonesia. Ekspor batu-bara pun masih menjadi tumpuan Indonesia, karena 75% dari hasil produksi masih ditujukan untuk pasar ekspor.

Sehingga jika melihat dari sisi kestabilan pasar, maka kemenangan Biden lebih diharapkan. "Untuk mengamankan dinamika bisnis pertambangan, tentu kemenangan Biden lebih akan menstabilkan pasar," kata Singgih.

Kendati demikian, Singgih menilai bahwa dampak secara langsung Pilpres AS terhadap pertambangan di Indonesia tidak lah signifikan. Lantaran Amerika pun bukan saingan utama pasar batubara Indonesia.

Sedangkan dari sisi industri mineral, hiliri-sasi di Indonesia masih dikuasai oleh China dan perusahaan tambang raksasa seperti PT Freeport Indonesia (PTFI) sebagian saham-nya sudah dikuasai Indonesia, dan tetap akan mengacu pada rencana kerja.

Hal itu pun diamini oleh Presiden Direktur Freeport Indonesia, Tonny Wenas. Dia bilang, PTFI memiliki long term investment plan yang telah disepakati oleh para pemegang saham. Sehingga, siapa pun nanti yang memenangi Pilpres di AS tidak akan mengganggu rencana bisnis Freeport.

"Kami akan fokus menjalankan itu. Bagi kami siapapun yang menang sama saja," pungkas Tonny kepada Kontan.co.id, Selasa (3/11).

profit for the period attributable to owners of the parent company of US$ 109.39 million or Rp 1.6 trillion (exchange rate of Rp 14,700) in the third quarter of this year. That number has fallen significantly (-73%) from the profit of US$ 405.99 million or equivalent to Rp.5 .9 tril l ion in September 2019.

The decline in profit was due to lower operating income to US$ 1.95 billion (Rp 28.66 trillion), a correction of -25% from the same period earlier at US$ 2.6 billion (Rp 38.22 trillion).

This was driven by a decrease in the Average Selling Price (ASP) and sales volume, which fell 18% and 9%, respectively. The coal market is not yet conducive because global coal demand is still weak.

Although the seaborne thermal coal market is down on a y-o-y basis, thanks to discipline on supply, signs of rebalancing are starting to appear in Q3 2020. During this period, coal production and sales reached 41.10 million tonnes and 40.76 million tonnes, respectively, equivalent to a 7% and 9% y-o-y decline.

The company's cost of revenue also decreased 24% to US$ 1.4 billion (Rp 20.5 trillion), from September 2019 which amounted to US$ 1.85 billion (Rp 27.19 trillion).

This was mainly due to a decrease in strip ratio and royalty payments to the government in the third quarter of 2020. Coal cash cost per tonne (excluding royalties) decreased 17% y-o-y due to lower strip ratio and lower fuel prices.

In the quarter, fuel costs decreased 28%, due to lower fuel prices y-o-y and fuel consumption 18% lower as production and strip ratio decreased.

ADRO President Director and Chief Executive Officer, Garibaldi Thohir said falling profits were due to lower demand due to slowing economic growth and weak buying interest in major importing countries.

In these difficult times, the company continues to focus on operations and cost efficiency, and implements strategies to strengthen its core business.

"We are also taking a cautious stance on spending and executing our capital expenditure plans with caution. Although discipline on supply has begun, we predict that the market recovery will take longer," said Garibaldi in a release received on Tuesday (3/11).

Di masa yang sulit ini, perusahaan terus berfokus terhadap operasi dan efisiensi biaya, serta mengimplementasikan strategi untuk memperkuat bisnis inti.

"Kami juga mengambil sikap waspada terhadap pengeluaran dan mengeksekusi rencana belanja modal dengan hati-hati. Meskipun disiplin terhadap suplai telah mulai dilakukan, kami perkirakan bahwa pemulihan pasar akan membutuhkan waktu yang lebih lama," kata Garibaldi melalui rilis yang diterima, Selasa (3/11).

Meskipun dibayangi oleh tantangan ekonomi makro, perusahan masih dapat mempertahankan operasi. Kondisi pasar batu bara yang sulit akibat ekonomi global yang masih belum kondusif karena pandemi yang berkepanjangan terus menekan profitabilitas perusahaan.

Through a press release quoted on Wednesday (4/11/2020), Timah Manage-ment explained that vaccine trials in several countries had brought good hope for the recovery of the metal commodity market. The state-owned mining company reported that tin demand rose by 8.07 percent on a quarterly basis in the third quarter of 2020.

The issuer coded TINS shares reported that tin prices continued to improve due to the deficit in the third quarter of 2020. Management is optimistic that prices will return to their original positions in early 2021.

TINS reported tin exports of 98 percent with the Asian continent market at 68 percent, Europe 15 percent, and America 15 percent in the third quarter of 2020. The remaining sales are made to the domestic market.

In the third quarter of 2020, TINS posted revenue of Rp 11.88 trillion. The realization was 18.42 percent lower than Rp14.56 trillion in the same period last year.

TINS recorded a net loss of Rp255.16 billion as of September 30, 2020. However, that number has shrunk from Rp390.07 billion in the second quarter of 2020.

The management of TINS said that exploration was continuously carried out to support the sustainability of the TINS business in the future. Bangka Belitung will still be the main location for tin mining.

"The potential for tin reserves in Bangka Belitung is still large, especially for the primary type which is found in many new locations which are continuing to be explored," said Finance Director Timah Wibisono.

Wibisono added that the new reserves will be a hope for TINS. This is related to the sustainability of the tin business in the future.

Indonesia’s Arutmin granted coal mine licence extension

INDONESIAN coal producer Arutmin has been given a 10-year extension to its mining licence

by the country's energy ministry (ESDM), ending a year-long review process after the company filed for a contract extension in October last year.

The new contract is based on the new mining and the omnibus job creation laws that were passed earlier this year. Arutmin's designation as a coal contract of work (PKP2B) permit holder has now been changed to a special mining business licence (IUPK). The old PKP2B permit expired on 2 November and with the new IUPK Arutmin will be allowed to continue its mining operations until 2 November 2030.

Arutmin, a subsidiary of Bumi Resources, will be required to file for another extension before its new contract expires, should it choose to take advantage of a clause that gives up to two 10-year contract extensions for PKP2B holders.

The contract extension is expected to set a precedent for all PKP2B holders, as this is the first contract extension granted under the new mining law. Without a contract extension, coal mining companies whose contracts have lapsed are forced to stop operations, similar to the fate of producer Tanito Harum whose PKP2B contract expired in January last year.

The ESDM said that the signing of a contract extension gives long-term legal and business certainty for PKP2B holders and allows the government to increase state revenues from PKP2B holders.

Arutmin is one of two Bumi subsidiaries. Its mining concession spans just over 570km² and has estimated coal reserves of 213mn t, accounting for roughly 30pc of Bumi's total annual coal output.

Bumi previously lowered its 2020 coal output guidance to 85mn-90mn t from a previous target of 94.5mn t after the Covid-19 outbreak affected the global economy. operations in Vereeniging, South Africa, have been concluded. The consultations, initiated by Metso in March 2020, have resulted in the decision to divest the fabrication, machining and assembly operations and close or rearrange the rest of the operations.

”We carefully evaluated all opportunities, with the target to find the best possible option for our customers and employees. Approximately 110 employees will continue with the new local owner in the spare parts manufacturing and repair operations,” says Sami Takaluoma, President, Consumables business area at Metso Outotec.

”To ensure the best value, availability and quality to our customers, the mill linings production as well as pump assembly operations will be transferred to our other manufacturing units with flexible global service capability. We will continue to have some field service and engineering specialists in Vereeniging to ensure a sustainable transition as well as uninterrupted service to our customers,” says Takaluoma.

The unit in Vereeniging has provided pumps, spare parts, consumables, and repair services for the mining industry. The unit has had approximately 200 employees. The decisions made on the Vereeniging site operations are not related to the Metso Outotec combination.

CHINA has ordered traders to stop purchasing at least seven categories of Australian commodities, including coal, barley, copper ore and concentrate, sugar, timber, wine and lobster, Bloomberg reported.

Beijing and Canberra have been locked in a geopolitical dispute since April after Australia pushed for an international inquiry into the origins of the covid-19 pandemic.

Reports by the South China Morning Post suggest that copper and sugar exports from Australia into China will be halted, after the country banned the import of timber from Queensland and barley shipments from an Australian grain exporter.

Australian rock lobster shipments were also delayed in Shanghai on the weekend.

China is Australia’s most important and biggest trading partner. The two-way trade between the countries is worth around A$240 billion ($171 billion), while China buys around 39% of Australia’s merchandise exports.

The Chilean Copper Commission (Cochilco) reported that Codelco - the world's largest copper mining company - boosted production by 9.6% year-on-year to 159 200 tonnes. SANDFIRE Resources has responded to speculation that China is considering a ban on

Australian copper imports, stating that it is “not aware of the reasons for the reported

potential ban”.

The Australian Financial Review reported this week that Chinese media has speculated that Australian copper, among other commodities including sugar, imported into the nation could

be restricted.

Sandfire, however, stressed that it maintained regular contact with its key Chinese customers,

trading and smelter partners for sales from the DeGrussa operation in Western Australia.

“Should it be required, Sandfire is confident in its ability to increase sales contract volumes to existing and also new copper concentrate customers in non-Chinese markets,” Sandfire stated

in an ASX announcement.

“For example, into existing markets in Japan, Korea, the Philippines and Europe, based on its market soundings and engagement during its regular tender processes.

“The global copper concentrate markets are mature, robust and highly competitive for clean, high quality concentrate such as that produced from DeGrussa over the past eight years.”

The DeGrussa mine is still operating at full production rates and is maintaining 2021 financial

year guidance of 67,000 to 70,000 tonnes of contained copper.

During October, Sandfire has exported four shipments of copper concentrate, further building on its solid financial position of $398 million cash balance with no debt outside of lease

liabilities.

The company is showing no signs of slowing down as it progresses its international project

pipeline, having completed a feasibility studies for the Black Butte copper project in Montana, the United States and the T3 copper-silver project in Botswana, Africa.

GLOBAL zinc production is poised to rise over the coming years as elevated prices encourage miners to restart idled capacity and begin production at new mines.

Using production data provided by Miningintelligence, MINING.COM takes a look at the 10 biggest zinc producers in world in terms of their 2019 output.

The Red Dog mine in Alaska operated by Canada’s Teck Resources kept its “top dog” status with zinc production of 552.4kt in 2019, a 5% decline over the previous calendar year.

Vedanta’s Rampura Agucha underground mine remains the runner up with 358kt of zinc produced, despite a sharp decline (18%) over the 438kt produced in 2018.

The no. 3 and 4 spots are both occupied by Glencore operations in Australia: Mount Isa Zinc and McArthur River. The giant Antamina mine in Peru dropped two spots to no. 5 after seeing its output plunge over 25% to 255.6kt last year.
